INSTRUCTION TO BIDDERS

01. Prescribed EMD will have to be paid by the Tenderer, which will be accepted by crossed Demand Draft drawn on Bank of Baroda or SBI payable at Ukai. Tender submitted without EMD are liable to be rejected. All Tenderer are strictly instructed that Xerox copy of DD No. of EMD & Tender fee to be sticked on tender cover without which it will be presumed that EMD is not paid and tender will not be considered/accepted.

[B] Tenders documents are in two bids system i.e. “Technical Bid “and “Price Bid (online only)”

[C] Bidders are requested to submit price – bid (Part-II) on-line only and not to submit the price bid in physical form. This is mandatory. If price bid is submitted in physical form, same will not be opened and only on-line submitted price bid will be considered for evaluation.

It is mandatory for all the bidders to submit their technical bid documents by both forms viz. on – line (e-tendering) and physically in schedule time. Tender documents submitted in only physical form will not be accepted and same will not be considered.

03. Tenders received late after prescribed due date & time will not be accepted. Any alternation / modifications to the bids received after opening of the tender shall not be considered unless called for by the GSECL in negotiation.

04. The offer of bidder may be ignored if penalty is recovered from him by competent authority of any power station of GSECL for negligence of work or non compiling the requirement as per Terms and Conditions of work order issued to him in past within last three years .

05. Before quoting the rates in the tender, Party can see the site for correct assessment of work. No ignorance of rate quoted shall be entertained after opening of tender.

06. The offer should be valid for minimum 120 days from the date of opening of price bid. Otherwise offer may be rejected.

07. Chief Engineer (GEN) GSECL-UKAI TPS reserves the right to either accept or reject any or all tenders without assigning any reason any thereof.

08. If contractor’s bid does not meet the pre-qualification criteria, then his offer is likely to be rejected without any reference. Decision regarding this will be taken by the C.E. (Gen.), UTPS and binding to all. CHIEF ENGINEER(GEN) GSECL: TPS: UKAI

BID PRE – QUALIFICATION CONDITIONS FOR TECHNICAL BID

01. Tenderer should also certify that the tender submitted is unconditional tender and specifically remarks “Unconditional Tender” on cover it self.

02. For Technical Bid the Bidder will have to submit following documents.

a. Past executed order copies of same natured pressure part related work carried out in

GSECL, other State Electricity Board and NTPC & other IPP of last five years.

b. Experience certificate for same type of work from GSECL, other State Electricity Board

NTPC & other IPP.

c. Copy of separate P. F. Code Number. PAN Number and receipt of EMD paid.

d. Copy of Service Tax Registration Certificate.

e. List of tools and tackles to carry out the subject work.

f. Schedule- A, Terms & Conditions duly signed on each page, deviation if any clearly be

Brought out.

g. Copy of Special Class Repairer registration certificate from IBR authority should be

attached with the technical bid; offer without the IBR special class registration certificate

will not be considered.

h. Latest Bank Solvency certificate of minimum 20% of estimate cost from any nationalized

bank Technical Bid without above will not be qualified & liable for rejection.

03. The offer without any of the above documents or non acceptance of any clause shall be liable for rejection. In this regard the decision of CE (G) Ukai TPS shall be final & binding.

04. Subletting of tender is not permitted.

05. The bidder has to produce attested photo state copies of the certificate of at least 3 to 4 certified high pressure welders issued by the Director of Boilers along with permission to carry out the high pressure welding work from the Director of Boilers, Gujarat State, otherwise the offer shall be rejected.

06. Bidders must have a team of 40 to 50 persons to complete the work in scheduled time.

Skilled technicians, fitters, fabricators, riggers etc along with skilled supervisors should be engaged at work site. Bidder shall have to submit documentary proof in this regard.

07. Mobilization should be done within seven days from intimation to meet outage schedule

as decided and planned by GSECL.

08. Price bids of technically accepted tenders only shall be opened in the presence of intending bidder after giving due information to them.

SCHEDULE-A

NAME OF WORK: Repairing/Replacement of ECO/LTSH/SH/RH coils & tubes/bends of Boiler Unit no 3, 4&5 (IBR work)

SCOPE OF WORK: PRE SHUTDOWN ACTIVITIES

• Mobilization of manpower for drawing the material from Central store and shifting them to zero mtr. near boiler.

• Cleaning of coil by steam jet and if required, conducting the sponge/hydro test for ensuring thoroughness of coil tubes.

• Erection of temporary platform wherever needed for safe working.

• Shifting of coils to required location by using pulley/winch or any other lifting arrangement.

• Providing of Cassette Baffles & protective sleeves if new available other wise old cassette baffles are to be reused.

• If any minor damage occurred during transportation/Shifting work then same will have to be rectified without extra cost.

(A) Economiser Coil replacement activities:

01 Prior to start of work arrangement of all tools, tackles, lifting arrangement etc. to be shifted at site.

02 Party has to make necessary arrangement to lift new coils for replacement of Rear side of boiler; Economiser is located between 32 to 37 mtr. Elevation from ground level.

03 After cleaning of boiler, 2nd pass, Rear wall tubes (SHH7 to 8 & SHH8 to 9) at 35 meter are to be cut for inserting coils inside boiler. The locations for tube cutting in Rear wall will be decided by the EIC. If any obstructions like attachment, buck stays, bracings are fouling, should be cut. All should be restored after completion of work. No extra payment will be made for cutting and restoration work of plates, attachments, Fins welding, and buck stays etc. and it should be included in the quoted rates. However payment for cutting & re-welding of 2nd pass SCW & LTSH Supply tubes will be paid as per the rate of Economiser/LTSH HP joints.

