In response to dealing with some of the key issues affecting air traffic management, the Transportation and Infrastructure Committee in the U.S. has introduced the so called Aviation Innovation, Reform, and Reauthorisation (AIRR) Act, legisla-tion that establishes an independent, not-for-profit cor-poration, outside of the federal govern-ment, to modernise and provide U.S. air traffic control (ATC) services.

Transportation and Infrastructure Committee Chairman Bill Shuster said the AIRR Act is a six-year reau-thorisation of the Federal Aviation Administration (FAA), and maintains the FAA’s role as the nation’s avia-tion safety regulator. The federally

chartered air traffic control corpora-tion will be governed by a board rep-resenting the aviation system’s users and the public interest.

“The United States has led the world in aviation since pioneering

this modern mode of transporta-tion,” said Congressman Shuster.

“We have the safest system in the world, and we will continue to do so under this bill. But our system is incredibly inefficient, and it will

only get worse as passenger levels grow and as the FAA falls further behind in modernising the system. Furthermore, the FAA’s overly bu-reaucratic certification processes are handicapping American com-panies and causing us to fall behind

our competition.

The bill has been re-ceived with mixed views from across the aviation spec-trum with some expressing serious concerns. “The Re-gional Airline As-

UK Met Office in partnership with easyJetThe Met Office in the UK announced a new five year partnership with low cost carrier easyJet to provide dedi-cated meteorological services. The Met Office is to provide on-site mete-orological services for easyJet as part of a new five year partnership with the pan-European airline. The part-nership will help easyJet to mitigate the effect of weather and ensure that the airline can get passengers to their destinations every day. It will assist easyJet’s operational performance and minimise disruption across its extensive network due to weather impact. Virgin flies Doric aircraft for further 18 months

Doric issued its first aircraft fund in 2006. The lease agreement with Virgin for the Airbus A340 has been extended by 18 months until July 2018 - initial term was for just over 10 years. Since delivery in 2006 and up until the end of 2015, the aircraft with registra-tion number G-VFIZ completed some 5,077 flights, racking up 44,968 hours in the air, while the aver-age flight duration was about n hours. The aircraft is used on routes between London and Los Angeles, New york and San Francisco, among other destina-tions. The annual distributions to investors have stood at 10 percent for the past few years, which is 2 percentage points higher than originally forecast.

Rolls-Royce wins Norwegian engine order worth US$2.7bn

Rolls-Royce has won a US$2.7bn order from Nor-wegian for Trent 1000 engines and TotalCare long-term service support for 19 new Boeing 787 Dream-liner aircraft. The order also includes TotalCare for

ATR and Iran’s national flag carrier, Iran Air, have signed a deal in Teheran for the acquisition of 40 newest-generation ATR 72-600s. The agreement includes firm orders for 20 aircraft plus 20 options, and is valued at €1.00bn (US$1.09bn). The signing of the deal follows commercial discussions held during the past few days in Rome and Paris on the occasion of the visit of the President of Iran, H.E. Mr. Hassan Rohani, and the Minister of Transportation of Iran, Mr. Abbas Ahmad Akhoundi. During the negotiations the Italian and French states played an important role in achieving the signing of this deal through the participation of their export credit agencies, Sace and Coface respectively.

“This bill places tremendous cost pressure on the regional airline industry while leaving us voiceless in all decisions made under the new ATC Corporation. It is particularly concerning that the bill leaves questions about charges and fees unanswered, with variables like the role of weight, distance, or other factors important to regional airlines to be determined by a govern-ance board dominated by mainline air carrier representatives.

“The success of our airlines’ mainline partners is critical to our own industry’s health,” said RAA President Faye Malarkey Black. “However, regional airlines play a very important -- and a very distinct – role in providing the nation’s air service. Regional airlines must have their own clear voice in this process.”

The American Federation of Government Em-ployees (AFGE), American Federation of State, County and Municipal Employees (AFSCME), and the Professional Aviation Safety Specialists (PASS), the unions representing thousands of employees at the FAA released a statement, in part saying:

“Making massive changes to the FAA’s structure is neither a prudent nor responsible decision to move the agency forward. Privatising the FAA will only add uncertainty and potentially reverse major advancements that have been made over the past several years toward modernisation. It is paramount to ensure that the FAA has a con-sistent and adequate funding stream. However, this does not require changing the entire struc-ture and turning it over to a private corporation to make funding and governing decisions, pos-sibly subjecting the system to economic down-turns and financial hardships.”

