Dear Colleagues:On behalf of the Board of Directors, thank you for your commitment to improving perinatal outcomes in Wisconsin. In 2014, our core mission--improving perinatal outcomes through building and coordinating systems of care, education and information exchange, advocacy, and engagement of WAPC’s talented membership—continued to drive our accomplishments.2014 was a year of stunning accomplishments. First, WAPC managed the process of finding a new vendor for PeriData.Net®. and then orchestrating the migration of data to the new vendor. In addition, WAPC convened a group of nearly 200 stakeholders interested in finding better ways to identify and treat women and infants affected by opioids. WAPC also brought together a group of interested organizations to begin forming a statewide perinatal quality collaborative. The Prenatal Testing Committee published the fifth edition of Laboratory Testing in Pregnancy. All of these accomplishments were in addition to a very successful Annual Conference in Wisconsin Dells; the popular and well-attended Regional Forum Series on responding to the

challenges of caring for women and infants affected by opioids; the fourth Fetal Monitoring Lunch and Learn series; online and print publications; and most importantly, your continued commitment to making WAPC strong.WAPC members are our most valuable asset—the backbone and the strength of WAPC—who continually support the organization by promoting strategies to improve perinatal health outcomes. However, in 2014, WAPC encountered challenges to falling membership as it moved to calendar year memberships. The Membership Task Force, created in 2014, swung into action, creating a set of information slides that members could use in organized recruitment efforts, as well as an elevator speech for those membership opportunities that arise spontaneously. As we move into 2015, we will maintain our focus on building and maintaining a strong membership base.In addition to membership, WAPC will embrace new opportunities in 2015, namely implementing a Wisconsin perinatal quality collaborative and building support for a statewide blueprint for action to improve outcomes for women and infants affected by opioids. WAPC is well-positioned for this role with a four decade history of addressing relevant perinatal issues. PARTNERSHIPS

Perinatal Foundation: Improving perinatal outcomes for all through the innovative programs and projects is the common goal of the Perinatal Foundation and WAPC. In 2014, the Foundation provided nearly $154,000 to WAPC to support staffing and programs. Some of the programs that were possible with the Foundation’s support included the 2014 Annual Conference, Fetal Monitoring Lunch and Learn sessions, and the Regional Forum Series. In addition, the Perinatal Foundation supported enhancements and maintenance of PeriData.Net® and the WAPC/Perinatal Foundation Web site. Finally, with the support of the Perinatal Foundation, WAPC initiated the work of a Wisconsin perinatal quality collaborative, hosting monthly meetings and engaging stakeholders in identifying an initial project.

Designated Board positions:To create partnerships with other groups and organizations, the WAPC bylaws require the WAPC leadership to designate three Board positions for representatives from professional or consumer groups that intersect with the interests of WAPC. In 2014, the following representatives of the respective professional or consumer groups held Board positions:

• Deborah Larkey, MD, WI Section American Congress of Obstetricians & Gynecologists • Kelly Court, Wisconsin Hospital Association• Kiana L. Beaudin, PA-C, Ho Chunk Nation

The partnerships created by these positions had a positive impact on WAPC programs in 2014. These positive impacts included promoting educational materials to other professional and consumer audiences and securing volunteers and faculty for educational programs, such as the Regional Forum Series, Annual Conference, and the Fetal Monitoring Lunch and Learn sessions. The partnerships also created a positive impact on WAPC’s role in the broader health system. Examples of positive system impacts include advocacy, collaboration, and resource-sharing.

PARTNERSHIPS

Promoting perinatal health:Through funding from the State Maternal and Child Health Title V Block Grant, WAPC promoted perinatal health in the following ways:

• Advanced women’s health by continuing to engage partners and programs regarding pre- and interconception care and perinatal weight management

• Disseminated pre/interconception strategies through educational presentations, printed information, social media, and electronic communications

• Developed additional programs and partnerships to promote coordinated, high-quality, comprehensive care for women and infants affected by opioids by providing static and dynamic educational offerings, engaging a group of nearly 200 stakeholders to explore strategies to improve care, and enhancing access to evidence-based electronic information.

WAPC Annual Conference HighlightsWAPC welcomed outstanding plenary session speakers to its 2014 Annual Conference faculty April 27-29, at the Glacier Canyon Conference Center in Wisconsin Dells. The plenary session speakers included Jarold T. Johnston and Sabrina Craigo.

Jarold T. Johnston, Jr., CNM, IBCLC, opened the conference with “The Role of the Father in Breastfeeding.” Mr. Johnston is both a nurse midwife and a lactation consultant and serves as the chief of the largest midwifery department in the Department of Defense. Professionally, he has spent his career advocating for the rights of fathers in the health care arena. In 2011, he moderated a panel of fathers talking about challenges faced by dads in the military.

