EditorialWelcome to WFDY Magazine - World Youth!

WORLD YOUTH is back! This is thegood news that WFDY likes to sendfor all its member and friendlyorganizations as one more elementin the strengthening of WFDY, itsbodies and its organized action.WORLD YOUTH issue for the year of 2010 focuses on the current issuesthat are facing the youth of theworld today. It also has a specialcoverage about the WFDY solidaritybrigades to the DemocraticRepublic of Korea. Together with

the 2nd IPM, the solidarity eventswill express more internationalsolidarity for the Korean youthtowards their just rights inindependent, unified and sovereigncountry.This year is the year of the festival,and this is a very importantmoment in the life of WFDY and thelife of the anti-imperialist youth.The festival is already decided inSouth Africa in December 13-21,2010 and the process of preparation is already in its middlewith this second IPM being held inKorea. This issue of WORLD YOUTHwill give more info about thepreparations, what was done and

what still remains to be done in thefollowing months.We present to you here reports andanalysis about the situation inPalestine especially after the lastaggression against Gaza in thebeginning of 2009. We also havecoverage about Western Saharawith the long struggles of its peoplefor the right of self-determination.In Latin America the new USmilitary bases in Columbia are thesubject of interest and worry for us

for their role in destabilizing theregion there. WORLD YOUTH alsopresents the Cyprus problem withthe current efforts played by thenew Cypriot president, governmentand youth for the reunification of the island. In Asia, thedevelopments in the Koreanpeninsula are the most worrying forus especially with continuousprovocations from the USA and theright wing government in the southof the country that play a negativerole and put obstacles againstsolving the Korean problem tocontinue their pressures andblockade against DPRK. As thethematic campaign against the

imperialist military bases isconcluded this year after manysuccessful events around the world,we present to you the outcomes of this campaign especially its bigsummer event that was held inCuba in August of 2009. Within thesame context, it is very importantto refocus the attention of thesources and supporters of terrorismin the world, which are theimperialist countries occupyingother nations and threatening,

blockading and sanctioning others.This issue will also present moreinformation about WFDY meetingsand events for the past year andalso a special file about the militarybases around the world as theypresent an immediate andcontinuous threat for world peacetoday and in the future.We hope that the content willreflect the amount of action thatwas done in the past year, and thatWFDY will keep the continuity of 

WORLD YOUTH for the followingyears and that the youth of theworld will find new and interestinginformation for them in ourmagazine.

Let’s defeat imperialism,

for a world of peace, solidarity and social transformation!As part of the Festivals' Movementtradition, took place in Caracas –Venezuela (host of the 16th WFYS)the 1st International PreparatoryMeeting (IPM) of the 17th WorldFestival of Youth and Students aswell as the traditional HandoverFlag Ceremony of the Festivals tothe next host.

After a vivid debate and unanimousdecision, the IPM attended by 34organizations from 27 differentcountries of the 5 regions of theWorld decided that the next WFYSwill take place in South Africa, inDecember 13 -21 of 2010, underthe slogan “Let's defeatimperialism, for a world of peace,solidarity and socialtransformation!”. This decision toorganize the Festival in South Africa(the first ever to be organized insub-Saharan Africa!) reflects theinternational solidarity towards theprogressive and anti-imperialistyouth of South Africa that, in thepast as today, is showing the worldto be building a country of justice,solidarity and friendship, with theeconomy oriented in favor of theinterests of the people and everdeeper relations of friendshipamong all those who live in thecountry, disregard their skin color,religion or ethnic origin.

The IPM decided also on an appealto be sent to all the youth of theworld (check the following pages)and on the main guidelines of the17th WFYS program. As part of thepatrimony of the WFYS movement,

the decision was very clear to builda very deep anti-imperialistprogram for the 17th WFYSfollowing the recent extremelypositive experience of the Festivalin Venezuela, being in this IPMapproved the main guidelines thatwill take to a decision on the 2ndIPM and 3rd IPM's.

Finally this IPM decided on anambitious preparatory process of the Festival with international andregional events (the 2nd IPM will bein DPRK and the 3rd in Cyprus), aspart of the big wave of solidarityand anti-imperialist awareness andstruggle that will have its highestmoment in South Africa, during thedays of the WFYS.

As for the Handover Flag Ceremony,it was another expression of theintense and vibrant echo that theFestival's Movement still producesin the Venezuelan youth. Theparticipation of Venezuelanyoungsters was massive and theMunicipal Theatre Hall of Caracaswas small for several thousands of young people who rallied to attendthis event.

Throughout the afternoon,different artists from Venezuela andSouth Africa expressed through

music and theatre the anti-imperialist commitment of theyouth of the world to the will tobuild a world of lasting peace,solidarity and social transformation.The artist performances werefollowed by the speeches of theGeneral Secretary of theCommunist Youth of Venezuela andPresident of the NationalPreparatory Committee of Venezuela, Hector Rodriguez, of thePresident of WFDY, Tiago Vieira, of the President of the ANC YouthLeague, Julius Malema, and of thevice-president of Venezuela, ElíasJaua - on behalf of comradePresident Hugo Chavez.

From all the intense speeches, we

highlight the words of comradeMalema stating the honor that theSouth African youth had to host thebiggest and most significant eventof the anti-imperialist youth of theworld in their country.In the end of these days, allparticipants returned to theircountries sure that this will beanother great Festival and that itssuccess depends only on the workand struggle of all organizations, sothat it means another step towards

the final victory againstimperialism.

