I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING

A. Background

1. The development objective of the FCPF Capacity Building Program on REDD+ for Indigenous Peoples in Latin America project (P155976, TF0A2446) is to strengthen: (i) the knowledge of targeted forest-dependent indigenous peoples of REDD+ Readiness at the national level, and (ii) related knowledge exchange at the regional level in Central and South America. It is financed under the Forest Carbon Partnership Facility (FCPF) Capacity Building Program (CBP) in its 2nd phase, which was set up to ensure the active engagement and participation of REDD+ relevant stakeholders, including indigenous peoples (IPs), civil society organizations and local communities from FCPF participating countries in the Latin America and the Caribbean (LAC), sub-Saharan Africa and Asia-Pacific regions. The two-year (2016-2018) project is financed by a Small Recipient Executed Trust Fund (SRETF) grant of US$727,609. The beneficiaries of this project are indigenous peoples’ organizations and networks in 16 FCPF countries in LAC (Argentina, Belize, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname and Uruguay), which are eligible to participate in REDD+ related regional learning and exchange activities under Component 2.1 Of the 16 countries, IP organizations from 10 countries (Chile, Colombia, Costa Rica, El Salvador, Guatemala, Guyana, Honduras, Nicaragua, Suriname and Uruguay) have also been eligible to participate in national-level REDD+ capacity building activities through a competitive sub-project mechanism under Component 1. The project is being implemented by Asociación Sotz’il, which is located in Guatemala City, Guatemala.

2. The project triggers OP/BP 4.10 on Indigenous Peoples, as it is directed specifically at indigenous beneficiaries, but it does not have any on-the-ground impacts resulting from physical investments.

3. This SRETF project has a “sister” project in LAC, namely the FCPF Capacity Building Program for Civil Society and Local Communities in LAC (P155978, TF0A2339). It was approved on May 19, 2016 and is being implemented by the Central America Indigenous and Peasant Coordination Association for Community Agrofroestry (ACICAFOC), a regional NGO based in Costa Rica. ACICAFOC is implementing a small grant from the CBP for civil society organizations (CSOs) and local communities (LCs) in the same countries as Sotz’il (listed in para. 1 above) and in the Dominican Republic. Sotz’il and ACICAFOC communicate on a regular basis regarding the ins and outs of implementing their respective projects; this has provided them with opportunities to learn from each other’s experiences and avoid the duplication of efforts.

4. This Restructuring Paper seeks the approval of the Regional Vice President for the proposed Additional Financing (AF) in the amount of US$1,041,860 for the SRETF project being implemented by Sotz’il, to scale up the project’s impact.

B. Project Status

5. A recent assessment carried out by the World Bank and the leadership of Sotz’il has determined that the project is on track to achieve all its objectives by the current grant’s closing date of June 30, 2018. The project has provided

IPs in Central and South America with tools that allow them to achieve fuller and more meaningful participation in programs for readiness and implementation of REDD+, and to have a greater impact on REDD+-related discussions and decision-making processes at multiple levels. Under Component 1 (National Capacity Building and Awareness Raising), sub-project agreements were signed with five sub-project proponents whose proposals for national- and local-level capacity building activities were competitively selected, with inputs from a Technical Advisory Committee (TAC) made up of indigenous leaders with extensive knowledge and far-reaching credibility in the engagement of IPs in REDD+. The focus and results of these sub-projects, and of other activities included under Components 1 and 2, are detailed in Annex 1.

6. The sub-recipient organizations selected by Sotz’il have been implementing their sub-projects in the following Component 1 eligible countries: Colombia, Costa Rica, Guatemala, Honduras and Suriname. Between late 2017 and May 2018, these organizations carried out multiple capacity building events having 785 beneficiaries, 449 of whom were men and 336 were women. They also conducted national workshops in Chile, Colombia, Costa Rica, El Salvador, Guatemala (twice), Honduras, Nicaragua and Suriname with 1,118 beneficiaries, 649 men and 469 women. Similarly, 11 meetings and dialogues were held between IPO staffers and government representatives from different agencies and departments working on REDD+ in each of the countries mentioned above. Various knowledge products and communications materials have been developed and disseminated in connection with the capacity building events and workshops.

7. Sotz’il has been following up on sub-projects’ progress as documented in bimonthly progress and financial reports from sub-recipient organizations, and through e-mail and phone communications and visits to some sub-project sites.

8. Under component 2 (Regional Exchange and Sharing of Lessons Learned), a training and certification program on “Indigenous Peoples, Forests and REDD+” was designed and implemented for IP leaders, technicians and negotiators. Two face-to-face learning sessions were held, the first in San Salvador (in cooperation with the Sistema de la Integración Centro Americana, or SICA, and the Foro Indígena de Abya Yala, or FIAY) and the second in Quito (with the cooperation of Simón Bolivar University). The certification program trained 33 people, 15 men and 18 women, representing 23 distinct indigenous peoples throughout Latin America.

