• The appropriate and practical role NIH might play in advancing the CFI is to address human capital and institutional gaps: strengthening the capacity of LMIC institutions to negotiate fair contracts and preserve their interests, perhaps through a creative twinning mechanism that links US offices of sponsored research/tech transfer with LMIC institutions as an adjunct to collaborative protocols - exchanges, model agreements, workshops, etc.
