TomorrowHealthy Eating Active Living (HEAL) is the buzz, with national attention focused on reducing childhood obesity, and improving the health of

all. Two years ago Novato joined Let’s Move Cities, Towns, and Counties, and staff remains involved with the County’s HEAL efforts. Novato City Council adopted a resolution in support of HEAL, which is dedicated to improving easy access to healthy food and active living opportunities. So, “What does this mean to you?”It means in our programs we provide healthy snack options, teach healthy eating, and provide opportunities for youth, teens, adults and seniors to be active. Everything we do to eat better, move more, and stay free of disease supports Novato as a healthy, thriving community. That means success for all of us. With eleven (11) community recreation buildings, multiple outdoor recreation areas including fields, tennis courts, parks, playgrounds for tots and children, bocce courts, walking paths, and open lawn areas, getting moving in Novato is easy! Dear Novato Residents,

No matter the season, it is always a good time to live, learn, and play in the City of Novato. As you can see, our Activity Guide is full of fun classes, activities, and programs for all ages and for many interests. Our Parks, Recreation and Community Services (PRCS) Department offers high-quality, affordable recreational opportunities and facilities, for you and your family. Additionally, PRCS offers financial assistance through scholarships and reduced-fee programs to assist families and individuals in need. Our hope is that you have a chance to experience these classes and activities throughout the year.

Whether it is through parks and recreation, street maintenance, or public safety, we strive to “provide excellent services and enrich the quality of life within the community in a fiscally-responsible manner,” and are able to do this through a committed staff, an informed City Council, and an engaged citizenry. Outcome: An adopted General Plan and approved Housing Element that has community buy-in, and preserves Novato’s unique character and environment. Increased awareness of the environment and our impact on natural resources.

BF I S C A L A N D O R G A N I Z A T I O N A L S U S T A I N A B I L I T YContinue efforts to attain long-term fiscal stability (provision of services and care of community assets) and organizational excellence through improved efficiency and effectiveness, resources to maintain and replace City facilities, active management of employee compensation, growth in on-going revenue from City-owned assets, investment in technology and operational improvement and exploration of ongoing revenue generation. Clarify and provide options for Council and the community to decide how they want to attain fiscal sustainability.

Outcome: A balanced and stable mix of ongoing revenues and expenditures that support services and daily operations, plus create adequate financial investment in City assets and infrastructure in the long term.

T H R I V I N G B U S I N E S S E N V I R O N M E N TThrough the promotion of Novato and our development of programs aimed at the recruitment and retention of high paying jobs, facilitate Novato becoming a key business destination. Facilitate a vibrant and restored downtown and other commercial centers that enhance community spaces, restaurant options, the retail environment, and the City’s financial base.

Outcome: The prime business and retail destination in the North Bay with high paying jobs including clean and biotechnology sectors, and a downtown and other retail centers bustling with shoppers, event-goers, and employees with a retained small town character and active public spaces.

DC O M M U N I T Y H E A L T H A N D S A F E T YBuild a strong and safe community by 1) connecting residents, neighborhoods, programs, and support systems for all, and 2) promoting active recreational opportunities utilizing programs, parks and community facilities.

Healthy, fit Novatans living and working in an environment with healthy neighborhoods, and resident access to recreational programs and first-class community facilities.

Preschool ProgramThe Preschool Program consists of drop-off classes for children ages 2½ through 5 years old. Classes are divided by age and are held in a safe, friendly environment. Classes run in two-month sessions from the end of August–June. The program follows the NUSD calendar and does not meet on school holidays. Children must meet the required age levels prior to the start of each session.

Each class offers a preschool play experience designed to meet the social needs of each particular age group. Classes include activities such as arts and crafts, indoor and outdoor play, games, music and educational games. Children will work in small groups and interact in social activities. Children in Tiny Tots and Pre-K must be toilet trained. Teeny Tiny Tots do not need to be toilet trained.