04 All the diversion plates/SS screens/Baffle plates located in Economiser Upper/Middle/ Lower for reducing FG erosion are to be dismantled & re erected exactly.

05 Party has to remove old cassette baffles from old Assly. & reuse the cassette baffles which are usable in new Economiser Assly, in case of old damaged cassette baffles new cassette baffles will be issued by GSECL. Also in case if the old are required minor repairing then it will be in contractor’s scope.

06 Removal of old/damaged coils from boiler: For cutting of old/damaged coils from headers, exact locations and procedures will be given by the EIC. Old/damaged coils in its complete form with its binder are to be removed and taken out of the boiler. These coils are to be brought to maintenance bay (coil assembly yard) identified by the EIC.

07 Economiser coils which are to be replaced will only be decided as per metallurgy report, past history, task force recommendations & site conditions. Contractor will have to replace all the coils as shown by EIC only.

08 After removal of coils, edge preparation of header/tubes to which new coils are to be welded. Proper locking with lock pin to be done.

09 During the coil fitting work if any minor modification required like straightening of terminal bend, length reduction etc. then same will have to be carried out for proper fitment of coils.

10 All the header cut tubes are to be protected against foreign materials by providing necessary cap or other suitable means as decided by EIC.

11 The assembled new coil is to be inserted inside boiler and positioned.

12 The lifting of coils and welding with the header will be done as per SOW.

13 After welding of new coils with the header, they are to be aligned as per the direction of the EIC. Alignments of coils include maintaining verticality of the coils and welding of locking plates/clamps/space bars etc for coil spacing.

14 The old/damaged coils taken out from boiler are to be stack or dispose as decided by EIC. While disposing old coils to scrap yard the upper coils & lower coils are to be stacked separately as per instruction of store EIC. No extra payment will be done and rates for these shall be included in the quoted rates for coil replacement.

DETAILS OF ECONOMISER COILS TO BE REPLACED ARE AS UNDER:

(1) 210 MW Unit No. 5

Economiser Upper Module:

• Eco. Tube size 44.5. mm x 4.5 mm • Tube material SA 210 Gr.A1 • Coil size 7954 mm (L) x 2730 (H).

• Approx .Weight 2308 Kgs.

• One Eco. Upper module means Bunch of Three to Four coils firmly bonded by clamps & cannot be handled separately.

Economiser Lower Module:

• Eco. Tube size 44.5. mm x 4.5 mm • Tube material SA 210 Gr.A1 • Coil size 7954 mm (L) x 2620 (H).

• Approx .Weight 2418 kgs max.

• One Eco. Lower module means Bunch of Three to Four coils firmly bonded by clamps & can not be handled separately.

(2) 200 MW Unit no.3 &4.

• Eco. Tube size 31.8 mm x 3.6 mm • Tube material SA 210 Gr.A1

• Coil size 8150mm (L) x 2256 (H).

• Weight 618 kgs. (Approx).

• One Coil means only single coil.

(B) LTSH Coil replacement activities:

01 Prior to start of work arrangement of all tools, tackles, lifting arrangement are to be shifted to sites.

02 Party has to make necessary arrangement to lift new coils for replacement of Rear side of boiler; LTSH is located at 42 mtr. Elevation from ground level.

03 After cleaning of boiler, 2nd pass, Rear wall tubes (SHH7 to SHH8) at 42 meter are to be cut for inserting coils inside boiler. The locations for tube cutting in Rear wall will be decided by the EIC. If any obstructions like attachment, buck stays, bracings are fouling,

During shutdown, LTSH Coil repairing activities:

1 For minor damage LTSH coils as decided by EIC Metallurgy & BMD by TTS & visual inspection, Inside repairing work to be carried out as follow.

2 Cutting / lifting / repairing / replacement / alignment & refitting of LTSH coils of upper / lower assembly & terminal tubes.

3 Party will have to cut the eroded/thinned portion of tube / bend and weld the same after replacing the new tubes. Hacksaw/grinder cutting will only be preferred. New tubes / bend will be issued for replacement free of cost. Also plug at header shall be removed and tube joint should be made to make as if new. In addition, plates provided at tube for temperature plugging shall also be removed and damaged portions / bend tubes shall be replaced with new one.

4 Misaligned tubes/bends/coils are to be repaired by straightening or by replacing as decided by EIC.

5 After completion of above work, support/clamps/ lugs are to be provided in their original positions and re-welded. Also cassettes baffles if removed are to be put in to their original positions. Missing baffles are to be replaced by the party without any extra cost.

6 Lifting & refitting of LTSH coil, providing coil support, cassette baffles, alignment of LTSH coil & other related works for repairing of LTSH coils; no extra payment will be made as rates per joints included above all works mentioned.

DETAILS OF LTSH COILS TO BE REPLACED ARE AS UNDER:

210 MW Unit No. 5

(1) LTSH UPPER MODULE:

• LTSH Tube size 44.5. mm x 4.5 mm

• Coil size 8050mm (L) x 2251 (H).