Trent 1000 engines that will power 11 previously-announced leased Boeing 787s yet to enter service. Rolls-Royce will provide TotalCare with a fully-com-prehensive Availability Service Solution for all 30 aircraft which will now also cover eight Norwegian 787s already in service.

Finnair leases two further A321 aircraft

Finnair has exercised an option, under the Letter of Intent signed with BOC Aviation on December 30th, 2015, to lease a further two new Airbus A321-200 narrow-body aircraft. The aircraft are scheduled for delivery to Finnair during the winter season 2017/2018. The lease agreements have a minimum term of eight years.

Gulfstream G500 completes flutter testing

The Gulfstream G500 has completed flutter testing, achieving another milestone in the new aircraft’s flight-test program. The first G500 test aircraft, T1, performed the tests over the course of more than 50 flights. As T1 performed flutter testing, the second test article, T2, finished climatic chamber testing at the McKinley Climatic Laboratory, Eglin Air Force Base, Florida. The aircraft endured three days of hot testing, with temperatures reaching 131 degrees Fahrenheit/55 degrees Celsius, followed by two days of cold testing, with temperatures as low as -40 degrees Fahrenheit/-40 degrees Celsius. The second and third G500 flight-test aircraft, T2 and T3, both took their first flights on Nov. 20, 2015. In addition to the climatic chamber testing, T2 is fo-cusing on flight loads validation, along with aircraft performance and systems testing. T3 is the primary test bed for the all-new Symmetry Flight Deck. T3 will also be used to evaluate ice-protection system performance, landing gear and nose wheel steering operation, environmental control system perfor-mance and the cabin pressure control system, as

well as community noise testing. T3’s longest flight to date lasted more than six hours. In addition to the three aircraft currently flying, the G500 flight-test program will include two more aircraft. T4 has been inducted into the Flight Test facility and is in the final stages of flight preparation. P1 is a fully outfitted production aircraft that will test the inte-rior elements as well as complete integration of the aircraft systems with the passenger experience.

Comlux extends VVIP fleet with three new acquisitions and five new aircraft under management

Comlux Transactions, the sales and acquisitions division of Comlux, have confirmed the purchase of 3 brand-new Airbus ACJ320 neos, all equipped with CFM Engines and with green deliveries, start-ing in 2019. In 2015, Fly Comlux, the VVIP operator

of the Comlux Group, has signed five new aircraft management contracts with undisclosed customers for heavy jets and bizjets: 1 Gulfstream 650, 2 Bom-bardier Global 6000s, 1 Airbus ACJ319 and 1 Boeing 777BBJ. Embraer delivers first Legacy 500 toChina’s launch customer Jackie Chan

Embraer has released that actor Jackie Chan has become the first customer in China to take delivery of a Leg-acy 500. Jackie Chan’s connection with Em-braer Executive Jets dates to 2012, when he received an Em-braer Legacy 650 as China’s launch cus-tomer and became Embraer’s brand am-bassador. The Legacy 500 was granted Vali-dation of Type Cer-tificate from the Civil Aviation Administra-tion of China (CAAC) in July 2015.

Singapore Airlines’ first A350 XWB takes to the sky

The first A350-900 for Singapore Airlines completed its maiden flight on February 2nd, over the skies of South West France. The aircraft, featuring the air-line’s iconic livery, will now enter the final phase of production, including further ground checks and test flights, before being prepared for delivery in the coming weeks. The all-new A350 XWB will form the backbone of Singapore Airlines’ future mid-size wide-body fleet. Altogether the airline has ordered 67 A350-900s which will be operated on long range flights, as well as on selected regional services. Sev-en of the aircraft will be delivered with an ultra-long-range capability for flights of up to 19 hours, allow-ing the carrier to resume non-stop flights to the US.

