    1. INTRODUCTION

    1.1 Project Background

    The Lucknow Muzaffarpur National Highway Project (LMNHP) is along NH-28 on the East-Westcorridor of the National Highways Development Project (NHDP). It is a part of phase-lIl programme of

    the East-West Corridor development that is about strengthening and widening of the existing two-laneNational Highway 28 to four-lane dual carriageway configuration.

    LMNHP consists of five consultancy packages- C ll/1, C 111/2, CIII/3, C1II/5, Gorakhpur Bypass. Eachconsultancy package is further divided into multiple contract packages for the purpose of roadconstruction and implementation of environmental management action plan.

    Consultancy Package C ll/1 runs from Gopalganj (Km 386.000) to Muzaffarpur (Km 520.000), a total of

    134.000 Km, covering districts Gopalganj, East-Champaran and Muzaffarpur in North Bihar. It carries

    on an average 21,000 to 24,000-passenger car units (PCU) daily, based on the traffic survey conductedin the year 2002, with goods traffic amounting to about 52 - 55% of the total traffic. The traffic volume

    on most part of the section is expected to grow up to 150,000 to 159,000 PCUs at the end of designperiod of 30 years. The purpose of the proposed project is to cater to the increasing traffic volume,reduce travel time and transport costs besides improving socio-economic condition of the localpopulation.

    Consultancy package C-l1l/1 has been divided into three full contract packages (Contract Package X,

    Xl, XII) and a part of Contract Package IX. The project under consideration in this report is contractpackaqe Xl of C-l l/1. Chainage-wise description of the contract packages for the project road isprovided in Table 1.1.

    1.2 Project Description

    Contract Package Xl of Consultancy Package C-1ll/1 of the LMNHP covers a total length of 40 Km. Itstarts at Km 440.00 (Dumra: near Kotwa) and terminates at Km 480.00 (Mehsi) passing through districtEast Champaran.

    The project stretch runs through flat terrain and falls under typical flood prone zone of North westernpart of Bihar. The average slope of the terrain is around 5 cm per Km. General nature of soil is mostlyclayey silt or silty clay with some percentage of sand. The land use is primarily agricultural. TwoNational Highways (NH- 28A & NH-104 at Km 453.600 & Km 470.390 respectively) and two StateHighways (at Km 443.875 & Km 473.200) as mentioned in Table-1.2 intersect the highway stretch atdifferent locations of the project stretch.

    The proposed alignment of the existing highway for the purpose of expansion and strengthening in theproject stretch is proposed to be eccentric to left or concentric or transitioning to rightleft/centre at a fewplaces. The same has been designed to minimise resettlement problems, tree felling etc. taking intoconsideration the engineering aspects of the design during design period. Annexure I gives details ofproposed alignment arrangement. Besides, several enhancement measures have been proposed toimprove the overall effectiveness of the proposed project.

    1.2.1 Summary of Proposed Improvements inTechnical Design

    Service roads: Service roads have been proposed at major built up locations to separate highwaytraffic from local traffic and provide access to commercial and residential premises, bus stops etc. Thetotal length of proposed service roads with 5.5 m wide carriageway including tapering length is 15.45Km. Proposed service roads with 7 m wide carriageway including tapering length will have a cumulativelength of 3.510 Km. Annexure I provides chainage wise description of proposed service roads.

    Improvement of major/minor highway junctions: Two major and two minor highway junctionshave been proposed for improvement at grade level to ease traffic situation. Chainage wise details ofproposed highway junction improvements have been provided in Annexure II.

    Underpasses: SMV (slow moving traffic) underpasses have been proposed for movement of localtraffic from one side of service lane to the to other side of service lane. This has been proposed in thebuilt up areas as provided in Annexure 1ll.

