I. CONSTITUTION
PREAMBLE
Accredited representatives of National Scout Associations, which had adoptedand practised the Scout Movement founded by Robert Baden-Powell in 1907,assembled in Paris, France, in July 1922 and established the International ScoutConference for the coordination of the Scout Movement throughout the world,together with an Executive Committee and a Secretariat.
The present Constitution governs the operation of the World Organization of theScout Movement in a kindred spirit of world cooperation and friendship.
CHAPTER I
THE SCOUT MOVEMENT
ARTICLE I
Definition 1. The Scout Movement is a voluntary non-political educationalmovement for young people open to all without distinctionof gender, origin, race or creed, in accordance with thepurpose, principles and method conceived by the Founderand stated below.
Purpose 2. The purpose of the Scout Movement is to contribute to thedevelopment of young people in achieving their full physical,intellectual, emotional, social and spiritual potentials as
individuals, as responsible citizens and as members of theirlocal, national and international communities.
ARTICLE II
Principles 1. The Scout Movement is based on the following principles:
Duty to God
Adherence to spiritual principles, loyalty to the religion thatexpresses them and acceptance of the duties resultingtherefrom.
Duty to others
- Loyalty to ones country in harmony with the promotionof local, national and international peace, understandingand cooperation.
- Participation in the development of society with recogni-tion and respect for the dignity of humanity and for theintegrity of the natural world.
Duty to self
Responsibility for the development of oneself.

Adherence 2. All members of the Scout Movement are required toto a Promise adhere to a Scout Promise and Law reflecting, in languageand Law appropriate to the culture and civilization of each National
Scout Organization and approved by the World Organization,the principles of Duty to God, Duty to others and Duty to
self, and inspired by the Promise and Law originallyconceived by the Founder of the Scout Movement in thefollowing terms:
The Scout Promise
On my honour I promise that I will do my best
To do my duty to God and the King (or to God and myCountry);
To help other people at all times;
To obey the Scout Law.
The Scout Law
1. A Scouts honour is to be trusted.
2. A Scout is loyal.
3. A Scouts duty is to be useful and to help others.
4. A Scout is a friend to all and a brother to everyother Scout.
5. A Scout is courteous.
6. A Scout is a friend to animals.
7. A Scout obeys orders of his parents, Patrol Leader orScoutmaster without question.
8. A Scout smiles and whistles under all difficulties.
9. A Scout is thrifty.10. A Scout is clean in thought, word and deed.
World Scout 3. The World Scout Emblem is a symbol of belonging toEmblem the Scout Movement. It consists of a field of royal
purple bearing the white fleur-de-lys surrounded by awhite rope in a circle and a central reef knot at thebottom.
ARTICLE III
Method The Scout Method is a system of progressive self-education
through: A promise and law.
Learning by doing.
Membership of small groups (for example the patrol),involving, under adult guidance, progressive discoveryand acceptance of responsibility and training towardsself-government directed towards the development ofcharacter, and the acquisition of competence, self-reliance, dependability and capacities both to cooperateand to lead.

Progressive and stimulating programmes of varied activi-ties based on the interests of the participants, includinggames, useful skills, and services to the community,taking place largely in an outdoor setting in contactwith nature.
CHAPTER II
TITLE, PURPOSE AND ORGANSOF THE WORLD ORGANIZATION
ARTICLE IV
Title of 1. The organization of the Scout Movement at world levelWorld is governed by this Constitution under the title of TheOrganization World Organization of the Scout Movement, hereinafter
called the World Organization, as an independent, non-political, non-governmental organization.
Purpose of 2. The purpose of the World Organization is to foster theWorld Scout Movement throughout the world by:
Organization (a) promoting unity and understanding of its purposeand principles,
(b) facilitating its expansion and development,
(c) maintaining its specific character.
Organs of 3. The organs of the World Organization are:
World (a) The World Scout Conference.Organization (b) The World Scout Committee.
(c) The World Scout Bureau.
CHAPTER III
MEMBERSHIP
ARTICLE V
Requirements 1. Membership in the World Organization is open to allNational Scout Organizations which fulfil the require-ments for membership. Authority to confer such mem-bership is vested in the World Scout Conference.
2. Only one National Scout Organization from any onecountry can be recognized for membership in the WorldOrganization. A National Scout Organization may con-sist of more than one Scout Association participatingin a Federation based on the common Scout purpose.It is the responsibility of each Federation to ensure thatall its constituent Associations meet the requirements
of this Constitution.

