Meetings.

Provincial Council Meetings

The Provincial Council’s meetings held at BBSA Headquarters on

28th December, 2013 which were presided over by the Provincial

Commissioner Balochistan Boy Scouts Association. The agenda of the

meetings were circulated to the Members of the Provincial Council

before each meeting. The council’s meetings started as usual with

recitation from the Holy Quran. The council gave its approval to the

various items of Agenda unanimously during the meetings.

The agenda was discussed and Mr. Nizam Mengal was elected as

Provincial Commissioner BBSA and he further presented the following

agenda before the respected members during the meeting:

Services of Haji Karim Kiyazai as Chief Commissioner PBSA were

acknowledged

Appointment of Honorary Treasurer BBSA

Review and Approval of Project Activities.

In this meeting the annual scouting programs for the 2014 were

unanimously approved by the Council. The matter relating to the

scouting activities were discussed. The Provincial Council

appreciated the development of scouting in Balochistan and decided to

uphold this noble task and more efforts be made for its progress.

The provincial council also discussed in detailed on the other

agenda items and gave its decisions. The Council discussing on the

agenda item No.7 arrived at a decision that the Scouts activities and

functions be developed more and more in the Districts as well as in

Primary, High and Middle Schools and Colleges. So that the Scouts may

expand the noble cause of scouting in the better interest of the

general public and the communities. The Sections on scouting may not

be held jointly, because the Scouts of higher classes will get all prizes

and the low level scouts would not be able to compete the high rank

scouts. The Council proposed that the functions of scouting for

Primary, Middle and High Sections may be arranged and organized

separately. The annual program was also approved in the meeting.

The Executive Committee meeting was held on 03-01-2014 which

was presided by the Provincial Commissioner at the Headquarters of

BBSA. In the meetings the key points were discussed and accordingly

the matters relating to the scouting and annual Programs and financial

matters were discussed and were granted unanimously.

Finance Sub-Committee Meeting

The Finance committees meetings were held on 15th January 2014

at 11:00 hours at BBSA Headquarter Hali Road Quetta. In the meetings

the key points related to the Finance and Annual Grant-in-Aid were

discussed. The Committee also granted approval of the last year Audit

and the annual expenditure for the next year.

District Scout Secretaries and Organizers meetings.

The District Scout Secretaries and District Scout Organizers

meeting was held on 23 and 24 February 2014, at BBSA H/Q’s Quetta. The

progress and scouts activities in districts were discussed in detailed.

It was decided that the scout census may be increased by opening the

new units on the up-gradation of middle schools to high standard and

primary to middle standard. The participants gave valuable

suggestions for further promotion of scouting activities in the

province. The annual scout programmes and the activities of scouting

in the districts were also discussed.

Programmes.

Youth Conference

A Provincial Youth Forum was

held at BBSA Headquarter Quetta

from 23 – 24 March 2014. The

participants of the forum were

Scouts and Scout Leaders from

different district of

Balochistan. Miss. Raheela

Durrani member Provincial Assembly was the chief Guest of the Opening

ceremony. Provincial Secretary BBSA, Mr Sabir Hussain gave the

welcome speech and highlight the key objectives of the Forum. After

the opening ceremony the participants were assigned with different

groups with different topic and tasks. The group prepared their

presentation present to the participants.

Seminar on Traffic

Balochistan Boy Scouts Association also organized Seminar

regarding Traffic Week. The Police Officers, DEO’s, Principals, Head of

the schools, Scouts and Scouts Leaders were participated in the

seminar. The traffic police officers delivered the lectures about the

traffic rules and the traffic signs and stressed that how important is

to abide by the rules and laws of traffic in the best interest of other’s

lives and of own.

Seminar on Drug Abuse

Inter schools speech contest and seminar on drug abuse

prevention was held at BBSA Headquarters with the collaboration of

Anti-Narcotics Force. The Director Anti-narcotics was the Chief

Guest of the Seminar. The scouts and the students delivered speeches

on drug abuse; it’s harmful and fatal effects. The chief guest expressed

that the students, scouts and scouts leaders should work devotedly in

the best interest of every age of peoples and their community. The

prizes were awarded by the chief guest to the best speakers at the end.

Seminar on Health, Hygiene & Senitation

During this health and hygiene seminar notable guests delivered

speeches and appreciated the role of the Scouts and their Scout

Leaders even in different villages of Balochistan where they are

creating awareness among the communities about Health and

Sanitation particularly in preparation of latrine in their houses. Role

of the scouts was appreciated during the Polio campaigns, ORS to the

children in case of vomiting and dysentery and the importance of

boiled water. Also creating awareness in the people about HIV/AIDS,

Hepatitis A, B, and C was worth mentioned.

HAND WASHING DAY

Balochistan Boy Scouts Association organized training workshop

for Scouts regarding Hand washing day. The workshop started with

recitation from holy Quran by the participant. After recitation from

holy Quran the participants introduced themselves. Mr. Anis baig were

give demonstration how to wash hands with the soup. During the

training workshop capacity of scouts and children were enhanced

regarding Hand washing.