    Raising of additional two lane carriageway: Between Km. 475.000 and Km 480.000 (Chakia toMehsi), the formation of the existing highway is only about 0.50 to 0.70m above than the existingground on both sides of the roadway. The Burhi Gandak river also runs parallel on eastern side (leftside) of existing Highway. During flood seasons the HFL appears to be above required free-board onleft side. As left side widening has been proposed in the project stretch throughout (except for built-upzone), it has been proposed to raise the additional two lane 0.5 m. avg. above the existing formationlevel of Highway between Km. Km. 475.000 and Km 480.000 (Chakia to Mehsi).

    Cross Drainage Structure: There are 5 minor bridges and 1 major bridge in existence (AnnexureIV) under the project stretch. Total 46 Nos. of different types of culverts also falls in the project stretchof slab (16) and hume pipe (30) type. 28 nos. of existing culverts are being retained. The existing crossdrainage structures are found to be inadequate and extra cross drainage structures in terms of newbridges and culverts have been proposed in the project stretch as listed in Annexure V.

    Construction of 4-lane ROB in replacement of Level Crossing: Motihari - Muzaffarpur B.G.Rly. Tracks (linking Narkatiganj - Raxaul - Motihari - Muzaffapur - Barauni Section) runs side by side

    from Km. 454 to Km. 520. A Level Crossing No. 151 - SPL I 3 - E is situated in Km. 453 on Motihari -

    Muzaffapur B.G. Rly. Section near Bangari halt station. The existing level crossing shall be replaced bya 4-lane R.O.B. for smooth flow of traffic on NH-28. It has been decided to go for earthen Embankmentwith provision for slope protection and extra Land acquisition. It has also been decided to keep the sideslope of embankment 1:1.5 with provision of retaining wall at Toe and slope protection. The diversionroad shall be provided adjacent to Retaining wall at Toe. The Proposed construction shall beconcentric to the centre line of existing Highway Alignment.

    Construction of two-lane Fly-Over at Piprakothi Junction: Piprakothi is an important junctionwhere NH-28 intersects with NH-28A (Piprakothi-Raxaul section, moving towards left to Nepal). NH-28at this junction takes a right angle bend towards east side. Thus, heavy traffic-count on account oftraffic conflict of Muzaffarpur to Raxaul traffic and Gopalganj to Muzaffarpur traffic requires measure toease the same. It has been proposed to construct a two-lane fly over for unidirectional flow of trafficfrom Muzaffarpur side to Raxaul / Nepal side. This two lane fly over will consist of one span of 36malong with two adjacent spans of 24 m having vertical clearance of 5.50 m. Both side approach will

    consist of R.E wall and in 1:40 slope. The leg of NH - 28 A (to Nepal) and NH - 28 moving toMuzaffarpur shall be improved beyond 75 m length from the start of approaches to the proposed flyover. The remaining at grade improvement of this junction shall be carried out as per IRC standard.

    Toll Plaza: It has been proposed to construct Toll Plaza at point of traffic interception of traffic fromboth NH-28 & NH-28A (Km 468, near Bara Chakia). Along the proposed section, a number of accessroads exist but there is no alternative connection to be used by local traffic to avoid the toll. The roadpasses through a lot of villages and settlements with their local traffic, animal driven carts, bicycles andpedestrian movements. So, an open system of tolled road is being proposed. Typical plans of (10 lane)Toll Plaza of 5 lanes on each side have been appended in Drawing Volume. It is proposed that initiallyit will be manually operated which may be improved to semi-automatic/automatic operating system asvolume of traffic grows.

    Road Side Drain: Various drainage arrangements have been proposed for effective roadsidedrainage. The arrangements remain the same as mentioned in General EMP. RCC covered drains inbuilt-up locations for the project stretch have been proposed as mentioned in Annexure VI.

    1.3 Statutory Clearances Required

    The project would require various clearances to be obtained by the contractor prior to starting up theproject during mobilization period as well as during the course of construction. The various clearancesrequired by the contractor for the project stretch are described below:

    The contractor will procure sand only from agencies licensed for collection of sand from river. Wherethe contractor directly engages in sand collection from river, (called as surface mining), he will berequired to obtain necessary permission from the State Irrigation Department.