Körfez Aviation takes delivery of first H145, Mercedes Benz Style

Airbus Helicopters has handed over the first H145 Mercedes Benz Style to Körfez Aviation in Turkey. This is the first of two helicopters acquired by Kör-fez Aviation to expand its fleet dedicated to busi-ness and private aviation, as well as charter flights in the region. The second H145 Mercedes Benz Style is expected to be delivered in March 2016. Part of Doğus Group, Körfez Aviation has become a leading business aviation operator in Turkey thanks to its modern and well maintained fleet as well as highly experienced and trained crews. From its main operations center at Istanbul Ataturk Airport, the company offers customer tailored trips to the Turkish southern Mediterranean coast and beyond.

Boeing completes successful 737 MAX first flight

The Boeing 737 MAX 8 took to the skies for the first time on January 29th. The 737 MAX program

achieved the milestone on schedule which begins a comprehensive flight-test program leading to cer-tification and delivery. With the latest-technology LEAP-1B engines from CFM International and Boe-ing-designed Advanced Technology winglets, the first member of the efficient 737 MAX family com-pleted a two-hour, 47-minute flight, taking off from Renton Field in Renton, Wash. and landing at Seat-tle’s Boeing Field. With the other three members of the 737 MAX 8 flight-test fleet currently in different stages of final assembly, the 737 MAX remains on track for first delivery to Southwest Airlines in the third quarter of 2017.

Boeing delivers first 787 Dreamliner to Saudia

Boeing and Saudia, Saudi Arabia’s national airline, have announced the triple delivery of two Boeing 787-9 Dreamliners and a 777-300ER (Extended Range). A third Dreamliner will be delivered to Sau-dia within the next week. The airline ordered eight 787-9s in 2010. Saudia is no stranger to such large deliveries. In December 1999, Boeing delivered three 777s to Saudia.

The need for the extra space has been driven by the growth of FAI´s own fleet and increased de-mand from its international client base. Hangars 6 and 7 will be occupied with base maintenance, while the new Hangar 8 will be used predominant-ly for line maintenance, cleaning and parking. It is anticipated the hangar will be fully operational by end of 2016.

JORAMCO now enlisted as approved Airbus MRO

JORAMCO and Airbus have concluded an agree-ment listing JORAMCO as an approved service provider for maintenance projects outsourced by Airbus. This agreement was signed during a recent visit by a team from Airbus to JORAMCO. Mr. Osa-ma Fattaleh, JORAMCO CEO said: “We are proud of this partnership with a major commercial aircraft manufacturer such as Airbus. This achievement is a clear demonstration of JORAMCO’s high standard and its in-house capabilities that reflects the ongo-ing development of the competences and skill set of our team. Mr. Fattaleh added that JORAMCO looks forward to building on this partnership with Airbus in the future.”

AAR to provide PBH support to IBEX, region-al feeder for ANA Airlines

AAR, a leading provider of aviation aftermarket services to the world’s airlines, has announced that it recently expanded its power-by-the-hour (PBH) parts inventory management and exchange pro-gram to Asia. FAI’s Hangar 8 project on track to break ground in June

FAI Asset Management GmbH has reported that it will be breaking ground for its third hangar at Albrecht Dürer Airport in Nuremberg in June of this year. The new hangar, which represents an in-vestment of €6.0m (US$6.48m), will increase FAI’s hangar floor space by another 4,500m², bringing the total size of the FAI facility to 13,500m². Known as Hangar 8, the new building, accommodating a wingspan of 90m, will allow maintenance work to be performed on three aircraft up to the size of an Airbus A320 and Boeing 737-800 at the same time. The new hangar comes with an attached 250m² departure building which will accommodate a VIP-

manage the aircraft supply chain from an extensive CRJ parts inventory through its global warehouse network. The agreement includes management of the complete component repair cycle at a firm fixed price. IBEX will also have access to the AAR pool of inventory through exchanges and procure-ment. The program began with two CRJ200 aircraft and will expand to nine in the coming months, in-cluding seven CRJ700 aircraft. The custom program is designed to provide swift access to the AAR net-work while delivering a guaranteed service to IBEX to increase dispatch reliability through a depend-able supply chain.