Sirat-un-Nabi Conference

Sirat-un-Nabi conferences were held at BBSA Headquarter and several

districts in Balochistan. The scholars and the religious leaders

participated.

Sibi Mela Festival

In the month of February 2014 Sibi Mela Festival is one of the

biggest Popular and cultural event of Balochistan, which is held every

year. This festival brings lot of fun and happiness not only for

Balochistan Province but also for the country. The chief guest of the

opening ceremony was Chief Minister of Balochistan. The peoples from

other provinces also arrived at Sibi Mela.

Balochistan Boy Scout Association decorates stall in Sibi Mela

every year. Chief Guest and the other guests visited the Boy Scouts

Stall and appreciated for the well management of the Scouts

Balochistan during this year. The visitors were happy seeing the

beautiful decoration and colorful districts flags, posters and

pictorial highlights of the scout activities.

Independence Day

On 14th August 2014 a great function on the Freedom Day of

Pakistan were celebrated at BBSA Headquarters. The Provincial Scout

Commissioner was the chief guest. The proceeding started by hosting

of flag at BBSA Headquarters Quetta in the morning. Guard of honor was

presented to the Chief Guest by a contingent of Boy Scouts. The

speeches delivered on the freedom struggle of Pakistan.

The Chief Guest urged the scouts to work devotedly for unity,

discipline, brotherhood integration and national building and worked

for prosperity of dear homeland. A walk was also arranged. Scout of

Quetta town participated in these functions. In the end of the day the

prize distribution ceremony was held. Prizes and shields were given to

the winners.

The lighting on the event was made at BBSA Headquarters Hali Road

Quetta. Similarly Rallies, walk and functions took place in all

Districts of Balochistan by the Scouts. Like was the Independence 0n

14 August was celebrated.

Defence Day

On 6th September, 2014 the Defense Day celebration were

organized at BBSA Headquarters Hali Road Quetta. Quran Khawani was

held for shaheeds. A simple speech contest was also organized amongst

the selected scouts of various schools.

Similarly the functions were celebrated in all districts of

Balochistan Province.

Death Anniversary of Quaid-e-Azam

On 11th September, 2014 the Programmes for the Quaid-e-Azam

Death Anniversary were arranged. The Scouts of the districts observed

this anniversary. On this day simple functions were organized at

District level throughout the province and the speeches were

delivered on the event.

A Big function was held at BBSA Headquarters. The scouts

delivered speeches on the life of Quaid-e-Azam. In speeches it was

urged that we should work day and night like Quaid-e-Azam for strong

building of Pakistan

Shab-e-Miraj

The Holy Day was celebrated at BBSA Headquarter. The scouts

delivered speeches on the occasion. They enlighten importance of day

in religion of Islam. In the end the Secretary BBSA Quetta gave prize,

shield, and cash awards to the best Speakers.

Iqbal Day

The Iqbal Day Celebration’s was organized throughout the

districts of Balochistan. The scout’s speech contest, games and tabblu

competition were arranged. In the Evening a walk was organized by

BBSA. Before starting of walk the scouts were given lecture on the

topic and briefing them for the importance of the day and the role of

Allama Iqbal freedom of Pakistan.

Quaid-e-Azam Day

The Quaid-e-Azam day celebrations were held throughout the

province in all districts by the scouts. A great function took place at

BBSA Headquarters. The Chief Guest of the occasion was the Provincial

Scout Commissioner. The selected scouts from all high, middle,

primary schools participated in this function.

Speeches were delivered by the scouts. The position holders were

given cash prizes and awards by the Provincial commissioner BBSA.

In his speech the chief guest illuminated on the life of Quaid-e-

Azam and his work for Pakistan. He was the first chief scout of

Pakistan. Was Quaid-e-Azam. He did a lot for Pakistan for which we

should ever remain thankful to him.

Pakistan Day Celebration.

On 23rd March 2014 great functions were organized at BBSA

Headquarters. In the function the local public, scouts, scout leaders,

Headmasters of various schools were present. The scholars threw

light on the freedom struggles. Rallies were organized by the BBSA. In

the end of the function the position holders were awarded Cash prizes,

Shields and Certificates.

Social Service

A Good Turn Hike

A good turn hikes by the Scouts were organized. The

scouts cleaned Mohalas and Mosques and also raised awareness of the

inhabitants on the importance of cleanliness, health & sanitation. The

scouts requested the people to keep their streets clean from plastic

bags, spray in houses for the protection form mosquito’s, flies,

insects, and germs and save themselves from various serious types of

dieses.

Youm-e-Ashoora.

The Balochistan Boy Scouts Headquarter and different

Scouts Open groups give duty with local police and other Forces in

controlling public during Aashoora Jaloos. In different districts of

Balochistan. The District Commissioner of Quetta appreciated their

services.

Eid Milad-un-Nabi

On Eid Mild-un-Nabi Celebration the Jalooses were

organized by the various organizations for controlling Jalooses. The

services of scouts were utilized in all over the province. The District

Commissioners of various districts appreciated the excellent services

of the Scouts of Balochistan.

