On the very day that the Andhra Pradesh Legislative Assembly was passing the A.P.Disha Bill, 2019 and the A.P.Special Courts for SpecifiedOffences against Women andChildren Bill, 2019, three sexual assault cases, includingtwo cases falling under theProtection of Children fromSexual Offences (POCSO)Act, were reported in theState on Friday.
Legislators cutting acrossparty lines had supportedthe two Bills, and the As
sembly unanimously passedthem on Friday, paving theway for quick action againstthose found guilty of sexualassault against women andchildren. Ministers andMLAs had voiced their support of the Bills, claimingthat they would go a longway towards preventing suchcrimes in the State.
However, hopes of Friday’s developments in theAssembly having any significant impact at the groundlevel were swiftly dashed asnews came in on Saturdayabout the alleged rape of a
fiveyearold girl by an Intermediate student in Gunturon Friday. The accused (aged19 years), said to be a neighbour, allegedly committedthe offence when the girl wasplaying in his house.
The Nagarampalem policeregistered a case under thePOCSO Act and arrested theaccused on Saturday.
Alleging that the government did not respond quickly in the case, the victim’s family members and women’sorganisations gheraoed A.P.Mahila Commission chairperson Vasireddy Padma
when she visited the GunturGovernment General Hospital to inquire into the incident on Saturday.
In Ongole, a 20yearoldphysicallychallenged woman was allegedly sexuallyassaulted by two persons inRajupalem village in Prakasham district on Friday.Yerragondapalem policebooked a case and arrestedthe accused on Saturday.
In yet another case, a 14yearold girl was allegedlysexually assaulted by hermother’s boyfriend at Paritala village in Krishna district.
Following a complaintlodged by the victim’s grandmother, the Kanchikacherlapolice registered a case under POCSO Act and arrestedthree persons, including thegirl’s mother, on Saturday.
“It is quite unfortunatethat at a time when the A.P.Disha Bill was being passedin the Assembly, the victim’sfamily members were in thepolice station because of thesexual abuse suffered by theminor girl. The case was registered on the same day thatthe Bill was passed in the Assembly,” a police officer said.

Justice Chandru said thathe had visited Vijayawadafor the first time as a law student back in 1975 when thecountry was under emergency declared by Prime Minister Indira Gandhi. “To
day, after 44 years, I visit thiscity when there is an undeclared emergency,” he said.
Recalls emergencyRecalling how emergencyhad pushed the country intochaos in 1975 when all opponents of Ms. Gandhi wereimprisoned, freedom of expression was curtailed andnewspapers were censored,Justice Chandru said the present situation was “even
more dangerous, separatistand divisive, disintegratingthe country”.
“It is a backward march,”Justice Chandru said referring to the recent ‘midnightcoup’ in Maharashtra andthe undue haste to make Devendra Fadnavis of the BJPthe Chief Minister of theState.
“The situation is similarto what Ms. Gandhi haddone back then. Unable toface stiff opposition to hereconomic policies, Ms.Gandhi had asked then President Fakhruddin AliAhmed to declare a state ofemergency without seekingthe approval of her Cabinet— a gross violation of Constitutional provisions,” JusticeChandru said.

vijayawada The State government hasrepatriated Indian Revenue Service officer Ch. Venkata Gopinath to his parentcadre in the Governmentof India following a requestby the latter.
Mr. Gopinath’s requestfor repatriation came a dayafter the suspension of IRSofficer and former CEO ofAP Economic Development Board J. Krishna Kishore, who allegedly committed certain irregularitiesduring the TDP regime.
According to a government order issued by ChiefSecretary Nilam Sawhneyon Saturday, Mr. Gopinathon Friday requested theState government for repatriation to the parentcadre.
“The government hasconsidered the representation of the officer and decided to repatriate him tohis parent cadre,” the order said.

CPI(M) State secretary P.Madhu demanded that theState government pass a resolution in the LegislativeAssembly against the transfer of nearly 4,000 acres ofland belonging to the Visakhapatnam Steel Plant (VSP),to South Korean steelmakerPOSCO, alleging that it wasaimed at privatising the VSPin the guise of forging a JointVenture ( JV) with POSCO.
In a letter to the Chief Minister Y.S. Jagan Mohan Reddy, a copy of which was released to the media, Mr.Madhu stated in a press release that a ‘cell’ was also setup in the VSP administrativeoffice to take the proposedJV forward.
He said that the Central
government has mooted theJV and it was reportedly taking necessary steps. It couldget POSCO set up the steelplant at Kadapa, a majorproject envisaged in the A.P.Reorganisation Act.
“The VSP would have togarner funds to the tune of₹10,000 crore as part of theJV. Once it (VSP) starts making losses due to the interestburden entailed by its borrowings, the Centre wouldhand it over to the JV partner (POSCO) on the groundthat turning it around wouldbe impossible,” said Mr.Madhu.
Keeping this in view, theState government shouldtalk to Centre and ensurethat VSP was not privatisedas the stakes for A.P. werehigh, he added.

