General Statistical Overview The present report provides statistical information on the teaching and training activities undertaken and/or sponsored by the WIPO Academy in 2013 under the following programs:
The Professional Development Program;
The Academic Institutions Program;
The Summer Schools Program; and
The Distance Learning Program As shown in Table 1 below, in the period under review a total of 41 343 persons benefitted from the activities of the Academy as compared to 33 708 persons in 2011 and 41 520 in 2012. As also shown in Table 1, of these 41 343 persons, 702 attended the traditional face-to-face training courses (an increase of 3.8 per cent compared to 2012) and 40 640 enrolled in the courses offered by the Academy under its Distance Learning Program. These figures do not include study visits and similar activities organized or co-organized by the WIPO Academy for 115 participants in 2013. Professional Development Program The Professional Development Program (PDP) provides introductory, advanced and specialized training in the field of IP for government officials and other selected target groups from developing countries, Least Developed Countries (LDCs) and countries with economies in transition. Figure 1 below shows the total number of participants in courses organized in 2013 under the PDP as compared to 2011 and 2012. As shown in Figure 1, in the reporting period a total of 251 government officials from developing countries, LDCs and countries with economies in transition were sponsored to participate in these courses, as compared to a total of 233 government officials in 2012 and 226 in 2011 (an increase of 7.7 per cent and 11 per cent, respectively). Figure 2 below shows the geographical distribution of participants in the PDP in 2013 as compared to 2012. As illustrated in Figure 2, in 2013 participants came from Latin America and the Caribbean (75 or 30 per cent), Africa (58 or 23 per cent), Asia-Pacific (53 or 21 per cent), Arab countries (35 or 14 per cent), and Certain Countries in Europe and Asia (30 or 12 per cent). As also illustrated in Figure 2, in 2012 the corresponding figures were: 77 persons or 33 per cent from Latin America and the Caribbean, 56 persons or 24 per cent from Africa, 45 persons or 19 per cent from Asia and the Pacific, 30 persons or 13 per cent from Arab countries and 25 persons or 11 per cent from Certain Countries in Europe and Asia. As Figure 3 shows, in 2013, 47 per cent of participants in courses organized by the Academy under its PDP were females and 53 per cent were males, as compared to 45 per cent of female participants and 55 per cent of male participants, respectively in 2012. The WIPO Academy will continue to improve the gender balance in the selection of course participants.

Academic Institutions Program The Academic Institutions Program (AIP) is designed to facilitate access to university level education on the legal aspects of intellectual property to qualified persons from developing countries, least developed countries and countries with economies in transition. Under this Program the WIPO Academy offers each year Master’s Degree Programs on Intellectual Property Law jointly with a number of selected academic institutions and regional IP organizations (Joint Master Programs). Figure 4 below shows the total number of sponsored participants (beneficiaries of full scholarships) under the Joint Master Programs in 2013 as compared to 2012 and 2011. As shown in Figure 4, in the reporting period a total of 95 students received scholarships as compared to a total of 72 persons in 2012 and 68 in 2011(an increase of 31.9 per cent and 39.7 per cent, respectively). As in previous years, the WIPO scholarships covered the cost of travel, accommodation, medical insurance and tuition fees. Figure 5 below illustrates the geographical distribution of participants in Joint Master Programs, as compared to 2012. As shown in Figure 5, in 2013, students from Africa were 43 or 45 per cent, from Asia-Pacific 21 or 22 per cent and from Latin America 21 or 22 per cent. This geographical distribution is explained by the fact that Joint Master Programs are regional in vocation and that out of six, four are located in Africa and the Asia-Pacific regions. The increase in the number of participants from Latin America is due to the launch in 2013 of a new Master on Intellectual Property (MIP) jointly offered by the WIPO Academy and the Austral University, Buenos Aires, Argentina. As part of its Academic Institutions Program, in 2013 the Academy also organized a special WIPO-WTO Colloquium for Teachers of Intellectual Property for the benefit of 22 persons from developing countries, least developed countries and countries with economies in transition.

Figure 7 below shows the total number of participants in the Summer Schools Program in 2013 as compared to 2012. As shown in Figure 7, in the reporting period a total of 329 students participated as compared to a total of 301 in the previous year (an increase of 9.3 per cent). Figure 9 below illustrates the geographical distribution of participants in the WIPO Summer Schools in 2013 as compared to 2012. The country of origin of participants in Summer Schools is largely determined by the venue of the event. In 2013, the majority of participants came from the Asia-Pacific region (100 or 30 per cent) followed by participants from Certain Countries in Europe and Asia (93 or 28 per cent), whilst participants from Latin America and the Caribbean, developed countries, Africa and the Arab region accounted for 17 per cent, 12 per cent, 11 per cent and 2 per cent, respectively. Figure 10 below illustrates the gender distribution of participants in the WIPO Summer Schools in 2013 as compared to 2012. As shown in Figure 10, in the period under review the gender distribution of participants in the WIPO Summer Schools continued to be fairly balanced, with 189 participants (or 57 per cent) being females and 140 participants (or 43 per cent) being males, as compared to 58 per cent and 42 per cent, respectively, in 2012.

Distance Learning Program The Distance Learning Program (DL) of the WIPO Academy offers general and advanced courses on a number of specific IP topics through a multilingual platform. The general and advanced courses offered in 2013 in the various languages and the corresponding number of participants are detailed in Table 6.1 and 6.2 below, respectively. As shown in these tables, in 2013 the Academy run three general courses and eight advanced courses for the benefit of 38 436 persons. Table 6.5 below shows the total number of participants in the DL courses organized under the DL Program in 2013. As shown in Table 6.5 below, 40 640 persons in total participated in the DL courses. Out of these, 87.4 per cent or 35 535 participated in General Courses, 7.1 per cent or 2 901 participated in Advanced Courses, 4.5 per cent or 1 839 participated in specially offered and/or designed sessions and 358 participated in UPOV Advanced Courses.

Figure 11 below illustrates the total number of participants in DL courses in the period from 2011 to 2013. As Figure 11 shows, in 2013 a total of 40 640 persons enrolled in DL courses as compared to 33 019 in 2011 and 40 844 in 2012. Figure 12 below illustrates the geographical distribution of participants in DL courses in 2013 and 2012. As shown in Figure 12, in the reporting period, the majority of participants in DL courses came from Latin America and the Caribbean (19 641 persons or 48 per cent), followed by Asia-Pacific (10 687 persons or 26 per cent), Certain Countries in Europe and Asia (3 849 persons or 10 per cent), developed countries (2 255 persons or 6 per cent), Africa (2 210 persons or 5 per cent) and the Arab countries (1 677 persons or 4 per cent).

In 2013, DL courses continued to be offered in the six official languages of the United Nations system (Arabic, Chinese, English, French, Russian, and Spanish), as well as in German, Japanese, Korean and Portuguese. Figure 13 below illustrates the language of tuition of DL courses in 2013 as compared to 2012. As shown in Figure 13, in the period under review the majority of participants enrolled in English language courses (41 per cent), followed by courses in Spanish (27 per cent), Portuguese (20 per cent), Russian (5 per cent), French (4 per cent), Korean (2 per cent), Arabic (1 per cent), and Chinese (150 participants). Figure 14 below shows the distribution of participants in Advanced DL Courses in 2013, by business area. As Figure 13 shows, in 2013, 47 per cent of the participants came from national IP offices, 24 per cent from academic and research institutions, 23 per cent from the private sector (mainly law firms), and five per cent from ministries/government offices.
