    Position of Service Leads, l'uses, Sdeters, etc.(a) The Supply Authority shall have the right to decide as to time most

    suitable position for fuses, circuit breakers, indicators and meters and terminationcif service leads. (b) Time position of service fuses shall be as close as possible to thepomt where time mains touch the building, but one in which they may be reneheci bya short ladder for replacing fuses. Service fuses shall he of an approved type andunless weatherproof must have weatherproof protectioim. (c) The meter board shalllie fixed in a position approved by the Supply Authority, protected from the weather,out of dooms or elsewhere a eressible to the Supply Authority at all reasonable tinses.(d) In large buildings all circuits must be brought to one central point, as may boarranged with tIme Supply A uthonity, where the supply will enter and the necessarymeter or nieters be placeil.     storey of a multiple storey structure. (2) The consumer's mains shall be of sufficientlength to allow of their ends being properly connected to the aerial leads at the pointof attachment. Loops shall he left on the mains for the insertion by the SupplyAuthority of its meter, cut-outs, or other apparatus. (3) Where the M.E.N. systemis likely to he used, the consumer may be required to provide an earth wire with thephase an ci neutral mains. (4) At the point of attachment the consumer's mains shallbe provided with a suitable belimouth or other approved fitting. The use of por-celain hushes univ be prohibited by the Supply Authority.

    Fixing the Leads in Fuses, Meters, etc.Only an employee of the Supply Authority may insert the ends of the

    eonsuuier 's wiring into any service fuse, meter, indicator, current limiter, or otherdevice, the property of the Supply Authority.

    Property.The service ua ins and fuses, meters, and apparatus supplied and fixed by

    the Supply Authority on time consumer's premises shall remain the property of theSupply Authority.

    Nature and Protection of Consumer's Mains.rylle conductors between the point of attachment and the consumer's nmaimi

    switch shall be equivalent to C.M.A. 250 volt grade insulation, without joints, shallbe enclosed in steel conduit screwed if exposed to weather, shall be stranded and ofadequate sertional area, wInch in no case shall he less tliami that of 71.03Gm. cable,or shall be protected in such other suitable manner as may he a greed with thebuppiv Authority.

    Fuses.'l'he fuses fixed by tIme Supply Authority on the mains side of the meter

    ray or may not be sealed by the Supply A uthiority hut they shall not in any casehe interfered with by the consumer who must provide suitable fuses on the loadside of the consumers main switch.

    Inspection of Installations.Before any installation is connected to the supply mains and before altera -

    tins or additions to an installation arc connected, they shall lie inspected by theSupply Authority once free of charge. [f defective, connection shall not be macicuntil the defect is remedied, mind a nminimnumn charge of five shillings may lie made forthe second inspection, and ten shillings each for any subsequent inspections.

    Service LeadsAerial.The Supply A uthoritv shall take its aerial service line to the point of

    attachment where the point of attachment is not a greater distance than 60 feet fromthe point where the service line would cross the street alignment boundary. Wherethe distance is greater than 60 feet time Supply Authority many insist upon the con-sumer installing his own a erial line from the distance of 60 feet to the approval ofthe Supply Authority. Where th Supply Authority carries out the installation timecost of same shall be charged to the consumer beyond the said distance of 60 feet.

    Service LeadsUnderground.(1) \Vliere the Supply Authority considers it necessary to instal imnd em'-

    ground service cable to tIme consumes's terminals the same shall be laid by theSupply Authority and tIme cost thereof from the building alignment boundary shallhe charged to th consumer. (2) Where the consumer has requested that tIme serviceleads be installed underground and the Supply Authority has approved tIme SupplyAuthority may charge to the consumer time cost between the point of connection tothe Supply Authority 's mains and tIme consumer 's terminals.

    Conductors not to be Earthed on Consumer's Premises.Except where the M.E.N. System is used, no conductor in the consumer's

    installation, other than an earthed conductor, shall be connected to earth and allconductors shall be equally insulated as provided iii the S.A.A. Wiring Rules.

    Supply to Large Premises.Where supply is charged for premises of considerable size or with a large

    or a fluctuating load and time Supply Authority cleemns it necessary to instal trans-foriners at the site, the consumer shah provide an accessible space and enclosure tothe satisfaction of the Supply Authority for the transformers, switchgear and associ-ateci apparatus. The Supply A uthoritv shall have the right to use such equipmentin the usual manner for supply to other 1-ousumners.     Separate Supplies at Different Rates.(I) Where it is required to provide for the separate metering ot cnrrent

    supplied at different rates, the installation shall be divided into separate and distinctcircuits, which must not he bunched, and all wall plugs, connectors, and the likeshall he of such different types that it shall not be possihile to connect apparatnschargeable at a certain rate to any part of the insta liation conveying current charge-ahle at a lower rate. (2) No lampholder shall he eoiineeteci to any circuit, thesupply to which is given at power or heating rates, except (as Iiro\lcled in the WiringRules of the Standards Association of Australia) in the case of pilot lamps, which,however, shall he fitted wiTh miniature screw base pockets, and shall he so installedas to render it impossible to use theni for general illuminating purPoses.