Youth has always been a vitalforce in the development of societies. With natural creativity,will of change, transformation andstrength, the struggle of youth forfreedom, peace and socialtransformation, for the right toeducation, employment,democratic rights and peace hasalways had a significant role in thegeneral struggle for a fair andpeaceful world. This isdemonstrated by the past, but alsoby the present where bigdemonstrations of students, of young workers and of youngsters ingeneral are a vanguard of resistance against exploitation,withdraw of rights, imperialistplunder of resources, racism, sexualdiscrimination, colonialism, fascism,military interventions and war, andfor the survival of the Humanbeing. We call upon the youth to

continue these struggles.

In the same time whenimperialism dominates the World,in the framework of one of thedeepest structural crisis of thecapitalist system, the situation of 

the youth is worsening. This is veryclear in the increasing number of young people unemployed orworking under precarious workingrelations as the profits of the bigeconomic groups keep increasing,the number of people resistingincreases every day, in all countries,where the youth and people arevictims of the imperialism andbravely resist, as well as in manycountries under sanctions,

blockades and occupation. Thiscrisis shows the historical limits of this system and that there is morepotential for stronger strugglesagainst it and changes in thebalance of the different forces inthe world. We call all the youth toline up in our struggle of resistanceagainst the exploitation of thepeoples and environment, for thetrue satisfaction of peoples' needs.

In times when imperialist forces

increase militarization of the World,by implementing more militarybases, by competing each other formarkets and natural resources,increasing the fire power of armiesand their budgets, developing hightechnology weapons, and devastatethe environment and naturalresources, proving the eco-

predatory character of imperialism,Earth has become a more dangerplace for youth to live. Alongside

with the empowerment of imperialist structures, like NATO,EU, AFRICOM and otherorganizations, imperialism iseveryday more aggressive towardsprogressive, democratic andcommunist organizations, whichdemands from us to reinforce thestruggle for peace. The increase of the military offensives andprovocations against all progressivegovernment and people in LatinAmerica and Caribbean, the

persecution of the youth andstudents' movement in Colombia,and the progressive and anti-imperialist forces and youthorganizations in Eastern Europeancountries, the equalizing of communism and Nazism, theattacks against UJSario WesternSahara and youth and people, thecrimes against the youth andpeople of Palestine by the ZionistIsraeli occupation sponsored byimperialism, the occupation in Iraqand Afghanistan, the continuation

of the occupation of Cyprus, theoppression of indigenous people,among many other examples,

demonstrate that the attempt of imperialism to destroy democraticrights is not only an isolated eventin one country, but is indeed one of the key elements of the imperialistoffense and strategy.

Youth struggled, struggles andwill keep struggling for public, free,quality and democratic education,for right to employment with fulllabour rights, for democratic rights,for the right to exclusively freeaccess to health, sport and culture,for the protection of environment,for sovereignty, for a decent life, forfriendship, solidarity and peaceamong all peoples of the world.

There is no imperialist campaign,no anti-scientific school book, noindustry of culture, no nationalistfeeling, racial prejudice, imperialistpromoted secessionist movement,ethnic or religious conflictpromoted by imperialism that canever stop the struggle of the youthand all the workers againstexploitation of man by man fromhappening and being victorious.

The 17th World Festival of Youth

and Students will be held havingbefore it a rich past of WFYSexperience, particularly theexperience from the 16th WFYS,held in Caracas – Venezuela, inAugust 2005, which successrepresents a big responsibility and abig hope for the 17th WFYS, thatwill happen in Pretoria – SouthAfrica, in December, 2010.

The 17th WFYS in South Africa

states and underlines the anti-imperialist character of the WorldFestivals of Youth Students. Thefirm confrontation with imperialism

was the key element for WFYSresistance, with an importantcontribution from the progressiveand socialist countries. Theinternational, mass participation of the youth and students and

political-cultural characteristics areelements that we should reinforce,alongside with the solidarity withSouth Africa resistance to any typeof imperialist intervention, buildinga multicultural and multinationalcountry of peace, sovereignty andsocial justice, now that the bravestruggle of the South Africanpeople and youth have broken thegrids of apartheid.

Furthermore, organizing the 17thWFYS in the African continent is a

sign of support to the Africanyouth, who so bravely strugglesagainst the new waves of imperialism, whether it is on itsmilitary expression, byimplementing military bases allover the continent (particularly thedangerous US project of AFRICOM)and the growing military presencein Somalia; or on its political andeconomic expression by attemptingto force all countries to bend to the

imperialist wills, punishing withsanctions all those who refuse toaccept this new sort of neo-colonialist offense against their

countries and peoples.

The World Festival of Youth andStudents is collectively organizedand represents the millions of youngsters who struggle forpeaceful future withoutimperialism and its structures. Itsdemocratic process, since the firstpreparatory moment until theclosing ceremony, is unique andshould be preserved and deepened,in order to be even moreconnected with the concreteeveryday struggles in the countriesof all the world of the youth andstudents.

We call upon all progressiveyouth and students to join thestruggle for peace and againstimperialism, and work actively fromnow to strengthen the 17th WFYSin their countries and participate inthe Festival in South Africa.

For the freedom of the last colony in Africa!Solidarity towards Western Sahara

The World Federation will thereforeand will always call upon for atimeously and peaceful resolutionof this conflict and call upon allprogressive youth organizations inthe world to prioritize and intensifycampaigns geared towards the fullliberation of Western Sahara fromthe diabolical acts of theunrepentant Moroccan regime. Tothis end we also encourage Spain tofulfill its international law

obligations and immediatelycomplete the decolonization of Western Sahara.