    In addition, any other clearance which supervision consultant or PIU, NHAI feels required for thisproject will be procured by the Contractor.

    The contractor will submit an undertaking to NHAI agreeing to ensure that no child labour shall be usedfor any construction and to comply with the EMP provision to the PIU, NHAI.

    2. ENVIRONMENTAL SETTING

    This chapter documents the major findings of the Environmental Impact Assessment process along with

    the baseline conditions that have been used to formulate the Environmental Management Planincluding the mitigation and enhancement measures. The micro level data have been obtained from

    within a width of 30m either side of the existing centre line and the macro level data, as per the MOEF

    guidelines for conducting EIA, have been collected from within 7 km radius of the project corridor.

    2.1 Meteorology

    The project stretch is located in humid sub-tropical region. The climate is distinguished by three distinct

    seasons- Hot summer (from April to June), Warm humid rainy season (from July to September) andCold winter (from November to February). Observed minimum and maximum temperature in districtEast Champaran is 3 degree Celsius and 43 degree Celsius respectively. Wind is predominantlyeasterly and westerly from October to June and shifts easterly or south-easterly from July toSeptember. The average wind velocity is 5 km/hr and ranges between 2 to 7.1 km/hr. Observedmaximum rainfall in district East Champaran is 490 mm in the month of August while June receivesminimum rainfall of 65 mm during rainy season. Average relative humidity in the region is 74%.Maximum relative humidity recorded in district East Champaran is 88% in the month of September.

    The project is expected to bring a slight change in micrometeorology by raising daytime temperature on

    the road surface and soils with felling of trees. The impact is categorized as low adverse.

    2.2 Physical Environment

    2.2.1 Land Environment

    The project passes through mainly flat terrain and there are no substantial cut and fill operationsrequired by the project. The average slope of terrain is around less than 5 cm per km and the fall of the

    slope is generally towards southeast direction. The project corridor falls within Type-IV seismic zone

    with moderate to high seismic coefficient but the project is not expected to have any impact on theseismic stability of the area. Water logging is observed during rains (July/Aug to October) throughoutthe project stretch.

    The soils in the region are mainly of the alluvial type and are very fertile lands. Land use is primarilyagriculture. However, a major part of the agricultural land falls under the unirrigated category. The total

    agricultural area to be used for borrowing of earth within this contract package is 36.50 hectare. Borrow

    areas have been proposed at 16 locations (Annexure VII), mostly privately owned land. No new stoneand rock quarries have been proposed to be opened for the purpose of the project without priorclearances.

    Environmental impacts on the soils include compaction of soils, contamination of soils and loss ofproductive soils because of borrowing of earth, setting up of construction camps and erosion atembankments and sides of borrow areas. Besides changes in land use pattern are also taken intoaccount, particularly during operation phase.

    2.2.2 Ambient Air Quality

    Existing ambient air quality monitored in the contract package stretch (Annexure VIII) at three majorbuilt up locations viz. Kotwa market (Ch. 444), Piprakothi Jn. (Ch. 454) and in front of Sufia NursingHome at Chakia (Ch. 474) reveals that the ambient air pollution level for criteria gaseous pollutants(CO, SO2, NOx) is below the prescribed National Ambient Air Quality Standards (NAAQS). However, forsuspended and respirable particulate matter, the levels exceed the NAAQS at all the monitoredlocations. Level of lead in ambient air is very low or below detection limit at these locations.

    Project impacts on ambient air quality along the project stretch will include increase in suspendedparticulate matter due to dust generation and gaseous pollutants such as CO, N02 etc due to exhaustemissions. While increase in suspended particulate matter shall be predominantly during constructionphase, exhaust gas emissions will result both during construction and operation phases.

