Report of AeroMACS activities in Europe

SUMMARY

This working paper provides the report on activities of SESAR on AeroMACS. An overview is also given of all planned AeroMACS activities and their respective status.

1. Introduction

SESAR® (Single European Sky ATM Research) is a joint undertaking between Industrial Partners – EUROPEAN COMMUNITY and EUROCONTROL. The programme aims to develop a new generation of Air Traffic Management (ATM) system in Europe, creating a Single European Sky. The SESAR program will give Europe a high-performance, cost effective air traffic control infrastructure which will enable the safe and environmentally friendly development of air transport.

SESAR is set up in three phases: A) a definition phase;B) a development phase; andC) a deployment phase

A) The definition phase (2004-2008) aimed at defining the different technological steps to be taken, the priorities in the modernisation programmes and the operational implementation plans. It has been co-financed by the European Community and by the European Organisation for the Safety of Air Navigation (EUROCONTROL).The definition phase was carried out, under the responsibility of EUROCONTROL, by a consortium (the Global Consortium) of 30 parties representing the industry, the air traffic service providers, the airlines and the airports. It finished in spring 2008 and resulted in the European ATM Master Plan endorsed by the EU Transport Council on 30 March 2009.

B) The development phase (2008-2013) is now active and will:(i) Develop new equipments, systems or standards and,(ii) Ensure a convergence towards a fully interoperable ATM system in Europe.

The development phase covers also the planning for the deployment of SESAR outcomes, including the identification of appropriate financing instruments and incentives to facilitate the deployment of SESAR technologies.

C) The deployment phase (2014-2020) will consist in the large scale production and implementation of the new ATM infrastructure. The infrastructure should be composed of fully harmonised and interoperable components which contribute to the development of high performance, safe and sustainable air transport infrastructure in Europe.

2. AeroMACS SESAR P15.2.7 and P9.16 – Coordination with SANDRA

AeroMACS GROUND infrastructure part is covered by SESAR P15.2.7 - with prototype development of 3 AeroMACS Basestations. Partners are INDRA, SELEX, NATMIG, DSNA, THALES, INDRA, AENA and EUROCONTROL. INDRA is taking the lead of P15.2.7. Please note that P15.2.7 concentrates on AeroMACS BS development, all other ground infrastructure functions will be emulated/implemented by COTS.

The Mobile (Avionics) part of AeroMACS is residing under SESAR P9.16 and is lead by Airbus. Partners are AIRBUS, SELEX, THALES and EUROCONTROL.

Both projects are fully aligned so they are contained within a single project management plan.

AeroMACS projects started in Feb 2010 and are expected to end Jan 2014.

SESAR prototype testing is foreseen in Barajas (Spain) and Toulouse (France) because of the last one’s MLS availability.

Some lose coordination is also established with SANDRA. SANDRA is an FP7 R&D project targeting the development of future avionics radios and antennas of which AeroMACS is part of. (SANDRA = Seamless Aeronautical Networking through integration of Data links, Radios, and Antennas).

Aeromax was the original SESAR PIR kickoff name for AeroMACS (renamed by RTCA-EUROCAE).

3. AeroMACS SESAR P15.2.7 Work Activities Descriptions and Status

Only WAs from P15.2.7 are covered in this paper because most of P9.16 activities are running in parallel. Exceptions are: WA2 Channel modelling and Propagation Analysis, WA7 Standardisation and Worldwide Interoperability and WA8: Safety and Security. The outputs of

these last packages are common to both projects and will be used as inputs for further development.