Registration: The end of August is the start of the new school year and registration is open

on a first come, first served basis. For ongoing registration, existing participants have priority to

re-enroll in the same program before the class is opened to new participants. Applications for registration will be accepted by mail, fax or walk-in during the specified registration periods. On-line registration is available for students enrolled in the previous session. There is no online or automated phone registration available for new participants in this program. Class sizes are limited, early registration is recommended.

This program offers a healthy balance of play and academics to stimulate social, emotional and educational growth. It will be taught by California Credentialed teachers, who have preschool and elementary school experience, and are knowledgeable in NUSD curriculum and standards. This program will offer necessary preparation for Kindergarten and teachers will monitor and evaluate growth and Kindergarten readiness for Pre-K aged kids. Teachers will provide a loving and playful environment and utilizing the Positive Discipline strategies they are certified in. Children must be 3½ years old.

School Aged Child Care

Novato Parks, Recreation & Community Services offers a before and after school licensed child care program at Lu Sutton School. The program is designed to provide a well-rounded recreation program for children attending Lu Sutton School, kindergarten through fifth grade.

The program operates Monday through Friday from 6:30AM to 6:30PM. Special all day programs are provided on Teacher Work Days and certain holidays and vacation periods.

Activities include active games, sports, gardening, sewing, cooking, indoor games, homework time and special events.

Registration is limited. Participants must be registered and paid in advance (check or credit card). Call the staff at the Lu Sutton Child Care Program, 897-1574 for more information.

This “parent and child” combination class is designed to help toddlers prepare for preschool with the help of having their loved one by their side. Your little monkey will have the opportunity to explore their own creativity while making new friends and familiarizing themselves to a structured program. Grandparents, caregivers, and other family members are welcome to be the child’s guide through the fun as everyone openly participates in activities such as art, music, games, stories and more.

The Gift of ArtGrades: 1-6Instructor: Leslie-Sahaba Marks

During this half day workshop, we will explore line, form and color in a variety of media: acrylic paintings, sketches to go in their own decorated frames, soft cloth creatures and illuminated calligraphy. Students will be supported in their own creative expression and in developing different ways of ‘seeing.’ This includes seeing near and far (figure and background), as well as inner vision (dream art and imagination). Pictures of art through the ages from around the world will be shared to give a sense of the history of art and inspiration for their own work.

Separate basketball leagues for boys and girls in the first and second grades will begin in mid-December and run through mid-March. This is an instructional, recreational league

that keeps competition to a minimum while emphasizing basketball fundamentals and sportsmanship.

Each team will play approximately 10 games. Games will be played

weeknights at 4PM, 5PM, 6PM & 7PM and on weekends from 9-6PM. The first and

second grade basketball league will be coached by volunteer parents. Teams will be formed by the Parks, Recreation and Community Services Department. All players will be notified by their coach about their first practice. Every player is required to wear a reversible red and white numbered jersey. The jersey is available for purchase at the Novato Gymnastics Center, 950 7th Street for $21.70. Registration accepted November 5 - November 30.

Practices and games held after school and evenings, between 2:30 - 9:00 p.m., Mon.-Fri., and weekends between 9AM and 7PM. Game and practice times are dependent on the volunteer coaches’ schedule and gym availability. Teams are formed by Park & Recreation Staff after assessment day. NO REQUESTS.

Novato School of Dance FacultyMegan Titus has been teaching dance and fitness classes in Northern California for more than 10 years. She has a Bachelor’s of Creative Arts degree, with an emphasis in dance and musical theater. Megan loves being an instructor for Novato School of Dance!

Jennifer Humble has taught for Novato School of Dance for the past 3 years while studying as an undergraduate student at Dominican University. Jennifer has studied dance for the past 15 years and is happy to teach our Thursday afternoon Hip Hop classes.

Kimberly Terral is a former elementary school teacher who has taught dance to children of all ages. She has directed and choreographed children’s programs in Marin County for over 15 years. She is excited to teach children the love of dance!

