INTRODUCTION

The Mining Plan of Vasvel Hard Mohram Quarry Lease Area (Survey No. 183/P having

Quarry area 3-12-37 hectare) has been prepared on the consent of Shri Divyant T.

Patel, B-106, Anand Plaza, Taluka- , District- Vadodara of Gujarat State.

The quarry area has been granted in favour of Shri Divyant T. Patel, B-106, Anand

Plaza, Taluka & District- Vadodara or Gujarat State for 10 years vide Collector order

No. GV/QL/HARDMORUM/3975/1865 dated 9/4/2012 of Collector, Vadodara of

Gujarat State.

The mining plan is prepared for the proper development safe and technical mining

and submitted under rule 3 L (1) of Gujarat Minor Mineral Concession (Amendment)

Rules 2015.

The surface features, geological studies and experience of lessee is provided

sufficient data to prepare the mining plan of the quarry area.

The lessee has experience of Hard Mohram mining for past 7 years. The lessee is

capable to deploy Machinery and technical staff to develop the mine.

PART-A

CHAPTER - 1.0

1.0 GEOLOGY AND EXPLORATION

a.) Briefly describe the topography, drainage pattern, vegetation, climate, rainfall data of

the area applied/mining lease area.

Topography: The area exhibits undulating topography. The shape of the lease is

irregular. The latitude and longitude of all the pillars are duly marked on the Surface

plan and the list of the same is already mentioned in Section (b) of Chapter 2. The

elevation of the area varies between 65 to 73 m showing 8 m difference in relief.

Drainage pattern: There is no prominent drainage pattern exists within the lease

area. However, rain water flows along the natural slope within the lease area

Vegetation: The area is scanty of vegetation with scattered bushes. No other

prominent trees exist.

Climate: Moderate climate prevails in this area with temperature variation between

38oC to 12oC.

Rainfall: The average rain fall ranging 400 to 500 mm per annum between June to

September months.

b.) Regional Geology: -

The Vadodara district can be divided in two main geomorphic units –the eastern hilly,

medium to high relief terrain and the western plain area. The eastern portion of the

district comprised the Chhota Udepur, Jabugam and Nasvadi talukas. The hilly area

has two types of topography. In the north there are irregular hills and ridges with

intervening valleys forming a high relief whereas in the south the low flat topped hills

of Deccan Hard Mohrams along with rolling mounds give rise to a medium relief. The

western plain has got a flat, low lying surface and a thick pile of alluvium. The

Narmada and the Mahi are the chief rivers of the district. Besides these two rivers,

the Jambuva, the Surva, the Vishvamitri and the Dhadhar flow through the district

and empty into the Gulf of Cambay (Khambhat)

Western portion of Vadodara district comprises of alluvium of recent origin, while in

the eastern lithology consist part of granite, quartz pegmatite granitoid, gneiss, schist,

dolomite, phyllite and sand stone. The general succession of rocks found in the

district is given in Table.

The site/study area lies in the western plains. At the immediate site environs, the

lithology is dominated by the Mahi flood plains & delta deposits of the Katpur

Formation which are of Recent (Holocene) age.

Local Geology

On the basis of the geological survey on checked by Geological Survey of India the

geology of Vadodara district is described as below: The granite gneisses and an

Aravali Metasechimentas rocks occupy a large part of the district in its Eastern

portion. The Aravali rocks comprise an interrelated sequence of quartzite, Mica-

sophists and phyllite with conglome rate at the base. Champaner rocks occupy a

large area around the old town of Champaner. These rocks can be divided into two

parts separated by an unconformity. The lower part is contributed by graphite sadists,

dolomite limestone and phosphate phyllite whereas the upper part comprises

magnetite quartzite, manganiterons phyllite and cake granite.

c) Detailed description of geology of the QL area and litho unit

Soil Cover/ Alluvium The thin layer of alluvium covers part of the QL area. As it is

hilly terrain and due to absence of top soil, the area can not be used as agricultural

purpose.