PEMCO to convert B737-400 for Salam Aviation

PEMCO World Air Services (PEMCO) has an-nounced the execution of an agreement with Salam Aviation for the conversion of a B737-400 (MSN 25113) from passenger configuration to full freighter. The aircraft was inducted at PEMCO’s headquarters at Tampa International Airport and scheduled for redelivery early second quarter 2016. PEMCO’s latest 737-400 program will pro-vide converted aircraft with 11 pallet positions, up to 48,000 pounds of payload, and 4,600 cubic feet of total volume.

EPCOR extends scope of CAAC approvals

EPCOR, AFI KLM E&M’s subsidiary specializing in MRO services for Auxiliary Power Units (APUs) and pneumatic systems, has seen its CAAC approval extended by the Chinese authorities after inspec-tors from the Civil Aviation Administration of China (CAAC) gave their approval following an audit of EPCOR’s latest capabilities. With the extension of its CAAC certification, EPCOR can now offer its repair services to Chinese airlines covering a wide range of part numbers (P/Ns). Following the audit, a total of 81 new P/Ns were added to EPCOR’s cata-log of MRO capabilities. These include the type of APU equipping the Boeing 787 (APS5000), as well as its air compressors, together with the APU types used on aircraft in the A320, Embraer 170/190, and A330/340 families, and the Boeing 777 and 737NG.

MTU Aero Engines completes first turbine center frame for GE9X

MTU Aero Engines in Munich has completed the first development turbine center frame (TCF for short) to go into the GE9X engine. “In this engine program, we are not only responsible for the manufacture of the TCF, but also assumed respon-sibility for its development right from the outset,” explained Dr. Jörg Henne, Senior Vice President En-

GAMECO has reported that it has completed the 100th C-check on a FedEx aircraft. At the same time, the re-delivery of N722FD to FedEx marks the first time that GAMECO has reached this milestone of 100 C-Checks for a single customer other than China Southern Airlines. It was only back in 2008 when GAMECO signed the A300/A310 heavy-maintenance contract with FedEx and finished the first A310 C-Check. Lufthansa Technik Group establishing new facility at Dubai South

Lufthansa Technik AG is currently establishing a new facility – Lufthansa Technik Middle East (LTME) – in the Aviation District at Dubai South, in addi-tion to the existing site at Dubai International Air-port. LTME will be the 32nd member of the global Lufthansa Technik Group network of companies. The new facility will consist of both workshops and offices, and will enable the company to gain independent and direct access to customers in the region. Various technical services will be available at the site, such as repairs to aircraft-related com-ponents including flaps, radomes, reversers and inlet cowls, as well as AOG (Aircraft-On-Ground) support via a local material support desk. LTME will also offer materials, spare parts, and engine wash services for commercial and VIP customers locally. Further evaluation of additional capabilities is ongoing and will depend on further customer re-quirements. The current LTME site at Dubai Inter-national Airport will be kept operational. The for-mal registration of the company name has already

received non-written approval.

Monarch Aircraft Engineering signs line maintenance technical handling agreement with Norwegian

The agreement, which commenced on 11th Janu-ary, 2016, will see MAEL’s highly-experienced en-gineering team provide a full suite of line main-tenance services for the low-cost airline’s Boeing 737NG operation. The ongoing contract will sup-port up to nine aircraft at London Gatwick where Norwegian is now the airport’s third-largest airline.

Jet Aviation St. Louis has completed the installa-tion of a sophisticated system of controls for cli-mate, air quality, and final finish in the paint shop. The most recent improvement is the installation of three new state-of-the-art decontamination chambers designed to remove traces of hexavalent chromium (hexachrome) dust from painters’ body suits, shoes and painting tools as they leave the prep hangar. AFI KLM E&M integrates Electronic Flight Bag Tablet mounts for Emirates

Emirates has turned to AFI KLM E&M to develop a certified cockpit mount installation for its Elec-tronic Flight Bag (EFB) Tablet equipment. EFBs cen-tralize an aircraft’s entire flight and ground infor-mation documentation for pilots on a touchscreen tablet computer used in the cockpit. AFI KLM E&M has undertaken to engineer the cockpit integration of the EFB tablet specified by Emirates, including installation design, ergonomics, and certification of the mounts and cradle system. The retrofit solu-tion will be available to support the Airline’s fleets of Boeing 777s and Airbus A380s for a current total in excess of 200 aircraft.

