• A non-political and non-profit making association.

• Granted consultative status to the Economic and Social Council of United Nations in 1970. Creates and coordinates Technical Committees (18 in all) Organizes a World Road Congress every 4 years

• (XXIV Mexico City, September 26-30 2011) Publishes a large number of reports and a quarterly

magazine • ("Routes/Roads")

and give better access to international information

To give full consideration to the needs of developing countries and countries in transition

To develop and promote efficient tools for decision making on matters related to roads and road transport

PIARC - the World Road Association

• 118 Member governments (Sept 2009)

• Current cycle (2008-11) of TC-work started Apr 2008

• TCs present activities at the PIARC World Road Congress at end of the 4 year cycle (Mexico City 2011)

• Allocation of responsibilities for realising the work programme: Leaders and co-leaders of specific tasks undertaken by

working groups Specific responsibilities for ensuring liaison with other

committees (e.g. terminology) of organisation (e.g. IBEC, FISITA, ..)

Network operations in PIARC

• Big shift from road construction and maintenance to road network operations and user services

• Road network operations means traffic management and highway operations in the widest sense, including the integration of these activities: Across geographical boundaries between road operators

and road administrations Allowing travellers and freight forwarders the optimised use

of all modes of transport Facilitating smooth access to intermodal transfer points:

ports, airports, ferry and rail terminals• User services means for network operators considering

the evolution of their clients’ environment: their car, their communication facilities, etc :

• Particular attention paid to new technologies and ..ITS

Issues assigned to TC B2

• B.2.1: Management of congested areas Examine the understanding of and successful approaches

to managing traffic flow on major urban and interurban roads in congested areas

• B2.2: Appropriate use of ITS for network operations Investigate how ITS investments for road network

operations are evaluated and identify policy related performance indicators in order to evaluate the success of ITS strategies of different countries

• B2.3: Management of road corridors Identify the factors affecting corridor usage, and how to

influence users ; includes cross-border issues and integration of services across country borders

TC B2 Workplan

• B2.1 and B2.3 : similar approaches 2 working groups B2.1 (congested areas), leadership: Robert Arnold, US DoT B2.3 (corridors), leadership: Susan Spencer, Transport

Canada Collect best practices in different environments.

(particularly examining practices in developed countries and in less developed countries where congestion is increasing dramatically).

Lessons learned and recommendations, identification of success factors for ITS strategies and precautions to take against failure (in order to feed B2.2)