3. Membership of a National Scout Organization in the WorldOrganization requires:
(a) Establishment of its legal entity and evidence of itsnational operation.
(b) Adoption of and sustained adherence to the purpose,principles and method as laid down by Chapter I ofthis Constitution.
(c) Enrolment to be open to all who agree to conformwith the purpose, principles and method of theMovement.
(d) Maintenance of the Organization as an independent,non-political, voluntary movement of probity andeffectiveness.
(e) Registration with the World Scout Bureau.
(f) Regular payment of its registration fees.
(g) Approval by the World Scout Committee prior toimplementation of any changes to its National ScoutConstitution relating to matters covered byChapters I, II and III of this Constitution.
(h) Submission of an annual report to the World ScoutBureau.
ARTICLE VI
Procedure 1. The World Scout Committee shall investigate an appli-cation for membership by a National Scout Organization.If it considers that the requirements laid down by
Article V are fulfilled, it shall make the necessary recom-mendations to the World Scout Conference by post.
2. If within three months the recommendation is unop-posed, or opposed by less than five per cent of theMember Organizations, the World Scout Committee shalldeclare the National Scout Organization a Member of theWorld Organization. If five per cent or more of theMembers oppose admission, the application shall bereferred to the next meeting of the World ScoutConference, where admission shall require a two-thirdsmajority of the votes cast.
ARTICLE VII
Suspension 1. The World Scout Committee may provisionally suspendand Expulsion the membership of any National Scout Organization
which, in its opinion, no longer fulfils the requirementsfor membership. If the World Scout Committee main-tains its suspension, the World Scout Conference atits next meeting shall hear the report of the WorldScout Committee and invite the suspended Organiza-tion to make its written or oral comments. The WorldScout Conference has the broadest power to then
decide on an appropriate course of action; if its decisionis to expel the Organization, such decision shall requirea two-thirds majority of the votes cast.

Withdrawal 2. Any Member Organization may withdraw from the WorldOrganization by written notice addressed to the SecretaryGeneral. Withdrawal shall take effect on September 30 ofthe second year following that during which the notice wasgiven, subject to the Member Organization having at that
date fulfilled all obligations arising out of its membership,including financial obligations.
Effect of 3. A National Scout Organization which, for any reason,Termination of ceases to be a Member, shall no longer be entitled toMembership the privileges and services of the World Organization,
to recognition by its Members, and to the use of theemblems and other material associated with WorldScouting.
CHAPTER IVTHE WORLD SCOUT CONFERENCE
ARTICLE VIII
Composition 1. The World Scout Conference is the governing organ ofthe World Organization and is composed of all theMembers of that Organization.
2. Member Organizations are represented at any meetingof the World Scout Conference by a delegate ordelegates not exceeding six from any one MemberOrganization.
ARTICLE IX
Functions The functions of the World Scout Conference are:
1. To consider the policy and standards of the ScoutMovement throughout the world and to take such actionas shall further the purpose of the World Organization.
2. To formulate the general policy of the World Organization.
3. To consider applications for membership and decide as tothe expulsion of Members.
4. To hold elections as provided in the By-Laws.5. To consider reports and recommendations presented by
the World Scout Committee.
6. To consider recommendations brought forward by MemberOrganizations.
7. To consider proposed amendments to this Constitutionand its By-Laws.
8. To exercise other functions resulting from this Constitutionand its By-Laws.