• Approx .Weight 950 kgs. • One LTSH Upper module means Bunch of Two Upper coils firmly bonded with

hanger tubes by clamps.

LTSH LOWER MODULE:

• LTSH Tube size 44.5. mm x 4.0/4.5 mm • Coil size 8050mm (L) x 2760 (H).

• Approx .Weight 1532 kgs. • One LTSH Lower module means Bunch of Two Lower coils firmly bonded with

hanger tubes by clamps.

LTSH TERMINAL TUBE:

• Tube size 44.5mmx4.5mm • Length As per supply

Welding of HP Joints:

1 As directed by Engineer In charge, thinned/damaged tubes/coils will be required to be replaced or repaired. The scope of work of the same will include:

2 Thinned/damaged tubes/coils are to be cut by gas/grinders and removed. Making of approach for cutting the thinned tubes is in contractor's scope for which cutting of refractory box, shields, lowering, lifting of coils or any other method as directed by Engineer In charge is to be carried out without any extra cost. If required, the panel may be needed to be lifted for making access for cutting and welding. For lifting/lowering

of coils and panels, chain pulley and hook chook of suitable capacity shall be used. After repair of coils, they are to be realigned with the rest of the coils which are not lowered for repair.

3 The spool pieces of suitable size are to be cut and edges as per IBR are to be made with the help of grinder. Carry out edge preparation of the tube end to which welding is to be done.

4 Carry out cleaning and facing of the edges with the help of files. Ensure that no cutting debris remain inside the spool piece or the tube to which welding is to be done. Check the face of the edges with right angle.

5 The spool pieces are to be aligned with the tube to which it is to be welded. For alignment of the tubes, clamps and cleats only are to be used. Maintain gaps between joints as per IBR. After clearance from EIC or GSECL Representatives, joints are to be welded by IBR certified HP welder.

6 For root run argon welding shall be carried out invariably. Filler rods and Argon gas to be arranged by party.

7 Electrodes, filler wire and other consumables required for cutting and welding shall be arranged by the contractor. However type of electrodes/filler wires and process of welding will be decided by the EIC.

8 In case any of the joints fails in NDT/Hydraulic test the same will be cut and re-welded, till it passes NDT/hydraulic test without any extra cost to GSECL. In case any stress relieving is required, the same will be arranged by the party.

9 Depending upon the quantum of work party may be required to mobilize extra gangs with HP welders for completion of work in stipulated time period.

10 If required contractor may be asked to repair thinned tubes (notches, local dents only) locally by weld overlays. Coils bends and tube bends are to be inspected for any notch/dents and if required weld overlays should be done. Welding work includes approach making, cleaning, checking, grinding, welding and DPT checking.

11 For every two numbers of built up welds up-to 100 mm each, one joint of Equivalent tube size, on which built up welding will be done, will be paid.

12 In case of major defects in old Joints where cut & Re-weld is required payment of full joint

shall be made and if defects in old joints is of minor nature then one full joint will be counted for such two old joints repairing after re-radiography.

13 After completion of weld joints party shall have to offer for their complete weld joints every day with clear identification & approach to weld joints as per the format decided by EIC. Only the offered weld joints are to be counted for billing purpose. GSECL will take 100% radiography of weld joints at his own source however party will have to arrange for radiography of about 10% of joints at his own cost for IBR formalities. Party will have to assist our metallurgy staff for identification of weld joints and proper approach.

14 As the work is to be completed in schedule time, the party has to remove insulation / cover plates etc. and after completion of work new hooks on boiler tubes are to be re-welded.

15 The work also involves replacement of drain lines, vent lines & HP valves. The payment for which is made based on the line sizes as mentioned in Sch-B. The necessary clamps and hangers for expansion & support to be provided party without extra cost.

FINS WELDING OF SCW OF 2ND PASS:

01 Required size of flats should be used to fill the gap between two adjacent tubes of extended water wall or SH wall by welding such a way that weld metal should not deposit on tubes and no gaps or holes between two tubes exists and no outside air enter inside the boiler.

02 Running meter means running meter length of welding length of fin shall be counted.

03 Required steel rods / flats should be issued by GSECL free of cost from main Store / Site store.

04 Hooks are to be provided on fins / tubes for fixing insulation sheet.

05 Fin welding is to be done with 2.5 mm electrodes and low current only. Fin welding shall be carried out by certified welders only.

06 After welding of the joints or fins, cleaning of the weld material to be done by the welder by welder chipping hammer.

07 GSECL will check the fin weld joints by DP test and if any abnormalities found in fin welding then same will have to be repaired/reweld without any extra cost.

CS/SS SLEVES & CASSETTE BAFFLE WORK: 01 Party will have to provide C.S. / S.S. sleeves on bend / tubes / screen tube as the case

may be. It should be fitted in such a way that there should be no air gap between bend & sleeve and after that sleeve clamps should be properly fixed & tack-welded with tubes. Sleeves are to be fitted on bends & straight tubes on various erosion prone locations as per instruction of Engineer-in-charge. Sleeve will be issued free of cost by the GSECL from its main Store / Site store.

02 If required, party shall have to remove old sleeve and provide new sleeve & same are to be clamped property, also sleeves to be provided on new bend. This should be done as per instruction of Engineer-in-charge. For this, sleeves will be given free of cost by the GSECL.

03 Party will have to carry out the work of old damaged cassette baffle of installed coils for which 5 nos of sleeves Qty for one cassette baffle will be considered.