Sabrina Craigo, MD, presented the Thomas A. Leonard, MD, Memorial Lecture. Dr. Craigo is Professor and Vice Chair of Obstetrics and Gynecology and Director of Maternal Fetal Medicine at Tufts University School of Medicine, Tufts Medical Center, Boston, MA. Dr. Craigo has over 20 years’ experience in academic medicine and is responsible for a Maternal-Fetal Medicine service that accepts over 50 maternal transports annually.

WAPC Annual Conference HighlightsA multidisciplinary panel debuted the second edition of the WAPC Guidelines for the Responsible Utilization of Neonatal Intensive Care position statement for the final plenary session. Janice Ancona, MSN, RN; Stephen Ragatz, MD; Chris Van Mullem, MS, RNC; Sarah Walder, MSN, APNP, NNP-BC; Don Weber, MD; and, Nancy Wojciehowski, MS, RN, described how they applied the newly revised position statement in their work environments. The panelists played significant roles in the statement’s revisions.

Improving Care for Women and Infants Affected by OpioidsOn July 25, 2014, WAPC convened a group of nearly 200 stakeholders to begin a discussion on developing a comprehensive model of care for women affected by opioids and their infants. Attendees listened to and interacted with a series of expert panels and offered their own insights into the strengths, weaknesses, opportunities, and barriers in the current environment.The input from the meeting on July 25 informed the curriculum for the 2014 Regional Forum Series. Overall, 391 participants attended the 2014 Regional Forum Series, Improving Care for Women and Infants Affected by Opioids. The curriculum responded to the needs of stakeholders and highlighted the value of coalitions, advocacy, resources, and education for improving care.

The Regional Forum Series featured the same curriculum repeated in each of the seven WAPC perinatal regions.

Fetal Monitoring Lunch and Learn Series: “Beyond the Basics: The Art and Science of Strip Interpretation”2014 was a landmark year for WAPC’s popular fetal monitoring distance education program. For the first time, WAPC offered access to archived sessions of the “Lunch and Learn” Webinars. The recorded Webinars are part of WAPC’s new Online Classroom. Learners had a choice as to whether to attend the live Webinar session held over the noon hour, or to access the recording in the online classroom at a time more convenient for them. The “Beyond the Basics” Webinar series provides an opportunity for busy health care providers to learn advanced fetal monitoring interpretation 24/7. Each session features a new and unique case, chosen and presented by WAPC’s fetal monitoring experts. Thank you to the following faculty for making the 2014 Series a success: Fredrik Broekhuizen, MD; Sara Bronson, RN, BSN; Kathy Frigge, RN, MSN; Janice McIntosh, BSN, RNC-OB, C-EFM; Jeanne Rosendale, MSN, RNC-Inpatient OB, C-EFM; and Chris Van Mullem, MS, RNC.

2014 Program Agenda WAPC was proud to issue its 2014 agenda for action. Some of the noteworthy accomplishments from this agenda included:

• Secured the future of PeriData.Net® by transitioning to a new vendor, Ancilla Partners, LLC, to manage the perinatal data platform.

• Promoted high-quality, comprehensive care for women and infants affected by opioids during the perinatal period. This initiative included collaboration with the regions to provide regional forums on Improving Care for Women and Infants affected by Opioids.

• Strengthened affiliations by meeting with stakeholders from state and regional groups to explore the creation of the Wisconsin Perinatal Quality Collaborative.

• Significantly expanded online learning opportunities on the WAPC Web site• Provided the successful Fetal Monitoring Lunch and Learn sessions• Provided education on contemporary perinatal issues at the WAPC Annual

2014 PROGRAM AGENDAThe mission of WAPC is to improve perinatal outcomes by:

Use perinatal data to improve outcomes.

• Continue to work in close collaboration with Wisconsin birth hospitals to secure data transmission prior to December 31, 2014.

• Secure the future of PeriData.Net® by securing a new vendor to manage the perinatal data platform. • Promote the use of PeriData.Net® with at least two of the following groups: managed care, public health,

academic institutions, and researchers.

• Promote pre- and interconception care with at least two of the following multidisciplinary partners: managed care organizations, WIC, Lifecourse Initiative for Healthy Families (LIHF), and perinatal care providers.

• Promote use of the “Perinatal Weight Management Bundle” with providers and consumers.• Use evaluation data to refine the Perinatal Weight Management Bundle and develop additional tools as needed.• Create at least one new set of online FAQs and promote existing FAQ topics for consumers on the WAPC Web site.• Continue to evaluate and refine existing components in the Becoming a Parent ™ toolkit.

• In January 2014, notify all birth hospitals of the changes in Levels of Care (AAP recommendations) and the availability of revised electronic self-assessment worksheets.

• Market the self-assessment process by sending two invitations by email in the first quarter, then one in each of the final three quarters, to birth hospitals that have not completed self-assessments.

• Conduct regular meetings of the Levels of Care Review Team to complete reviews and post results in a timely manner.