ARTICLE X
Voting 1. Each Member Organization shall have six votes and,except as provided for under paragraph 2 of this Article,resolutions shall be taken by a simple majority of theMembers present or represented and voting. In the event
of a tie, the motion is defeated.
2. Decisions concerning the admission of new Members(Article VI, paragraph 2), the expulsion of Members(Article VII, paragraph 1), the determination of the annualregistration fee (Article XXII, paragraph 1) and theamendment of this Constitution (Article XXIII), shall bepassed by a two-thirds majority of the votes cast.
3. A Member Organization which is unable to be presentat a meeting of the World Scout Conference may voteby proxy given to another Member Organization, but noMember Organization may accept more than one proxy.
4. In appropriate circumstances determined by the WorldScout Committee, there may be a postal referendum toMember Organizations between meetings of the WorldScout Conference when the same rules as to voting,majority and in the event of a tie shall apply.
5. Any Member Organization which shall have failed topay its annual registration fee up to and including theend of the fiscal year preceding the Conference shall
forfeit its right to vote at that meeting of the Confer-ence, unless remission or postponement of dues hasreceived prior authorization from the World ScoutCommittee.
ARTICLE XI
Meetings 1. There shall be a triennial meeting of the World ScoutConference at such time and place as the Conference maydecide.
2. An extraordinary meeting may be called on the decision
of the World Scout Committee, or at the request of not lessthan one third of the Member Organizations.
3. The presence of one half of the Member Organizations shallconstitute a quorum.
4. The World Scout Conference shall adopt its own rules ofprocedure.

CHAPTER V
THE WORLD SCOUT COMMITTEE
ARTICLE XII
Composition 1. The World Scout Committee is the executive organ ofthe World Organization. Its members shall considerthe interests of the Movement as a whole and shallneither consider themselves, nor be considered, asrepresenting any particular Member Organization orRegion.
2. The World Scout Committee shall be composed of:
(a) Voting members:
Twelve elected members, who shall be members ofrecognized National Scout Organizations. They shall
be elected by the World Scout Conference, bysecret ballot, from a list of nominees submitted byMember Organizations. In no case shall more thanone elected member from any one National ScoutOrganization serve on the Committee in any oneperiod.
(b) Ex-officio non-voting members:
(i) The Secretary General of the World Organization,who shall also be an ex-officio member of all sub-sidiary committees of the World Scout Committee.
(ii) A Treasurer, appointed by the World Scout
Committee.
(iii) The Chairperson or Vice-Chairperson of each dulyelected Regional Scout Committee.
(iv) A member of the Board of the World ScoutFoundation.
Term of 3. Each member elected by the World Scout Conference isService elected until the next World Scout Conference and can beof Elected re-elected once.
Members After two continuous terms, a retiring member shall only
be eligible for re-election after a lapse of three years.
Vacancies 4. Vacancies occurring amongst the elected members of
the World Scout Committee shall be filled for the re-mainder of the term still to be served by the resigningor deceased holder of the seat by the runners-up inorder of election, at the election in which the resigningor deceased member was elected.

ARTICLE XIII
Functions The functions of the World Scout Committee are:
1. To act on behalf of the World Scout Conference betweenits meetings; to give effect to its decisions, recommenda-
tions and policies; and to represent it at international andnational events.
2. To promote the Scout Movement throughout the worldby means of visits, correspondence, training courses andother appropriate action.
3. To advise and assist Member Organizations in carrying outthe purpose, principles and method of Scouting.
4. To recommend the admission of National Scout Organiza-tions applying for membership, and to suspend provisionallythe membership of a National Scout Organization.
5. To prepare the agenda and procedure of the meetingsof the World Scout Conference, giving consideration tosuggestions from Member Organizations, and appointthe Chairperson and Vice-Chairperson of the World ScoutConference.
6. To appoint the Secretary General of the World Organization,and to appoint his Deputy or Deputies upon a recom-mendation of the Secretary General; and to supervise themanagement of the World Scout Bureau.
7. To approve the annual budget and financial statements of
the World Scout Bureau.8. To accept the responsibility for the raising of additional
funds.
9. To approve the constitutions or other laws governingRegional Scout Organizations.
10. To appoint the Treasurer.
11. To grant consultative status to such organizations as maybe of assistance to the Scout Movement.
12. To decide upon granting of awards for services to the World
Scout Movement.
13. To exercise other functions resulting from this Constitutionand its By-Laws.
ARTICLE XIV
Voting 1. Each voting member of the World Scout Committee shallhave one vote.
2. Resolutions shall be taken by a simple majority of thevoting members present and voting. In the event of a tie,the motion is defeated.

