Procedures for adopting amendments to the Pennsylvania Constitution:

• Governed by Article XI, Amendments o Senate Bill 4 must be re-introduced as a Joint Resolution to the 2015-

2016 Legislative Session, and passed by a majority in each chamber. § Should the proposed amendment pass in the House and Senate

• It must meet the prescribed publication period. • 3 months post General Assembly approval, the amendment

shall be submitted to voters. • With a majority voter approval, the amendment shall be