Despite its listing since 1963 in a listof non autonomous territories, thestudy of its situation every yearboth by the fourth commission of the decolonisation of the generalassembly of the united nations andthe various texts and resolutionsadopted by the organization andthe engagement and the presencein the terrain of the United NationsMission for the referendum inWestern Sahara known as

MINURSO, the last territory inAfrica is still under foreignoccupation, Western Sahara is acountry whose people are waitingto decide freely about their fate.

After the agreements signed onAugust 30 1988 by the Polisariofront and Morocco known as the“conjoint proposals” under theauspices of Organisation of AfricanUnion and the United Nations; thislater took the initiative in order tofind a peaceful solution to thisconflict through referendum of self determination which might enablethe Sahrawi people to choose freelytheir fate. The two parties to theconflict; the Polisario Front andMorocco have accepted thesettlement plan , a documentwhich stipulated a cease firestarting from September 6, 1991and the organization of areferendum. For that purpose theUN Security Council decided to

create the United Nations missionfor the organization of thereferendum in Western SaharaMINURSO.

In recent days peoples most basichuman rights are being abused ondaily basis. From the beginning of the occupation, by the Moroccanregime in 1975, there have beenconcerted efforts to eradicate theSahrawi people. Some of themescaped to the Algerian desert afterbeing bombed with phosphorousnapalm which is expresslyforbidden by the international lawas well as mine fields extending

US military bases keep spreadingThe new seven military bases in Colombia are a strong attack!

A Threat to Peace, militarism isgrowing especially the UnitedStates, with its expansionist policy.The continuing U.S. militaryexpansionism in the world keepsgrowing, despite the economiccrisis affecting the country. Becausemilitary domination is also a way topressure, controlling, interfering,blackmailing and threatening todefend the policy of U.S. economicinterests' defense as much aspossible. According to thePentagon's inventory, it contains

the rule of U.S. military installationsin 40 countries, with a display of over 190 thousand soldiers in 46countries and territories. The mostimportant lies in that suchdeployment is unnecessary for thegenuine defense of the U.S., inaddition to cause friction withother countries and its overallmaintenance wasteful (250 billiondollars per year), its sole purpose isto provide U.S. hegemony, i.e. itscontrol or dominion over thelargest possible number of countries on the planet.

Korea is one!WFDY campaign of solidarity towards the Korean youth

the Korean peninsula are a clearsign of how it is imperialism themain obstacle for peace and asuccessful political processbetween the two parts. It is quiteclear this when we see that 10years ago it was possible to sign acommon declaration towardsreunification, but soon after theimperialist provocations andmanoeuver lead to the fact that ithas not been implemented.

In this sense, we can say that thestruggle of peace and againstimperialism walks side by side withthe struggle of the Korean peopleand youth – for the reunification of their country and the freedom to

decide their future in peace andfree of interferences. Therefore,WFDY has collectively decided in itsGeneral Council Meeting todedicate a big share of its attentionand activity to the Koreanreunification, taking up again thehistorical slogan “Korea is one” asthe most powerful sentence toexpress the roots and prospects of our solidarity. Together with otherelements, a visit to Korea will alsobe made by dozens of delegates of all the world to celebrate inPyongyang the 10th Anniversary of the North-South Declaration for theReunification.

declarations and other materials,state by themselves that the

solidarity with the Korean people isa part of the history of WFDY sinceits foundation time.

The highest point of this solidaritywas in 1989, when the DemocraticPeoples' Republic of Korea hostedthe first (and until now only) WorldFestival of the Youth and Students.This was when thousands of peoplefrom all over the world came tostate their support to the cause of reunifying the peninsula. From alldelegates that attended the

Festival, the most important weresurely those coming from the Southof Korea, breaking the siege that

the imperialists still today want toimpose on DPRK.

As you can read in the next pages,in texts written by our Koreancomrades, the history of Korea hasbeen a long history of war andmenace against its people. Unlikewhat imperialism likes to teachwith its revised history taught inschools and seen on TV, the peopleof Korea as suffered from thecrimes of imperialism (first Japan,

then USA) and its struggle becamemuch more than an option, but intruth an essential need for thesurvival and freedom – which is stillto be totally achieved when thePeninsula can finally be reunified.

Beyond the lies and mystificationscreated by imperialism, the will of the Korean people and the projectpresented by DPRK to reunify thewhole Korea peninsula isremarkable and leaves no room for

any sort of honest doubt.Therefore, it is clear that onlythrough lies and provocations ondaily bases it is possible forimperialism to prevent thisreunification to take place.

The dozens of thousands of Japanese and US troops in SouthKorea or in the neighboring areas of 

As you see throughout the nextpages, 2010 is the year of severalround dates related to Korea. Alltogether, the existing situation of the country being split into two, theround dates that come togetherthis year and, particularly, thegrowing imperialist pressureagainst DPRK and the whole Koreanpeople, WFDY decided to takeforward a solidarity campaign forthe reunification of Korea.

Korea’s history of struggle*

The fight against Japan and USA imperialism!

July 1866 when the US pirate ship“General Sherman” sailed deep intothe territorial waters of Korea.Having forced upon the Koreanfeudal government the humiliating“Korea-US Treaty”, the USimperialists spread religion andAmerican way of life across Korea,spied on its internal affairs, shippedaway many Koreans as slaves,robbed Korea of its valuableminerals and agricultural products,and actively supported Japan's

invasion of Korea.

