Approval of Minutes M/S/C Jungk/Kleyn: To approve the minutes of the November 5, 2015 meeting. Public Comment Rogelio Caudillo, 14th District Representative, stated that State Senator Andy Vidak and the Tachi Palace will be holding a Career & Resource Expo job fair on January 27, 2016, from 9:00 a.m. to 1:00 p.m., at the Tachi Palace in Lemoore. Career Center Usage Report Director Lehn provided a summary of the career center usage report and stated that the career center usage tends to follow the unemployment rates.

Funds Utilization Analysis PY 2014-15 Direct Lehn provided information regarding the funds utilization analysis report. All of the Adult and Youth funds have been expended. The Dislocated Worker funds have been expended as of August 2015. There are no areas of concern.

Consider Approving Transfer of $121,996 from the Dislocated Worker Grant to the Adult Grant Director Lehn provided information regarding the transfer of the Adult and the Dislocated Worker funds under Workforce Innovation and Opportunity Act and the previous Workforce Investment Act. Staff recommended the transfer of $121,996 (approximately 20%) from the Dislocated Worker funds to the Adult funds. This was recommended due to the relatively low numbers of Dislocated Workers and the high numbers of Adults seeking WIOA services. Discussion followed. M/S/C Van Horn/Long: To approve the recommendation to transfer $121,996 from the PY 2015-2016 Dislocated Worker Grant to the Adult Grant. Consider Revision 3 to Workforce Board Policy 2000-04 (Selective Service Registration) Director Lehn provided a summary on the Workforce Board Policy 2000-04 (Selective Service Registration Policy), including information on the Selective Service registrations requirements, acceptable documentation, determining “Knowing and Willful” failure to register, and grievance/appeal procedures. The policy has been modified to incorporate local and state guidance. Staff recommended that Workforce Board Policy 2000-04 Revision 3, be approved. M/S/C Long/Jungk: To approve the Workforce Board Policy 2000-04 Selective Service Registration, Revision 3. WHC Coalinga Psychiatric Technician Economic Impact Study – Dr. Stuart Van Horn Dr. Van Horn provided a powerpoint presentation on the West Hills College Psychiatric Technician Program and the economic impact it has had on the region. WHC celebrated 10 years of their Psychiatric Technician Program in December 2015. Discussions followed. Discussion Regarding the Comprehensive Economic Development Strategy for Kings County Director Lehn provided information regarding the Comprehensive Economic Development Strategy SWOT Analysis 2015 emphasizing on the opportunities, strengths, weakness, and the threats of the analysis. Director Lehn stated that he expects the CEDS report to be complete within sixty days. Members were asked to provide any challenges they could foresee to include in the CEDS report. Discussion followed. Office Update None Economic Development Report Director Lehn provided information on current economic development activities in Kings County. Member Roundtable

Margie Newton stated that the Kings County Office of Education had received state funds for their ROP Services component and that 14 of their career technical programs had been eliminated.

Antonio Martin stated that Aqua Azul is currently working with the California Department of Public Health on their water re-use project; which is currently in its final stages.

Erica Mireles stated that Proteus is currently working with drought emergency funds and is also providing food and utility assistance to those affected by the drought.

Joanne Doerter stated that the Hanford Mall will soon have four new restaurants and confirmed that two of the restaurants will be Pielogy and Buffalo Wild Wings. The four restaurants are expected to open in April 2016.

Ronnie Jungk stated that there are currently several major solar projects throughout the valley and that recruitment for local certified electricians has been a challenge.

Unemployment Rate Rosendo Flores, from the Employment Development Department, provided the unemployment rate for Kings County. He estimates the annual unemployment rate to be at approximately 9%.

Appointment of Sadie Jones, In-School Youth, to the Kings County Youth Council Sadie Jones, a college student and recent hire by the Employment Development Department to serve as a Youth Employment Opportunity Program Specialist is recommended for appointment to the Kings County Youth Council. Consider Revision to Eligibility Policy 2001-05 – Pages 8 – 22 The current Local Workforce Board Policy 2001–05 addresses eligibility and priority of service issues for the Kings County Workforce Development Area. Staff will present an overview of recommended changes to this policy, most notably to the priority of services section. Local Workforce Development Board Recertification Request - Pages 23 - 41 One of the first major transition activities from the Workforce Investment Act (WIA) to the Workforce Innovation and Opportunity Act (WIOA) was the Governor's certification of the local Workforce Development Board. That was submitted and accepted in 2015. This action would propose a final structure for the Kings County Workforce Development Board, and represents Kings County's request for "Recertification." The size of the board reflects near-minimum requirements of WIOA. If this proposal is accepted, it would eliminate the voting membership of representatives from AARP and Kingsview Mental Health Services as voting members. These are both important partners. One of the primary differences from WIA to WIOA regarding board membership was the elimination of "partners" as required voting members. As proposed, all positions required for board make up are currently filled. Staff will provide an overview of this proposal and seek board acceptance or revisions. Recommended action is to "Recommend acceptance and submission by the Kings County Board of Supervisors of this Application to the state of California for Kings County Workforce Board recertification."  Overview of Process to Develop a Memorandum of Understanding with Local Partners The next major milestone in WIOA is to develop phase 1 of a local Memorandum Of Understanding. Staff will provide an overview of this process and an update on activities to date. Economic Development Report Staff will provide a review of the current economic development activities in and around Kings County.
