SCOPE OF THE COMPUTERIZED SYSTEM Implementation of the computerized system started in the year 2007-08 for all the four Sub-Registrar Office in Manipur viz. Manpower training at different levels like computer fundamentals, software operations, scanning of deed documents, biometric operations, data backup-restore plans were imparted by NIC. PLATFORM OF THE SYSTEMI. Windows XP or Windows 7 OS weresupported. Front end applicationdeveloped in VB 6.0. Crystal report 7was used for specific reports.

II. High quality finger print reader‘SecuGen HamsterPlus FDU02’ modeldevice with SDK library fileSecuBSP.dll is used for capturing all thefive finger prints of the presenters.

III. Web cam of high quality resolutionto capture photo of presenters. Imageis stored in database as binary data.

IV. Back end database is MSSQLserver 2005 with full-on-incrementalbackup and restores strategy plans.

MASTER DATAMaster data for district, subdivision,

circle and village used. The systemrelies on two most important masterdata sources, the census database andanother the revenue database. Censusmaster data is referenced in ownershiptransaction. Revenue master data is

referenced in plot transaction.

PROCESS REENGINEERINGI. In addition to paper based recordingof rolled thumb fingerprint, there isdigital enrollment and verificationmodule of fingerprints of presentersusing ‘SecuGen HamsterPlus FDU02’reader device.

II. An instant photo capturing modulefor the presenters before the registeringauthority.

III. A new module for MinimumGuidance Value (MGV) incorporated,vide the office order no. 2/1/SR/2007-Com (Rev) dated 20-Mar-2012.

DELIVERABLESI. Non-encumbrance certificate for thepurpose of buying, mortgaging, loanand for purposes in court.

II. Signed registration certificate issuedby the registration authority within twodays which earlier took weeks in themanual system.

SALIENT FEATURESi. A client server, role based secured,efficient and work flow based system.

ii. Maintaining thorough scrutinizedlinkage of pertinent multiple ownershiphistory with the mother deed historywithout missing a single link which canoriginate further transfers andtransactions in a normalized database.

iii. Multiple official users are capable ofdoing transactions concurrently in acontrolled work flow which enhanceswork productivity. Applicationmaintains log trends of everytransactions. This helps the registrationofficer in monitoring user activities.

iv. Instant photo capturing module forthe presenters.

v. Digital enrollment and verificationmodule of fingerprints of presentersusing ‘SecuGen HamsterPlus FDU02’reader device.

BIOMETRIC SYSTEM : BRIEFOVERVIEWBiometric is an automated method of

recognizing a person based on physicalor behavioral characteristics. Biometricinformation, which can identify aperson accurately includes fingerprint,voice, face, iris, hand and handgeometry.

There are two functional methods inbiometric system. One is calledidentification (1 to many mapping) inwhich a recent captured biometricsample is compared with a set ofsamples, sequentially one by one. Theother one is called verification (1 to 1mapping) in which a recent capturedbiometric sample is compared with asingle stored biometric sample.

With the wide spread acceptance,convenience and reliability; fingerprintidentification is considered to be theleast intrusive of all biometricverification techniques. Fingerprint isan intrinsic human token which isdifficult to steal and can be read by aninexpensive reader whereas strip cards,passwords or user credentials etc. canbe stolen.

Fingerprint Identification Record(FIR) has a unique structure, whichconsists of three fields: format, headerand opaque fingerprint data.

If FIR format is changed the headeror finger print data structure can bechanged.

The header field containsinformation to processed fingerprint

data. Header length is the length of theheader. Data length is the length of thefingerprint data. Version is the FIRversion number.

Data type indicates for raw,intermediate or processed. Purposeindicates for enrollment, verification oridentification. Quality indicates forfingerprint quality in the scale of 1 to100, 1 is the lowest and 100 is thehighest. Reserved is for future usage.

Payload is any data like password,employee code or cryptographic keywhich is stored within the FIR andreleased after successful verification.FIR cannot be used as cryptographickey since no two fingerprints capturedfrom the same finger are identical in allaspects.

G2C AND G2G E-GOVERNACEORIENTATION1. Drastic reduction of time ingeneration of signed registrationcertificate by the registration authoritywhich is now one or two days butearlier took weeks in the manualsystem.

2. Transparency in calculation of landvaluation since the introduction of themodule - Minimum Guidance Value(MGV). It optimized revenue collectionfor the Government.

3. Transparency in computingregistration fee (as 1%) and stamp value(as 3% on MGV for Rural and 4% onMGV for Urban)

CONCLUSIONi. Devising and developing a securedweb based system for integration ofregistration system and LRC underNLRMP is under way. NIC WiMAXconnectivity has been installed in thevalley SROs. The new system willstrengthen and would be able to giveseamless technical solution insmoothening the functionalities of e-Governance using the current ICTs inthe most disputed and tiresome processof property registration.

ii. A system proposed to make theavailability of digitally signedcertificates (both for registration andLR) by DSC of the concerned officersin a common web based window to thecitizens has been demonstrated by NICManipur to the Chief Secretary, Govt.of Manipur and to other revenueofficers.

iii. There must be stringent andrelevant Government orders inimplementing computerization inearnest and with proper utilization offunds of the parent department toimplement the computerized system.

iv. Application must be a secured webbased version. It must be audited by athird party audit team. Web basedapplication must be secured fromvulnerabilities and intended attacks.