Pom Pom DanceAges: 4-12 years oldInstructor: Kimberly Terral

Pom Pom Dance is great exercise, helps eye-hand coordination and increases flexibility. Students learn basic jazz/hip-hop techniques and exciting arm/hand movements to today’s kid-friendly pop music. Each class begins with a warm-up and stretching section to improve flexibility and cardiovascular endurance. Over the course of the session, students will learn a full routine which involves multiple formation changes as well as visually effective arm movements that are enhanced with the use of pompoms/props. Pom Pom Dance is often confused with cheerleading; although many moves are similar, pom pom routines are set to music and do not involve vocal cheering as cheerleading does. Pom Pom Dance does not include mounts, gymnastics or tumbling. This competition free performing class allows your child to make new friends, become a part of a team and learn a fun, energetic pom pom style of dance! Clothing: Jazz or flexible tennis shoes, leotard or tank top, dance shorts or dance pants.

Preschool Gymnastics

All of our preschool classes promote improved kinesthetic awareness (body and space), locomotor skills, balance, hand/eye coordination, foot/eye coordination as well as communication and social skills. All lesson plans are designed to be appropriate for the average physical/mental development for each age group.

Big & Little GymnasticsAges: 12 months-2 years old

Instructors will teach you how to help your child use gymnastics equipment safely and effectively. Individual movement exploration and minimal organized activities are part of the curriculum of perceptual motor skills for toddlers. The City of Novato will again partner with the City of San Rafael for Aquatic Program Services. San Rafael will provide swim lessons, water exercise, lap, recreation swimming and special events, and will coordinate pool rentals. San Rafael will handle all program registrations and rental reservations. This is an exciting partnership between two public agencies, who have come together to support a valued community asset. The renovated facility was, transformed from its weathered 1930’s era condition, to a state-of-the-art pool great for instruction, deep water exercise, and recreational and rental use. The site is also home to an exciting new water play structure with a slide and lots of water spray, great for even our youngest residents.

Warming/Cooling CentersIf a widespread, long term power outage occurs, the City of Novato will establish a place for Novato residents to come and stay warm or keep cool. The City runs each league according to established rules, regulations, a Code of Conduct, and consequences specific to each sport. Adult athletic participants are subject to basic rules which emphasize sportsmanlike behavior, and the recreational nature of City leagues.

Watercolor in ActionInstructor: Melissa Adkison

No wishy-washy watercolors here! Learn to paint intense, glowing colors instead of ‘muddy’ washed-out ones. In this class, students will learn how to mix colors that are clean and vibrant, both on the palette and wet-in-wet techniques. This comprehensive class caters to the beginner as well as the advanced watercolorist. Beginners will work on the basic techniques: wet-in-wet, mixing color, washes, and just familiarizing themselves with the paint. Advanced students will work from Studio Still Life. Students are encouraged to work with their own projects and consult with the instructor. Bring whatever watercolor supplies you may have to the first class. This class is designed for adults who own a digital DSLR or a digital camera with advanced features. We will concentrate on how to shoot off of automatic and properly use and understand your cameras apertures and shutter speeds, exposure compensation, ISO, white balance, the use of different lenses, flashes, filters and more. Not the impossible but beautiful ballroom dancing you see on TV. This is American style social dancing, for everyone. This class is designed for people who have never danced before. Dominican OLLI Program

These courses are offered by the Osher Lifelong Learning Institute at Dominican University of California. To register for these non-credit courses, pick up an OLLI registration form at the Margaret Todd Senior Center. There is an annual $30 OLLI membership fee required. Members of the Margaret Todd Senior Center receive a $30 discount on OLLI course registrations. Course fees are $110 ($80 with the MTSC member discount). Current Issues Before the United States Supreme CourtStudents will learn how the Court operates, chooses its cases and reaches decisions. We will study in detail ten of the most interesting and controversial cases currently awaiting the Court¹s ruling in areas such as Equal Protection of the laws, religious freedom, freedom of speech and the Bill of Rights and vote on the outcomes. Students will be encouraged to follow the arguments with internet research as guided by the instructor and express their viewpoints in class discussion. AARP Safe Driving Course

