MessagefromthePresident

Dearfriends,“Girls are storming the ivory towers”. In an articlepublishedintheEconomist in2015,1itwasconfirmedthatindeed more girls are enrolled in universities and otherforms of tertiary education today than at any time. As aresult,thegapbetweenmenandwomenhasdecreasedtojust 5%. At the same time, however, the gender gapappears to be widening, in a number of countries, withwomen’seconomicparticipationdecreasing,andwomen’s

politicalempowermentlaggingfarbehind.2Globally,womenonlymakeup17%ofthepaidworkforce in the water sector.3Despite their vast experience with water management,womenhavebeenconsistentlyexcludedfromprofessionallyenteringthissector.Socialandcultural barriers, and, at amore basic level, a lack of appropriate sanitation and hygienefacilities intheworkplacearefactorspreventingwomenfromhavingcareersorbecominginfluential in thewatersector.WfWPenvisionsawatersecureworld inwhichwomenareheardandempoweredtoexercise their fullpotential toachieveequitableandsustainabledevelopment.Therefore, the combinedworkwedowithinourpartnership remains critical. I amgreatlyinspired by the countless initiatives of our members. Be it small-scale interventions, orbigger impactprogrammes.Ourmembershavebeenactive,buildingrainwaterharvestingtanks and toilets in schools around the globe. In Nepal, we have been busily at work,providingearthquake-affectedwomenandtheirfamilies’accesstowater.InUzbekistan,thenext generation is being made more water and climate aware thanks to, among other,drawingcompetitions.InArmenia,wehaveperformedanassessmentofwhohaveaccesstowaterandsanitation,andwhodonot. IncollaborationwiththeArmeniangovernmentweare implementing plans on how to reach those who have no access to clean water. InJamaica, we have been forming partnerships with political parties to promote genderequality, whilst preparing female candidates for the upcoming national elections. In nineAfricancountrieswearevaluedpartnersintheglobalcoalitionofwomen,whomonitortheimplementationof the SDGs toensuregender sensitiveprogrammes. InArmenia,UkraineandBulgaria,amongothercountries,wearecontinuouslyraisingawarenessoftheEquitableAccess andHuman Right toWater and Sanitation, SDG 6 and the Protocol onWater andHealth.Theseare justsomeof the issues,whichthepartnershiphas focusedon.Together,WfWPmembers have achieved that more than 36,000 people were provided access to safedrinkingwater and16,000 to safe sanitation in 2016.4At least 1,000women learnednewskillsandwhereenabledtostartuptheirownbusinessesandacquireleadershipskills.Ourmessages‘Equalaccesstowaterandsanitation’and‘Womenasagentsofchange’wereheardloudandclearatlocal,regional,national,andinternationallevels.Numerouspolicies

became gender sensitive as governments at various are beginning to understand theimportanceofgenderinclusivenessandarenowawarehowtodesignsustainablepolicies.'Ifyouwanttogofast,goalone.Ifyouwanttogofar,gotogether.'WfWPhasstucktothisAfricanpro-verb.Wecouldnothaveachievedoursuccessesalone.Nearlyallouractivitiesandprojectsareborn fromfruitfulcollaborationswithour longstandingpartnersandwithnewlyformedcollaborationswithinandbeyondthewaterandgendersector.We are grateful to our main donor, the Swiss Agency for Development and Cooperation(SDC) for their core-funding, allowing us to pursue our mission. 2016inaNutshellA water secure world in which women are heard and empowered to exercise their fullpotential to achieve equitable and sustainable development is Women for WaterPartnership’s(WfWP)vision.WfWPappliesthreeinterlinkedstrategies;(i)providingaccessto water and sanitation via project implementation, (ii) influencing policy to take localrealitiesonboardand(iii)knowledgeexchangetostrengthenourmembersandpartnership.EnsuringaccesstowaterforallusesandsanitationWfWPmembersimplementmanyprojectstoensureaccesstowaterforallforalluses.Inafew of these projects theWfWP secretariat was directly involved, to coordinate or raisefunding.Theseprojectsinclude:

§ UNInternationalYearonWaterandWomenin2018Key events to which WfWP contributed in 2016 were the (i) CSW60, (ii) High LevelSymposiumonSDG6andtargetsinDushanbe,Tajikistan(iii)StockholmWorldWaterWeek(iv)Meeting of the parties to the Protocol onWater andHealth, and (v) BudapestWaterSummit. WfWP co-hosted many sessions during these events and co-organised theWomen’sForumattheBudapestWaterSummit.KnowledgeexchangeWfWPdesignedanewand interactiveMembersOnlyplatform.Memberswerestimulatedto share their presentations, the latest news and engage in webinars. The platform fuelscross-fertilisationandadvanceslearningandknowledgesharingamongmembers.Governance,members&partnersThisyearnoface-to-faceGeneralAssemblymeetingwasorganised;alldecision-makingwasdoneelectronically.TheWomenforWaterPartnershipexpandedto27membersandnowhasapresenceinapproximately134countries.WfWPformednewpartnershipsandstartedacollaborationwiththePakistanYouthParliament.CommunicationThewebsitewas redesigned to fitwithnew ideasand technologyandWfWPsvisibilityonFacebookincreasedsignificantly.

MonitoringTheresultscollectedbythenewlydesignedmonitoringtoolwereexciting.Thismonitoringtooltrackedthefollowinginformationofourmembers:(i)lobbyandadvocacyactivities,(ii)projects contributing to SDG 5 & 6, (iii) lessons learnt, and (iv) the involvement of ourmembersinwatergoverningboards.Themonitoringtoolitselfwasevaluatedtoo,memberswere enthusiastic about the user friendliness of the tool and made suggestions forimprovementsfornextyear.62%ofthemembersparticipated,whichisapromisingnumberfora first run.Thisnewtoolwasaddedtothemonitoringactivities,whichWfWPuses foraccountabilityandlearningpurposes.FundraisingAbout 25 funding applications were submitted. Seven applications were granted totallingsome€472,500euro,thisincludesanewSDCtwo-yearcontractof€380,000euro.TheSDCcontributionfor2016was€170,000euro.Sevenproposalsweredeclinedandtherestoftheproposalsarestillpendingorcurrentlyunderdiscussion.FinanceWfWP’sactualincomewas€620,127andincludes€309,825volunteer/in-kindcontribution.Ouractualexpenditurewas€651,400euro(including€309,825volunteer/in-kind).Wehadanegative resultof€31,273. In January2016,SDCapprovedabudgetof€380,000 for2016and2017.DuetothefactthatSDChadtoeconomize,thebudgetwaslowerthanexpected.It meant that in 2016 WfWP had to use its reserves to pay for the staff. In 2017 twomembers of staff will leave and for the time-beingmore work will be done gradually byfreelancersandourvolunteers.

1.Coreactivities1.1EnsuringaccesstowaterforallusesforallandsanitationEnsuringaccesstowaterforallusesforallandensuringthatwomenareequalpartnersandagents of change. That is what our projects are all about. We focus on the inclusion ofwomen from day one and on their inclusion in water governance. Capacity developmentactivitiesarecriticalelementsinourprojectswherenecessarytoempowerwomenandgirlsand theircommunities.Only in fewcasesandonrequest, theWfWPSecretariat takes theresponsibilityforprojectmanagementonbehalfofamember.TheSecretariatalwaysaimsto get funding for member projects during contacts with potential donors. TheWfWPSecretariatwasinvolvedinseveralprojectsofmembers.Twofinalizedprojects-byTegemeoWomenGroup(TWG)project‘MweteniWatSansupplyprojectinTanzania’andthe Katosi ‘Wash Self Supply programme’ in Uganda were evaluated by an independentevaluator.Theprojectswere fundedbyMarie-Stella-MarisandAqua forAll.Bothprojectsreceived verypositive reviews. Apartfromthespecificmeetingsandeventsmentionedbelow(andthefulllistofactivitiesinappendixA),WfWPliaiseddirectlyandgaveinputtotheHighLevelPanelonWater,sentdirectmessages e.g. on the European consensus ondevelopment cooperation to nationalgovernments andmembers of the EU Parliament, contributed to the joined document ofwomen’s organisations to the CSW and the CEDAW commission, participated in expertgroupsonthegenderaspectsofHumanRighttoWaterandSanitationandothers.The Special Rapporteur onWater and Sanitation to theOffice of theUnitedNationsHighCommissionerforHumanRights(OHCHR),Prof.LéoHeller,requestedinputonhisproposedreportonGenderEquality.AquaFedteamedupwithWfWPinthistask.AquaFedandWfWPmemberorganisationsWPLUS (Nepal) andAlter Eco (Colombia)offeredvaluable input fortherecommendations.WfWP was awarded special consultative status to ECOSOC in 2016; thus enabling moreopportunities toparticipate in advocacy andpolicy settingwithin theUN.WfWPwasalsoaccreditedin2016totheUNEPUnitedNationsEnvironmentAssembly(UNEA)andupdateditsPVOregistration.

