Evaluation formalizes the shared responsibility of state and LEAs to improve student achievement and close the achievement gap in order to have all students reach proficiency.

• Evaluation focuses on performance and outlines specific objectives, performance measures, and targets in a coordinated effort to achieve measurable results for students

What is accountability?

• When schools and districts are held to high standards for educating children.

• Accountability is the way we measure their effectiveness --how well they are doing.

• It also serves as the basis for identifying those schools or districts that may need differentiated support to reach their goals.

Effective teacher: a teacher whose students achieve acceptable rates (e.g., at least one grade level in an academic year) of student growth.

Race to the Top Definition

Effective teacher: statewide definitions based in large part on student growth and also include other measures, such as classroom observations of practice.

What is an effective teacher?

• Effective teachers have high expectations for all students and help student learn, as measured by value-added or other test-based growth measures, or by alternative measures.

• Effective teachers use diverse resources to plan a structure engaging learning opportunities; monitor student progress formatively, adapt instruction as needed; and evaluate learning using multiple sources of evidence.