Quartzite

In the major part of the area is exposed from the surface. It is brown to creamish in

colour.

Quartzite is extensively used as road metal, or for road constructions. Its use as in

construction of dams, weirs, etc.

d) (i) Name of Prospecting/ Exploration agency:- Not Applicable

e) Details of prospecting/exploration already carried out:-

Nil. However, the Hard Mohram mineral is exposed as it is an existing mining thus no prospecting/ Exploration carried out in the lease area.

f) The surface plan of the QL area has been prepared on a scale of 1:500 with contour

interval of maximum of few meters depending upon the topography and size of the

area duly marked by grid lines showings all features indicated: -

g) The base Map for Surface Geological plans & Geological section has been prepared

on the scale of 1:500: - Attached as plate No. 4

h) Geological sections may be prepared on natural scale of geological plan at suitable

interval across the lease area from boundary to boundary.: Refer Plate No. 4.

i) Future program of Exploration: Nil.

j.) Method of estimation of reserves: -

The reserve is computed by Surface Area method and categorized as per UNFC

Guidelines, the detailed reserve calculation is described in the next section.

A Feasibility Report has been prepared showing the economic viability of the project

is attached as Annexure No.

k.) Calculation of reserves: -

Based on available information and experience from the nearby workings of the

quarry, it can be very well said that the complete quarry area can be considered as

a mineralized area. Besides above following points have been considered for reserve

calculation.

(i) Average 14 m depth has been considered for proved category of Hard

Mohram reserve.

(i) Average 10 m depth below probable category has been considered for

probable category of Hard Mohram reserve.

(ii) Average 5 m depth below probable category has been considered for possible

category of Hard Mohram reserve.

(iii) The Bulk density of Hard Mohram is considered as 2.60.

(iv) Recovery of Hard Mohram is 90% of total insitu rocks.

Anticipated Mining Life Calculations:

In all about 2119743 MT (Proved + Probable + Possible) mineable reserve of Hard

Mohram rock of all category reserves have been estimated in ML area. Considering

150000 MT Hard Mohram production/year during five-year plan period, the life of

the mine will 14.1 years.

CHAPTER - 2.0

2.0 MINING

A. OPEN CAST MINING:

a) Briefly describe the existing as well as proposed method for excavation with

all design parameters indicating on plans /sections.

Existing method of Mining: Benches of 6 m height, ramp gradient 1 in 16, drilling

102 mm dia hole deep hole blasting, excavation by diesel operated hydraulic

excavator into tipper trucks transportation of mineral from mine site to destination

through tipper trucks. Bench slope angles maintained at 80-90 degree.

Proposed method of Mining: Proposed method of mining the same as above and

no change in the mining philosophy and the deployment of HEMM has been

proposed. Thus the proposed method of mining is benches of 6 m height, ramp

gradient 1 in 16, drilling 102 mm dia hole deep hole blasting, excavation by diesel

operated hydraulic excavator into tipper trucks transportation of mineral from mine

site to destination through tipper trucks.

For systematic development, it is proposed that mining will be undertaken in the

strike influence zone upto the quarry boundary along section line P – P’ and Q –

Q’

No crushing will be done inside the lease area.

The proposed pit position at the end of First, Second, Third, Fourth & Fifth year is

marked on year-wise development plan (Refer Plate No. 5)

b) Indicate year-wise tentative Excavation in Cubic Meters indicating

development, ROM, pit wise as in table below.

The quantity of net mineable ROM (111 Category) in cubic meter is 437318 m3 whereas the mineable recoverable reserve is 393586.2 cum (Recovery of 90 %). The likely position of the benches & roads etc. in this mine at the end of first to

five year is shown in the plate no. 5.

d) Describe briefly giving salient features of the proposed method of working

indicating Category of mine.

This mine falls into the category B, Semi- mechanized.