ARTICLE XV
Meetings and 1. The World Scout Committee shall meet at least once a yearCommittees at such time and place as the Committee may decide.
2. The presence of eight members having right to vote shall
constitute a quorum.
3. The World Scout Committee shall elect its Chairpersonand Vice-Chairpersons as provided for in the By-Laws.
4. The World Scout Committee shall adopt its own rules ofprocedure.
5. The World Scout Committee may establish, on a per-manent or ad hoc basis, such subsidiary committees orother organs as it deems necessary for the performanceof its functions.
CHAPTER VI
THE WORLD SCOUT BUREAU
ARTICLE XVI
Composition 1. The World Scout Bureau shall serve as the Secretariatof the World Organization. It shall comprise the SecretaryGeneral of the World Organization and such staff as theOrganization may require. The Secretary General shall beappointed by the World Scout Committee and shall be thechief administrative officer of the World Organization.
2. The World Scout Bureau shall consist of its internationalheadquarters and such Regional Offices as are establishedunder Article XIX of this Constitution.
ARTICLE XVII
Functions of The functions of the Secretary General are:
Secretary 1. To direct the work of the World Scout Bureau.General
2. To appoint, supervise and remove the staff of the World
Scout Bureau, as provided for within the frameworkof the budget approved by the World Scout Committee.Insofar as is possible, such staff shall be recruited onan international basis.
3. To make contacts, as necessary, by correspondence andvisits in order to promote and to safeguard the interestsof the Movement.
4. To exercise other functions resulting from this Constitutionand its By-Laws, and such other functions as the WorldScout Committee may delegate.

ARTICLE XVIII
Functions of The functions of the World Scout Bureau are:
World Scout 1. To assist the World Scout Conference, the World ScoutBureau Committee and its subsidiary organs in the fulfilment
of their functions; to make preparations for all theirmeetings; and to provide the necessary services for theimplementation of decisions.
2. To provide the services necessary for the promotion of theScout Movement throughout the world, such as researchand documentation, training, programme, public relationsand publications.
3. To maintain relations with Member Organizations and toassist them in the development of Scouting.
4. To promote the development of Scouting in countries where
it does not exist, and to assist non-member NationalOrganizations to attain the standards necessary for mem-bership in the World Organization.
5. To enquire into applications for membership, requests foraid and other similar matters.
6. To supervise the organization of international and regionalScout events.
7. To maintain relations with international organizationswhose activities are concerned, inter alia, with youth.
CHAPTER VII
REGIONS
ARTICLE XIX
Composition 1. Regional Scout Organizations may be established inconformity with the requirements of this Constitution,comprising Members of the World Organization so de-siring within a geographical area to be defined from timeto time by the World Scout Committee. There shall benot more than one Regional Organization in each area.
2. Each Regional Scout Organization shall be composed of thefollowing organs:
(a) A Regional Scout Conference, comprising all Membersof the Regional Organization.
(b) A Regional Scout Committee, duly elected by the Re-gional Scout Conference.

(c) A Regional Scout Office, directed by a RegionalExecutive. The Regional Office is also a branch of theWorld Scout Bureau, in conformity with Article XVI,paragraph 2, of this Constitution. The Regional Executiveis appointed by the World Scout Bureau in agreement
with the Regional Scout Committee, is paid by the WorldScout Bureau and reports to the Secretary General towhom he is responsible, and to the Regional ScoutCommittee.
ARTICLE XX
Functions 1. The functions of the Regional Scout Conferences are:
(a) To further the Scout Movement within the Region, bypromoting the spirit of world kinship, cooperation andmutual assistance amongst National Scout Organiza-tions within the Region.
(b) To exercise such functions as are provided for in theconstitutions or other laws governing the Regional ScoutOrganization.
(c) To ensure the proper implementation of the decisionsand policies laid down by the World Organization whichaffect the Region.
2. The functions of the Regional Scout Committees are:
(a) To exercise such functions as are provided for in theconstitutions or other laws governing the Regional ScoutOrganization.
(b) To act as an advisory body to the World ScoutCommittee.
(c) To act as an advisory body for Member Organizationsrequiring advice and assistance.
3. The functions of the Regional Offices are:
(a) To serve as a Secretariat of the Regional ScoutOrganization.
(b) To serve as a Secretariat of the World Organizationin matters relating to the Region.
ARTICLE XXI
Relationships 1. The constitutions or other laws governing Regional Scoutbetween Organizations, and any amendments thereto, must beRegional Scout approved by the World Scout Committee before enteringOrganizations into force.
and World 2. In the event of a conflict between the obligations re-Organization sulting from the present Constitution and the obligations
resulting from a constitution or other laws governing aRegional Scout Organization, the obligations resulting from
the present Constitution shall prevail.