Overhauling of De-Super heater of SH and RH:

01 Removal of insulation from de-super-heater headers of SH & RH. 02 Cutting hand holes and radiography plugs for inspection of liners and nozzles. Quantity in

Alignment/Reinstallation of Eco/LTSH/SH/RH Coils.

01 All the coils of platen ECO,SH, CRH, HRH,LTSH etc are to be checked for their alignment. If found mis-aligned, they should be re aligned by lifting,shifting,repositioning & by providing proper locking arrangement.If required spool piece/straightening/providing new vibration scrubbers etc. If spool piece provided, 100% radiography is to be carried out in case of CRH and HRH by met section.. In case of spool piece replacement, weld joint payment will be given extra as per schedule ‘B’.

02 In 200 MW Unit no 3&4 the economizer coils required to be aligned to prevent flue gas erosion.

03 Necessary scaffolding, platform for lifting arrangement will have to be done by party. 04 Removal and refitting of skin casing insulation of side and back panel, backstay etc. and

any allied works are in contractor’s scope. 05 All the diversion plates/SS screens/Baffle plates located in LTSH Upper/Middle/ Lower

for reducing FG erosion are to be dismantled & re erected exactly. 06 Lifting of modules in such a way that while lifting new and adjacent modules and other

Pressure parts should not get damaged. 07 All HP joints are to be offered for Radiography. If any defects are found in Radiography,

re-work should be made free of cost. 08 Alignment of new modules and welding the same with connecting headers. 09 Some PSH/RH coil loops are in plugged conditions, It should be reinstall as per

Instruction of EIC.

Removing of Foreign Material from SH / RH Header

01 Locking of SH/RH header & piping with the temporary supports & by locking hanger supports in such a way that pipe can be removed from its position after cutting & can be taken in original position after re-welding.

02 Party shall have to cut the bend/End cap OF SH/RH/SCW Header pipe of about 1.5 meter length by grind cutting in such a way that the same pipe can be re-welded without any new spool piece.

03 After removal of bend/cap, the party shall arrange to remove all iron pieces, tubes and any other foreign material from the SH/RH/SCW Header by suitable arrangement & if required by sending a man inside the header, in presence of GSECL Engineers.

04 Party shall have to prepare ‘J’ edge / ’V’ edge as per instruction of Engineer in charge. The alignment / fitment of bend shall be inspected by GSECL representative before welding of the bend in its position.

05 Party shall have to carry out welding of bend/Cap by deploying IBR approved method of pre heating, argon root run, Arc welding, post heating etc. as per the instruction of GSECL Engineers and in presence of GSECL representative.

06 Party shall have to arrange for radiography of weld joints at his own cost for final welding as per instruction of GSECL Engineer & shall get the approval for the same by GSECL Metallurgy Engineer.

07 Welding is to be carried out by employing sufficient Nos of IBR approved HP welders. The test of HP welders shall also be carried out by GSECL before they start welding work.

08 In case of any defect is noticed in weld joint during radiography test the same shall be rectified and re-radiography of the re-weld shall be arranged by the party to the satisfaction of GSECL Engineer in charge.

09 Stress relieving of both the joints shall be carried out by the party after sufficient cooled down of weld joints as per IBR / BHEL recommendation in presence of GSECL representative.

10 The necessary records / documents for the activity of stress relieving and radiography of the weld joints shall be handed over to GSECL.

11 Temporary support cutting & unlocking of permanent hangers shall be done by the party as per instruction of GSECL Engineer before CRH / HRH header and CRH / HRH piping system is put in service.

Mobilization & Demobilization Mobilization period: Seven days time shall be allowed from the date of receipt of telegraphic / fax letter / letter for mobilization and mobilization of contractor’s men, material etc. at works site before 2 days of AOH / COH. Mobilization Charges will be applicable after complete mobilization at site and certified by EIC. After complete mobilization, if it is not possible to stop the machine (Unit) for overhauling after 5 days of schedule date of overhauling, Demobilization Charges will be applicable. Mobilization of above shall be taken note. Any shortfall affecting the work shall attract deduction of penalty at the rate of Rs. 5000/- per day.

De-Mobilization period: Five days time shall be allowed from the date of scheduled completion of AOH / COH in all respect of contractor’s men, material, crediting of scrapes etc. at works site.

TECHNICAL TERMS & CONDITIONS:

01 For HP welding only those welders are to be permitted to job who possess the valid certificate of current period from the office of Director of Boilers of any state in India, for the concerning tube material, so the contractor should also take care of this. HP welder deployed should be endorsed by Dir. of Boiler (Gujarat), and before start of work welder also have to be tested and approved by GSECL.

02 Contractor will not be allowed to start the job till the agency is approved by the Dir. Of Boiler (Gujarat). For each Unit party has to take permission for SOW from Dir. Of Boiler (Gujarat) 07 days in advance of date of start of OH or as per the instruction of EIC.

03 Party will have to bring and use special welding electrodes for different metals and as per instruction of Engineer-in-charge. All the IBR formalities and relevant guidelines for weld joints to be strictly followed. Only D&H make / Advani-Orlikon makes welding electrodes are to be brought other equivalent make are not allowed.

04 All general purpose electrodes, special electrodes for different metals and HP joints, welding electrodes as approved by GSECL.

