Thank you for the many public servants who took the time to register and attend

the Job Fair and to those who applied for assignment opportunities in

Afghanistan – the response has been truly remarkable! Canada’s presence in

Afghanistan has grown exponentially since our Embassy was established in

Questions 21-24

In September 2008, an international conference on the varieties of French used

around the world was held in Quebec City. Among the topics addressed were the

Page 9: Written Expression CAN

common reference standard. A few weeks earlier, at the World Congress of the

International Federation of Teachers of French (FIPF), I had the opportunity to

share our thoughts on the same topic. Following these events and the ensuing

discussions, we felt the time had come to provide an update on the linguistic

standard issue as it relates to Quebec. We also believe that priority must now be

given to language proficiency.

The statement issued by the Conseil supérieur de la langue française, entitled La

question de la norme linguistique, will be posted online at the CSLF Web site

(www) (Available only in French) in October. The statement contends that the

varieties of French used around the world are expressions of one and the same

language. They share essentially the same grammar, phonology and vocabulary, that is, the same operating rules. Since these communities are increasingly in

contact with one another, ____________variety of French also builds at least to

a fair extent on similar sociocultural models. Each variety also shares a secular

literary corpus that is a universal Francophone cultural heritage, to which are

added the various national French-language literatures. French is what is

teached in Quebec, Belgium, Africa, the Caribbean and elsewhere. In this shared

grammar, phonology and vocabulary, we see a central standard of good usage, a

common reference standard that welds all the varieties of French into one

language, giving it some stability and maintaining intercomprehension.

21. Make the necessary changes in the first paragraph:

1. “In September 2008” for “On September 2008”2. “conference on the varieties of French” for “conference about the varieties

On behalf of the Government of Canada, I am ________to introduce the defencesection of Canada’s International Policy Statement. This document represents significant change. It is the first review of Canada’sdefence policy in more than 10 years and it defines a new policy that is firmlygrounded in the realities of the post-Cold War, post-September 11th world. It isalso informed by the rich operational experience of the Canadian Forces, both in

Canada and in locations ranging from Afghanistan to the Balkans to Haiti.

The tragedy of September 11, 2001 proved to Canadians that we are vulnerabletothe threat of terrorism and the spillover effects from failed and failingstates.Thispolicy, therefore, establishes the defence of Canada as our firstpriority. Problems related to work stress had increased significantly over the past twodecades and are now one of the key problems facing organizations. According toa survey conducted by Statistics Canada, in which respondents were asked toindicate their level of stress at work, 38.8% of Canadians between the ages of 15and 75 are slightly stressed at work, 25% are relatively stressed at work, while

5.4% are extremely stressed at work (Statistics Canada, 2002 - updated inSeptember 2004).

_______the provincial level, surveys conducted by Santé Québec between 1987and 1998 on Quebecers' health and well-being show that the inability to work dueto mental health problems almost doubled, increasing from 7 to 13%. Thesesurveys also show that the average number of missed work days per person for mental health reasons more than tripled between 1992 and 1998, jumping from7.4 to 24.6 days per 100 people, a 200% increase (Vézina & Bourbonnais, 2001).

Questions 62-65

While work stress is a health problem, it has also became an economic problemfor many people and organizations and for society in general. The results of aWatson Wyatt survey conducted in 2002-2003 (which surveyed 180organizations, representing more than 500,000 full-time Canadian__________)show how widespread this phenomenon is among Canadian organizations(Davey, DeBortoli, Parker, & Smolkin, 2003). entitled Staying@Work, psychological disorders are the main cause of short-termand long-term disability claims (for 79% and 73% of respondents, respectively). Moreover, the average length of stress-related absences in the United States isfour times higher than for absences resulting from workplace accidents andoccupational diseases (Webster & Bergman, 1999). As a result, we can assume

that the cost of absenteeism due to stress is correspondingly higher.

Although absences related to mental health problems are, for the most part, addressed in group wage-loss indemnity plans, the financial and human impactsof this type of problem can also be reflected in the number of claims that workerssubmit to the Workers' Compensation Commission. For example, between 1990and 1997, the number of claims accepted by the Commission de la santé et de lasécurité du travail du Québec (CSST) as workplace injuries related to stress, burnout or other psychological factors almost doubled, jumping from 530 to 994cases. The amount of payouts also increased from $1.5 million to $5.1 millionannually
