2017 TG on LPIS QA

1. Inspection loop, without SW redesign: only 2 realistic options for

stratified random sampling

Option 2: correct but with manual pointer-counter

Option 3: with no visible impact for inspector, but approximate

In case of option 3, subject to review for 2018

2. Area measurement compliance test

Option a: 3-5-7 level slice, no change:

Option b: formula 3.5√area, no jump, but clockwise +

counterclockwise

• Conclusions:

• On TGs OTSC greening: no major TG use cases identified, only some additional clarifications expected

• On TGs LPIS QA:

• option 3 applicable for 2017, subject to evaluation for 2018

• 3-5-7 remains for 2017, formula to be discussed in Dublin

What did we learn during the WS?

On technology

Just an opinion on Copernicus:

• Sentinel 2 is an eye-opener: monitoring can reduce OTSC

• Sentinel 1 is a game changer: different aspects of land come in

view.

Both are complementary

Combined they allow for participative society

• Copernicus also offers HRL-data and downstream services

Rapid evolution of non-Copernicus tools/technologies

e.g. LIDAR, smart farms, stack data processing, cloud data, data

access, fusion and reuse, Decision Support System

What can it do for this community?

How to cope with the investments for the future now.

How to keep up pace?

What is the EU role? What is the framework of common standards?

What will be the new business model?

From the MSLots of initiatives going on that show:

• Awareness and experience in the many of new technologies, but

still some unknowns

• Awareness of the need to adapt

• Willingness to collaborate and invest the few resources available

• Realistic time expectation at least 3 years/technology

Calls for coordination and also for “flexibility”

• Ability for experimentation

• Accuracy and tolerances

• Local measures/targets

• Regional implementation choices

Concern for accumulation of burden

• New technology as substitution -not in addition- of the current

controls

• Correct perspective needed : nitty gritty stuff should not trigger

immediate action.

From the DGAgri

Short term

• Some re-engineering of the current situation

• Intention to go to full monitoring (sentinel-type wall to wall RS)

option from 2018, on condition of good LPIS, GSAA and recovery

Long term : challenge of simplification and modernization (in

particular environmental and climate performance)

• Choice for a different approach than the previous co-decision

procedure