AARP classroom courses are for drivers 55 and older who would like to improve their driving skills and earn a certificate for insurance discounts. Developed by AARP, these courses review basic rules of the road, including accident prevention, car maintenance, and the effects of medication and alcohol on driving. A certificate is awarded for the completion of each program, which by law entitles the graduates to insurance discounts for three years. The AARP Safe Driving Refresher Course is only for persons who have previously completed the 8-hour program in the last four years. To register, complete a course registration form and submit it to MTSC with a $12/$14 check payable to AARP. You cannot register over the phone. Once the course has started, no refunds or transfers will be given. Please bring the following to class: driver’s license and AARP membership card (if you are an AARP member). Get Ready WorkshopsInstructor: Get Ready Trainers

People of Novato face a multitude of hazards including earthquakes, wildfires, flooding, and landslides. To address these public safety risks, a simple and free two-hour emergency preparedness program is being offered to all households in the county through the Get Ready Emergency Disaster Preparedness Program, which is a collaborative effort between Marin County communities and jurisdictions with a goal to prepare households with the skills and information to survive and cope with a disaster for five to seven days. The Benefits: Prepared citizens means reduced injuries and illnesses due to a disaster; a reduction to the over-burdened emergency first responders; a reduction to the over-burdened hospitals and urgent care centers; a reduction in the financial burden the City will bear due to disaster; and a stronger community. The Margaret Todd Senior Center is a program of Novato Parks, Recreation and Community Services. The Center offers enrichment and fitness courses, special events, specialty groups, game groups, senior services, information and referral, as well as multiple on-going activities. It is a place for people to gather, socialize, learn, relax and have fun in a welcoming, friendly environment.

There are many opportunities for participation at the Center. For class information, please see pages 28-35 of this Guide. Center membership is $20 for the year and is required for participation in game groups, and other Center programs. Membership applications are available at the Center front desk, online, or by calling (415) 899-8290 to request a form by mail. Not yet 50? Most programs that we offer are for adults of any age.

If you are new to the area, or would just like to learn about the Center, stop by or call to schedule a tour with Center staff. Regular business hours: Monday-Friday 9AM-5PM Novato Independent Elders program (NIEP) is a program of Episcopal Senior Communities (ESC), a 501(c) 3 nondenominational corporation founded in 1965 that operates continuing care retirement communities, affordable housing sites, and outreach services in Alameda, San Francisco, Monterey, Sonoma, Santa Clara and Marin counties. NIEP programs are designed to support the independence and improve the quality of life of Novato Seniors. NIEP is a partnership program with Marin Community Foundation. The City of Novato provides in-kind support which allows NIEP to remain at Margaret Todd Senior Center. NIEP develops community partnerships which provide outreach, education and advocacy programs for older adults, family caregivers, service providers, and provide many volunteer opportunities for older adults in the community. The NIEP Coalition meets monthly to discuss NIEP programs and services, and share information about other programs/services that support the independence of Novato’s older adults. Coalition meetings are on the 3rd Wednesday of the month at 1:30 at Margaret Todd Senior Center. Novato seniors and representatives from other senior service agencies are invited to attend. Poles for Walking, Mobility and BalanceWednesday, March 20 from 1-4PM