05 IBR welder will be arranged by the party. All the welding of tubes and attachment fins etc. shall be carried out by the IBR approved welders only.

06 Skilled persons who are acquainted with Boiler pressure part work shall be engaged by the contractor for the work.

07 The party shall have to engage Diploma/Degree holders who will be fully authorized by the party for liaison with GSECL for smooth execution of the contract

08 GSECL will take weld joint test for H.P welders and other appropriate test for skilled persons.

09 Party has to carry out all the joints as per IBR norms and as per instruction of EIC. Violation in any quality work will be penalized Rs. 1000=00 per occasion.

10 Party will have to offer weld joint for third party radiography work progressively day to day on completion of weld joints.

11 Contractor will have to deploy minimum 3 to 4 H.P welders for different zone / areas viz. Economiser coil, LTSH Coils, and required attachment welders, cutters, fitters for pressure part work in sufficient strength.

12 For root run argon welding shall be carried out invariably.

13 Getting approval of IBR welder and work of pressure part welding are the responsibility of contractor only and work should be started after getting approval of IBR authority only.

14 Running meter means running meter length of welding length shall be counted for payment purpose.

15 Required welding electrodes are to be brought by the party with prior permission of Engineer-in-charge.

16 The contractor can arrange pre-arrangement i.e. before shutdown like shifting / lifting of materials from stores to working floor and made available after finishing ready to expedite the work in time limit schedule. This advance arrangement period shall not be considered / included in time limit period.

17 The contractor’s resources will be available round the clock during overhauling period on all working days and holydays to meet the target and time schedule. For this, resources may be arranged in three shifts.

18 Party has to submit details of tools, tackles and manpower available with him before staring of work and day-day progress report with man power is to be submitted to Engg-in –charge every next morning. Engg-in-charge will review work progress, tools tackles & manpower working and if any delay found due to any of above factors then same will have to be arranged by the party immediately.

19 Party shall have to arrange adequate tools, tackles, skilled persons to meet scheduled overhauling within time limit. At any time if GSECL feels that progress of work is unsatisfactory, another agency / personnel shall be put in parallel for expediting the work, cost of which shall be recovered from the party.

20 The quantity of work may vary Unit wise or as per site requirement. The payment will be made as per actual work done only.

21 The scope of works includes carting of materials from the GSECL main store / sub store as the case may be and as directed by GSECL Engineer for which no extra payment shall be made for transportation.

22 The lighting is to be arranged by the party. The GSECL shall make arrangement for providing power supply to the contractor for working their equipments, tools etc. as and when required as decided locations / points by Engineer-in-charge. The contractor may arrange ICTP switches and ELCBs. Further distribution shall be at the cost of contractor. Floods for lighting will be arranged by GSECL as and where required. However contractor at his cost shall arrange 100 Watts / 24 Watts bulbs.

23 Party will have to carry out all inside sufficient illumination with 1000 / 2000 W Helogen flood light for proper inspection of Boiler pressure parts in all zones of LTSH/ECO. Etc.

24 REPEAT ORDER: Bidder may please note that GSECL reserves the right to place repeat order for whole work order or part of work order qty. at the same rates, terms and conditions accepted against this tender.

25 TIME LIMIT:

The overall validity for the work contract is 18 months, counted from the date of Commencement of the work. The time limit during AOH is 25 days & 35 days for COH per unit.

26 This is a rate contract for a period of 18 months. GSECL reserve the right to extend this contract for further six months as deemed suitable, considering the balance quantities yet to complete and it will be binding to the party. The rates and other terms and conditions will remain same as per original order for the extended period. Rates quoted are firm hence no price and labour escalation will be applicable.

27 The period of contract shall be 18 months. However the duration of the shutdown of any unit may be decreased or increased as per the site conditions for which party will have to arrange sufficient resources to handle such situations.

28 07 days time shall be allowed from the date of receipt of telegraphic/fax order/letter for mobilization of contractor man, T&P etc. Commencement date for Starting the work will be reckoned accordingly or from the date contractor is permitted to start the work.

29 The Engg. In Charge has the every right to deduct a maximum level of 10% of the contract value for poor workmanship or for a considerable delay in the completion of the job.

30 The work carried out against this work order / tender shall be guaranteed for a period of (03) Three months from date of synchronization of unit. After synchronization of unit/re-commissioning of equipment/system, if any problem arises for the work carried out, it shall have to be set right by the contractor without any extra charges to the GSECL.

Contractor should attend any defect contributory to their faulty workmanship during the trial run and re-commissioning of equipment / system / unit, and set right without any extra charges to the GSECL. If rectification is not carried out in time as instructed by Engineer-in-charge, the same shall be carried out by GSECL by engaging GSECL staff or any other agency and cost of which will be recovered including supervision charges from the contractor’s bill as per Corporation’s rules.

31 Required special purpose or general proposed electrodes, special electrodes for different metals and HP joints, welding electrodes as approved by GSECL are to be supplied by party at his own cost.

32 Party has to submit detail report for material issued and used with location & detail measurement to Engineer-In-charge. Joint Measurement will be taken in presence of GSECL’s supervisor or engineer-in-charge. The signed joint measurement sheets will have to be submitted along with bill invoice.

33 Party has to come-up with concrete suggestion in writing to solve any problem observed in running unit previously related to work awarded. If no improvement observed in performance, dealing with party will be stopped in future.

