1. SCOPE

This Work Category Specification (WCS) documents the Service requirements for the construction and installation of Rate 1 and Rate 2 Public Lighting installations.

1.1 GENERAL

(a) As part of and in conjunction with this WCS, read WCS133 for the general standards and conditions that are relevant to, and are incorporated into this category of work.

(b) As part of and in conjunction with this WCS, read WCS31 for the requirements to Commission,

operate and access the network.

(c) For the avoidance or doubt, a breach of a general standard or condition contained in WCS133, and the requirements and conditions of WCS31 is a breach of WCS37.

1.2 APPLICATION

(a) The application of Services includes, but is not limited to, the following functions:

(i) The installation, relocation, and / or recovery of Rate 1 or Rate 2 Public Lighting installations which includes foundations, poles / columns, brackets, Conduits,

outreaches, light fittings and electrical circuits.

(ii) The installation and connection of underground or overhead electrical reticulation from a point of supply on the low voltage network.

Note 1: Service Providers with their own environmental training system equivalent as a minimum to the Energex environmental training system; may train and assess their own Operators

as competent.

Note 2: Minimum requirement is one Operator with A LVSO Authorisation assisted at all times by

a competent assistant as defined in Manual 00301.

9.2 SERVICE PROVIDERS RESPONSIBILITIES

(a) For Service Provider responsibility requirements, refer to WCS133, Clause 9.2 – Service

Provider Responsibilities, and additional clause below.

(b) The Service Provider (or their agent) is responsible for:

(i) Notifying all interested parties (Principal Contractor for the work place and / or the overall Site Project Manager) of Rate 2 Public Lighting installation(s) that are programmed to be Commissioned in full or progressively.

(ii) Ensuring WHS management plan is amended (if required) at the time of Commissioning.

9.3 EXCAVATING AND WORKING AROUND ENERGEX ASSETS

(a) For excavation and working around Energex asset requirements, refer to WCS133, Clause 9.12 – Excavation and Working Around Energex Assets, and additional clause below.

(b) Undertake all excavation and civil construction including the installation of public lighting foundations in accordance with WCS61.

9.4 COMMENCEMENT OF RATE 2 WORKS PROGRAM

A “Certificate of Supply – Public Lighting Construction” is to be issued by Energex prior to any Rate 2 Public Lighting infrastructure construction commencing on Site, unless prior acceptance has been

received in writing from Energex.

9.5 CONSTRUCTION

(a) The Services to be provided comprise of:

(i) Construction of foundations for Public Lighting columns.

(ii) Installation of Conduits for underground service mains.

(iii) Construction /installation of poles/columns, brackets, luminaires and associated fittings.

(iv) Installation of overhead / underground Public Lighting service mains.

(v) Testing and subsequent Commissioning and connection of the low voltage service

mains.

(vi) Recording of data, relating to Rate 2 Public Lighting installations (which includes date(s) of Commissioning of all or part of the installation).

(vii) Submission of Certificate of Completion and required supporting documentation.

(b) Each project is to be treated as a separate electrical installation and requires Energex approved Works Plan drawing with complete installation details, schedules of equipment with Site location.

(c) Construction is to comply with requirements of the Standard 00576 and Manual 00796.

(d) The Rate 2 Public Lighting installation (e.g.poles, columns and luminaires) after Commissioning

and acceptance by Energex will be owned and maintained by Energex.

(e) Install overhead service mains to the luminaires in accordance with Standard 00576, Manual 00796, the Energex Overhead Construction Manual, and WCS25.

(f) The installation of underground cables and Conduits are to be undertaken in accordance with

Manual 00796, Manual 00305, WCS2 and WCS61.

9.6 PUBLIC LIGHTING FOUNDATIONS

9.6.1 General

(a) Foundations to be constructed so that the column can be installed on the foundation hold down bolts in the correct orientation to the kerb line.

(b) Determine the finished surface level prior to the commencement of the foundation excavation and the installation of the hold down bolt assembly.

(c) The diameter and depth of the foundation excavation will be nominated on the construction drawings and are typically 550 - 600 mm minimum diameter and of depths between 1200 mm and 2300 mm below ground level.

(d) If soil type deemed unsuitable for foundation construction consult civil engineer before proceeding.

(e) Locate Conduit(s) and Conduit bend(s) for supply cable installation to exit top of concrete foundation on the column centre line and exit the side (s) of the concrete foundation to suite the direction of the incoming Conduit(s).

(f) Always install Conduit(s) and securely plug Conduit(s) to prevent ingress of soil in either overhead or underground supply locations.