Pole walking will improve your balance, help you navigate curbs, increase endurance and improve your posture. Even couch potatoes and non-athletic types can use poles to strengthen upper body muscles to preserve their joints, knees and spines to help prevent dangerous falls. Wear comfortable shoes and clothing. The instructor will show you how to use the poles correctly to expand your walking capabilities, improve your mobility and make your outdoor experiences safer and more fun. Poles will be provided. The workshop is being presented by Jayah Faye Paley, educator, author and creator of an award-winning DVD, ‘Poles for Hiking, Trekking and Walking,’ and is sponsored by the Novato Independent Elders Program. This workshop addresses the issue of accidents or falls by offering basic tools to assess each individual’s risk for falls in the home. The presentation will also include fall-related statistics, fall risk and prevention checklist, in-home safety and mafication tips. The training is for seniors, care-takers and family members to gain knowledge on how to prevent falls that are such a common occuraance in and out of the home. Monday Meetings: The Club gathers each Monday at 11AM for coffee and socializing, magazine exchange, sign-ups for catered lunches, trips and special dinners. Lunch is at noon, so bring a bag lunch, and the Club will provide the coffee and tea.

Sunday Brunches: Enjoy a traditional Sunday Brunch at the Margaret Todd Senior Center. Reservations are not needed and everyone is welcome! Brunch season is October through June. No brunch in December. See the newsletter for details or call 899-8290.

Crafters Nook Shop: This consignment shop sells handmade arts and crafts and is operated by volunteers from the Novato Senior Citizens Club. If you are interested in consigning, call 892-5935. See the newsletter for open business hours.

Arts & Crafts Group: Join the Arts & Crafts Group on Thursdays from 9:30–11:30AM. Work on craft projects with friends.

Pedro: The NSCC offers Partner Pedro at 12:30PM on Fridays at the Downtown Recreation Center, 950 Seventh Street. NSCC also hosts three Pedro Tournaments annually.

Big Bucks Sunday Bingo: Come enjoy Bingo, refreshments, door prizes, and pull tab games. Doors open at 12PM, and the first game starts at 1PM. On Brunch Sundays, the doors open at 12:15PM. There is no Bingo in December. Bingo is open to the public – must be 18 years or older. Minimum buy-in of $7 is required.

Upcoming Special Events: The Irish Dinner will be held on Wednesday, March 13th at 5PM. See the newsletter for more information—reservations are required.

Trip Program: Travel with the Club on day, overnight and extended trips. See the newsletter for more information.

Friday Flicks: Come to the Center on Fridays to watch a movie on our big screen. Doors open at 1:30PM and the show starts at 2PM.

Novato Fountain of Ukes: No experience necessary! Just bring your ukulele on Fridays at 10AM and you’ll be playing in no time. Beginners session is held on Fridays from 9-10AM, everyone else meets from 10-11:30AM.

Notice – Flood Safety InformationAreas of Novato are in the special Flood Hazard Area (SFHA) as shown on the current Flood Insurance Rate Map (FIRM) compiled by the Federal Emergency Management Agency. These areas are subject to inundation by a 100-year flood. Properties upstream of the confluence of Novato, Warner and Arroyo Avichi Creeks are most susceptible to flooding during a 100-year flood event. Heavy winter rains have caused flooding and property damage in these areas.

SOME THINGS THAT MAY HELP PROTECT YOUR PROPERTY:• Rake, collect and bag leaves, grass clippings, and tree branches before storms occur. Debris clogging storm drains is the primary cause of most floods. Dumping or throwing anything into drainage ditches or streams is a violation of the City Code.

• Clean drains around your home, including roof gutters, downspouts, drain inlets, pipes, drainage ditches, and driveway culverts.

• Do not construct driveway ramps in street gutters.

• Check with the Community Development Department (899-8989), or Engineering Division (899-8246) before you build on, alter, regrade, or add fill to your property. Permit(s) may be required to ensure that projects do not cause problems on your or your neighbor’s property.

• Talk to you insurance agent to determine your flood insurance needs. Homeowner insurance policies do not cover flood damage. Recommend getting at least three quotes.

DURING A FLOOD WATCH: Listen to the radio for storm news, and be prepared to evacuate. If time permits, bring outdoor belongings indoors, and move valuable possessions to upper floors or safe ground. Report local flooding or severe runoff to the Maintenance Division (899-8280), or Police Department (897-4361).