The salient features of the proposed method of working is already described in

(a) part of this section.

e) Describe briefly the layout of mine workings, pit road layout, the layout of

faces and sites for disposal of overburden/waste along with ground

preparation prior to disposal of waste, reject etc. A reference to the plans

and sections may be given. UPL or ultimate size of the pit is to be shown for

identification of the suitable dumping site.

The mining shall be done to make the mines safe and systematic with the required

production. The Mining shall be started from old pit. In next year the pit shall be

advanced in northeast directions. The mine mineral shall be collected in the

mineral stack yard and then sorted over their manually. The waste generated shall

be carried through trucks to the dump yard in the quarry lease. The Bench height

shall 3-6m & bench width shall be more than the bench height.

f) CONCEPTUAL MINING PLAN: -

i) Proposal of Conceptual Plan

The Proposals of the Conceptual Closure are based on the Geology and

Topography of the region. A part of the excavated region shall be converted into

water reservoir after exhausting the complete available mineral. The Lessee shall

make water drains for the purpose. The surroundings of the proposed Water

Reservoir would be fenced. This shall also increase the aesthetic beauty of the

area. The office and other buildings, the mine road and the other entire

infrastructure developed by the Lessee shall be used by the local people as public

buildings. The virgin region shall be used for agriculture purposes.

ii) Rehabilitation

As no personnel are expected to be migrated due to mining in the QL area and

the adjoining region is also having a good mineral potential, the rehabilitation of

the employees is not going to be a problem. The workers and other staff can get

job in the neighboring areas after the end of life of mine. The lessee shall also try

for employment of the workers.

CHAPTER - 3.0

3.0 MINE DRAINAGE

a) Minimum and maximum depth of water table based on observations from nearby

wells and water bodies

The average depth (m) of the water table based on observations from nearby village dug wells is given below:

b) Indicate maximum and minimum depth of Workings.

The working in the lease area are expected to go on a depth an average minimum 18 m deep from surface RL 44 mRL during the next five years. Therefore, the mine floor will remain much above the water table.

c) Quantity and quality of water likely to be encountered, the pumping arrangements and places where the mine water is finally proposed to be discharged

The area is almost flat and during rainy season generally rain water flows in slope (NE to SW direction). A trench is excavated across the lease area in E-W direction l. The mine floor is kept slightly sloppy for natural drainage of water.

The deposit in this lease is elevated from ground level and after complete extraction of mineral there will no deep pits so accumulation of water in pit is not a concern. However if necessity prevails the water will be pump out by installing a pump temporarily.

d) Describe regional and local drainage pattern. Also indicate annual rain fall, catchments area, and likely quantity of rain water to flow through the lease area, arrangement for arresting solid wash off etc.

The regional drainage show radial pattern Draining of water may not be much problem in this area as annual rain fall is only about 400 mm to 500mm.

Further it is observed that due to porous nature of the exposed formation the rain water gets percolated quickly by ground seepage. The rain water dries up quickly whenever there is substantial rain fall.

During the past years no significant accumulation of water has been observed in the small working pits of earlier quarrying operation of the area.

The mine is situated at higher altitude average R.L. 67m from surrounding level about 67 m RL so during rainy season water drain out from nearby areas into nalah. Within lease area no mine out stone is left behind so the situation of rolling of stone during rainy season does not arises.

6.0 PROCESSING OF ROM AND MINERAL REJECT

a) If processing / beneficiation of the ROM or Mineral Reject is planned to be

conducted, briefly describe nature of processing / beneficiation. This may indicate

The minerals produced from the mines need only specific sorting & grading for Size,

Grade & Recovery factor. No mineral beneficiation processing will be required at mines

CHAPTER - 7.0

7.0 OTHER

Describe briefly the following:

a) Site Services The Electric Power line does not exist in the Quarry lease area. The nearby

villages are electrified.

Rest Shelter: Rest shelter along with first-aid station complying with all the

provisions of Mines Rules is constructed in the lease area itself.