Two sub-regional workshops were also conducted, 1 for Mesoamerica and 1 for South America. The objectives of these sub-regional workshops were to (i) disseminate REDD+ knowledge products available to IP communities and the knowledge products developed by the project under subcomponent 1.1; (ii) promote a discussion of the lessons, good practices, and recommendations of the communities that participated in capacity-building activities at the national level; (iii) provide the indigenous organizations that are members of FIAY with the new advances in the

various processes of climate change in the region and in the world; (iv) promote a discussion of traditional practices in climate change and REDD+ strategies; and v) provide attendees with an appreciation of how REDD+ processes are playing out on the ground, by allowing them to participate in field visits. Finally, a guide on “Rights of Indigenous Peoples, Forests, REDD+ and Safeguards” was prepared.

9. Under Component 3 (Management, M&E and Reporting), the project has been carried out by a secretariat that is properly equipped and staffed. Progress reports (both narrative and financial) have been of suitable quality and have been submitted in a timely manner overall. The project has in place an updated work plan and budget for the remaining project period. Sotz’il maintains a web-based grievance redress mechanism; while no complaints have been received, budget has been set aside for cases where the organization would need to travel to follow up on any serious complaints.

10. The disbursement rate is 92 percent as of June 15, 2018, well within disbursement estimates at appraisal, and the entire grant amount is expected to be disbursed by June 30, 2018. Project ratings have been rated “Satisfactory” for both Progress toward Achieving the Development Objective and Overall Implementation Progress since effectiveness.

11. Safeguards performance in the project has been fully satisfactory. The project triggers OP 4.10 on Indigenous Peoples as it is directed specifically at indigenous beneficiaries, but it is not expected to have any on-the-ground impacts resulting from physical investments. The project has also complied with the legal covenants specified at appraisal: Solicitation of country no objections for certain sub-projects; Establishment and maintenance of a secretariat; Establishment of a Technical Advisory Committee; Establishment and maintenance of a grievance redress mechanism; and Signature of sub-granting agreements. Interim Unaudited Financial Report (IFRs) have been submitted in full, and the first external audit is due by June 30, 2018.

C. Rationale for additional financing and restructuring

12. While this SRETF project coordinated by Sotz’il has met its objectives, it has not been able to meet the considerable demand that still exists for capacity building sub-projects and related activities among in-country IPOs that are working on or around REDD+ in Latin America. Four countries that were previously considered to be Component 2–eligible only—Argentina, Belize, Panama and Paraguay—have since satisfied the criteria needed to be eligible for Component 1, which has added to the number of organizations that are expected to be looking for support.2 Restructuring is needed to extend the project’s Closing Date, and to add an indicator to the Results Framework.

13. On the AF side, the first indication that the project would benefit from scaling up its activities came during a global workshop held between the FCPF and representatives from IP, civil society, and local community networks in Washington, D.C. in October 2016. In the course of this “Stakeholder Engagement Workshop”, the representatives issued a vocal call for more significant levels of financial support through the CBP, in order to help a greater number of organizations working on sustainable forest management and conservation to navigate the technical complexities of REDD+. The call was taken up by the IP and Civil Society Observers to the FCPF’s main governance body, the Participants Committee (PC), and following consideration of a formal request from the Observers, the PC in its 23rd meeting in March 2017 decided to allocate a total of US$5 million in top-up funding for the CBP as a whole. This allocation was made in recognition of the CBP’s vast potential for scaling up, especially for countries with future large-scale Emission Reductions (ER) Programs. The US$5 million was subsequently divided up according to region and target beneficiary group, and Asociación Sotz’il made a formal request for its share on May 17, 2018.

II. DESCRIPTION OF PROPOSED CHANGES

14. The key principles of the AF proposal are: (i) increased focus on building the REDD+-related capacity of indigenous peoples in a broader range of countries, while also prioritizing the five Component 1–eligible countries that are developing ER Programs for support from the FCPF Carbon Fund; (ii) deeper, more impactful engagement with government stakeholders by national and sub-national IPOs, whether or not they are implementing sub-projects; (iii) strengthening the project’s focus on gender equity; and (iv) enhancing the communication of results. The countries of national focus under Component 1 would increase to 14 due to the newly established eligibility of Argentina, Belize, Panama and Paraguay, and of these 14, Chile, Costa Rica, Guatemala and Nicaragua would receive priority, as they are the ones participating in the FCPF Carbon Fund. All 16 FCPF countries in LAC where indigenous peoples are physically present would continue to benefit from regional activities under Component 2.