CHAPTER VIII
MISCELLANEOUS PROVISIONS
ARTICLE XXII
Finances 1. Each Member Organization shall pay an annual registrationfee at an agreed per capita rate to be determined fromtime to time by the World Scout Conference, by atwo-thirds majority of the votes cast.
2. All funds shall be deposited to the credit of the WorldScout Bureau and shall be disbursed by the Treasurer inaccordance with a budget approved and certified by theWorld Scout Committee.
3. An audited financial statement shall be submitted an-nually by the Treasurer to the World Scout Committee andshall be sent to all Member Organizations.
4. The World Scout Committee shall appoint auditors to theWorld Scout Bureau.
ARTICLE XXIII
Amendments This Constitution may be amended by the World Scoutto the Conference at any of its meetings by a two-thirds majorityConstitution of the votes cast. Texts of proposed amendments shall be
communicated by the World Scout Bureau to all MemberOrganizations at least four months in advance of the time
of the meeting.

II. BY-LAWS
BY-LAW I
THE WORLD SCOUT CONFERENCE
Section 1: Notice of Meetings
The notice of an ordinary meeting of the World Scout Conferenceshall be mailed by the World Scout Bureau to all Member Organi-zations at least six months in advance of the opening day of themeeting and, in the case of an extraordinary meeting, at least threemonths in advance. The notice, to such extent as may be possible,shall include the agenda of the meeting.
Section 2: Agenda of Meetings
The World Scout Committee shall invite Member Organizations tosuggest or propose subjects for inclusion in the agenda of an ordi-
nary meeting of the World Scout Conference at least nine months inadvance of the opening day of the meeting. Any subject proposedby five or more Member Organizations should be included in theagenda in the form proposed.
Section 3: Credentials
Two Members of the World Scout Conference, appointed by theWorld Scout Committee, shall be in charge of verifying the cre-dentials of delegates to the World Scout Conference. They shall beassisted by the Secretary General.
Section 4: Appointment of Chairperson and Vice-Chairpersons
The World Scout Committee shall appoint a Chairperson and oneor more Vice-Chairpersons of the World Scout Conference fromamongst the delegates or its own members present at the Confer-ence. The appointment shall be for the period of each meeting ofthe Conference.
Section 5: Secretary of World Scout Conference
The Secretary General shall serve as Secretary of the World ScoutConference.
BY-LAW II
THE WORLD SCOUT COMMITTEE
Section 1: Notice of Meetings
Notice of meetings shall be communicated by the World ScoutBureau so as to be received by members of the Committee at leastthirty days in advance of the date set for the meeting. The notice,to such extent as may be possible, shall include the agenda of themeeting.

Section 2: Election of members
Six months in advance of the opening day of any World ScoutConference, the World Scout Bureau shall notify all MemberOrganizations of the vacancies on the Committee to be filled byelections, and shall request Member Organizations to propose
names of candidates no later than eight weeks in advance of theopening day of the Conference. No subsequent additions shall beaccepted. The nomination of candidates shall be made or endorsedby their National Scout Organizations. The approved list of nomi-nees shall be communicated to Member Organizations no later thanfour weeks in advance of the opening day of the Conference.
Section 3: Election of Chairperson and Vice-Chairpersons
The World Scout Committee shall elect by ballot a Chairperson andone or more Vice-Chairpersons from among its twelve elected mem-bers. Their term of office shall be from Conference to Conference
and shall cease at the end of each meeting of the Conference.
Section 4: Consultants
The World Scout Committee may invite any competent person,whose presence it deems useful, to participate in one or more of itsmeetings as a consultant and without vote.
Section 5: Conduct of Affairs
(a) The Secretary General shall serve as Secretary of the WorldScout Committee.
(b) Between meetings of the Committee, matters shall be submit-ted by the Secretary General to members for considerationby correspondence.
Section 6: Voting by Proxy
Members of the Committee may vote by proxy given to anothermember of the Committee, but no member may accept more thanone proxy.
BY-LAW III
THE WORLD SCOUT BUREAU
The World Scout Bureau shall be incorporated in accordance with the law of thecountry in which its international headquarters are located in order to enjoy thestatus of a juristic person.