GA Telesis Engine Services achieves General Authority of Civil Aviation Certification in Saudi Arabia

GA Telesis Engine Services (GATES) has received certification from the General Authority of Civil Aviation in Saudi Arabia (GACA). GACA approval provides GATES with access to a major MRO mar-ket for CFM56 and CF6 engines and will allow the company to develop and expand its customer base in the region. GATES has previously been approved by the European Aviation Safety Agency (EASA), the Federal Aviation Administration (FAA), and the Transport Canada Civil Aviation (TCCA).

AEI signs contract for three B737-400SF freighter conversions for ASL Aviation Group

Aeronautical Engineers (AEI) has signed a deal with Dublin, Ireland-based ASL Aviation Group to pro-vide three 11-pallet position B737-400SF freighter conversions. All three aircraft (MSN 25177: MSN 24917: MSN 26065) will be re-delivered to ASL in May, June and July of this year, respectively. Aviointeriors has reported that TUIfly Nether-lands and Jetairfly have selected the Aviointeriors Economy Class “Columbus Crew Rest” seat model for the provisioning of their two B767-300 retrofit programs. TUIfly Netherlands and Jetairfly are part

of the TUI Group, one of the largest tourism groups world-wide, with a fleet of more than 140 aircraft. Columbus Crew Rest is compliant with EASA Class 3 in-flight rest facilities in accordance with EASA regulation ORO.FTL.205(e)(iii). It means one or multiple seat(s) in an aircraft cabin or flight crew compartment reclines 40° from the vertical, pro-vides leg and foot support and is separated from passengers by at least a curtain to provide darkness and some sound mitigation. Singapore Technologies Aerospace com-pletes additional investment in Elbe Flug-zeugwerke GmbH

Singapore Technologies Aerospace has completed its investment of an additional 20% equity inter-est in Elbe Flugzeugwerke GmbH (EFW). The in-vestment was completed following the receipt of regulatory approvals and fulfilment of customary conditions beforehand. Following this completion, EFW has become a subsidiary of ST Aerospace, with the latter owning 55% of the shareholding and Air-bus Defence and Space GmbH (Airbus) holding the remaining 45%. The additional investment saw the launch of the collaboration between Airbus, EFW and ST Aerospace for the A320/A321P2F passenger-to-freighter (P2F) conversion program in June 2015. This follows a similar collaboration for the A330P2F conversion program launched in 2013. EFW, based in Dresden, Germany, has a current staff strength of over 1,000 and annual revenues of over €200m (US$216m). Apart from being the exclusive supplier for composite flat panels to Airbus for all Airbus aircraft, the company will serve as ST Aerospace’s center for passenger-to-freighter conversions, air-craft maintenance, repair and overhaul (MRO), as well as engineering services in Europe, leveraging ST Aerospace’s global network, track record and ex-pertise in aircraft MRO and engineering.

WestJet reports 2015 profit of CA$367.5m up 29%

WestJet has released fourth quarter and year-end results for 2015, with full-year net earnings of CA$367.5m. This compares with the adjusted net earnings of CA$317.2m reported in the full-year 2014, up 16% and 19%, respectively. For the fourth quarter, the airline reported diluted earnings per share of CA$0.51, down 27% from CA$0.70 reported last year. These fourth quarter 2015 results include a pre-tax loss on foreign ex-change of CA$10.1m. WestJet also announced that the Toronto Stock Exchange has approved WestJet’s amendment to its existing normal course issuer bid to increase the maximum num-ber of shares the Company is authorized to pur-chase from 4 million shares to 6 million shares during the period of May 13, 2015 to May 12, 2016. Spirit AeroSystems reports fourth-quarter and full-year 2015 financial results

Spirit AeroSystems has reported fourth-quarter and full-year 2015 financial results driven by strong operating performance of mature pro-

Spirit’s fourth-quarter 2015 revenues were US$1.61bn, up 2% from revenues of US$1.57bn for the same period of 2014, primar-ily due to higher revenues on the A350 XWB program driven by higher production deliveries. Operating income for the fourth quarter of 2015 was US$206m compared to operating loss of US$273m in the fourth quarter of 2014 primar-ily due to the Gulfstream divestiture. Net income for the quarter was US$138m compared to net loss of US$106m in the same period of 2014. Revenue for the full-year 2015 declined 2% percent to US$6.6bn primarily due to the Gulf-stream wing divestiture and lower revenues rec-ognized on the 787 program. Operating income for the full-year was US$863m compared to op-erating income of US$354m for the prior year. Full-year net income was US$789m, compared to net income of US$359m in 2014.