A. Change in Results Framework

15. The wording of all the original four indicators will not change, but their end-of-project targets will be revised upward to reflect the additional financing provided to national- and regional-level activities. The indicators whose targets will be scaled up are those measuring the number of national knowledge exchange products (Indicator 1, from 25 to 57); number of regional knowledge exchange products disseminated (Indicator 2, from 9 to 16); number of meetings between CSOs and LCs, and between civil society and LC representatives and national REDD+ decision making entities (Indicator 3, from 18 to 41); and number of direct project beneficiaries, of which females (Indicator 4, from 1,193, 42 percent to 4,010, 50 percent). To bring the Sotz’il-coordinated project into alignment with CBP-supported projects in other regions and to enhance the team’s ability to measure the achievement of the PDO, a fifth indicator will be added, on examples of the participation of direct project beneficiaries in national-level REDD+ processes. See Section IV. below for further details.

B. Change in Components and Cost

16. The component-based activities have not changed; rather, additional activities of a similar nature have been added. (For more information, see the proposed AF work plan and budget in Annexes 2 and 3.) The total additional finance requested in US$1,041,860. This amount is broken down across the three components as follows:

Component 1: National Capacity Building and Awareness Raising. Original allocation: US$399,827. Additional finance requested: US$489,000.

Under Component 1, the project will continue to generate activities to strengthen capacities of the beneficiaries from phase I, but will extend these activities to cover a greater number of beneficiaries from 14 countries in the current phase: Chile, Colombia, Costa Rica, El Salvador, Guatemala, Guyana, Honduras, Nicaragua, Suriname, Uruguay, Argentina, Belize, Panama and Paraguay, through their organizations and networks, with special attention to women and gender issues.

Two studies will be commissioned on the current status of REDD+ and the participation and rights of indigenous peoples in REDD+ processes, 1 for Mesoamerica and 1 for South America. These will explore the progress and gaps and advance proposals on how to strengthen the current dialogues between IPOs and the state. In addition, 10 new national-level workshops on indigenous peoples’ participation in REDD+ processes will be organized, to cover those countries that were not included in phase I, and to provide opportunities for ever-closer interactions between indigenous leaders and national REDD+ authorities in countries where such workshops have been held.

Meantime, Sotz’il will prepare and issue a call for proposals for 8-10 new sub-projects selected in the 14 Component 1–eligible countries. The objective of this call will be to fund sub-projects in those countries that did not propose sub- projects in response to the first call for proposals, with first priority given to the 4 countries among them that are developing large-scale ER Programs for support from the FCPF Carbon Fund (Chile, Costa Rica, Guatemala and Nicaragua). Two of these countries, Costa Rica and Guatemala, had proposals that were funded during the current project, and Sotz’il will make an assessment as to whether these sub-projects are eligible to receive additional funding.

Proposals for national workshops and sub-projects will need to show that they have been developed following a participatory approach, with demonstrated cultural relevance and gender equity, to create an enabling environment that allows dialogue, analysis, discussion, decision making and the reflection of the views and interests of women and girls.

The sub-project proposals, together with most of the outputs described here and under Component 2, will be reviewed by the Technical Advisory Committee (TAC), which will ensure the thematic integrity, technical relevance, coherence and clarity of their contents.

Component 2: Regional Exchange and Sharing of Lessons Learned. Original allocation: US$218,641. Additional finance requested: $392,660.

Under Component 2, the project will work with the 16 countries that are eligible overall (Argentina, Belize, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname and Uruguay) on the dissemination of lessons learned, good practices and recommendations derived from the activities presented in Component 1, as well as those generated in phase I of the project. An analysis of challenges and good practices related to the participation of indigenous women in relation to REDD+ will be generated, and a Guide on “REDD+ Safeguards, SESA and Benefit Sharing Mechanisms” will be prepared. Also under this component a range of print, visual and audio materials will be produced and disseminated.

The project will repeat its successful training and certification program on IPs, forests and REDD+ for indigenous leaders, technical experts and negotiators, but with a new cohort of about 40 students. The sequence of two sub-regional workshops, 1 for Mesoamerican countries and 1 for South American countries, will also be repeated with the proposed AF. The objective of these workshops will remain the same as it was for the current project, but given

that they will be held during the final quarter of 2019 and first quarter of 2020, respectively, they will take into account lessons and experiences from all the activities implemented up to then.

Component 3: Management, M&E and Reporting. Original allocation: US$109,141. Additional finance requested: US$160,200.