BY-LAW IV
LANGUAGES
The official languages of the World Organization are English and French.
In the event of a conflict arising out of the interpretation of this Constitution, itsBy-Laws or any other official document of the World Organization, the Englishtext shall prevail.
BY-LAW V
AMENDMENT OF BY-LAWS
These By-Laws may be amended by the World Scout Conference at any of itsmeetings by a simple majority of the Members present and voting. Texts ofthe proposed amendments shall be communicated by the World Scout Bureau
to all Member Organizations at least four months in advance of the date of themeeting.

APPENDIX
ACCREDITED NATIONAL SCOUT ORGANIZATIONS
(a) In exercising its responsibility under Article VI of the Constitution ofthe World Organization, the World Scout Committee shall additionallysatisfy itself that the National Scout Organization is in a politicallyindependent country and that, by the quality of its leadership, the organi-zation of its leader training, the size of its membership and its resources,it is self-sufficient and capable of providing adequate services to its mem-bers and assuming all duties and responsibilities of a Member Organization.These conditions will ordinarily require a membership of the order of 1,000or more.
(b) A National Scout Organization in a politically independent country which
cannot meet the above requirements, but would otherwise meet the re-quirements of Article V. 3 may, upon application and at the discretion of theWorld Scout Committee, be included in the Official List of Scout Organiza-tions in the World Organization of the Scout Movement, and so reported tothe World Scout Conference.
(c) National Scout Organizations placed on the Official List in accordancewith paragraph (b) above shall be called Accredited National ScoutOrganizations. The status of Accredited National Scout Organizations shallbe governed by the provisions stated below.
A: RIGHTSAccredited National Scout Organizations shall have the following rights:
1. To attend a World Scout Conference and the relevant Regional ScoutConference, subject to payment of the Conference fees.
2. To be represented at a World Scout Conference and a Regional ScoutConference by a maximum of two delegates and two observers.
3. To have the right of voice at a World Scout Conference and RegionalScout Conference, but not the right to vote.
4. To receive all the publications of the World Scout Bureau and relevant
Regional Office, including circulars.5. To receive services from the World Scout Bureau and its Regional
Office, as practicable, in the form of visits, opportunity of participationin courses and seminars, as well as other types of assistance.
6. To attend world or regional Jamborees, camps and other gatherings.
7. To receive invitations to national Jamborees, camps and othergatherings.

B: OBLIGATIONS
Accredited National Scout Organizations shall have the followingobligations:
1. Acceptance of and conformity with the requirements of the Constitution
of the World Organization of the Scout Movement and its policies.
2. Payment of an annual registration fee of CHF 200, to be reviewedfrom time to time by the World Scout Committee. Payment of anyregional fee is at the discretion of each Region. In all cases, it shouldbe below the minimum fee paid by a Member Organization of theRegion.
C: OTHER PROVISIONS
1. Nothing precludes an Accredited National Scout Organization frombeing recognized, in due course, as a Member of the World Organization
of the Scout Movement, if it fulfils the requirements laid down inparagraph (a) above and makes an application for membership.
2. A National Scout Organization which is eligible for membershipof the World Organization of the Scout Movement in accordancewith paragraph (a) above cannot have the status of an AccreditedNational Scout Organization.
3. Nothing in the provisions setting down the status of AccreditedNational Scout Organizations shall affect the rights and obliga-tions of those recognized as Members of the World Organizationprior to Resolution 5 adopted by the 28th World Scout Conferencein August 1981.
4. The World Scout Committee shall review, at intervals of not more thanfour years, the list of countries granted the status of AccreditedNational Scout Organizations and take appropriate action.
5. The World Scout Committee shall have power to suspend orwithdraw its accreditation of National Scout Organizations which,in its opinion, no longer fulfil the conditions of accreditation, andshall report accordingly to the World Scout Conference.
Applications for the status of an Accredited National Scout Organization shall
be submitted to the World Scout Bureau for consideration by the World ScoutCommittee.