34 Contractor or technically qualified authorized person has to remain present at site & if it is observed that work is carried out under GSECL’s supervision in his absence. Penalty of Rs. 1000/- per day will be imposed.

35 Any work related to contract awarded is not mentioned in the scope and is required to be carried out then the same will be in the party’s scope at no extra cost.

36 GSECL reserves the right to forfeit the security deposit in case of any breach of contract. 37 The contractor shall have to arrange to remove the day-to-day scrap materials from site

and credit to GSECL main store / site store as per instruction of Engineer-in-charge. The site must have to be cleared before starting / commissioning of equipments / unit; otherwise the amount of Rs.5000/-or actual whichever is higher will be recovered from contractor’s bill without assigning any reason in the event of non-removal of scraps.

38 The contractor shall adhere to safety practices against hazardous and unsafe working conditions and shall comply with the safety rules in force from time to time of GSECL, Ukai TPS. The contractor has to arrange for 24 V transformer/battery to be utilized as safety equipment while carrying out the work inside of equipment/at higher elevation. All lifting tackles to be utilized are tested as per norms & test certificate to be shown on demand for safety point of view.

39 Unit wise detail material account statement is to be submitted to Engineer-in-charge after work completion, without which bill cannot be processed. Delay in processing the RA/Final bill due to non submission of material account is the contractor’s responsibility.

40 In case size of the pipe / Tube is other than as specified in Schedule-B, then payment shall be done at the rate workout by following formula:

Rate for pipe / Tube= OD X thickness of pipe / tube to be weld X rates As per Sch-B OD X thick of pipe / Tubes as specified in sch. B 41 The rates given in schedule-B will be firm till completion of work in all units. Any type of

price escalation will not be allowed against this contract.

SCOP OF SUPPLY (A) SCOPE OF SUPPLY BY GSECL:- 1. Electrical connection for lighting, welding sets, electric winch etc. at required locations

free of cost. Necessary extension from related supply is to be done by contractor without extra cost.

2. All spare parts - All the Coils, boiler tubes, sleeves, steel material, angle-flat, rods, refractory, M.S. plate, insulation will be given free of cost by GSECL. However the contractor shall submit the requisition four day in advance.

3 Sky climbers will be given but their servicing before and after use will, however be the responsibility of the contractor. Safety lock should be used for safety purpose.

(B) SCOPE OF SUPPLY BY THE CONTRACTORS:- It will be the responsibility of the contractor to supply the following items, for which no additional payment over and above the quoted rates, will be made to him on account of these items.

1. Welding Electrodes, filler wire and other consumables required for cutting and welding shall be arranged by the contractor. However type of electrodes/filler wires and process of welding will be decided by the EIC.

2. For argon welding filler rods and Argon gas to be arranged by party. 3. Party shall have to arrange adequate tools, tackles, skilled persons. 4 All consumables like cotton waste, cloth, kerosene, diesel, petrol, rustolene, argon gas,

soft wire brushes, cotton-waste, rustolene cloths etc. 5 Tools/tackles such as welding machine, chain pulley blocks, gas cutting sets, portable

grinders, drills, grinding wheel. 6 All normal T&P like welding sets, grinders, safety belts and PPE, hand tools, motor

operated winch, EOT crane, pulleys, pulling and lifting machines, cutting and brazing torches, safety appliances, Tig welding equipment with consumables etc. For removal/re-installation/replacement of air pre heater heating elements, sector plate etc. at least two nos. of electrically operated winches are to be provided by the contractor for timely completion of work

7 Works pertaining to pressure parts rectification/repairs, samples piece removal/rectification with reference to RLA/Acid cleaning/MET. Department reports are to be carried out as per instructions of Engineer in charge of GSECL without any extra cost.

8 IBR works welding electrodes. (A) D&H make supratherm Spl. or equivalent make of adequate size and of fresh

stock. (B) D&H make Cromotherm-I/II or equivalent make.

09 General purpose welding electrodes AWS-6013 ISI marked. 10 GSECL will provide workshop facility together with operator in GSECL workshop

premises as and when required and as decided by the Engineer-in-charge for minor repair as the case may be for GSECL. To and fro transportation of spares for repair at workshop will be arranged at your cost.

11 All the measuring instruments, like precision level with 0.02mm. Least count, micrometer, venire etc. Aluminum channel, finger tab, lifting and pulling machine, jack, sling, D-shackle etc.

TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS AND OTHER RELATED MATTERS TO BE INCORPORATED IN THE TENDER DOCUMENTS

1.1 Wages to be paid and time of payment etc. by the Contractor.

1.2 The contractor shall pay minimum wages per day or as may be specified hereafter or rates fixed under the Minimum wages Act, whichever is higher. The wages of every contract labour employed by him under this contract shall be paid him before the expiry of 7th day of the last day of the month in respect of which the wages are payable ( i.e. wages of a month have to be paid by him in the first week of the next month). The payment shall be disbursed in the presence of management Representative during the working hours in factory premises and the contractor shall get the certificate in the register of wages by the representative of the Corporation. Any default will result in cancellation of contract forthwith or else the contractor shall be punishable to the extent of Rs. 400/- fine per each day.