In a vicious long-harboured attemptto turn Korean into a bridgeheadfor their invasion of the Asiancontinent and a logistic base, theUS imperialists landed on Koreasouth of the 38th Parallel takingadvantage of Japan's defeat in theWorld War II. There, they destroyedover 130 democratic politicalparties and social organizations byforce of arms and imposed their

colonial rule upon south Korea.In utter defiance of the will of theKorean people and the resolutionof the 3-party ministerial meetingin Moscow on the establishment of a unified democratic government inKorea, the US imperialists set upthe separate puppet south Koreangovernment and shipped in theirhuge aggressive forces in franticpreparation for war against the

Imperialism cannot survive even amoment without aggression andplunder. They are the enemy of entire humanity who can bedefeated only through death-defying fight against them.Theproof is the history of Korea'sstruggle against Japanese and USimperialists.

On November 17, 1905 Japaneseimperialists who had stretchedtheir tentacle of aggression to

Korea for hundreds of years sincethe invasion of Korea by Japanese“pirates”, called in tens of thousands of aggressive troops toencircle the Korean Royal Palaceand, under threat and blackmail,fabricated the “Ulsa 5-Point Treaty”which was illegal and invalid as itbore neither the royal signature northe royal seal. Then, in August1910, Japanese imperialistsconcocted the “Korea-JapanAnnexation Treaty”, under which

they turned the whole of Korea intotheir colony.

Japanese imperialists, once theyhad occupied Korea by force of arms, netted its whole territorywith repressive system andmercilessly cracked down upon theanti-Japanese righteous fightersand other Korean people who hadturned out in the struggle fornational independence. On theother hand, they forcibly draftedmillions of young Koreans for their

aggressive war and slave labour,and humiliated more than 200 000Korean women as “comfortwomen” for the Japanese imperialarmy. In addition, theyindiscriminately shipped away fromKorea a huge amount of culturalrelics and natural resources.

At this critical juncture, the greatleader of the Korean people Kim IlSung declared war against Japaneseimperialists under the slogan “Arms

for Arms!”, encouraged all Koreanpeople to the sacred struggleagainst the barbarous Japaneseimperialists and dealt a heavy blow

to them by leading one battle afteranother to victory with unexcelledstrategies and tactics.With thedefeat of fascist Germany, anddriven to a tight corner by thevaliant struggle of the KoreanPeople's Revolutionary Army,Japanese imperialists amassed ahuge aggressive armed forces inKorea in a desperate attempt to“retain Korea”.

On August 9, 1945, under the great

leader Kim Il Sung's order of finalall-out attack, the KPRA unitscharged like surging waves toannihilate the Japanese aggressionarmy. In response to it, the Koreanpeople in the homeland rose up inthe armed revolts and destroyedthe Japanese establishments inKorea.Under the outstandingleadership of the great leader Kim IlSung the 20-year-long anti-Japanese war was crowned withbrilliant victory, and at last on

August 15, 1945 Korea was freedfrom the fetters of 40-odd-year-long Japanese colonial rule.

The history of Korea's struggleagainst Japanese imperialists iscoincided with that against USimperialists.

The US imperialists made the firststep of their invasion of Korea in

The way for reunification**contribution of KISSYL

Over the past 60 years, in order toaccomplish independent, peacefulreunification of the country, the

Workers' Party of Korea (WPK) putforward reasonable proposals andways of reunification at each stageof development of the situationand has made all efforts to realizethem.

In the early period when Korea wasplunged into a crisis of territorialpartition and national division dueto the occupation of south Korea bythe US imperialists and theiraggressive policy, WPK advancedthe proposal to form a democraticnational united front and set up aunified central government on itsbasis and, in its effort to realize it,

convened a joint conference of representatives of the politicalparties and social organizations of 

the north and south of Korea. The north-south joint conference,which was aimed at preventing thedivision of the country and pavingthe way towards reunification,drastically intensified the desire of all the Korean people for areunified fatherland and frustratedthe plot of the US imperialists andsouth Korean puppets to hold a“separate election” and set up a“separate government” in southKorea.

In the post-war period, WPK putforward reasonable proposals one

northern half of Korea.

The US imperialists appropriated acolossal amount of fund toreinforce the south Korean puppetarmy and equip it with American

weapons, and then, made ceaselessarmed provocations against thenorth along the 38th Parallel line tobuild up its “real combat ability”.On the other hand, they mappedout a detailed war plan against thenorth, which included even thefalse reporting to hide their ulteriorintention of aggression. Then, onJune 25, 1950 they eventuallybroke out a criminal war of aggression.

Under the order issued by the greatleader Kim Il Sung to make animmediate counter-attack to thereckless aggression of the USimperialists, the Korean People'sArmy valiantly advanced southwardto liberate Seoul within 3 days of the war, and over 90 % of theterritory and 92 % of thepopulation of southern half of Korea within less than 2 months.Confounded by the successivedefeat, US imperialists misused theUnited Nations to involve the

troops of 15 vassal states in theKorean War, and hurled inadditional hundreds-of-thousands-strong forces and huge amount of 

war hardware. Under the seasonedleadership of the General Kim IlSung, however, the Korean People'sArmy dealt a heavy blow to the USimperialists, and at last on July 27,1953 won a great victory in the

Fatherland Liberation War.