9.6.2 Cast In Situ Reinforced Concrete Foundations

(a) Supply concrete in accordance with AS 3600.

(b) Concrete is to be Grade N25.

(c) Reinforcement steel fabric is to be in accordance with AS 4671.

(d) Minimum concrete cover to hold down bolt assembly and reinforcement steel is 65 mm.

(e) Place the concrete into the auger hole without form work.

(f) In collapsing soil conditions the top of the foundation may be bordered with formwork.

(g) Securely plug both ends of Conduit(s) before placing concrete into excavation

(h) Allow concrete to cure for a minimum of 7 days before the column can be installed on the foundation hold down bolts.

9.6.3 Precast Foundations Installation

(a) Determine the finished surface level prior to the commencement of the foundation excavation and the installation of the precast concrete foundation.

(b) Place precast concrete foundation on to compacted bedding material (subgrade of stabilised cement / sand) that has been levelled to ensure correct overall installation and prevent uneven settlement of precast concrete foundation.

(c) Always install first length of Conduit away from the precast concrete foundation and securely plug Conduit before backfilling around the precast concrete foundation.

(d) Thoroughly compact stabilised cement / sand backfill (ratio 1:10 by volume) in 200 mm layers for backfilling around the precast concrete foundation utilising mechanical compaction methods.

9.6.4 Precast Foundations Identification

Clearly stencil precast concrete foundations delivered to Site with the following information:

(a) Individual precast concrete foundation net weight (Tonnes to three significant figures).

(b) Method for lifting all precast concrete foundations.

(c) Identification of lifting anchor points.

(d) Component type and date of manufacture.

Note All alpha and numeric characters stencilled on precast concrete foundation are to be a minimum of 30 mm high, paint of high visibility colour and placed on components at two

locations.

9.6.5 Precast Foundations Lifting / Handling

(a) The lifting, handling and installation of precast concrete foundation on a construction Site is in strict accordance with the Laws and the requirements of the relevant Australian Standards and Work, Health and Safety Regulations.

(b) Should ‘Reid Swiftlift’ or equivalent concrete lifting system be fitted for lifting precast concrete foundation. Operators use only nominated lifting system components to lift precast

concrete foundation by lifting from system anchors cast in concrete.

(c) Lifting precast foundation from all anchors provided. The load will always be shared between two diagonal points and enclosed ANGLE OF SLING / CHAINS IS NOT TO

EXCEED 60.

9.7 POINTS OF SUPPLY

The nominated point(s) of supply are detailed on the Works Plan documentation. The number and size of Conduits from the existing low voltage network, pillar, public light standard, LV pole or an

extension of supply will be detailed.

9.8 ELECTRICAL CONNECTIONS

For electrical connection requirements, refer to WCS133, Clause 9.12 –Electrical Connections.

9.8.1 Greasing Of Low Voltage Connections

(a) Greasing of all LV connections is essential to prevent the ingress of corrosive elements into

the conducting surfaces.

(b) Low voltage connections, which require greasing with an approved oxide inhibiting conductive grease, include:

(i) Neutral / active connections.

(ii) Neutral / active links.

(iii) Connections exposed to moisture (including but not limited to earth stud connections).

(iv) Connections in underground service pits.

(c) Apply grease generously to all conducting surfaces and between the strands of stranded conductors.

(d) Apply Shell Alvania grease (or equivalent) to all fuse and neutral tunnels before inserting conductors.

9.8.2 Insulated Electrical Piercing Connectors

(a) For IPCs fitted with cable sealing grommets, the grommets are not to be cut, damaged or removed from connector.

(b) Do not remove terminal bolts from connectors, as there is a likelihood of cross threading upon reinstallation.

(c) Cut end of cable cores square and clean before fitting to piercing connectors and insert to the stop of IPC. (Do not remove core insulation).

(d) Fit cable cores to piercing connectors in accordance with connector manufactures specification.

(e) All electrical connections involving no-shear head bolts are to be tightened to correct torque (value stamped / marked on side of fitting) using a torque wrench (in test).

9.8.3 Loop Cable

(a) For cable installations between the looping cable joint and the column terminal panel, the termination of the cable joint end is to be:

(i) In junction box / enclosure.

(ii) Installed in accordance with supplier’s installation instructions.

(iii) Inside water tight, junction box / enclosure.

(b) Install junction box / enclosure, in a below ground polymeric pit with concrete lid.

(c) Identify all the cable joints on the “As Constructed” drawings.

9.9 NUMBERING AND LABELLING OF EQUIPMENT

All labelling of equipment (including cable ends) which are to form part of the Energex network are to be in accordance with the Manual 00297.