1.3 The contractor shall give his telephone number and address to the Corporation so that in case of labour disputes etc. the contractor can be contacted. The contractor shall arrange to have his office outside the factory premises and the contractor keep himself present through out the working hours

02 Labour Laws:

2.1 Person below the age of 18 years shall not be employed for the work.

2.2 No female worker shall be employed in the night shift between 7 PM to 6 AM.

2.3 Contractor shall maintain a valid labour license under the Contract Labour (Regulation and Abolition) act-1972 for employing necessary manpower to be required by him. In the absence of such license the contract shall be liable to be terminated without assigning any reasons thereof.

2.4 The contractor shall at his own expenses comply with all labour laws and amendment made from time to time keep the Corporation indemnifies in respect thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply with are as under:-

2.5 Payment of contribution by way of Employees (contractor Labour) as well as employer’s (contractor) Contribution towards Provident Fund, Family pension scheme, Employees Deposit linked insurance scheme, Administrative charges, inspection charge etc. at the rates made applicable from time to time by government of Gujarat/Government of India or other statutory Authority.

2.6 Labour engaged by you shall be entitled for Earn leave as per the provision laid down in factories Act. 1948. Contractor shall extend the facility of E.L. as per the provision laid down in factories Act and shall also have to maintain leave records in prescribed form under factories Act.

2.7 No labours are allowed to enter in power station premises who do not have Identity card prescribed under Factories Act.

2.8 Contractor shall have to comply with the Maternity Benefit if he happens to engaged female labours as per the provisions of the Maternity Benefit Act.

2.9 Contractors shall have to obtain Insurance of the labourers engaged by him to carry out contractual work before commencement of work under workmen’s compensation Act.

2.10 P. F. code Number: The contractor shall have to submit the details of his own P.F code number along with offer from appropriate authority. Without P.F. code No. the tender is likely to be disqualified.

2.11 Provident Fund & Family Pension Schemes

The Contractor shall submit along with his bill (month-wise) a statement regarding deductions at the rate of 12% of the wages against employees provident Fund & Family Pension Scheme in respect of each concerned employee. (or at the rate made applicable by the Government from time to time) of the wages. The contractor’s contribution and his workers contribution towards Provident Fund and Family Pension Scheme shall be deposited by the Contractor with Regional Provident Fund Commissioner, Ahmedabad or to the authority prescribed under the Act along with the other charges applicable.PF challan submitted with R.A Bill.

2.12 If any workman engaged by contractor meets with fatal or non-fatal accident while on duty then contractor shall be liable to pay compensation Act as per employee’s compensation act 1923

2.13 Employees Deposit Linked insurance Scheme: The contractor shall have to deposit ½% of the wages in respect of employees who is member of the Provident Fund as the contribution to the Deposit Linked insurance scheme with Regional Provident Fund Commissioner, Ahmedabad or concerned P.F Office

2.14 The contractors should pay prevailing minimum wages to the labourers engaged by him as per the minimum wages Act in presence of the corporations authorized representative.

2.15 Administrative Charges:

Administrative charges for maintaining provident fund A/c. shall be deposited by the Contractor with Regional Provident Fund Commissioner, Ahmedabad or concerned P.F Office at the rates applicable.

2.16 Labour License for Labour Contract:

The contractor shall have to obtain the labour license (if applicable) under contract Labour (Regulation & Abolition) Act from the appropriate authorities before commencement of work

2.17. Contractors shall have to issue the contractual appointment letter for a specified period to their labour engaged during the contract period each and every instance & should narrated clear cut terms and conditions for the liabilities of the concerned employees.

2.18. After completion of contract work, the work completion certificate is required to be produced before the DGM/IRO for the purpose of no dues certificate and cancellation of gate passes issued to the contractor’s work men at the time of execution of the contract work.

2.19. The contractor shall have to maintain all the relevant records under labour laws as mentioned here in above and keep ready for verification by the corporation’s authority as well as the authority of the Govt. official as and when asked for the verification.

2.20 The contractor shall have to produce/submit the original copy of wages register/muster roll and relevant record under labour law for the contract work as & when demanded by the corporation for statutory compliances if arise in future.

The above are some of the major liabilities of the contractor in addition to other liabilities prescribed under the various labour laws in force from time to time from statutory Authorities like state Government/Government of India which the contractor shall have to comply with.

03 Paid Leave Facility:

Paid leave facility at the rate of one day for every twenty days worked by the contract labour shall be provided by the contractor to his workers. He shall maintain Leave Records/Leave Cards, for individual laborers which shall be duly verified and approved/certified by the authorized officer of the Corporation.

The contractor shall cover all his employees under workmen’s compensation Fund & under the employer’s liability insurance.

05 Maintenance of registers & records:

The contractor shall employ adequate number of experienced staff at site for daily supervision and for maintenance of various registers and records required under the law and contract. No payment for supervision shall be admissible.

06 Contractor to indemnify the Corporation:

The contractor shall indemnify the Corporation and every member officer and employees of the Corporation also. Engineer-in-charge and his staff against all action, proceedings, claims, demands, costs and expenses whatsoever arising out of or in connection with matters referred in herein above elsewhere and against all actions, proceeding claims, demands, costs and expenses which may be made against the Corporation or Government for or in respect or for performance of his obligation under the contract documents. The Corporation shall not be liable for or in respect of or in consequence of any accident or injury to any workmen or other person in the employment of the contractor or his sub-contractor, and the contractor shall indemnify and keep indemnified the Corporation against all such damage and compensation and against all claims, demands, proceedings costs, charges and expenses, whatsoever in respect thereof or in relation thereto.