    Starting Currents of D.C. Motors.TIme starting currents of D.C. motors shall not exceed I tinies full load

    (1) Motors driving pulsating loads such as reciprocating punnps, refrigera-tors, air conmpressors, etc., shall he fitted with a fly wheel or other device so thatthe load current taken by the motor does not fluctuate more than plus or minus 10pci' cent, of the ma aimi ba d current. (2) Other apparatus such as welders, furnaces,instantaneous water heaters, cooking apparatus, etc., which causes rapid changes indemand, shall not be connected without tim prior consent of time Supply Autlioritwho may refuse to connect such apparatus where a variation in the load may ua dulyinterfere with time supply to other consumers.     Rates.Subject to the Act the Supply Authority may charge such rates for the

    supply of electrical e c' rgva s may be set out in their Schedule of Rates and/or con -tract turin or in any a greement governing the supply. Sueb rates may include aInininiula charge not exceeding I Os. pci' month.

    Meter Readings.Thc reading of the meter or other measuring device provided by the

    Supply Authority shall be accepted as priaia facto evidence of the quantity of elec-tricity consumed. If the meter or other measuring' device fails to register, or isfound to he inaccurate, the account for the period since the last account was renderedshall be read;justed at the option of the Supply Authority upon the basis of:(a) Theaccount rendered to the consunier for the corresponding period of the previous year;(b) Tue account for the last preceding' period, a reasonable allowance being made forany known variations in the demand; (c) The test certificate of the meter.

    Testing of Meters.The Supply Authority shall have the right to test meters atanv time, and

    adjust the consumption for the current period on snch test. The cost of testing suchmeter shall he borne by the Supply Authority, unless the meter is tested on the com-plaint or at the request of the colisunler, in which case a testing fee of i35. shall bepaid before the meter is tested. If it he found on testing that the meter is morethan two per cent, fast, a refund of the testing fee a hove shall be made to the con-sumer. Meters shell bc considered correct if, on testing, they are found to registerwithin two pci cent, of the Supply Authority's standards, and n adjustment ofaccounts shall be made. All outstanding accounts shall be paid before the test ismade.

    \pparatns, Interrnptioiis, Responsibility.The Supply Authority (a) Shall have the right at all reasonable times to

    cuter the premises of thc' consumer to inspect and test the installation and tile SupplyAuthority's meter nail to remove any of the Supply Authority's property; (b) Mayat any tune interrupt the supply to make a test or to effect alterations, or repairsto the Supply Authority's system, or for any other purpose; (e) Shall not be respon-sible or liable for any injury, damage or loss of any kind to the person, property,or business of the consumer, or to the consumer's lamps or apparatus, resulting fromlire or otherwise, through tIme supply of electricity or through interruptions ordefects of supply due to storm, accident, or breakdown of plant or mains or forceala 0100

    Disconnections,The Supply Authority shall have the right to disconnect without notice

    if the consnnmer:(a) is in arrears in payment of account; (b) his installation isfaulty; (e) uses the service in cm way that interferes with the general supply to otherconsumers; (6) uses apparatus not nuthorised by the Supply Authority; (e) connectsincreased load without first obtaining the consent of the Supply Authority; (f) inter-feres with the seals, fuses, meters, or other apparatus the property of the SupplyAuthority; (g) becomes bankrupt or assigns his estate for the benefit of his creditors;or (Ii) fails to conform te these regulations and to the conditions on tile contractform in any way.

    Reconneetions.If the supply is disconnected for any of the reasons contained in regulation

    278 the Supply A utliorit may make a charge of Ps. which shall be paid before re-connection is made.

    Consumer's Liability for Loss.The consumer shall be liable for loss by fire, damage, 01' theft of the meters

    01' other apparatus lured from or loaned by the Supply Authority on the consumer'spremises, or which may be on the consumer 's pl'emises in connection with the supplyof current to the consumer.

    Extension of Mains.If tIme supply to a proposed comisumer necessitates the extension of the

    distribution mains the Supply Authority may refuse to carry out such extension, butarrangements may be mnade to extend the mains if the Supply Authority approves,by the prospective consumer paying the cost of such extension or a proportion thereof.Such payment shall not be returnable.

    Alteration to System.The Supply Authority shall not make any alteration to the system of

    supply until reasonable notice lies been given to the consumer and then only afterthe proposal has been approved by the Electricity A dvisory Committee.

    Penalties.283 ,An person who, by any act or omisSion fails in aiiy respect to observe,

    perform, or comply with any provision ol' requirement of any of the regulations coii-tamed in this Part shall be guilty of an offence agaimist these regulations and shallon summary conviction, be liable to a penalty not exceeding £10.

    284 Regulation 202 of these regulations shall, with such adaptations as may bemiecessary, be incorporated with amid be deemed to be included in tIns Part of theseRegulations and shall apply and have effect accordingly.
