SECTION AA. The Goal is to formulate a strategy to ensure equitable distribution and universal access to electricity. The components in the strategy is to :1. Increase installed capacity by building more generating capacity by engaging private sector to invest in power generation.2. Invest in improving the existing infrastructure in order to increase efficiency and reduce loses in distribution.3. Work on reforming the regulatory frame in energy sector ot attract foreign direct investment.4. Government should facilitate individual companies to in invest in off grid power generation.5 heavy industries should be encouraged to finance their own energy projects. 5. Heavy industries such as Valco and Tema oil refinery should be resourced to build the own power plants for their use and surplus can be transmitted to the national grid.6. More efforts should be put in finding cheap source of fuel for generation.7. Demand side management should be implemented on a broader scale to reduce consumption during peak hours.8. New heavy industrial project should come with a plans of generation its own energy,9. Constant monitoring of generating units output and reduce downtimes.10. Immediate plans should be taken to implement short term policy of off grid generation to cater for the short fall in the medium term. All stake holder must be engaged in estimation the energy requirement on regional bases. This should be done by consulting the various municipal and district assembles to know the developmental plans for the future and the rate at which the population grows.Seminars and conference should be organized to get a broad understanding of the energy needs and how to build up the countries generation capacity.

SECTION BGhanas economy is growing at a very fast rate for the past ten years. Ghana over relied on the hydropower for a very longtime without looking into the future.Challenges that are likely to face the compact are cost recovery and institutional capacity.Cost Recovery. In Ghana at the moment is facing a challenge with regards to subsides in the energy sector. Ghanaians are not paying the required market price for energy consumed, and this is causing a lot of problems in the industry because generating companies are unable to cover the full cost of generation. If the full cost of electricity is to passed on to the consumer this will cause agitation both in the public and commercial consumers because increase in energy prices will definitely increase the basic commodities for the ordinary man on the street. There the need to find ways of gradually passing the cost to the consumer in order to create a shock in the economy. One of the ways to spend more efforts in getting cheaper sources of fuel. The second most challenging would be on the capacity of the various industry players. Most personnel in the industry are inadequately trained the lack the capacity to implement new technologies which can enhance efficiency. To implement reforms will be a big challenge especially in the big state owned stake holders in electricity generation.Reforms in this sector will mean to enhance efficiency and reduce wastage. This include laying off non-essential staff. this will be a big challenge for the government of Ghana.