InternationalDecadeforAction"WaterforSustainableDevelopment,2018-2028The UNGeneral Assemblywas unanimously adopted. This resolutionwas introducedby theinitiative by Tajikistan in co-authorship with 177 UN member countries. The Decade willcontributetotheachievementoftheSustainableDevelopmentGoalsintheareaofintegratedwaterresourcesmanagement,implementationandpromotionofprojectsandprogramsinthefieldofwaterresources, strengtheningcooperationandcovers issues related to theefficientuseofwaterresourcesandtheintegrationbetweenwater,food,energyandtheenvironment.WfWPtogetherwith theButterflyEffectandotherorganisationssuccessfully lobbied forthisimportantUNDecade.

EuropeanWaterPactSDG6targetsremainlowprioritiesontheUNGAandECOSOCagendasandinEUmechanisms.Waterneedstobeputontopoftheagendaandarealisticparticipationmechanismfornon-stateactorsisnecessary.TheexistenceoftheEUWaterFacilityisuncertain,whileitistheonlyentrypointfornon-stateactorstodiscuss‘water’directlywithECandMembersStatesandistheonlyaccountabilitymechanism.Together with BORDA and European Water Partnership, WfWP initiated three sessions (inBremen, Brussels and Paris) where approximately 50 European-based (international andnational) NGO/CSOs active in the field of water came together. Discussionswere organisedwiththewatergroupoftheEuropeanParliament,EuropeanCommission(DEVCOandENVandEEAS),Aquafed,(former)UNSGAB,theformerco-chairoftheOWG.Themaintopicwashowtoraisetheprofileofwater intheEUpolicies(consensusondevelopment)andensureeffectivegovernanceandattentiontowaterintheUNtransformativeagenda2030.TheEuropeangroupofNGOs/CSOsstronglyrecommendsthatwaterhasamuchhigherprofilein the European consensus on development. The mandate of the EUWI is to be continued,enhancedandincreasedresourcesareallocatedtotheEUWaterInitiative.Thenitcanresumethe role of platform for coordination to enable theachievement of SDG6andother relatedtargetsonsustainablewaterandsanitation.TheEuropeanWateractstronglyadvocatesforaclear intergovernmental water architecture at the international level and participationof allstakeholdersgroups.

CSW60WomenforWaterPartnershipsentastrongdelegationtoCSW60,whichtookplacefrom14-24March inNewYork.WfWPactively participated in thehosting of several side-events duringCSW60, among which a high level event on “Women in Water Diplomacy”, hosted by thePermanent Mission of the Kingdom of The Netherlands to the UN. The need for Gender-disaggregated data, a key message of WfWP, was addressed in the session “Women,sustainable development and ICT - How open data can enable women in monitoring waterresourcesmanagement and delivery”. During the Young Professionals session on “Women’sResponses toWater Crises in the U.S. and Abroad”, At the “MobilizingWomen for ClimateJustice”sessionitwasadvocatedthat“BeststrategieslinkSDG5(GenderEquality)withSDG2(FoodSecurity),SDG3(Health),SDG4(Education),SDG6(Cleanwaterandsanitation),SDG7(Energy) and SDG 8 (Economic Growth). WfWP contributed to the joined document ofwomen’sorganisationstotheCSW.

ProtocolonWaterandHealthThe fourth sessionof theMeeting of the Parties under the Protocol onWater andHealthconvenedfrom14-16November2016inGeneva,Switzerland.ItwasanimportantmilestonefortheworkundertheProtocol.Themeetingfeaturedaspecialhigh-levelsessiontoreflecton the roleoftheProtocolasa tool topromotetheachievementof theAgenda2030andfacilitated the implementationof SDGs at national level. A number of important decisionsand an ambitious programme of work aiming at further addressing the main challengesrelated towater, sanitation andhealth in thepan-European regionwere adopted.WfWPsmember organisations Earth Forever, AWHHE andMAMA86, the French government andpartner WaterLex organised the side-event: “Measuring progress in achieving equitableaccesstowaterandsanitation”inwhichtheimportanceofusingdisaggregatedindicatorstoestablish the right levelofmeasurements tomonitor the implementationofSDG6 targetswasthemainmessage.

