Overview
Annual report cards of credit workforce programs at the Lone Star College System provide instructional
leadership and program faculty and staff with consistent data to review over time and across programs.
This eighth year of annual report cards has identified program improvements and declines, as well as
positive and negative changes in college-wide trends. The LSC-North Harris report includes core
indicators of performance required by the Texas Higher Education Coordinating Board (THECB) to meet
state targets, namely, Annual Enrollment, Nontraditional Participation, Nontraditional Completion,
Number of Program Degrees and Certificates Awarded, and Program Completer Placement Rate.
Twenty-two programs at LSC-North Harris were involved in the 2018-2019 annual report card review
using the following four performance indicators: (1) 25 minimum graduation per 5-year cycle; (2) 85%
placement/transfer rate over 3 years; (3) increase in enrollments; and (4) 70% successful course
completion.
Eight (36%) of the programs met all four of the performance indicators compared to seven in 2017-
2018. All of the programs met the measure of generating 25 degrees and certificates over a 5-year
period as well as having a 70% or above success over enrollment rate. From 2013-2018, LSC-North
Harris workforce programs awarded 6,468 degrees and certificates, which was a 3% decrease from
2012-2017. Thirteen of the programs (59%) met the 85% placement rate of employment or additional
education within three-years of graduation. Programs not meeting this measure are Accounting (79%),
Administrative Services (80%), Business Administration (79%), Computer Digital Technology (81%),
Cosmetology (82%), Game Design and Simulations (81%), Health Information Technology (74%),
Interpreter Training (74%), Machining Technology (82%), Visual Communication (77%), and Welding
(82%). Increases in enrollments were met by 15 programs (82%), with significant increases for
Pharmacy Technology (64%), Energy, Manufacturing and Construction (43%), Interpreter Training
(27%), and Machining Technology (27%).
Nineteen of the programs (86%) had 55% of sections taught by fulltime faculty. Three programs (14%)
- Business Administration, Computer and Information Sciences, and Massage Therapy met the state
standard for Nontraditional Gender Participation while four (18%) - Accounting, Business
Administration, Computer and Information Sciences, and Massage Therapy met the standard for
Nontraditional Gender Completion.
Annual Report Card data definitions are found on page 3 while page 4 provides a summary of all
programs in four key measures: graduation, placement, enrollment, and course success rates. In
addition, comparison data from the previous year are presented. Summaries for individual programs
are shown on pages 5-51 while state core indicator data are reported on pages 52-58.

Annual Report Card Data Definitions
Terms Definitions Area of Study Areas of study (formerly known as workforce clusters) are groupings of programs of study
representing a broad range of grouped industries and occupations. These reports focus on credit workforce programs (AAS and certifications, as prescribed in the 2018-2019 Lone Star College Catalog: Arts, Humanities, Communication, and Design; Business and Professional Services; Computer and digital Technology; Energy, Manufacturing, and Construction; Health Services; and Public Safety and Human/Consumer Services.
Program of Study Programs of study consist of groups of academic plans associated with degrees
and certificates for a more focused group of industries and occupations than an
area of study. The programs of study in these reports focus on credit workforce
programs for students pursuing an AAS and/or certificate, as prescribed in the
2018-2019 Lone Star College Catalog.
Highest-Level Academic Plan
Many students have multiple concurrent academic plans, especially when pursuing stacked certificates. To prevent duplication of headcounts, enrollments, contact hours, etc. students are unduplicated into their highest-level academic plan each term. For example, if a student has declared academic plans for certificate 2 and an AAS, they are attributed to the AAS in that term. This is evaluated each term.
Major/Non-Major Status Major indicates the student took the course as a requirement to his/her highest-level
academic plan in the term in question, while non-major indicates the course was taken by
the student that did not have course required for his/her highest-level academic plan in the
specified term. Only students who have declared a credit workforce academic plan as their
highest-level academic plan in the specified term will appear as a “major” in these reports.
Required Discipline-Related Coursework
These reports identify a course as “required” for a specific academic plan based upon
the requirements table within iStar. “Discipline-related” indicates that the list of required
courses has been further filtered to exclude rubrics for coursework that are not directly
related to the primary teaching disciplines of the program and/or not owned by the parent
area or program of study. For example, an Introduction to Computers course may be
required to complete an academic plan in Energy, Manufacturing, and Construction;
however, the computer course will be excluded from a report on required discipline-
related course since it is owned by the Computers and Digital Technology area of study.
Non-Current Academic Plans
Unless otherwise indicated, these reports exclude both Teachout and Inactive plans.
• Teachout Plans – A teachout plan is an active plan that is being phased out over time, and is no longer admitting new students. Teachout plans are identified in these reports by an academic plan status and the existence of a last admit date.
• Inactive/Discontinued Plans – Inactive/Discontinued plans are those that have an academic plan status of “I” in iStar.
Headcount Headcounts in these reports represented unduplicated students.
Number Enrolled Number of enrollments in the defined group of rubrics for the program by campus as of official day and includes student who withdrew (W).
% Complete Percentage of enrolled students receiving a final grade (A, B, C, D, F, I, IP, Pass, Non
Pass) for the course. Student did not withdraw (W).
% Successful Completions
Percentage of enrolled students receiving a final grade of A, B, C, P.
Calculated as a percentage of the total students who completed with a grade (did not withdraw).
% Successful Enrollments
Percentage of enrolled students receiving a final grade of A, B, C, P.
Calculated as a percentage of the total enrolled students (including students who received W).
Withdrawal Rate Percentage of enrolled students receiving a W.
Degrees Awarded Number of AAS degrees awarded, based on most current Academic Plan codes.
Certificates Awarded Number of certificates (all-levels: MSA, C1, C2) awarded, based on most current

Faculty Count of adjunct and full-time faculty based on HR status. Counts of sections by adjunct
and full- time based on primary instructor of the section for the term. (Determined by

Lone Star College-North Harris Workforce Program Review
2018-2019 Perkins Core Indicator Data As part of the Carl D. Perkins Career and Technical Education Improvement Act of 2006, states are required to submit data for federal core indicators of performance to the United States Department of Education/Office of Vocational and Adult Education (OVAE) via their Consolidated Annual Reports (CAR). Each applicant is required to meet state targets within 90 percent for each core indicator. Perkins core indicator data is provided for Texas public community, state and technical colleges by gender, ethnicity and special populations. Institutions are also required to assess their core indicator performance compared to state targets and outline strategies for improvement in the Perkins Basic Grant.