In Polio Campaigns the Boy

Scouts of the Province worked

with the polio teams and gave

vaccine/polio drops to the

children. Every year one month

before the start of Polio round

letters are issued to the

Executive District Officers (Education), District Scout Secretaries and

Organizers and to all concerned officials in every focus districts of

Balochistan regarding Boy Scouts involvement in Polio Round. Role of

Boy Scouts before and during the Polio Round was very vital in which

Boy Scouts held meeting with religious leaders for announcement of

Polio Vaccination Campaign through the community mosques.

Posters are distributed among the scouts to be pasted at

prominent places so that people should know that Polio Campaign is on

its way. During the Campaign Boy Scouts go door to door to find out if

there is any child in the house up to the age of five years who had not

received the Polio Vaccine. During the Campaign Boy Scouts identify

number of houses that were missed out by the Polio Teams and informed

the area supervisor about those missed houses. The Polio Teams visited

such houses and gave Polio drops to the children.

Boy Scouts not only perform their duties in district Quetta but also

devote their time and energies during the campaign in all districts.

Boy Scouts remarkable work during Polio rounds is appreciated by the

people.

Training’s

Boy Scouts Training Camp

Five days scouting camp from 15th – 19th April 2014 was organized

for 102 Scouts and Scouts Leaders at provincial Headquarters.

Provincial Secretary and assistant provincial secretary delivered

their speeches and highlight the importance of scouting camp.

Different games were played and camp fire was also organized during

the camp. The Provincial Commissioner Balochistan Boy Scouts

Association was the Chief Guest on the closing ceremony and

distributes the certificates to the participants at the end of the camp.

Boy Scouts Training Camp for Quetta District

Another five days scouting camp from 15th – 19th April 2014 was

organized for 211 Scouts and Scouts Leaders at provincial

Headquarters, Quetta. Seven sessions were given regularly in this camp

and one session of sports and games were taken in the evening, at the

last the camp fire was arranged at night. Arrangement of the food and

accommodation was made the by the BBSA Headquarters.

Shaheen Scout Training Camp

Shaheen Scouts Training Camp

was held from 17 - 21 June 2014

at BBSA Headquarters in which

100 Shaheen Scouts from Quetta

district participated. In this

camp BBSA Staff give first star

and second star training to the

Shaheen scouts. During the camp

the scouts took part in different

games and learned how to put thread in the needle, they were also

provided facility of picnic at Hanna Urak and they enjoyed a lot. Due

to the age of scouts the camp were closed at 3:00 PM after taken a lunch.

Shaheen Scouts Training was arranged from various schools of Quetta,

24 Shaheen Scouts came in the Camp. In this training camp the Shaheen

scouts passed the badges of Pehli and Doosri Parwaz. On the last day of

the camp test was taken. Six scouts were selected for Selection Camp

of President Gold Medal. Then who will be selected for President Gold

Medal award will compete in the National Level competition.

BOY SCOUT TRAINING CAMP FOR PROFICIENCY BADGES

Scout Training Camp was organized from 28 - 31 July 2014 with the

participation of eight Scouts from each district. The EDO (Education),

District Scout Secretary and the Scouts Organizers were asked to

select 8 scouts from various units. 150 Scouts of Summer Zone

participated in Training Camp. Accordingly they nominated the scouts

for this camp. Boarding and lodging facilities were provided to the

scouts during the camp at the end of the camp written and verbal tests

were taken and selected three scouts from each district for the

Presidential Gold Medal Award. This training camp gave them new ideas

and awareness of scouting techniques for more development of

scouting in their districts. The experts gave them training. The Scouts

were very happy on this training camp and they assured that now they

are able to tell their area scouts about brotherhood, integrity and

training of scouts.

ROVER SCOUT TRAINING CAMP FOR PROFICIENCY BADGES

Rover Scout camps was also

organized at the BBSA

Headquarters from 28 – 31

August, 2014. Various open

groups of rover scouts

participated in training camps.

Lectures were delivered and the

training was imparted. They

were also given firefighting training and awareness of Civil Defense

methods and techniques. Free boarding and lodging facilities were

provided to them.

The bomb disposal squad was requested to brief them about

the various types of bombs and their effects in war days. They were

also briefed about the traffic Principles and traffic control on various

national and provincial events with police authorities

through. The Health department officers briefed them about the

immunization, polio campaign, ORT, health and sanitation. At the end

of training position holders Rovers were awarded with shield and

prizes by BBSA. The Rover Scouts Training Camp was organized. In this

camp 33 Rover Scouts for From College and Open Groups of the

province and 4 Unit Leaders took part. The Rover Scouts passed the

badges of Ustiqlal and Hamdam. Every night Campfire was organized.

At the last day test was taken for President Gold Medal Award. Eight

Scouts were selected for Provincial Selection Camp. The Course

Leader issued directives for Selection Camp.