Blasting Shelter: A portable blasting shelter is provided.

Water Supply: There is a deep tube well near mines office from which water

will be supplied for drinking and toilet purpose as well as for dust suppression

measures.

Power Supply: The mine will work in one shift (i.e. general shift) only, so no

lighting arrangement will be required. At present there is no electric supply.

Workshop & stores: These are situated with our central mines office at Vasvel

and will be serving to the machineries deployed at this mine.

All other facility like regular medical check-ups and other benefits to be provided

to the mine workers regarding their health as per Mines Act 1952

b) EMPLOYMENT POTENTIAL

The mine owner shall employ Mine official (Mines Manager, Forman) in

accordance with the provision of the MMR 1961 & Mining engineer under MCDR

88. The workers to be employed shall be semi-skilled and unskilled. Most of

them will come from the nearby villages. With the increase in the production

additional man power shall be required. The mechanized mining the

organizational set up proposed is given below: -

8.0 PROGRESSIVE MINE CLOSURE PLAN

8.1 Environment Base line information:

I. Existing Land Use Pattern:

The lease area is a government waste land and part of Survey No. 183/P, which falls under the revenue limit of Vasvel village. (Refer plate no. 3). Farmers of this area are generally taking two crops in a year as under:

The highest elevation of 56 mRL and lowest elevation being 36 mRL. No prominent drainage pattern exist within the lease area, water follows the slope and are generally flowing towards low lying fields which carry water only during rainy season, otherwise remain dry for most of the year.

There is no reserves forest or protected forest land within the lease area as well as in buffer zone of the lease area. There is no village or hutments within the lease area. Existing land use pattern is given as below:

II. Water Regime:

The general slope of this lease area is NE to SW. No prominent water course or nallah is there. During rainy season of the surface run-off flows towards the NW & SW direction as shown on the Surface plan (refer Plate No. 3).

A deep tube well is located in the lease area. The deep well is 32 m deep.

III. Flora and Fauna:

The lease area does not contain any flora and fauna.

IV. Quality of Water, Air and Ambient Noise Level

The entire lease area is very calm and quiet and free for air noise and water pollution. The quality of air, water & ambient noise level appears to be within permissible limits (no survey has been conducted for the preparation of mining plan of small area). The source of pollution as regard air, noise area the surrounding small mine which contribute mainly for the pollution.

V. Climatic Condition

The climate is moderate and temperature ranges from 38⁰C during summer to about 12⁰C during winter. The average annual rainfall is 400 to 500mm which received during monsoon season from June to September. Predominant wind direction is SW-NE, generally wind blows with a velocity of 10-12 Kms/hr in all seasons. Relative humidity varies from 50% to 95%.

VI. Human Settlement

There is no village and hutments within the lease. Farming is the main job of the people of Vasvel and nearby villages. Basically 80% of the population are of farmers. Either they are having their own land for farming. Backward people like Koli, Harijans of this village are working as labors in agricultural farms or in surrounding limestone mines.

VII. Public Building Place of Worship and Monuments

There is no public building or place of worship or monument nearby, which could be affected by mining activities. Also the lease area does not fall under Natural Park or any wild life sanctuary.

VIII. Notification of Area Under Water Act 1974

8.2 Environment Impact Assessment:

(i) Land area usage:

At the end of 2019-20, the damage to the landscape in the form of pit & road, about 2.50 hect will be degraded. As the deposit is almost flat bedded type.

(ii) Air Quality:

Dust will be generated from drilling, blasting, transportation and sizing, which will be minimized by taken preventive measures such as wet drilling, water sprinkling, and provision of dust mask providing to workers.

(iii) Water Quality:

The area is sloppy and during rainy season generally rain water flows in slope (NE to SW direction). The mine floor is kept slightly sloppy for natural drainage of water.

The deposit does not contain any harmful contents such as sulfur, potash etc, so it is not going to affect the quality of water in surrounding area.

