    The impact of any hazard are a resultof peoples vulnerability not necessarilythe hazards strength. People remain

    exposed to risk (ie vulnerability) for avariety of reasons

    1. Vulnerable people do not live indangerous places because they want to;they do it because they have to. Landmay be cheaper, or unwanted by others