Diploma Courses of Physical Education

Diploma courses of physical

Education were held from 18th-

24th August 2014 at BBSA

Headquarters Hali Road Quetta.

The teachers and Unit Leaders

from Government College of

Physical Education attended the

course. The Provincial

Secretary of BBSA inaugurated the ceremony. In his speech he told the

participants that they may take interest in the course and work for

the development of scouting in their areas after the training. During

the course the participants made gadgets and cooked their food by

themselves. After busyness of whole day they used to have campfire

every night. In the end of the course Provincial Secretary BBSA

distributed the certificates to the participants.

HAMDAM BADGE COURSE

During the month of September 2014 The Hamdam Badge Course was

conducted at BBSA Headquarters. 25 Scouts participated from different

parts of the province and took an active part for this badge course.

ITIHAD BADGE AND YAQEEN BADGE

Badge trainings were also held at Provincial Boy Scout

Headquarter Hali Road Quetta. In this training more than 350 Boy

Scouts from different districts participated. The boarding/lodging

facilities were provided and the boy scouts were given badges and

waggles. The scouts were training Itihad and Yaqeen Badges. During the

camp the scouts took interest in different programmes. Certificates

and Badges were distributed among the scouts on the closing ceremony.

BOY SCOUTS SELECTION CAMP - PRESIDENT GOLD MEDAL 2014

President Gold Medal Award selection camp took place at BBSA

Headquarters Hali Road Quetta, about 50 scouts from all over Province

of Balochistan participated in this selection camp. After assessing the

abilities of scouts the selection of selected scouts for President Gold

Medal Award was finalized by the selection committee.

TREE PLANTATION Spring /

Monsoon Season2014

In the month of February 2014. The directive regarding tree

plantation campaign in districts of entire province was issued to the

district organizers. Accordingly the district organizers received the

trees from e District Officers Forest Department. The scouts planted

the trees in Schools, Religious Madaris, Hospitals and other Offices.

The district organizers arranged training of scouts for proper

plantation of trees and regular care of planted trees including

provision of water according to need.

Project Name: Social Cohesion & Resilience Building and

Demonstration of DRR in Focused Schools through Scouting Partner Name: UNICEF - Quetta

Duration: July 2013 to December 2014

Date: 21 March 2015

1. Summary:

Brief description of overall achievements made during PCA

implementation period with key activities and challenges if any.

This project “Promotion of Social Cohesion and Resilience Building and

Demonstration of DRR in focused schools through Scouting” is based

upon two fold approach of one promoting Social Cohesion and

Resilience (SCR) attitudes among focused populations particularly the

most marginalised and deprived children and their families and second

to prepare schools to avoid massive losses through implementation of

DRR strategies at school and community level. The project aimed at

ensuring the active participation of the scouts and youths to take lead

in implementation of the planned activities for achievement of the

planned results.

The activities planned under the PCA with specific objectives brought

youths, parents and communities in general close to each other. Twenty

Scouting camps were organized for both boys and girls in three focused

districts of Jaffarabad, Naseerabad and Quetta. School going, out of

school and madrassa students took part in camping. They belonged to

different geographical backgrounds, communities, ethnicity,

tradition, culture and religion. The inclusion of all these children and

youth in the camps was a great success for us since in this tough

conditions hatred, unjust, fear and uncertainty are spread which have

made people less confident, frustrated and confined to their vicinity.

Poster and drama competitions were held among the girls,

adolescents/youths groups in each focused districts. SCR ideals were

promoted through inclusive participation of youth groups in sports

and cultural events at Tehsil level. Associations of cricket,

football, hockey and other sports were taken on board at district level

and provided sports material in order to conduct sports events on

weekly basis in their communities reaching out to out of school and

madrassa children. 3544 madrassa students were included in these

sports events in this specific period of time and sports items were

also provided to them for future sports. Coordination meetings were

conducted with relevant stakeholders i.e. District Administration,

Education Department, Social Welfare and others. The meetings served

as a venue to identify potential partnerships and distribution points

for informative material for project activities.

The second part of SCR project was to build and enhance the capacity

of focused groups including students, parents, teachers and community

on DRR/SBDRM, implementation of School Safety Action Plan and other

preparedness measures in disaster prone areas of District Jaffarabad

and Naseerabad. The trainings were held in 100 clusters of 450 focused

schools. After the successful implementation of these trainings, 3000

male and female teachers and parents were trained on school &

community based DRR. District review meetings were held in all three

districts every month which provided a platform for sharing the

progress made during the implementation and planned activities for

future. The constraints and lessons learned were also discussed in

these meetings.

Apart from the PCA planned activities, BBSA did some additional

activities too for the promotion of Social Cohesion and Resilience

building among the mass communities which will be narrated further

in details.

1.1 Progress:

capacity of existing 20,000 youths through Social Cohesion and

Resilience Building already covered under the project and additional

6000 children (80% of which (4800) will be madrassa and out of school

youths) through scouting camps, sports and recreational activities to

understand and cope with conflicts and spread Social Cohesion &

Resilience building messages in their respective schools and

communities by end of June 2015 in Quetta, Naseerabad and Jaffarabad

districts of Baluchistan.

1.1.1. ACTIVITY 1 CONTRIBUTING TO RESULT 1:HIRING/DEPLOYMENT

OF PROJECT STAFF

The first activity was the identification and hiring of potential

project staff to work on the project. BBSA appointed and deputed the

required team keeping in the mind the overall TORs of the project and

desired results were developed. Initially the positions were

announced. Efforts were taken to ensure the maximum numbers of local

staff hiring for the project. BBSA made formal job contracts

with the selected staff and ensured timely joining. BBSA appointed and

deputed various project staff using its established hiring procedures.

Experienced staff familiar with the current political, social and

economic situation as well as local norms and values were recruited

and further trained.

1.1.2. ACTIVITY 2 CONTRIBUTING TO RESULT 1: PROJECT STAFF

ORIENTATION ON SC&R AND DEMOSTRATION OF DRR

A one day orientation workshop was organized on SCR and

Demonstration of DRR at BBSA Quetta to orient the project staff to

create a solid understanding of the processes to follow which are

required to carry out the project activities for successful execution.

Director Education, UNICEF Education Officer, Provincial Secretary

BBSA, Provincial Director Programs BBSA, Project staff HQ and field

staff attended the workshop.

1.1.3. ACTIVITY 3 CONTRIBUTING TO RESULT 1: COORDINATION

MEETINGS

During the reporting period, coordination meetings were carried out

with key stakeholders Director Education, District Administration,

Social Welfare, UNICEF & project staff. All the participants ensured

their active participation and shared their valuable recommendations

and views over the agenda. In these meetings HR mobilization strategy,

M&E workshop, Program and M&E formats, Target beneficiaries of the

SC&R and DRR & their breakup in three selected districts and mapping

of youth groups were discussed. Progress made during the

interventions were shared and key challenges/issues were discussed

and resolved for smooth implementation.

1.1.4. ACTIVITY 4 CONTRIBUTING TO RESULT 1: DISTRICT LAUNCHING

In the initiation of the project, three district launching seminars were

held in District Quetta, Jaffarabad and Naseerabad respectively.

In Quetta launching ceremony, Mr. Nizamuddin Mengal Additional

Deputy Director Education, Mr. Sagheer Ahmed Education Officer

Unicef, Ms. Jamila Kakar EDO female, Provincial Secretary BBSA Sabir

Hussain, DS, DSOs, DDSOs, BBSA project staff and field staff ensured

their participation.

Project Manager oriented the participants on the Social Cohesion &

Resilience Building & Demonstration of DRR in the focused schools

through scouting. During the session the exchange of questions and

answer was kept on by the participants where there they needed for

additional explanation. Nizamuddin Mengal, Sagheer Ahmed from

Unicef, Ms. Jamila Kakar and other guests also spoke on this occasion.

In District Jaffarabad, the ceremony held at Community Development

Hall on 4th September, 2013. Deputy Commissioner Jaffarabad and other

1.1.5. ACTIVITY 5 CONTRIBUTING TO RESULT 1: SCOUTING CAMPS

During the reporting period, 20 scouting camps were conducted in all

three focused districts of Quetta, Jaffarabad and Naseerabad. These

camps were comprised of children belonging to different tribal,

ethnic, sectarian and religious groups from schools, madrassa and out

of school children. The objectives of the camps were to bring together

children from various backgrounds at one platform under the umbrella

of Social Cohesion and teach them peace education and

conflict resolution and build their resilience to cope with the extreme

During the project implementation BBSA organized poster and drama

competitions twice among the girls, adolescents/youths groups. These

competitions were held in all three focused districts. The participants

of the event were invited to express their vision and understanding by

designing posters that creatively emphasize the importance of

exchange and dialogue in ensuring social cohesion and harmonious

coexistence. The girls beautifully conveyed their messages through

their designs on the theme “Peace, Love, harmony, our survival our

need”. There were several schools that took part in these

competitions. Their portraits were judged by a panel of jury. The

posters were displayed for the orientation that each participant

oriented the message displayed in their posters. The posters were

evaluated on the basis of cleanliness, theme, time management,

orientation and creativity. The students and their teachers were

oriented on social cohesion and resilience building in each session.

Displaying the messages of peace through pictures was a good

experience which brought the thought of youths in front by conveying

on the theme.

theme of the drama was Unity, Faith and Discipline. Social issues were

highlighted in the dramas.

1.1.8. ACTIVITY 8 CONTRIBUTING TO RESULT 1: DISTRICT REVIEW

MEETINGS

District Review Meetings were held in all three focused districts at

district level. The participation of relevant stakeholders was ensured

in these meetings. During the implementation the progress made was

reviewed and shared and new activities were planned. Constraints and

challenges were discussed and the best solutions were found by the

recommendations of the participants.

1.1.9. ACTIVITY 9 CONTRIBUTING TO RESULT 1: FORMATION OF YOUTH

COUNCILS

BBSA formed 450 youth councils during the entire project

implementation. There were 20 youths in one group and total number of

Youths identified from all three districts was 9000 (8500 boys, 500

girls). After each project activity SCR teams guided the children and

youth for formation of Youth Councils and the members of the youth

councils are acting as real change makers for spreading SCR messages

among their peers and communities.

1.1.10. ACTIVITY 10 CONTRIBUTING TO RESULT 1: CULTURAL AND

SPORTS EVENTS

BBSA organized seven Mega events like Meena Bazar, Spring Youth

Festival, Cultural Dress Show and Family Festival in focused districts

for the promotion of Social Cohesion and Resilience Building. In these

events a large number of youth (boys & girls), adults and children

participated. The participants were from various ethnic, tribal,

religious and sectarian groups. These events brought many

entertainment items for them to enjoy themselves in such critical

environment where hatred is spread everywhere in different groups and

people hardly get chance to be entertained. Different activities were

designed to keep the participants engage during the event like,

cultural dance, songs dedication, swings, cultural dress show

competitions, quiz competitions, food stalls, dresses, face painting,

mehndi, beverages and ice cream, health & hygiene stalls and above all

lucky draw which highly amused the crowed by presenting them

different gift items. All the participants from various backgrounds

were gathered at a platform showing love, harmony, affection and

unity. These events were appreciated by the people very much and they

recommended for future events too. The total participation of youth

Similarly football, badminton and cricket sports tournaments were

conducted for youth groups of schools, out of schools and madrassa. In

these tournaments BBSA took on board Associations of cricket,

football and other sports. Sports items were also provided to them

for conducting future sports activities in their communities reaching

OOS and Madrassa children.

and madrassa, now playing on weekly bases and this activity is very

beneficial for dissemination of SRC messages among the target groups.

During the project implementation our social mobilizers visited

different schools, madrassa and out of school children in all three

focused districts in different locations. Out of school children were

almost garbage collectors who were involved in these sports

activities and in addition they were taught health and hygiene sessions

too. The participants are engaged in Cricket, Football, Volleyball,

Rope skipping and Badminton. Each sports event was monitored by the

SCRB M&E teams, where they observed the overall procedures and

checked the impact of the intervention on the behaviours of children

and youths.

1.2.13 ACTIVITY 13 CONTRIBUTING TO RESULT 1:

MOBILIZATION/IDENTIFICATION OF OOSC TO

ACCESS ALP’S OR SCHOOL

In the extension phase July 2014-June 2015 BBSA is assigned to identify

OOSC in three focused districts of Quetta, Jaffarabad and Naseerabad.

BBSA team has worked hard in the mobilization and identification of

these children. At several locations the out of school children are

identified in three districts. Our social mobilizers met these

children’s parents and sensitized them on the importance of education.

These identified OOSC are been kept under observation, their teams

have been made for different games and are included in different SCR

activities with school and madrassa children. BBSA has identified and

mobilized 4000 OOSC in three focused districts and 900 OOSC are

enrolled in ALP centres in three districts.

1.2.14 ACTIVITY 14 CONTRIBUTING TO RESULT 1: PROVISION OF TECHNICAL

EDUCATION

BBSA has developed strong coordination with Technical Training

Center (TTC) in district Quetta in order to facilitate around 320 youth

in the TTC for their skills enhancement to lead towards better

employment. BBSA has so far facilitated 220 youth in TTC centres and

the remaining 100 youth will be trained in next quarter.

1.1.12. ACTIVITY 15 CONTRIBUTING TO RESULT 1: MONITORING

BBSA maintained a strong monitoring system to ensure that results are

achieved as agreed in the result framework. BBSA monitoring team

utilised proper and effective monitoring tools. BBSA through its

monitoring mechanism ensured the regular monitoring of the project

activities and progress including building the capacity of its own

staff for effective implementation. BBSA through its internal

mechanism carried out monitoring at two levels. One regular by the

project manager/coordinator to each project site and providing

guidance and demonstration in field to the field teams. This was

further refined through weekly and monthly internal review meetings

in which all issues were discussed and action plans were developed.

Second the M&E team comprising M&E Manager and M&E Officer also

conducted monitoring visits and reviews at regular intervals to

streamline activities in line with agreed and set results.

1.1.13. ACTIVITY 16 CONTRIBUTING TO RESULT 1: REPORTING

Monthly progress report was shared on monthly basis by 5th of each

month to UNICEF. The MPRs showed the results achieved and

implementation of the activities against the work plan. Each activity’s

report has also been generated which provides the information of

activities held in the specific month planned.

Quarterly reports and standard programmatic reports are developed

and shared with UNICEF on quarterly basis.

1.2. Result 2 as per PCA/Project:

1.2.1. ACTIVITY 1 CONTRIBUTING TO RESULT 2: TOT ON DRR

A three day TOT was conducted on School Based DRM/DRR from 8th to 10th

November, 2013 to orient and train the Social Cohesion & Resilience

Building project staff and other UNICEF partners. The main objective

of TOT was to train SC&RB district and headquarters staff that will

execute DRR in focused schools of District Jaffarabad and Naseerabad.

Different sessions and group assignments helped the trainees to

analyze cases using guidelines provided by the facilitator. The

analyses in different groups created opportunity for participants to

cross pollinate the ideas. The methodology facilitated to generate a

wide spectrum perspective on the subject matter. At the end of the

training, participants were asked to fill questionnaires to gauge their

feeling on the following aspects of the training:

The overall comments given show that the participants acknowledge

the training was of high quality, relevant to the participant’s

respective work and quite handy to translate into practice. The

participants highlighted the content of the training as relevant, the

training facilitation was quite professional, logistics and

administration was good and they feel as they are equipped with the

necessary knowledge and skills to launch community/school based

level DRR activities in their respective project areas. Participants

were encouraged to utilize the acquired skills in their respective

organizations.

1.2.2. ACTIVITY 2 CONTRIBUTING TO RESULT 2: FORMATION OF DATA BASE

A data base is maintained for the record keeping of all the children

who are identified in the project. The scouts who were registered in

Quetta camp, their bio data is maintained in the data base for future

record.

1.2.3. ACTIVITY 3 CONTRIBUTING TO RESULT 2: DEMONSTRAION/ TRAININGS

ON DRR

The trainings conducted in all focused clusters of district Naseerabad

started at 9:30 am with the recitation of verses from The Holy Quran.

The introduction of participants and the trainers was the next step.

The facilitator explained SC&RB and demonstration of DRR project by

highlighted its objectives and aims. The concept of DRR, DRM, SB-DRM,

DM Cycle was cleared. Different kinds of disasters, vulnerability,

hazard before disaster, during disaster and after disaster and how to

reduce their effects. All the participants were divided into groups and

group work and presentations were carried out by them. The first day

of trainings ended at 1:00 pm.

The 2nd day of trainings started at 9:30 with the recitation of verses

from The Holy Quran. A review session of first day training was done.

All the participants took part in the review session. The term hazard

was explained by the facilitator along with (HVCA) at school level.

The groups of participants were assigned different topics for the

presentation. Hazard, Vulnerability and Capacity assessments (HVCA)

were done by the participants through group activities. Presentations

were brought by them on application of tools for risk assessment.

Various tools were highlighted and their applications explained by the

facilitator in order to enhance the participant’s skills to facilitate

the process. The facilitator elaborated the stepping in of these tools

to facilitate equal participation by the participants. The group

assignments helped the trainees to analyse cases using guidelines

provided by the facilitator. The analyses in different groups created

opportunity for participants to cross pollinate the ideas. The

methodology facilitated to generate a wide spectrum perspective on

the subject matter.

The trained teachers and PTSMCs are providing DRR demonstration

and implementation of School Safety Action Plan in 500 schools of

District Jaffarabad and Naseerabad in the reporting period of July

2014- June 2015.

Activities Other Than PCA:

In the light of above mentioned results, some activities of SC&R and

DRR were carried out at BBSA Quetta. These activities weren’t part of

PCA but directly contributed to the project outputs.

1. PTIs session on Social Cohesion & Resilience building &

Demonstration of DRR

A session was arranged on the theme SC&R and DRR with the PTIs who

were in the last day of their 7 days scout compulsory training of

Physical Diploma. They belonged to different districts of Balochistan.

The PTIs are furthermore responsible for the selection of new

emerging scouts in their respective schools.

The session commenced with the recitation from the Holy Quran. Then

introduction session took place where all the participants introduced

themselves.

The session was carried out by Provincial Director Programs (planning

& implementation) Mr. Javed Iqbal Nasir and Project Manager Mr. Sultan

Tareen at BBSA Quetta.

It was an advocacy session on social cohesion & resilience building &

DRR as the theme is completely new for the people here. The

participants belonged to different districts of Balochistan.

The session was concluded successfully by creating a wider

understanding of Social Cohesion & Resilience building and DRR. The

participants shared their ideas and experiences which showed that

people from different cultures, territories, languages need to live

together with love and affection, harmony and peace avoiding the

current circumstances.

2. SC&R sessions for selection camp of Rover Boy Scouts

Two day session was arranged in the selection camp of Rover Boy Scouts

at BBSA HQ. The total strength of participant attending the session was

around 60 who were from different cultures & ethnicity.

The first day session was on Social Cohesion & Resilience building

conducted by Ms Sadiqa Sultan. She explained the concept of SC&R. The

theme of SC&R was quite new and interesting for the participant that’s

why it easily attracted them to fully concentrate. She said how social

cohesion binds the people in social togetherness to create social

support & social capital and through resilience building exploring the

capacity of individuals, families, organizations and whole

communities to respond effectively to significant adversity & risk.

The session went successfully. The scouts took active part & asked

some questions.

The second day the scouts were oriented with DRR session. Majid

Malkani Deputy Scouts Organizer introduced the DRR theme and its

benefits how the victims of any disaster could lower the scale of

vulnerability through knowledge of DRR and also how they could apply

safety precautions before being victim.

3. Husn-e-Qirat (Recitation) Competition:

During the reporting month, a recitation competition (Husn-e-Qirat)

was carried out as an additional activity in UC Kuchlak of District

Quetta. This activity was held on 5th November 2013 and 432

participants ensured their participation on this occasion. The

competition was held among school going and madrassa students.1st and

2nd positions were awarded to madrassa students and 3rd position went

to school going student. The judges and The Principal of Govt. High

School Kuchlak.

4. Celebration of Universal Human Rights Day 2013.

During the reporting month, Universal Human Rights Day 2013 was

celebrated on 10th December at Quetta with the collaboration of Human

Rights Commission of Pakistan (HRCP); people participated from

different walks of life. 50 members of youth councils were also invited

for attending this event. Participants were enriched with updated

information regarding human rights and its importance for human

beings. The event went successful and PM SC&RB disseminated the

messages of social cohesion and resilience building on this occasion.

5. UNICEF team meeting with children

This activity was held on 28th Feb 2014 at BBSA headquarter. UNICEF

team visited BBSA where all the children school going, out of school

and madrassa students were accumulated who have been involved in

different activities in Social Cohesion and Resilience Building

project. The arrived BBSA HQ at 9: 30 am. Ms. Midhat Zaidi from UNICEF

Islamabad and Sagheer Ahmed from UNICEF Quetta met the SC&RB team

and interviewed Project Manager Sultan Tareen in detail about ongoing

project. PM Sultan Tareen shared the achievements and constraints of

ongoing project SC RB with UNICEF officials.

The main agenda of meeting was to examine the presence of

‘harmonious’ relations between different communities from different

ethnic, cultural, tribal, religious and lingual backgrounds who have

been taking part in social cohesion sessions and What activities are

taking place to try to promote social cohesion in practice?

The ground was crowded with children from school going, out of school

and madrassa children. The Children were engaged in different sports

activities like Cricket, Football, Volley ball, Badminton and many

others. Each team comprised of school going students, madrassa going

students and out of school children. Ms. Midhat Zaidi interviewed the

children in detail one by one i.e. school going student Bilal, School

Teacher Sultan Kakar, Madrassa going student Kaleemullah, Madrassa

imam, out of school Ravi . Bilal, Kallemullah and Ravi shared their

experiences and change after taking many sessions with Balochistan

Boy Scouts in Scouting Camps.

Lunch Boxes were distributed among all children by Sultan Tareen

Project Manager. In the end Miss Midhat Zaidi, Sagheer Durrani from

UNICEF distributed the Sports items among children and gave them

vote of thanks.

6. ENROLLMENT CAMPAIGN:

Balochistan Boy Scouts Association in support with Education

Department and UNICEF held enrollment campaign in March 2014. BBSA

assisted Education Dept. and UNICEF to plan, manage and conduct this

education campaign in District Quetta. Before campaign two planning

meetings were held with the representatives of Education Dept. and

UNICEF.

The objectives of this campaign were to disseminate educational

messages and awareness, sensitize parents and public on importance of

education both male and female and to bring more out of school

children to school. The campaign started from 15 March 2014.

Several activities were carried out with different Govt. boys and girls

schools. Poster competitions were held among the students. Walks were

conducted for this awareness raising enrollment campaign under the

supervision of DSOs, DDSOs and BBSA staff members.

A van was mobilized for the dissemination of enrollment campaign

messages to the mass community. It travelled through different Union

Councils in District Quetta like Saryab, Pashtoonabad, Kharotabad,

Hanna, Kuchlak, Nawakilli, Nosar and in Quetta city.

A mega event will also be held under this campaign where a walk and a

seminar will be conducted with Education Dept. Govt. NGOs and UNICEF

representatives and students and teachers. The program schedule soon

will be shared.

7. CONTRIBUTING TO RESULT 1: MEGA EVENT CELEBRATION OF

ENROLLMENT CAMPAIGN 2014

After implementation of series of enrolment activities in Quetta and

other districts of the province, BBSA-SCR teams along with the

education department met several timings and finalized a plan for

celebrating mega event of Enrolment campaign at the BBSA

headquarter. On 30th April, 2014, mega event of enrolment campaign was

carried out, and this event was attended by the civil society,

government and schools students and teachers. This event was followed

by several activities, like students, teachers, guests and Chief Guest

Walk for promoting education and later on, different schools students

performed tableaus and speeches regarding the education and guests

also elaborated importance of education in their speeches. The

prominent speakers of this mega event were Mr. Sana Ullah Panizai

(Education Specialist UNICEF), Mr. NehmatUllah Kakar (Additional

Director Schools Balochistan, Mr. Sabir Hussain Niazai (Provincial

Secretary Balochistan). In the end the chief guest of this event Mr.

Sardar Raza Muhammad Barech (Minister Education) spoke on the

education and its role in development and our

responsibilities as citizens. In the end all schools performers and

speakers and teachers/guests were awarded with shields, certificates

and souvenirs.
