Where: Korogocho, Mathare, Baba Dogo,

Dandora, Huruma (slums of Nairobi

North-East)

Beneficiaries: 5 lower-level mother-and-

child healthcare facilities, operating in

the slums, and their patients, particularly

mothers and children < 5

“MOTHER AND CHILD HEALTH

REFERRAL NETWORK” &

“FACILITIES ADVANCEMENT AND REFERRAL ENHANCEMENT”

Activities:

1) Empowerment of 5 lower lever MCH facilities located in the slums (infrastructural renovation, MCH equipment, training for Healthcare Personnel)

2) Creation of a referral network with the 5 lower level facilities and Ruaraka Uhai NeemaHospital

3) Setting up of a 24/7 ambulance service

4) Extension of RUNH Maternity Department and constructions of a second operating theatre

Monitoring

1) Baseline data collection was carried out before the beginning of the project

2) Indicators and Targets were set

3) A training on M&E was conducted for all the partners and personnel involved

4) A specific monitoring tool was developed to keep record of outputs vis-à-vis

the provision of “priority services” (i.e. RH, MAT, PAED, HIV/AIDS).

5) Technical Assistance by an M&E expert from Abt Associates (HANSHEP Fund

Manager) contributed to refining the tool and avoiding (or isolating) double-

counting. Data were collected and inserted in the tool on a quarterly basis.

Evaluations

We conducted different evaluations, of different scopes and from differentperspectives:

- Internal, i.e. conducted by subjects involved in the implementation(Dr.Luca Scali, Centro di Salute Globale, Regione Toscana)

- External, i.e. conducted by subjects not involved in the implementation

- Overall, i.e. covering the entire intervention ( Ipsos Synovate - FGDs )

- Specific, i.e. covering one or a specific set of activities and/or actions

Conclusions and Lessons Learnt

Overall Conclusions:

1) Continuous overall and specific, internal and external evaluations greatly helped to rectifyproblems in time and/or plan for and eventually take additional necessary actions(implementing recommendations) within the project period.

2) Having a continuous M&E activity is crucial for the organization to be conscious of theproject, of its strengths but also the weaknesses to address. If jointly conducted with projectpartners, it contributes to achieving a higher degree of ownership of the entire intervention.

Examples of adjustments made following M&E recommendations:

i) KIIs and FGDs helped the organization to realize, among other elements, thatcommunity perception of healthcare providers is even more crucial than expected � thisled to subsequent investments in adequate and coherent visibility of the facilitiesinvolved.

ii) In interventions focused on systems requiring complex integration, such as referralmechanisms across different healthcare levels, it is proper to continuously check whetherall rings of the chain are adequately functioning � delays in seeking care at householdlevel and accessing care at BEmOC facilities were found to be significant, so the projectstrategy was subsequently amended to also enhance these levels, i.e. community-basedhealth promotion and engagement of Community Health Volunteers as links betweenhouseholds and BEmOC facilities.