In the 3-year Korean War, USimperialists threw in millions-strongforces, but suffered a great loss:over 1 567 000 troops were killed,wounded or captured alive (400000 were Americans); about 120000 airplanes were shot down; and564 warships were sunk ordestroyed. Consequently, the mythof US being the “strongest” in theworld was shattered tosmithereens.

After the war, instead of learningdue lessons from it, US imperialistsmade desperate attempts toperpetuate the division of Koreaand were hell-bent in war movesagainst the DPRK.

US imperialists formed thetripartite military alliance withsouth Korea and Japan, the swornenemy of the Korean people andsystematically shipped in

sophisticated war hardware andmass destruction weapons. Havinginstalled scores of military basesand deployed over 1 000 nuclear

weapons in south Korea, USimperialists have staged war gamesagainst the DPRK, for example, theyannually escalated the “TeamSpirit” joint military exercises from1976. Even today, 60 years after the

Korean War, US imperialists arefrantically staging DPRK-targeted“Ulji Focus Lens”, “Key Resolve” and“Foal Eagle” joint military exercises,along with intensive espionage.

Just as a mad dog must be clubbedto death so the Korean People'sArmy has responded to the US hardline with much harder line: inJanuary 1967 south Korean puppetnavy patrol ship No.56 trespassedinto the territorial waters of the

DPRK only to be sunk into the sea;in January 1968 the US spy ship“Pueblo” was captured, in April1969 the large reconnaissanceplane “EC-121” was shot down; andin December 1994 the armedhelicopter “OH-58A/C” was shotdown.

Under the Songun leadership of thegreat leader Kim Jong Il, the Koreanpeople and the People's Army arenow fighting valiantly for peace onthe Korean peninsula and in other

parts of the world at the outpost of anti-Japanese, anti-US struggle.

principles and ways of greatnational unity with the final goal of founding a unified state.

On August 4, 1997, in his work “Letus implement thoroughly the

instruction of the great leaderComrade Kim Il Sung on nationalreunification,” the great leaderComrade Kim Jong Il defined theThree Charters for nationalreunification, which consist of theThree Principles of NationalReunification, the Ten-pointProgram of the great unity of thewhole nation and the proposal of founding the DFRK. The threecharters are the guiding line whichKorean nation should hold fast to

and embody in accomplishing thecause of national reunification.In 2000, after 55 years of nationaldivision, at a historic juncturebetween two centuries, inter-Korean summit was held inPyongyang and the June 15 North-South Joint Declaration wasadopted. It was an epoch-makingevent which served as the occasionfor a radical turn in realizing thecause of independent reunificationof all Korean compatriots.

The North-South Joint Declaration,which excited the whole nation andentire world, is a declaration of national independence that hasclarified the way to accomplishnational reunification by thenation's own force; a declaration of peace that has brought about warmair of reunification in this landwhere chilly wind of cold war andconfrontation was sweeping; and adeclaration of great national unitythat has enabled cooperation and

unity through nationalcollaboration.

All the Korean people arecontinuing to advance bravelytowards independent reunificationunder the uplifted banner of theJune 15 Joint Declaration and theideal of “By Korean nation itself.”

after another for withdrawing theUS aggressive forces from southKorea, converting armistice intolasting peace and reunifying thefatherland according to the desireof the whole Korean people

through north-south negotiations,and took active measures for theirrealization on its own initiative.

In the 1970s the cornerstone of national reunification was createdwhen President Kim Il Sungadvanced the Three Principles of National Reunification, namely,independence, peacefulreunification and great nationalunity and, in 1972, the July 4 JointStatement was published to

establish the three principles as thecommon reunification program of the nation, thus opening up abright prospect of nationalreunification. The five-point policyfor national reunification, whichwas set forth by President Kim IlSung on June 23, 1973, dealt aheavy blow to the so-called “specialstatement” issued by the southKorean puppet clique in which theyopenly declared their moves tocreate “two Koreas” as their policy,and served as programmatic

guideline to prevent permanentdivision of the country andexpedite the national reunification.

Moreover, the proposal of foundingthe Democratic Federal Republic of Koryo (DFRK), which was advancedby President Kim Il Sung on October10,1980, indicated the most fairand reasonable way towardsnational reunification in view of thespecific reality of our countrywhere the nation has been divided

into north and south for a long timewith different ideologies andsystems and the national identity of the Korean people who have beenliving as a homogeneous nationthroughout long history.

In November, 1980, the jointconference of the political partiesand social organizations of theDPRK discussed the proposal toform a preparatory committee forfounding the DFRK which wouldinclude representatives from all

walks of life in the north, south andabroad and sent letters conveyingthe proposal to political and public

figures in south Korea and abroad;in August of the following year, the67th meeting of the DemocraticFront for National Reunificationproposed convening a conferenceto promote national reunification

to be attended by representativesof the political parties andorganizations in the north andsouth as well as overseascompatriots. All these were amanifestation of the sincere effortsmade by WPK to realize theproposal of founding the DFRK

.

As the enthusiasm of the wholenation for reunification grewstronger and stronger thanks to theenergetic struggle and sincereefforts of the WPK, the Pan-national Conference for NationalReunification was held on a regularbasis from 1990 and the Pan-national Alliance for NationalReunification, a pan-nationalreunification movementorganization, was formed. And ahigh-level talk was held betweenthe north and south, and theAgreement on Reconciliation, Non-aggression, Cooperation andExchange between the north andsouth and the Joint Declaration onDenuclearization of the KoreanPeninsula were adopted and cameinto force.

In April, 1993, President Kim Il Sung

put forward the Ten-point Programof the great unity of the wholenation, which crystallized the

Democracy for Burma - NOW!