• Develop models of care between treatment centers/providers, hospitals, and community agencies that support seamless care of women and their infants and identify one model of care as a suggested topic for the 2015 Annual Conference.

• By December 31, 2014, work with other groups, such as, the Wisconsin Neonatal Perinatal Quality Collaborative (WINpqc), to develop a repository of evidence-based resources, protocols, etc. (e.g., protocols for treating infants; protocols for treating women) for providers on care of pregnant women and their infants and add them to the Web site.

• Establish partnerships and convene at least one meeting with other groups interested in improving care for women and infants affected by opioid use, such as State Opioid Treatment Authority (SOTA).

• Promote and increase access to existing evidence-based quality standards.• Establish evidence-based quality standards as needed.• Convene the WAPC Prenatal Testing Committee to make revisions to the recommendations for Laboratory

E-PeriScopeIn 2014, WAPC published electronic newsletters in March, June, September, and December. This is the third year WAPC used a new online user-friendly publishing format. The electronic format is an environmentally supportive way to distribute information about the organization to WAPC members and advocates and provides a great way for members to connect easily with WAPC’s online resources.

New Release – Materials & Publications The WAPC workgroups and committees are prolific - always creating or updating tools for providers and consumers. WAPC promotes these new materials through the use of an electronic announcement sent via email. This announcement is titled, “New Release – Materials & Publications.” The announcement briefly describes the new piece and links directly to ordering information. The following publications were promoted through “New Release” announcements in 2014:

Laboratory Testing During Pregnancy, 5th EditionThis report offers evidence-based recommendations about laboratory tests that should be considered during the course of prenatal care. It was developed by the WAPC Prenatal Testing Committee, which began its work in 1995 and published the first edition of its recommendations in 1997. Subsequent revisions were published in 2000, 2006, and 2011. For the fifth edition, published in January of 2015, the Committee was under the leadership of Deborah Larkey, MD, and Cresta Jones, MD, FACOG. Together with the Committee, they updated all of the 28 existing recommendations and added five new recommendations related to the care of pregnant women, including screening for:

• Hypertensive disorders• Substance abuse disorders• Fragile X syndrome• Spinal muscular atrophy• Thrombophilia

Revising this publication was an extensive project that took most of 2014 to complete. AWARDS

Callon-Leonard AwardJulian DeLia, MD, FACOG, FACS, was the 41st recipient of the prestigious Callon-Leonard Award. The Callon-Leonard Award recognizes a leader who has contributed significantly to improving the health of mothers, infants, and families in Wisconsin. Dr. DeLia, an associate professor in the Department of Obstetrics and Gynecology at the Medical College of Wisconsin, was recognized for his pioneering work in the field of fetoscopic laser occlusion in the treatment of Twin-to-Twin Transfusion Syndrome.

President’s AwardThe President’s Award is given by the WAPC president to an individual or group that exemplifies the values of WAPC—collaboration, advocacy, and education. President Margaret Malnory, MSN, RN, selected Southeastern region member, Fredrik ‘Frits’ Broekhuizen, MD, to receive the award. Dr. Broekhuizen is a Maternal-Fetal Medicine specialist at the Medical College of Wisconsin. In keeping with the tradition, the President’s award is a gift of the President’s choice. President Malnory selected a Skagen watch.

WAPC depends on the valuable contributions of many people to accomplish its goals. To recognize these contributors, WAPC presents Appreciation Awards at the banquet as a gesture of thanks. WAPC presented the following awards in 2014.

Regional Forum partnersThe first award was presented to the partners and members of the WAPC Perinatal Weight Management Work Group who made the 2013 Regional Forum Series, “Perinatal Weight Management—Opportunities for a Lifetime,” a success. This group developed a curriculum highlighting the Perinatal Weight Management Bundle and presented in each of the seven perinatal regions. The contributions of the following people present assured a successful series.

APPRECIATION AWARDS

Guidelines for the Responsible Utilization of Neonatal Intensive CareThe third award honored the contributors to the second edition of the Guidelines for the Responsible Utilization of Neonatal Intensive Care. These volunteers reviewed, edited, and revised the statement to reflect the law and current understanding of the complexity of the issues. The original position statement, published in 1998, was part of a larger document, the Guidelines for the Responsible Utilization of Intensive Care (GRUIC). WAPC was one of nine healthcare groups that partnered with the Lawrence University Program in Biomedical Ethics. The picture shows several of the many volunteers who collaborated to revise the statement.

Past Presidents’ Award challengeThe final Appreciation Award was given to the WAPC past-presidents who rose to the challenge of current Perinatal Foundation president, Chris Van Mullem. Ms. Van Mullem, also a past-president of WAPC, offered to match contributions from other past-presidents to the Perinatal Foundation’s holiday event in December 2014 up to $500. The past presidents responded in grand style by raising $3,825.