    2.2.3 Water Resources

    There is no major river in the project stretch. A few irrigation channels of river Gandak are there in theproject area, including Gandak canal (km 443). Most of the nallahs / streams / rivers are seasonal.

    The contract package has direct impact on 9 ponds (Annexure IX), 15 wells (Annexure X) and 190hand-pumps (Annexure Xl). The quality of both surface and groundwater is fair as per the visualexamination and monitoring results (Annexure XII) being carried out for the purpose of theEnvironmental Assessment. However, ground water being high in Total Coliform count as compared toIS 10500 drinking water quality standards can not be used directly for drinking purpose. Conventionaltreatment and disinfection measures need to be provided for the purpose of using ground water aspotable water.

    Water logging has been observed throughout the entire project stretch during rains. The existing crossdrainage structures are inadequate that will deteriorate drainage condition in the vicinity of the road. Butdesign stage has taken care of the drainage across the project stretch proposing rehabilitation /construction of new cross drainage structures (Annexure V). The provision will improve the drainagecondition in the vicinity of the road. It would be further required to provide appropriate outfall of drain forcomplete runoff management. No flood-overtopping situation in the stretch has been reported.

    Other impacts on water quality will largely be contamination of surface and ground water fromconstruction activities and from wastewater discharge of construction camps, siltation problems insurface water, and stress on available water resources, mainly drinking water for domestic purpose.

    2.2.4 Noise Environment

    Ambient noise monitoring results at busy and sensitive locations (Annexure XIII) indicate that day timesound pressure levels exceed the permissible noise levels for specific land use categories at most of

    the areas in the project stretch. This is of special interest for commercial and residential areas withpermissible noise levels of the order of 65 dBA and 55 dBA respectively during day-time. However,night-time sound level at these locations are well below the permissible levels.

    It is assessed that noise levels shall be increased both during construction and operation phases of theproject.

    Noise modelling was conducted to assess impact of highway operation phase on sensitive receptorlocations using FHWA (Federal Highway Administration, US Department of Transportation) developednoise model. Conservative estimates have been computed through the model for three different yearsof operation- 2005, 2020, 2030 with adjusted operative speeds and increased traffic volume. Theresults (listed in EIA document-chapter on Assessment of Impacts) indicate that both daytime and nighttime noise levels shall exceed the permissible limits at all locations. Noise levels will be higher in lateryears owing to increased traffic. In effect specific noise barriers shall be required to be provided at thesensitive locations falling within the right of way to mitigate adverse impacts of noise during highwayoperations. Specific locations and choice of barrier types need to be decided based on degree ofimpact that will in turn depend on distance of the existing sensitive receptor falling within the right ofway from the proposed road.

    2.3 Biological Environment

    The project corridor does not pass through any reserved or protected forests between its entire length

    and no endangered flora species have been reported along the highway. The impact of removal oftrees however should be a concern as a total of 3987 nos. of trees within the ROW have been found onthe left side (north side) whereas 3768 trees found on the right side of the project stretch. Around 4700trees within the ROW are likely to be affected due to the project. Existing trees identified during detailstudy likely to be impacted include Eucalyptus, Neem, Pipal, Mango, Mahua, Babool, Jamun, Haldu

    and Sheesham. The list of trees to be felled in the project stretch due to the proposed alignment isbeing provided in Annexure XIV. The assessed environmental impacts include upsetting ofmicroclimate with increase in ambient temperature as well as soil erosion problems and increase insuspended particulate matter in ambient air.

    As regards the fauna of the region, the historical human influence and the continuous human habitationalong the NH-28 has meant that there is very little faunal presence except for domestic animals alongthe highway and there are no reports of any endangered species present or identified in the project-affected area. However, if any rarelendangered species is found during course of construction,construction may then cause impact on the same.