The Palestinian situation has

witnessed many developments

since the last Israeli aggression

against Gaza in the end of 2008-

beginning of 2009. That war which

was condemned by many

international investigation reports

led to the death of more than 1300

Palestinians most of which were

civilians. Israel used many

prohibited weapons like weapons

with white phosphorous that lead

to large scale burns in the bodies of 

the victims.

After that war, Israel continued its

blockade which prevents all forms

of supplies from Gaza including

food and medicine, except in very

small amounts. At the same time,

the Egyptian regime continues its

role in the blockade against the

Gazan people, with Egypt being theother bordering country of the

Gaza strip. Egypt first enforced a

blockade on the goods entering

Gaza, but the Palestinian were able

to overpass this move by bravely

building tens of underground

tunnels allowing them to have

access to the Egyptian villages on

the other side to get their needs of 

food and medicine and all other

needed materials. Egypt thendecided to strengthen its blockade

and started, after the advice of the

CIA and the Israeli forces, to build

an underground wall that goes 30

meters below the surface to cut all

tunnels built by the Palestinians

there. This wall of shame is being

built now with funding from USA

and contracting by US companies.

Egypt and Israel think that this will

force the people of Gaza tosurrender to their conditions of 

stopping the resistance and

complying to the Israeli policies of 

occupation and exploitation.

However, the Palestinian people

will surpass this new measure and

the will of the resistance will always

create conditions that allow the

continuation of the armed struggle

until the liberation of the

Palestinian lands and establishing

an Independent viable Palestinian

state with Jerusalem as its capital.

In the West Bank, Israel also

continues its oppressive measures

with more than 700 checkpoints

preventing the Palestinian from

moving freely in their own land and

cutting the villages from each other.

The wall of shame, wall of 

apartheid built by Israel cut the

West Bank into pieces and slices

under the pretexts of protectingthe settlements and the Israeli

villages. More settlements are

being built, and old settlements are

expanded, thus violating all

international laws and agreementseven those agreements that are

biased for Israel like the Oslo peace

agreement.

More than 11000 detainees remain

in Israeli prisons including tens of 

Palestinian parliament members,

leaders of Palestinian organizations

and leaders of Intifada. The General

Secretary of PFLP, the Popular Front

for the Liberation of Palestine,Ahmad Saadat remains under

detention despite all international

and local demands for his release.

Israel continues to ignore all

resolutions with full support from

USA that is always ready to block

any resolution condemning Israel in

the UN Security Council, and

supplies it with all its needs of 

weapons that are used to kill thePalestinian people as well as

Lebanese, Syrian and whoever they

think they need to eliminate!

In these circumstances, WFDY

launched several campaigns of 

support with the Palestinian people

in the last period, including an

international visit of solidarity to

West Bank, a campaign of solidarity

with Ahmad Saadat the SG of PFLPand statements of solidarity and

support at every important incident

concerning Palestine. WFDY will

continue its struggle, supporting the

Palestinian people and their fight for

liberation and independence and

the right of return, and the common

struggles together with all our

member organizations and anti-

imperialist youth and people around

the world will lead to the victory andachievements of those rights.

President Christofias is handling theCyprus problem based on a coherent

strategy serving the goal of finding a

bizonal bicommunal federal solution

with political equality as set out by

the resolutions of the United

Nations; for a solution that will

liberate Cyprus from the occupation

and colonisation and restore the

human rights of our people; for a

solution with a united state with a

single sovereignty, a single

international personality and a singlecitizenship; for a workable and viable

solution. The President of the

Republic is exhibiting at the

negotiations political will for a

solution of the Cyprus problem,

devotion to principles, and a

readiness for a mutually acceptable

compromise with the Turkish Cypriot

community. In the international

arena, he is utilising the international

and European factor, pursuing amultifaceted foreign policy and

rejuvenating the relations the

Republic of Cyprus has with its

traditional friends and allies. The

credibility of President Christofias

among the international and

European field, is acknowledged

everywhere, as that leader who

genuinely desires and is working for a

solution of the Cyprus problem

within the framework also accepted

by the international community.

Our analysis is that, the election of 

Mr. Eroglou as the leadership of the

Turkish Cypriot community

represents a negative development.

Mr. Eroglou expresses long held

positions that clash with the

resolutions of the United Nations,

counter the interests of the Cypriot

people as a whole and are outside

the framework of the agreed

framework for the talks. For the talks

to have the possibility of recording

further progress, they must continue

from the point they were interruptedand based on the framework agreed

by the two communities. At the same

time we strongly believe that the

election of Mr. Eroglu imposes the

need to intensify the contacts and

coordination of actions with those

forces among our Turkish Cypriot

compatriots who genuinely desire a

solution of the Cyprus problem based

on bizonal bicommunal federation.

The United Nations, the permanentmembers of the Security Council and

the European Union are duty bound

to exert their influence on the Turkish

side so that it can act within the

agreed framework. At the same time

it would be a disastrous mistake if as

a result of our own wrong actions -

such as withdrawing the proposals

we had submitted - we would give it

the opportunity to escape from this

framework and we would be blamedfor a possible deadlock.

Ankara must comprehend that the

perpetuation of the Cyprus problem

constitutes a problem for Turkey

itself and its ambitions. Our

estimation is that, Cyprus problem is

not among the priorities of the

Turkish government at this moment.

Moreover, the assessments that in

the clash between Erdogan and the

"deep state" the Cyprus problem isbeing left to the management of the

armed forces.

