С. Eligibility

Athlete Eligibility

All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Minsk 2019 European Games. Age Requirements There are no age requirements for athletes competing in Archery in the Minsk 2019 European Games. Medical and Anti-Doping Requirements To be eligible to participate in the Minsk 2019 European Games, all athletes must satisfy the medical requirements according to the EOC Medical and Anti-Doping Guidelines. To be eligible to participate in the Minsk 2019 European Games, all athletes must comply with doping control process in accordance with the EOC Medical and Anti-Doping Guidelines and the EOC Anti-Doping Rules. Additional World Archery European (WAE) Requirements To be eligible to participate in the Minsk 2019 European Games all athletes, including those receiving Universality Places, must: Have achieved the following Minimum Qualification Score (MQS) between 27 August 2018 and 15 April 2019 at a WA-registered event.

Men’s Recurve Individual – 620 points;

Men’s Compound Individual – 660 points;

Women’s Recurve Individual – 600 points;

Women’s Compound Individual – 640 points. WAE will review the scores of all entered archers to verify if they have achieved the MQS. The WAE Executive Committee will make the final determination on any athlete, who not having met the MQS at a WA-registered event, can demonstrate adequate proof of reaching the MQS. No athlete, who has been declared ineligible, may participate during the period of ineligibility in the Minsk 2019 European Games in any capacity.

D. Qualification Process The qualification system allows for the participation of the best athletes through a fair and transparent process within the framework of the Olympic Charter.

Qualification Type: European Grand Prix, 10 – 13 April 2019. Qualification Process: The two (2) best placed teams will obtain three (3) quota places each. This qualifying event will be open to all NOCs not yet qualified and will be held at the end of the qualification period of the European Grand Prix events. If any of the two (2) NOCs that qualified three (3) quota places each had already obtained one (1) quota place at the European Championships for Recurve Individual, those just three (3) quota places for Recurve Team will be allocated to them throughout European Grand Prix results.

MIXED – Recurve & Compound

No specific qualification is needed for the Mixed Team events. Any NOC that has one (1) male and one (1) female athletes qualified is eligible to compete in the Mixed Team events. No more than the 16 teams including the Host NOC team will compete in the Mixed Team events.

Host NOC Allocation

Allocation Process

The Host NOC is guaranteed the following allocation subject to meeting the eligibility requirements detailed in Section C.

Four (4) Male Places:

3 quota places for Recurve Team and Individual ; 1 quota place for Compound Individual.

Four (4) Female Places: 3 quota places for Recurve Team and Individual; 1 quota place for Compound Individual.

Universality

Allocation Numbers

Five (5) Male Universality Places are made available to eligible NOCs at the Minsk 2019 European Games (3 places in Recurve Individual and 2 places in Compound events). Five (5) Female Universality Places are made available to eligible NOCs at the Minsk 2019 European Games (3 places in Recurve Individual and 2 places in Compound events).

The Universality places will be allocated by the Bipartite Commission composed of the EOC and the World Archery Europe representatives. The Universality places cannot be allocated to NOCs that have obtained a quota place in relevant events. To be eligible for a Bipartite Commission Universality place the athlete must have participated in one (1) Qualifying event at least. MEGOC will inform, in writing, the allocation of Universality places to the relevant NOCs after the end of the qualification period by 25 April 2019.

E. Confirmation Process for Quota Places After qualification events, the WAE will publish the results on its website (www.archeryeurope.org) and MEGOC on behalf of the WAE will inform, in writing, the respective NOCs of their allocated quota places. The NOCs will then have to confirm if they wish to use these quota places according to the below deadlines and as detailed in Section G:

For quota places obtained at the 2018 European Outdoor Championships – Qualifying event, each NOC must confirm, in writing (fax and e-mail are acceptable), by the 1 January 2019 the number of places they will use.

Only NOCs that have not obtained any athlete quota place in an event at the 2018 European Outdoor Championships can participate in the 2019 Grand Prix Europe – Qualifying event in order to obtain a quota place in that event.

For quota places obtained at the Grand Prix Europe – Qualifying event, each NOC must confirm, in writing (fax and e-mail are acceptable), by 30 April 2019 the number of places they will use.

F. Reallocation of Unused Quota Places If any allocated quota place obtained through the qualification process is declined by the NOC or is not confirmed by the NOC by the deadline, the quota place in that event will be reallocated at the 2019 Grand Prix Europe to the next best ranked NOC, not yet qualified. If NOCs do not confirm their teams and wish to participate in the individual competition, they have the possibility to enter only one (1) athlete in the relevant individual event. In this case, two (2) remaining quota places will be reallocated to the NOCs of the next best ranked athlete, not yet qualified, in the relevant individual event at the 2019 Grand Prix Europe. This process will be repeated until all places are allocated. In the event that unused quota places cannot be reallocated according to the criteria set out above, they will be allocated as additional Universality places. Reallocation of Unused Universality Places If the Bipartite Commission is not able to allocate Universality place, it will be reallocated to the NOC of the next best ranked athlete, not yet qualified, on the Archery World Ranking List as of 1 April 2019. By 1 May 2019, the WAE will reallocate all unused quota places.

H. 2020 Summer Olympics Qualification Mixed Team Qualification – Tokyo 2020 NOCs of the highest placed mixed team in the Continental Mixed Team competition will earn one (1) women’s and one (1) men’s quota for a total of two (2) quota places. Individual Qualification – Tokyo 2020 NOCs of the highest placed athlete in the Continental Games will each earn one (1) quota place in the relevant gender.