BudapestWaterSummitFrom28-30November2016 theBudapestWaterSummittookplace.An important sectionwas added to this year’s summit: it was the first time aWomen’s Forum was organised.WfWPwashonouredtoco-hostthisforumtogetherwiththeHungarianMinistryandWorldWater Council.WfWPwas also amember of the international drafting committee for theoutcomedocumentsoftheBWS.Thefollowingmessagesandpolicyrecommendationswereincludedintheoutcomedocument:

1.3KnowledgeexchangeandlearningOur knowledge exchange and learning activities contribute to WfWP strategic goal 6:Developaknowledgeplatformforlearning.WebinarTwowebinar sessionswere facilitatedbyand for themembers.Memberspresented theirprojects related to the SDG 5 and 6 and the new monitoring tool for the member’sachievementswasdisclosed.Theparticipationrateofmembersisstill low,soparticipationneedstobestimulatedandencouraged.Inthenewmonitoringsurveyoneoutoffivesectionswasreservedforlessonslearnt.Theseoutcomesweresharedin2017ontheMembersOnlyplatform.MembersOnlyAcompletenewandinteractiveMembersOnlyplatformhasbeendeveloped.Itisaclosedoff section on the WfWP website where members can log in. The question and answer section is abulletin board: if members need support for instance to present a case for their nextpresentation, or if they are in need for supportwith their project proposal, they can addtheir request in this blog section, so others can support their peers- and enable andstrengthen each other. 2.Governance,membersandpartners2.1GeneralAssemblyTheGeneralAssembly(GA)isthehighestgoverningbodyinthepartnershipanditconsistsof one delegate permember organisation. In 2016 all decisionsweremade via electroniccommunication, since no face-to-face meeting was organized. 2016 was the first year inwhichthemembershipfeewasintroduced.MembersdecidedtocontributetoWfWPeithercash(15%)orinkind(77%).6Thefollowingdocumentswereapproved:

3.Operations3.1CommunicationPublications22 women in Ndibai Village in Kenya, who were annoyed and frustrated with drinkingcontaminatedwater from a local river -forwhich they had towalkmanymiles in unsafeenvironments-decidedtoteamupandtackletheissueonceandforall.WfWPpublishedanarticleaboutthesewomenintheSolutionsjournalinNovember.WfWPalsoworkedonapublicationthatfocusesonfiveleadingwomenintheNetherlands’watersector.OutofthetenwatercompaniesinTheNetherlandsthatsupplypotablewater,half of them are headed by female executives. Globally, an estimated 17% of the paidworkforceisfemale.Thispublicationexplorestheexperiencesofthesewomenatthetopofa water company and will be published in the beginning of 2017 on our website andFacebookpage. WebsiteWfWPproudlylauncheditsnewwebsiteinApril2016anewlookandfeel,witharevampedandfreshlayout.Thewebsiteisnowresponsiveandcentredonourmembers.Thewebsitehadover15.000visitorsbetweenAprilandDecember2016.Ourlatestpublications,reportsandoutcomedocumentsare frequentlyshared.ThewebsitehasaMembersOnlysection,which is used for internal communication between members. This section facilitatesknowledgeexchangeandlearning(seeparagraph1.3).SocialMediaFacebookwasthemainchanneltocommunicatetoabroaderaudience.WfWPsvisibilityonFacebook increased significantly. The page likes increased to 886. Our twitter accountwomenforwater@wfwpartnership was only active during special occasions (e.g. CSW andStockholmWorldWaterWeek). Currently the twitter account has 219 followers.WfWP‘sLinkedIncompanypageWomenforWaterPartnershiphas224followers.3.2Planning,monitoringandevaluation2016wasthefirstyearinwhichanextensivemonitoringtoolwasintroducedtomonitortheachievements of themembers separately. This toolwas added to the existingmonitoringactivitiesofWfWP.Themembersprovided inputon(i) their lobbyandadvocacyactivities,(ii)projectimplementationstowardsachievingSDG5&6,(iii)theirlessonslearntand(iv)inwhichwater governingboards theyparticipated.A final tool (v) evaluated themonitoringtool itself. Members were enthusiastic about the user friendliness of the tool and madesuggestionsforimprovementsfornextyear.Theoutcomeofthemonitoringtoolwassharedwiththememberorganisations.Wehadaresponserateof62%.Elementsofourplanningandreportingsysteminclude:
