0. F O R E W O R D0.1 This Indian Standard (Part I) was adopted by the IndianStandards Institution on 15 March 1974, after the draft finalized bythe Planning and Organization at Site Sectional Committee had beenapproved by the Civil Engineering Division Council.0.2 Schedule of rates form the basis for preparing the detailed estimatesfor works. These are also very useful in considering the reasonableness ofthe tenders received from the contractors and for pricing the alterations,additions, omission and substitutions in a contract. It is, therefore,necessary that the schedule of rates should be prepared correctly and bebased on rationally stipulated material and labour constants.0.3 At present different departments at a place are having their ownschedule of rates. A comparison of the labour and material constantsused for different items of work in these schedules of rates hasindicated that there is a good variation in them and due to whichdifferent rates exist in various departments for the same items of workin the same locality. This standard is being issued in order torationalize the labour output constants for different building works.0.4 The labour constants have been arrived at by the Central BuildingResearch Institute, Roorkee by taking actual observations, using workmeasurement techniques, on the construction sites at Delhi and Roorkee.Different types of building works up to 10 m height of CPWD, MES andother organizations were included where the workers from neighbouringstates were working. Sufficient number of observations to ensure aconfidence limit of 95 percent and an accuracy of ±5 percent were taken.The relaxation allowance for the time required for rest to overcomephysical fatigue and working condition allowance has been taken as perthe standardized values given for Indian conditions by the Ministry ofLabour, Employment and Rehabilitation, Government of India. Otherallowances, such as organizations, incidental holdups, ineffective timearising out of preparatory work and additional weightage for small sizeworks have been arrived at by the activity sampling studies and mutualagreement at the committee meetings by the members representing theconstruction departments and the builders association.

0.5 This edition 1.1 incorporates Amendment No. 1 (February 1979).Side bar indicates modification of the text as the result ofincorporation of the amendment.0.6 For the purpose of deciding whether a particular requirement ofthis standard is complied with, the final value, observed or calculated,expressing the result of a test or analysis, shall be rounded off inaccordance with IS : 2-1960*. The number of significant placesretained in the rounded off value should be the same as that of thespecified value in this standard.

1. SCOPE

1.1 This standard (Part I) covers the recommended labour outputconstants for general items of building work for north zone whichcomprises of the following areas:

Punjab, Haryana, Delhi, Uttar Pradesh and Rajasthan.1.1.1 The labour constants for other zones would be covered separatelyin other parts of the standard.

2. LABOUR OUTPUT CONSTANTS2.1 The recommended labour output constants for general items ofbuilding work are given in Table 1.