SkyWest reports improved full year and 4th quarter results

SkyWest reported financial and operating results for the fourth quarter of 2015, including ad-justed net income of US$25m, up from adjusted net income of US$15.7m. GAAP net income for the quarter was US$40m, compared to a loss of US$28m for the same quarter of 2014. Adjusted net income for the full year 2015 was US$103m,

up from adjusted net income of US$7m in 2014. GAAP net income for the full year 2015 was US$118m, compared to a net loss of US$24m for 2014. The GAAP results for the fourth quarter 2015 include two special items totaling US$25m in pre-tax income: a net gain of US$33m from the early extinguishment of debt and US$8m revenue reduction from the resolution of a fly-ing contract matter. Both of these special items are excluded from the calculation of SkyWest’s adjusted net income for the quarter.

Ryanair profit up €54m for third quarter 2015

Ryanair has posted 3rd-quarter profits of €103.0m (US$111.2), a 110% increase on the previous year. Traffic grew 20% to 25m passengers as average fares fell 1% to €40.00 ((US$43.20) load factors rose 5% points to 93%) while unit costs fell by 5% (ex-fuel down 1%). “We are pleased to report that our low fares policy delivered strong 3rd quarter traffic and profit growth. Following a strong first half of the 3rd quarter, we noted weaker pric-ing and bookings immediately after the terrorist events in Paris and Brussels. We reacted to this softness by running price promotions and dis-counted fares to stimulate double digit traffic growth. While average fares fell 1% (previously guided flat pricing), this was offset by lower unit costs,”said Ryanair’s CEO, Michael O’Leary.

The contract includes support services and an option for additional follow-on aircraft. The Fixed Wing program is intended to replace the elementary, multi-engine and basic flying training that is currently delivered on aging platforms with a new fully-integrated solution that provides state-of-the-art training aircraft, ground-based training devices and courseware, all derived from the training design developed by Ascent Flight Training, the training service provider of the MFTS program in UK. F-35 airframe begins third phase of structural testing

A third phase of dura-bility testing on an F-35 Lightning II airframe is due to begin at BAE Sys-tems Military Air & In-formation site in Brough, East yorkshire. Each phase of testing, lasting a total of 8,000 hours, is equivalent to an entire lifetime of the airframe once it enters service. Two complete ‘lifetimes’ of the airframe – equiv-alent to 16,000 hours – have already been completed on a Conventional Take-Off and Landing (CTOL) variant airframe at the Company’s structural test facility, and the third set of tests will commence in early 2016. These tests prove the airframe will be able to safely handle a variety of flying conditions it could experience when in service. The 350-tonne airframe structural test rig at the Brough site was built to ‘fly’ the F-35 Lightning II through a series of flight scenarios. More than 20 miles of wiring, 2,500 strain gauges and 160 loading actuators are designed to subject the aircraft to a range of loads that it could typically encounter in actual flight.

• For the month of January, Air Canada reported a system-wide ca-pacity increase of 7.1% and a load factor of 80.1%, tying last year’s record. On this additional capacity, traffic increased 7.1% compared to January 2015.

WestJet announced January 2016 traffic results with a load factor of

80.1%. Traffic increased 7.8% year over year, and capacity grew 7.0% over the same period.

Delta reported that January 2016 traffic increased 3.7% compared to January 2015, while capacity for the month was up 1.1%. The load factor for January increased 2.1 points to 81.3%.

Allegiant reported a January sys-tem load factor of 80.5%, down 4.5 points compared to January 2015. System traffic for the month increase 14% while capacity im-proved 14.1% year over year.

Hawaiian Airlines has announced its system-wide traffic statistics for the month of January. Traffic in-

creased 5.2% when compared to the previous year, while capacity increased 1.5%. The load factor for January was up 2.9 points to 81.1%.

Ryanair released traffic figures for the month of January, with traffic improving 25% compared to the previous year. The load factor for January was 88% up 5.0 points.