The deposit in this lease is elevated from ground level and after complete extraction of mineral there will no deep pits so accumulation of water in pit is not a concern.

(iv) Noise Levels

Noise pollution due to operation of drilling, blasting and occasional plying trucks will not cause any problem to the inhabitants of this area because there is no human settlement in the close proximity to the lease area. The nearest village is far away to be affected by noise pollution.

During blasting, all the necessary measures will be taken for minimizing noise like adopting controlled blasting measures.

(v) Vibration Levels (Due to Blasting)

During blasting, all the necessary measures will be taken for minimizing noise and vibration, like optimum charge per delay, various controlled blasting techniques etc. However there will be little impact in and around 500 mts of this area.

(vi) Water Regime

Surface water: There is no surface water accumulation within the area of mining, and hence there will not be any impact on surface water.

Ground Water: The mining excavation will not go deeper down the ground level, because limestone deposit is an elevated one, above the ground level, excavation of which will never touch the ground water table. Hence no question of ground water pollution arises.

(vii) Acid Mine Drainage

The deposit does not contain any harmful contents such as sulfur, potash etc, so it is not going to affect the quality of water in surrounding area. Also no dumps are to be maintained lease area to cause any AMD issue.

(viii) Surface Subsidence

The mined out pit will not be deep down in the ground so no risk of Surface subsidence involves with this project.

(ix) Socio Economics

Mining in this lease will give more job opportunity directly and indirectly to the local people. This will reduce in the migration of jobless labourers from native places to other distant places.

The project will not generate hazardous dust and also human settlement is about 1.5 kms away from mining area. Thus mining will not have any impact on the village human settlement.

(x) Historical Monuments

There is no monuments related to historical importance found in the area.

8.3 Progressive reclamation Plan :

To mitigate the impacts and ameliorate the condition, describe year wise steps proposed for phased restoration, reclamation of lands already/to be degraded in respect of following items separately for 5 years period.

8.3.1 Mined-Out Land: Describe the proposals to be implemented for

reclamation and rehabilitation of mined-out land including the

manner in which the actual site of the pit will be restored for future

use. :

The year-wise proposals for plantation is given in table at the end

of this chapter.

8.3.2 Topsoil Management: The topsoil available at the site and its

utilization may be described.

There is no soil cover over Hard Mohram, so arrangement for stacking

is not to be made.

8.3.3 Tailings Dam Management: NA

There is no proposal of beneficiation for processing of mineral as it is

used directly in ROM form, so no affluent will be generated.

8.3.4 Acid mine drainage, if any and its mitigative measures.

The deposit does not contain any harmful chemicals and beneficiation

will not be done in the lease area so it does not applicable

8.3.5 Surface subsidence mitigation measures through backfilling of mine

voids or by any other means and its monitoring mechanism.

The deposit is not deep down in the ground so no Surface subsidence

hazard will not occur due to mining activity. The information on protective

measures for reclamation and rehabilitation works year wise may be

provided as per the following table

8.4 Disaster Management and Risk Assessment:

Activities will not involve high risk accident like landslides, subsidence, flood,

fire, seismic activities, tailing dam failure etc. Emergency plan is proposed for

quick evacuation which is displayed at the mine office. However, during heavy

rain mining activities will remain halted. The mining area is free from any

activity as since long time no any flood, landslides was reported in the region.

8.5 Care and maintenance during temporary discontinuance:

No major care and maintenance will be required for small mining activities during

temporary discontinuance, however working pit will be fenced properly and also

depute one security guard for watch the area and look after plantation.

8.6 Financial Assurance:

The financial assurance can be submitted in any encashable form preferably a Bank

Guarantee from a Scheduled Bank as stated in Rule 23(F)(2) of Mineral

Conservation and DevelopmentRules,1988 for five years’ period expiring at the

end of validity of the document. The amount calculated for the purpose of

Financial Assurance is based on the CCOM’s Circular no. 4 dated 2006 as

below.