07 Workmen’s Compensation and Employer’s Liability Insurance:

Insurance shall be effected for all the contractor’s employees engaged in the performance of this contract. If any of the work is sublet, the contractor shall require to provide workmen’s compensation and Employer’s Liability Insurance for the sub latter’s employees unless such employees are covered under the contractor’s insurance.

08 Corporation’s Right to Terminate Contracts:

The Corporation reserves the right to terminate this rate contract at any time during its pendency without giving notice of termination or any reasons thereof.

09 Corporation’s Right to Deduct from Contractor’s bills: The Corporation will be entitled to deduct directly from the bills, to be paid to the contractor any sum or sums payable by contactor & which sum/sums the Corporation is required to pay as a principal employer on account of contractor’s your default in respect of all liabilities referred to in above clauses.

GENERAL TERMS AND CONDITIONS

01 The ‘Contract’ means the documents forming tender and subsequent agreement that may be entered into.

04 The general rules & regulations of the corporation for tender and contract for works will apply to the extent the same are not modified herein. Any other rules and regulations, conditions etc. That are in force at present and that may be formed be the corporation from to time in connection with contracts will be blinding and acceptable to the contractor.

05 Sub-letting or transfer of contract without prior written approval of corporation will be treated as a breach of contract it well be punishable by forfeiting the security deposit as well as termination of contract.

06 Chief Engineer (G.)TPS,GSECL,UKAI reserves the right to reject any tender (s) without assigning any reasons thereof.

07 The successful tender will have to pay total 5 % of the order value as Security Deposit is to be paid by D.D. within a week time on receipt of LOI.

08 The contractor shall hold the corporation indemnified against and in respect of any claim (S) arising out of injury to any person(S), loss of life, workman’s compensation or any other claims whatsoever. The contractor shall be responsible for any damages to any property of the corporation due to negligence of the contractor or his employees. The corporation will be final and blinding to the contractor.

09 The contractor shall submit his Sales Tax registration number and same should be quoted on all his bills.

10 The contractor will have to enter into an agreement with the corporation and the cost of the stamped paper shall be borne by the contractor, the contractor shall also have to execute an indemnity bond on required value of stamped paper as per the corporation rules. The cost of the stamped paper shall be borne by the contractor.

11 Arbitration Clause : " All questions " disputes or differences what so ever which may at any time arise between the parties to this agreement in connection with the contract or any matter arising out of or in relation there to, shall be referred to the Gujarat public works contract dispute Arbitration tribunal as per provision of the Gujarat public works contract disputes Arbitration Tribunal Act, 1992”.

12 The party shall strictly observe all the Labour Laws and Factory acts in existence and amendments made from time to time.

i) Party shall have to strictly observed all Safety rules as per the Factories act 1948 and whatsoever amendments made from time to time to avoid any chances of accidents. Contractor shall have to strictly follow the instructions of Safety Officer.

ii) The safety precaution issued vide this office Circular no, CCUT / Safety / 4 / 90 / CIR / 345A dtd.14-12-90 are applicable to this contract also and to be followed strictly.

iii) Before starting the contract, it is advisable that party should have the documents for insurance of workers.

13 The work shall be completed within stipulated time. If required, party shall have to work round-the-clock to maintain the work schedule.

14 Payment shall be made as per actual work done only. N.O.C for labour law compliance in respect of labour engaged by the contractor for the work form H.R.Dept.is to be submitted along with bill.

15 The contractor shall have to take all necessary precautions to avoid fire during, cutting,

welding etc. In case of any shouldering fire, the same should be extinguished by contractor immediately using their own labour, tools water and buckets ect.

16 The party shall arrange his own adequate tools and tackles, welding accessories drilling machine, girders, scaffoldings lighting materials including lighting transformers as pre IS-1416 etc. required for the work included in Schedule-A.

17 Party shall have to arrange all consumable, including required kerosene, rustolene, paints, grinding wheels etct at his own cost.

18 An authorized and technically qualified representative of the contractor must be available at site white the work is going on. The address of the representative should be submitted to this office so that party can be contacted whenever required in connection with execution of the work.

19 Scaffolding material, if available with GSECL will be issued on chargeable basis, otherwise contractor will have to arrange for the same at his own cost. After completion of work scaffolding is to be removed immediately.

20 After completion of work .Working area and surrounding area should be made clean by removing M.S. debris and all types of scrap etc. Scrap should be credited to main store and should be dumped at place shown by E.E. (Stores).

21 Electrical connection & consumption will be given free of cost at one mutually agreed point.

22 Oxygen / Acetylene gas if available, will be issued on chargeable basis from GSECL main store, otherwise the party has to arrange on its own. The empty cylinders should be returned to main store within stipulated time.

23 Party shall submit daily progress report for the work carried out by them.

24 The contractor, if desires, can seen the plant and site of work with permission of undersigned on any working day during working hours.

25 Party has to carry out the work at site only.

26 “OH & Management System Requirement:

It is to be noted that GSECL Ukai TPS is establishing and implementing Occupational Health & Safety Management System complying with OHSAS 18001:2007.

You as a part of the GSECL Ukai team and as defined by the scope of mentioned standard, all contractors are required to comply with and participate to prevent the occupational Health and safety hazards and risks including observation of safety rules. Further you are also to comply with all applicable legal requirements while executing the work, in case the job is assigned to you.