A total of 330 Lok AdalatBenches were set up in thedistricts and judicial officers of different cadres presided over them.
The total settlementamount in 18,410 cases (at4.30 p.m.) was ₹38.23crore. The six Benches inthe High Court settled 966cases.

vijayawada The State government hasrepatriated Indian Revenue Service officer Ch. Venkata Gopinath to his parentcadre in the Governmentof India following a requestby the latter.
Mr. Gopinath’s requestfor repatriation came a dayafter the suspension of IRSofficer and former CEO ofAP Economic Development Board J. Krishna Kishore, who allegedly committed certain irregularitiesduring the TDP regime.
According to a government order issued by ChiefSecretary Nilam Sawhneyon Saturday, Mr. Gopinathon Friday requested theState government for repatriation to the parentcadre.
“The government hasconsidered the representation of the officer and decided to repatriate him tohis parent cadre,” the order said.

CPI(M) State secretary P.Madhu demanded that theState government pass a resolution in the LegislativeAssembly against the transfer of nearly 4,000 acres ofland belonging to the Visakhapatnam Steel Plant (VSP),to South Korean steelmakerPOSCO, alleging that it wasaimed at privatising the VSPin the guise of forging a JointVenture ( JV) with POSCO.
In a letter to the Chief Minister Y.S. Jagan Mohan Reddy, a copy of which was released to the media, Mr.Madhu stated in a press release that a ‘cell’ was also setup in the VSP administrativeoffice to take the proposedJV forward.
He said that the Central
government has mooted theJV and it was reportedly taking necessary steps. It couldget POSCO set up the steelplant at Kadapa, a majorproject envisaged in the A.P.Reorganisation Act.
“The VSP would have togarner funds to the tune of₹10,000 crore as part of theJV. Once it (VSP) starts making losses due to the interestburden entailed by its borrowings, the Centre wouldhand it over to the JV partner (POSCO) on the groundthat turning it around wouldbe impossible,” said Mr.Madhu.
Keeping this in view, theState government shouldtalk to Centre and ensurethat VSP was not privatisedas the stakes for A.P. werehigh, he added.

On the very day that the Andhra Pradesh Legislative Assembly was passing the A.P.Disha Bill, 2019 and the A.P.Special Courts for SpecifiedOffences against Women andChildren Bill, 2019, three sexual assault cases, includingtwo cases falling under theProtection of Children fromSexual Offences (POCSO)Act, were reported in theState on Friday.
Legislators cutting acrossparty lines had supportedthe two Bills, and the As
sembly unanimously passedthem on Friday, paving theway for quick action againstthose found guilty of sexualassault against women andchildren. Ministers andMLAs had voiced their support of the Bills, claimingthat they would go a longway towards preventing suchcrimes in the State.
However, hopes of Friday’s developments in theAssembly having any significant impact at the groundlevel were swiftly dashed asnews came in on Saturdayabout the alleged rape of a
fiveyearold girl by an Intermediate student in Gunturon Friday. The accused (aged19 years), said to be a neighbour, allegedly committedthe offence when the girl wasplaying in his house.
The Nagarampalem policeregistered a case under thePOCSO Act and arrested theaccused on Saturday.

Following a complaintlodged by the victim’s grandmother, the Kanchikacherlapolice registered a case under POCSO Act and arrestedthree persons, including thegirl’s mother, on Saturday.
“It is quite unfortunatethat at a time when the A.P.Disha Bill was being passedin the Assembly, the victim’sfamily members were in thepolice station because of thesexual abuse suffered by theminor girl. The case was registered on the same day thatthe Bill was passed in the Assembly,” a police officer said.

Delivering a lecture on‘Constitution and Challenges’ on the occasion of the105th birth anniversary offreedom fighter and Marxistleader Makineni Basava Punnaiah at MB Vignana Kendram, Justice Chandru saidthat the country was witnessing an undeclaredemergency.
Justice Chandru said thathe had visited Vijayawadafor the first time as a law student back in 1975 when thecountry was under emergency declared by Prime Minister Indira Gandhi. “To
day, after 44 years, I visit thiscity when there is an undeclared emergency,” he said.
Recalls emergencyRecalling how emergencyhad pushed the country intochaos in 1975 when all opponents of Ms. Gandhi wereimprisoned, freedom of expression was curtailed andnewspapers were censored,Justice Chandru said the present situation was “even
more dangerous, separatistand divisive, disintegratingthe country”.
“It is a backward march,”Justice Chandru said referring to the recent ‘midnightcoup’ in Maharashtra andthe undue haste to make Devendra Fadnavis of the BJPthe Chief Minister of theState.
“The situation is similarto what Ms. Gandhi haddone back then. Unable toface stiff opposition to hereconomic policies, Ms.Gandhi had asked then President Fakhruddin AliAhmed to declare a state ofemergency without seekingthe approval of her Cabinet— a gross violation of Constitutional provisions,” JusticeChandru said.