9.10 COMMISSIONING OF WORKS

(a) The Service Provider is to inform Energex when the installation is completed and the installation complies with Energex’s Rate 2 Public Lighting construction requirements and in

accordance with the requirements of WCS47.2.

(b) Rate 2 Public Lighting switching and Commissioning requirements:

(i) Where a single Rate 2 Public Lighting installation is intended to be supplied from a point of supply then the Service Provider may Commission the Rate 2 Public Lighting

installation.

(ii) Where a single point of supply is installed to supply two or more Rate 2 Public Lighting installations, Commissioning is in accordance with requirements of WCS31.

(iii) When a network extension or modification is required to connect the installation to the Energex distribution network, the Service Provider is to engage the local Energex Hub to complete the works. Energex may approve the Service Provider to carry out the extension to the distribution network; however written approval is to be provided by the Energex Hub.

(c) The Service Provider:

(i) Installs “two sources of supply” sticker where Rate 2 Public Lighting installations are installed on / in traffic light infrastructure or other relevant structure (such being responsibility of the Authority).

(ii) Lodges all test results (including completed Energex Form 2010) together with completed “As Constructed Drawing” of the installation in accordance with Standard 01037 and WCS 47.2 including date(s) of Commissioning of installation in part or full.

(d) Where the installation has been installed by a Public Body or a Public Body’s Contractor the installation is to be warranted by the Public Body against latent defects for the nominated period (outlined in Supply Agreement).

(e) Should the installation in any part not conform to the requirements of this WCS, the non-conforming lights will only be accepted under Rate 3 conditions and compliance with AS/NZS 3000 is required. The Developer or Client is responsible for altering the Rate 2 Public Lighting

installation to comply with AS/NZS 3000 requirements.

9.11 FINAL SUBMISSION

At completion and Commissioning of Rate 2 Public Lighting installations the following documentation are to be provided to Energex as a minimum within 5 Business Days:

(a) Certificate of completion.

(b) “As Constructed” drawings with all constructed detail(s) for the installation.

(c) Test results for the full electrical installations.

(d) Copies of written approvals from Design Consultant / Energex Officer for variations to approved installation design constructed at Site and referenced on “As Constructed” drawings (as required).

(e) The date(s) of Rate 2 Public Lighting installation Commissioned in part or full.

(a) For records requirements, refer to WCS133, Section 10 - Records.

(b) For records requirements specific to this category of work refer to the below included references and clauses.

10.1 AS CONSTRUCTED DRAWING

(a) For minor remedial works (e.g. Public Lighting Column replacement), alternative “As Constructed” applicable Worksite and service data may be provided in another manner as directed by the Energex Officer.

(b) “As Constructed” drawings include (but not limited to) Poles / Column types, heights, luminaire details, joints and pole numbers installation details and include date(s) of Commissioning of

installation in part or full at each specified location.

For work verification requirements, refer to WCS133, Section 11 – Work Verification.

Developer Any person, organisation or company, which enters into an agreement with Energex for connection of Rate 2 Public Lighting installations to Energex

distribution network under the terms and conditions of the agreement.

High Voltage (HV) Voltages greater than 1000 Volts AC RMS phase to phase.

Low Voltage (LV) Voltages greater than extra Low Voltage (i.e. voltages of 50 V or less AC RMS or 120 V or less ripple-free DC) but not more than 1000 V AC RMS or 1500 V ripple-free DC.

Term Definition

Public Body A competent Authority, e.g. a Local Council or Government Department (or their Agents), undertaking Public Lighting design and / or construction for connection to Energex distribution network.

Rate 1 Public Public Lighting installations that are designed, supplied, installed and Lighting maintained by Energex, using equipment which conforms to Energex

Standards and requirements. All costs associated with installation are Energex’s responsibility excluding design costs that are to be borne by the Public Body. Energex supplies electricity to installations at relevant tariff and assumes responsibility for subsequent maintenance costs of installations.

Rate 2 Public Public Lighting installations that are designed supplied and installed at the Lighting cost of the Authority, Public Body or Developer, using equipment which

conforms to Energex Design Standards and requirements. Energex supplies electricity to the installations at the relevant tariff and assumes responsibility for subsequent maintenance costs of the installations.

Rate 3 Public Public Lighting installations that are designed, supplied, installed and Lighting maintained by Public Body or Developer. All costs associated with

Supply Agreement A signed agreement between a Developer, Authority or Public Body and Energex for the construction of and connection to Energex’s distribution network of Rate 2 Public Lighting installations. Such an agreement will

normally be drawn up on Form 1327.
