Outcomes of 6th AMCDRR

6th Asian Ministerial Conference for Disaster Risk Reduction, 24-26, June 2014, Bangkok, 3000 participants• JAXA, in cooperation with ADRC and ESCAP, organized a pre-

conference consultation event “Satellite data and information to supplement regional and national DRR systems to assist local communities at risk”.

• UN-SPIDER organized another PC event “Investing in Geospatial and space-based information to support DRR & CCA investment”.

• Joint report on the two PC events outcomes were made at the Science and Technology, Academia Stakeholder Group meeting and the Plenary technical session.

• The Science, Technology and Academia commitment statement included recommendations made by the PC events.

• HFA2 Asian input document included use of Science and Technology, space technology development and utilization.

• UNOOSA-SPIDER planned to hold a side event “Earth observations to support the monitoring of indicators in disaster risk reduction” at WCDRR and invited Japan as co-organizer.

• UNOOSA produced a concept note draft and coordinated with GEO and CEOS at telecon on August 12.

• UNOOSA updated the concept note on “Earth observations to support national and local disaster-risk reduction initiatives” for the working session, with 14 co-organizers including UNOOSA, GEO, CEOS, FAO, ADRC, GFDRR, MEXT, JAXA, DLR, Tohoku Univ. and input to UNISDR.

• In Japan, MEXT/JAXA produced a concept note for the working session “Earth observations in DRR” and submit to the Cabinet Office of Japan. Cabinet Office will coordinate with UNISDR.

• Sep 2 UN meetings discussed a working session list which included “Satellite technologies and applications”

• UNOOSA-lead concept note and Japanese government (MEXT)-lead concept note will be coordinated.

• Tohoku university is planning to have a public side event in cooperation with DLR and JAXA.

• Cabinet Office of Japan is coordinating with UNISDR for the host country lead exhibition and symposium at the Plenary venue. JAXA hopes to make an exhibition on satellite observations for disaster risk reduction, including GEO/CEOS activities.

• In addition, JAXA made registration for JAXA/CEOS exhibition booth (W1.8 m x D1.5 m x 3) at public exhibition site, as back-up. Selection of the exhibition will be made by UNISDR/Cabinet Office and the result will be notified in October.

CEOS EOHB 2015 WCDRR Edition

• Special editions of CEOS EO Handbook (EOHB)are published at the occasion of major events (last one was Rio+20 Summit (2012)). Paper &on-line versions ( http://www.eohandbook.com/ )

• Compact version (30 to 50 pages) of the CEOS EOHB Handbook to be tailored for the 2015 WCDRR

• Main objective is to demonstrate the benefits of Satellite EO and Space-based applications in DRR

• Heterogeneous disasters management community CEOS EOHB needs to carry "particularly focused and user oriented messages".

Pre-zero Draft for HFA2

• Pre-zero draft of Post 2015 Hyogo Framework for Action (HFA2) was released by the co-chairs (Thailand and Finland) of the WCDRR Bureau (10 countries and Japan) on Aug 8 for review.

• Series of consultative meetings are being held from Sep 5 to Oct.

• Zero-draft will be prepared by mid-October and will be negotiated at the 2nd intergovernmental preparatory committee meeting on Nov 17 and 18.

Pre-zero Draft for HFA2

Current text regarding ‘Space-based technologies and Earth observations’ in the pre-zero draft of the post-2015 framework for disaster risk reduction1. II. Global and regional context – Understanding Disaster Risk (Para. 18,

item (c)):• It is critical to continue promoting the use, application and affordability

of information, communication and Space-based technologies and related services, as well as Earth observations, to support disaster risk reduction.

2. E. International partnership in the implementation and follow-up process (Para. 26, item (b)):

• International cooperation efforts should continue giving priority to strengthening countries’ capacity and modalities to manage transboundary disaster risk, including potential disaster-related = displacement, through the further development of early warning systems and sharing of knowledge, and the availability of climate services and other relevant Earth observation systems.

The following changes were proposed by members of UNOOSA/GEO/CEOS and the updated draft is being shared with WCDRR member countries. Support from member countries is critical and CEOS Members are requested to interact with their governments.

1. Chapter C – Guiding Principles - add an additional item in the list:j) Earth observations and Space-based information are an enabling component

of the Disaster Risk Reduction framework and strategies, which include mechanisms to ensure timely access to relevant data, information and tools.

2. I. National context – Understanding Disaster Risk (Para. 14, item (b):

Periodically assess disaster risks, namely persons and economic and fiscal assets’ exposure and vulnerability as well as hazards’ characteristics; including through the use of Space-based information in combination with in-situ data.

3. I. National context – Preparedness for Response, Recovery and Reconstruction-”Build Back Better” (Para. 16, item (b)):

Strengthen the use of Earth observation and Space-based applications by communities at risk and stakeholders through their incorporation in Standard Operating Procedures employed in preparedness and response efforts; as well in recovery efforts.

Next steps

• Special accreditation for CEOS’s participation in the 2nd PrepCOM and WCDRR was submitted to and is under review by UNISDR.

• For WCDRR official side event, UNOOSA lead concept note and Japanese government concept note need to be coordinated and agenda needs to be developed.

• For exhibition, two opportunities (restricted Plenary venue and public exhibition site) are being sought and will have to be decided.

• CEOS EOHB 2015 WCDRR Edition will be developed.• For pre-zero draft of HFA2, CEOS Members are

requested to interact with their governments for their critical support.

5 key messages:1. Satellite EO data complements other data sources but