    2.4 Social Environment

    2.4.1 Human Use Value

    A total of 33 villages fall under the project stretch passing through district East Champaran. The numberof wells and hand pumps that fall within the direct impact zone of the project stretch is 15 and 190respectively and is listed chainage wise in Annexure X & Xl respectively. Though the design stage hastaken care of various utilities while choosing widening options, proper relocation plans shall be requiredfor the wells and hand-pumps likely to get impacted during construction.

    Similarly, the proposed project shall have an environmental and social impact on a few sensitivereceptors (Annexure XV) falling within the direct impact zone.

    Market locations have been identified at three places in the project stretch in built-up areas (AnnexureXVI). These are put up on daily basis at the identified locations. So, project will have impact on the dailymarkets, affecting community for purchase of daily necessities and others. Likewise, existing roadsidedhabas within the direct impact zone (Annexure XVI) will get impacted during construction operations.These cater primarily to highway traffic, stopping for rest.

    It is envisaged that the agricultural land along the highway will get converted to industrial/commercialuse to realise the value of the improved connectivity of the area. Such an induced development willrequire a check to ensure success of the proposed 4-lane road. Further increased vehicular speedmeans that the fringe areas along the road are at increased risk from speeding vehicles.

    2.4.2 Cultural properties

    As per the United Nations definition, "cultural property" includes sites having archaeological(prehistoric), paleontological, historical, religious and unique natural values such as waterfalls, canyonsetc. Structures of cultural value have been identified within the direct impact zone and are listed in RAPDocument. All the structures shall get impacted during construction in various degrees and the impactsand treatment have widely been dealt with under SIA document. There is no identified structure in theproject stretch falling under the purview of the Archaeological Survey of India or State ArchaeologicalDepartment.

    2.4.3 Quality Of Life Values

    The project is expected to bring in substantial improvement in connectivity along the corridor. Presently,the traffic conditions are characterised by mixed traffic with bullock carts and high-speed trucks jostlingfor space on the highway. These combinations create hazardous conditions for all the road users. Withsegregation of local and through traffic, by the provision of service lanes, flyovers, etc. the project willhave a beneficial effect on road safety. However, real safety concerns have been raised with referenceto the children using the highway to get to the numerous schools and other educational institutions thathave direct access opening on to the NH-28.

    3. ENVIRONMENTALMANAGEMENT ACTIONPLAN

    This chapter documents the description of various environmental management measures for avoidance

    and / or mitigation of the impacts assessed during baseline study. The proposed measures have been

    suggested for three stages: pre-construction stage, construction stage and post-construction stage. The

    responsibilities for implementation of the EMP measures shall remain the same as described in general

    EMP.

    Many of the environmental measures remain the same as suggested in General EMP. Monitoring

    schedule as specified in Monitoring Plan at the locations specified shall be followed alongwith

    suggested avoidance / mitigation / enhancement measures.

    All the suggested environmental management measures (Table 3.1) need to be followed by the

    responsible parties during pre-construction, construction and operation stages of the project.

    5. ENVIRONMENTALMANAGEMENTBUDGET

    The environmental budget for various environmental management measures proposed in the EMP is

    detailed in Table 5.1. There are several other environmental issues that have been addressed as part

    of good engineering practices, the costs for which have been accounted for in the Engineering Costs.

    Environmental management budget is split into four categories- Mitigation Measures, Enhancement

    Measures, Environmental Monitoring and Institutional Capacity Strengthening. The estimated cost

    under each category for the project stretch is as follows:

    1. Mitigation cost = Rs 2,81,57,500

    2. Enhancement cost= Rs 10,50,000

    3. Environmental Monitoring cost = Rs 7,98,500

    4. Institutional Capacity Strengthening Cost = Rs 4,94,750 (Cost of independent compliancemonitoring and cost of equipments and facilities at PIU is shared with other packages, and is

    not included in this package)

    The total Environmental Mitigation, Enhancement, Monitoring and Institutional Capacity Strengthening

    costs are estimated to be around Rs. 30.50 million (Rs 3.19 crores).