DURING A FLOOD: Listen to the radio for news; if told to evacuate, do so immediately. Novato emergency radio station is 530 AM. Do not walk, or drive through flooded areas.

Financial AssistanceYouth/TeenParents/guardians of children under 18 years old who reside within the Novato city limits may apply for a financial assistance scholarship. Families meeting the financial eligibility requirements are eligible to receive a $150 scholarship. RefundsFull refunds will be issued for a program altered or canceled by the City, or if a participant is dissatisfied with any program. Refund requests must be made no later than one working day after the program ends. Refund and/or program transfer requests must be accompanied by a Refund/Transfer request form. A Refund/Transfer request form, and our Refund Policy are available at our customer service locations, and online under “Directory of Forms” at www.novato.org/prcs. An $8 registration fee will be subtracted from your refund along with a $5 processing fee ($13 total).

Registrations paid by cash or check will be refunded by a City check. Credit card purchases will be refunded to the credit card used to register for the program. It may take up to three weeks to receive refund checks. Refunds may be prorated to cover nonrefundable costs such as service fees, partial class attendance, materials, prepaid transportation, and tickets. Once the following programs have started, no refunds will be given: day camps, gymnastics camps, specialty camps, or one-day programs.

To start using our NovatoFun E-Connect online and Touch Tone automated phone registration systems, call (415) 899-8279 or (415) 899-8290 or e-mail [email protected] to request your secure family PIN and client barcode numbers. Information needed to obtain a PIN and barcode numbers are: family member names, birth dates, current school grades, street address, city, zip code, home/work/cell phone numbers, and e-mail address. To download a form online, go to www.novato.org/prcs and click on “Directory of Forms”. 3. Drop-off, fax, and mail-in registrations are processed in random order as received. Please have both sides of the registration form completely filled out and signed, and include payment. Incomplete registrations and/or having incorrect payment amounts will be returned unprocessed.

4. Names will be placed on a waiting list for any program that is full. Programs may be cancelled due to lack of enrollment. Do not assume you are enrolled in a program until you receive a confirmation receipt.

5. Program participants are responsible for payment at the time of registration for activities, programs, and rental facilities. A $15 fee will be charged for returned checks. It is the City of Novato’s policy to take progressive action in resolving any outstanding account balance, including utilizing the services of a collection agency to obtain payment.

I further agree to DEFEND, INDEMNIFY and HOLD HARMLESS the RELEASEES from and against any and all liability, claims, causes of action, and/or losses of any nature or kind (including litigation-related expenses such as attorney and expert witness fees) resulting from, or in connection with, participation in this/these program(s) whether caused by any negligent act or omission of the RELEASEES.

I further understand that serious accidents may occur in the City of Novato recreation program(s) that I am registering for, that participants in this/these program(s) may sustain mortal or serious personal injuries, and/or property damage, as a consequence of their participation in this/these program(s). Knowing the risks of said event, nevertheless, I HEREBY AGREE TO ASSUME THOSE RISKS AND TO RELEASE AND HOLD HARMLESS TO THE FULLEST EXTENT ALLOWED BY LAW ALL OF THOSE PERSONS MENTIONED ABOVE WHO THROUGH PASSIVE OR ACTIVE NEGLIGENCE OR CARELESSNESS MIGHT OTHERWISE BE LIABLE TO ME FOR DAMAGES.

It is further understood and agreed that this waiver, release, hold harmless and indemnification agreement is to be binding on me, any of my participating family members, and all of our heirs, representatives, and assigns.

I hereby authorize qualified physicians to render medical treatment or care that they may deem necessary for me or my family members in case of illness or accident during such program(s). In the event of injury of a child participant, and if a parent cannot be reached, the Novato Fire District will be contacted to transport the injured to Novato Community Hospital or Kaiser Permanente. (Please check one. If none are checked, the injured will automatically be transported to Novato Community Hospital.)