A section of the political forces are

increasingly questioning and

opposing the solution of bizonal

bicommunal federation and with

their attacks are focused on the

President of the Republic and AKEL.

Instead of bizonal bicommunal

federation an ideal perfect solution is

projected, that no one has ever

specified how we would achieve this

solution. In the name of this "ideal"

solution in reality a culture of "non-solution" and the acceptance of 

partition is being cultivated. Patriotic

rhetoric, nationalist fervour,

unfeasible positions, and unrestrained

attacks on the President and AKEL

cannot be hide the fact that the

opponents of federation, are

promoting partition with all the

disastrous consequences for our

people as a whole.

The political hysteria regardingspecific proposals of the president at

the negotiations provokes

unnecessary tensions on the domestic

front, undermines the negotiating

position of President Christofias and

consolidates extreme right wing forces

who are exploiting the argument that

is developing in order to win over

consciousnesses. The proposals the

President has submitted are proposals

that overcome the negative heritageof the Zurich agreements and the

Anan Plan. They are correct, unifying,

logical and democratic proposals that

can be mutually accepted.

In order to maintain any prospects for

a speedy solution of the Cyprus

problem, it is imperative to: remain

devoted to a bizonal bicommunal

federal solution; continue the

procedure of talks from the point they

were interrupted based on the agreedframework; preserve the talks under

Cypriot ownership, far from

suffocating timetables and

arbitrations; utilise further the hard

work that has been done; continue to

utilise with seriousness, care and from

dogmatisms the international and

European factor; consolidate unity on

the domestic front based on principles

and far from petty party expediencies,

continue the policy of rapprochement,

the cultivation of a culture supporting

the solution and peaceful

cohabitation.

In last one year the World

Federation of Democratic Youth has

organized many global, regional

meetings, solidarity campaigns and

has also attended many programs

invited by its member and friendly

organizations.

WFDY GC Meeting in Cuba in May 8

and 9, 2009 had positively

evaluated the WFDY activities for

the last year and designed the

program for a coming year. It

further finalized to organize the

summer event in Cuba. It also

deeply discussed the ways to revive

WFDY's financial difficulties and to

find the host of 17th festival in a

true spirit of festival movement.

In 2009, WFDY has concluded its

regional meetings in every five

regions.

WFDY organized summer activities

in Cuba in July 2009 with

participation of more than 15

organization from different

countries. It was accompanied with

solidarity mission with Cuba. Young

people worked with Cuban friends

in farms and carried out many

study visits.

During the summer event WFDYreceived the delegation of ANC

Youth League from South Africa to

make initial efforts for the

readiness of festival hosting. Under

the slogan of “We will Defeat

Imperialism” WFDY organized

seminars on the thematic issues

such as privatization and

commercialization of education,

youth right to employment, against

imperialist occupations and military

bases. The summer event is also

related as part of WFDY thematic

campaign for 2009, especially on

the issue for free and quality

education for all.

 

In November, WFDY organized its

Coordinating Council in Paris, in a

meeting with more than 30

organizations hosted by MJCF. This

was an important moment as it was

also the opportunity for the

celebration of WFDY 64th

Anniversary in the very same place

where its Headquarters was in the

first place.

WFDY GC Meeting in Lebanon took

place in less than a one year in

February 6 and 7, 2010 to decide

on the matter of the host of the

17th World Festival of Youth and

Students. This meeting decided on

the proposal of ANC Youth League,

South Africa to host it in December

2010. This meeting also decided

about the tentative dates aboutflag handover ceremony and first

IPM, 2nd IPM and third IPM.

More than 44 Organizations had

attended this meeting. This

meeting also decided to give new

affiliation to youth organizations of 

different regions.

We have successfully concluded 1st

IPM with attendance of more 34organizations in Caracas. In the

hand flag ceremony the vice

president of the Bolivarian Republic

attended the ceremony to handover

flag to the delegation of ANC Youth

League. The meeting has finalized

the slogan, logo, venue and the date

of festival. It also finally approved

the proposal of the festival. ANC

Youth League had attended the

ceremony with delegation of 14

people.

As the part of the further

preparation the WFDY is going to

have its 2nd IPM in Pyongyang, DPR

Korea from 24 June to 1st July

following with solidarity programs.

Apart from these we are having

regional gathering and meetings.

Africa and Middle East has already

concluded its regional meetings

whereas Europe, Asia and Latin

America will have soon their

regional meetings in framework of 

festival preparations.

Finally, the preparations have

started to form the National

Preparatory Committees in all

countries attending the next WFYS.

There is high expectations after the

143 countries attending the 16th

WFYS, so it is now time to be up to

the challenge and make this an even

bigger WFYS!

As is usual in Cuba, every year, the

Young Communist League of Cuba

received hundreds of young people

from around the world in order that

organize the International Solidarity

Brigade. In July 2009, this brigade

came to Cuba so that the young

people around the world would be

able to know more about Cuban

Revolution, the struggle again

imperialism and specially to learn

about the role that the young

people of Cuba have in order to

preserve and to build a new

system. The World Federation of 

Democratic Youth decided to be

part of this activities in order to

celebrated the glorious 50

Anniversary of the Cuban

Revolution and to celebrate a big

International seminar under the

slogan “We will defeated the

imperialism”. The Seminar tookplace at the National School of the

Young Communist League of Cuba

“Julio Antonio Mella”, in Havana.