Within this component, the project’s existing system for monitoring and follow-up will be improved, including regular evaluations that will involve frequent communication with key actors. The Sotz’il-based project team will meet monthly to evaluate the progress of project-related activities. This component will finance the incremental costs incurred by Sotz’il during the implementation of the project’s second phase including procurement, financial management, compliance with environmental and social safeguards, M&E and preparation of annual work plans and budgets. It will also finance annual audits of the project’s financial statements by external auditors and all costs related to the maintenance of the project’s grievance redress mechanism.

Sotz’il will seek to coordinate project activities with relevant partners, such as FIAY member organizations, for regional activities under Component 2. It will revise the project’s Operations Manual for application during phase II, incorporating the necessary technical and financial details. M&E will be carried out at sub-project and national levels in accordance with the project’s revised results framework. Sotz’il will continue to produce periodic progress and financial reports and prepare a completion report upon project closing.

C. Change in Grant Closing Date

17. The original closing date of June 30, 2018 will be extended by 24 months to June 30, 2020 to accommodate the additional activities financed by the AF. The new Deadline for Withdrawal Applications will be October 31, 2020.

D. Additional Financing Proposed

18. The Additional Financing proposed is US$1,041,860 grant from the parent FCPF Trust Fund.

E. Change in Disbursement Estimates

19. The new disbursement estimates will reflect the additional financing and the extended project period.

F. Changes in the Financing Agreement

20. The financing agreement for TF0A2446 will be amended to reflect the new grant amount with the AF, the extended Closing Date, the need for the project to follow the “World Bank Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”), and a new requirement regarding annual audited financial statements.

G. Changes in Procurement

21. The restructured project will follow the Bank’s Procurement Regulations and in mid-June 2018 Sotz’il prepared a simplified Project Procurement Strategy for Development (PPSD) and a new Procurement Plan.

Annex 1. Details on Activities Carried Out to Date

Within the framework of the PDO, the project executed by Sotz’il has complemented a Mesoamerican program on Forests, Biodiversity and Indigenous Peoples, to strengthen the latter’s adaptation and mitigation systems to climate change, management, use and conservation of natural forests, water and biodiversity and livelihoods. Similarly, it has complemented a program on the management and operation of REDD+ for Amazonian Indigenous Peoples, which is active in the 9 countries of the Amazon Basin. A guide on the “Rights of Indigenous Peoples, Forests, REDD+ and Safeguards” was prepared that enables the strengthening of IP capacities in their approach, participation and construction of proposals for REDD+.

Five sub-projects have been financed under this project in Colombia, Costa Rica, Guatemala, Honduras and Suriname. Various activities were carried out in these subprojects such as: capacity building, meetings between IPs and state entities responsible for REDD+ implementation, preparation of proposal from IPs, exchanges of experiences, and preparation of digital and video materials. The sub-project details are as follows:

a) Colombia: Project name: Forest communities and forests in REDD+. Implementing organization: OPIAC. Grant amount: US$42,000. Beneficiaries: 200 (120 men and 80 women).

b) Costa Rica: Project name: Strengthening of Indigenous Capacities for Mitigation and Adaptation to Climate Change. Implementing organization: MNICR. Grant amount: US$28,000. Beneficiaries: 100 (50 men and 50 women).

c) Guatemala: Project name: Dialogue and participation of indigenous peoples dependent on forests in the national REDD + process for the recognition of their rights. Implementing organization: Ecoregión Lachuá. Grant Amount: US$29,000. Beneficiaries: 200 (120 men and 80 women).

d) Honduras: Project name: Mitigation and Adaptation to Climate Change in the Territories of the Miskitu Indigenous People. Implementing organization: Miskitu Asla Takanka (MASTA). Grant amount: US$29,000. Beneficiaries: 245 (139 Men and 106 women).

e) Suriname: Project name: Training on REDD+ in Suriname and development of indigenous proposals. Implementing organization: Organización Indígena de Surinam (OIS). Grant amount: US$40,000. Beneficiaries: 40 (20 Men and 20 Women).

Additionally, 9 national workshops were held by IPOs that created spaces for dialogue to identify gaps in the participation of IPs and the generation of proposals for consideration in national REDD+ strategies. A regional training and certification program on “Indigenous Peoples, Forests and REDD+” was developed to strengthen the capacities of indigenous leaders and in connection with REDD+ and territorial management with the academic support of esteemed indigenous universities and other institutions.

Other actions developed within the framework of the project include the development of sub-regional workshops, which allowed an exchange of experiences, knowledge and strategies of participation and negotiation among indigenous peoples of the region, the dissemination of knowledge products on REDD+, and learning about the achievements of the program. Various communications materials have been developed by the project for dissemination of information on IPs and forests, FPIC and indigenous rights, safeguards for REDD+, and related topics.