Throughout July and August the

Young Communist League of Cuba,

received more than 1246 young

people from 27 countries from all

over the world . From July 28 until

July 30 WFDY International

Seminar in Havana had 287

delegates of 21 organizations

coming from Vietnam, Nepal, DPR

Korea, Zimbabwe, Angola, Lebanon,

Palestine, Ecuador, Cuba, Spain,

France, Portugal, Greece, Cyprus,

Germany, Hungary, Italy, Belgium,

South Africa and Turkey, and with

the participation of the

International Organization, OCLAE,

OSPAAAL, WFTU, and important

personalities like the Secretary

General of the World Peace

Council.

During the Seminar there was

solidarity moment with people

from Palestine, the delegation that

came from Palestine, presented to

all delegates the real situation and

the perspective of the young

Zelaya. Moreover, WFDY marked the

60 years of NATO and launched a

new campaign against Militarism

and the Military bases around the

world, with particular focus on the

implementation of the new 7

military bases in Colombia.

Finally, all delegates participated in a

working program in a camp in

different places around of Havana, in

order to support the food programs

of the Cuban people, and with the

possibility to learn more about how

the Cuban people produce food, in

the middle of the blockade, with

the agroecological programs,

developed by the Cuban

government in all cities.

Following the success of this event,

WFDY analyzed that is necessary to

have more than one big event every

4 or 5 year, and that we most

organize every year this kind of 

activities. This can be done in order

to mobilize the young people

around the world, especially

promoting the political debate anddiscussion and the struggle against

imperialism.

Another

importantmatter was the

debate against

the coup d'état

in Honduras,

with the

presence of the

ambassador of 

Honduras in

Havana, as also

the Nicaraguan

ambassador

and the president of 

OSPAAAL. All the

delegates expressed

their solidarity with

the Honduran people

and condemned the

coup d'état and the

United States'

support to themilitary forces that

betrayed President

imposed on Europe by Aznar

obedient to pay homage to their

idolized Yankees.

 

The European Parliament

condemned on 11 March this year

Cuba, in violation of the principle of 

nonintervention and self-

determination, urging the European

institutions "to give unconditional

support and wholeheartedly

encourage the initiation of a

peaceful process of political

transition to democracy multi-party

in Cuba ", calling on European

embassies in Havana to overlap and

finance all sorts of subversive

activities against the Cuban

government. Confirming the long-

standing collation between the EU

and the US, the European

Parliament condemned the

bloodless coup in Honduras, whichhas already claimed over 300 lives,

or the unacceptable fact that Cuban

Five, who fought against terrorism,

are still imprisoned in the U.S. while

the U.S. government maintains

impunity to the dark Luis Posada

Carriles, mastermind of the terrorist

attack against a Cubana Aviacion

flight.

The most influential media andnews agencies in Spain, in the

beginning of this year have

intensified their attacks against

Cuba – once again the United

States' European partners have

done the dirty work, now put at the

head of the anti-Cuban propaganda,

so that "the hand that moves the

cradle" stays in the shadow.

The Cuban revolution has won too

many far-reaching achievements

that the right-wing forces cannot

let pass without attempting to

counter them with a dirty campaign

to once again present Cuba as a

country that tortures, murders or

leaves to die political prisoners. It

has occurred after the unfortunate

death of a common prisoner,

sentenced for more than 14 crimes,

which had begun a hunger strike

demanding his own kitchen and cell

phone in his cells, and despite the

care that he received in the best

hospitals in Cuba.

The imperialists cannot forgive to

Cuba to have begun the path to

freedom in Latin America, the

ability to resist and defend their

conquests of social justice shown

by the leaders and people of Cubaconfronted with the tighten of the

blockade and hostility of the United

States after Soviet Union collapse,

that has showed that the

hegemony of imperialism could

also be challenged successfully in

the new conditions of unipolarity

and a dominant ideology.

 

In U.S. documents declassified in

the '90s, it is clear that Washingtonhas proposed itself to a half century

of manufacturing and financing an

opposition covertly. President

Dwight Eisenhower in 1960 gave

the following orders: "it is

necessary to hide the U.S. hand"

who is trying by all possible means

to direct manufacture an internal

opposition in Cuba to end the

Cuban revolutionary process. The

Torricelli Act 1992 and section1705, states that "the United States

will provide assistance to

appropriate non-governmental

organizations, to support

individuals and organizations that

promote nonviolent democratic

change in Cuba." The Helms-Burton

Act of 1996 provides in Section 109,

that "The U.S. President is

authorized to provide assistance

and offer all types of support for

individuals and independent non-

governmental organizations to

support efforts to build a

democracy in Cuba."

 

The Cuban opposition enjoys a

special status, the Western press'

highly appreciated, in fact, no

group of opponents in Latin

America, except perhaps the

Venezuelan opposition, enjoys such

a privilege. Then, it gets huge U.S.

funding, of which the media do not

say a word, and enjoys freedom of action. On June 21, 2007, the U.S.

House of Representatives decided

to vote for the budget of $ 45.7

million destined for Cuban

dissidents, this financial support

has been ratified by President

Obama. If Iran or China financed

the opposition in the U.S., UK or

France, the press would call,

immediately and rightly so, as

traitors to their homeland. If theWestern media were intellectually

free, it would use a single term to

refer to those who present

themselves as opponents of the

Cuban government: mercenaries.

It is no coincidence that the

presence of Spain to the top of the

rotating EU presidency, which has

shown the intent to promote the

bloc's new policy towards Cuba,leaves behind the outdated and

discredited "common position",
