Kissinger: Putin Is Not Stalin

The growing conflict between the West and Russia today is not the same as that

during the Cold War, Henry Kissinger told the Council on Foreign Relations in New

York this week at a symposium marking the 25th Anniversary of the fall of the Berlin

Wall.

Nevertheless, the former secretary of state, who at 91 remains a strong and influential

international system."

Asked if he saw a parallel between Stalin and Putin, Kissinger responded, "Actually,

no. . . I don't think Putin believes that the system of government in Russia is

Nevertheless, he said, the international community cannot "accept the proposition

that a country can simply slice off a part of another country. Simply annexing a part of

a territory is against the international system as we perceive it."

Russia orchestrated the separation of Crimea, a peninsula that juts into the Black Sea,

from Ukraine earlier this year. Western governments accuse Russia of continuing to

destabilize eastern Ukraine by supporting separatist groups fighting against Kiev. A

few days ago, Ukrainian separatists held elections (http://time.com/3555707/white-

house-russia-ukraine-rebel-elections/) in the breakaway eastern republics of Donetsk

and Luhansk, with pro-Russia leaders scoring "landslide" victories. The Obama

administration condemned the elections as illegitimate and said they threatened a

fragile ceasefire.

Russia, on the other hand, celebrated the election, calling it

Ukraine.

DOUBTS ABOUT SANCTIONS

On the issue of sanctions against Russia as a result of the Ukraine crisis, Kissinger

made a distinction with the sanctions on Iran. The increasingly tight sanctions against

Iran have been reasonably successful, he said, because the United States was able to

rally the entire international community around the effort and because the sanctions

targeted the nuclear industry as a whole. The sanctions imposed against Russian

individuals surrounding Putin are another matter.

"I am very uneasy about this concept. . ." he said. "It is a bad system for international

relations. . . What kind of international system do you have if every country goes

around punishing individuals in other countries?. . . I would try to use some other

method to make clear our extreme displeasure" to Russia over Ukraine.

Actually, is the West, and especially the US, which never got over the Cold war spirit, not Russia. Putin tried hard to mend his country relations with the West, supported the US in Afghanistan and Iran, highly improved its relations with the European countries, but to all that the US/NATO responded with pushing and pushing into Russia's side and bellowing empty threats of menaces from Chechenya, Georgia to Ukraine. The economic sanctions don't work, because what is in jeopardy is Russia's national security. If Russian troops were as near of Washington, as NATO troops from Moscow and St.Petersburg, the Americans would understand the real situation on the ground ...

Russia is using aggressive military and intelligence tactics against numerous countries right now and have been for some time. Everyone knows how it is on the ground and in the air, I can assure you. As for the sanctions, they seem to be doing wonders, along with that plot by Obama to drop oil prices. Look at the plunging ruble, look at the massive capital flight (over $200 billion according to the ECB), look at the numbers of Russians applying for political asylum (only Syria has more), look at the reserves blown defending the ruble -- $2.5 billion a day until they bagged it, etc., etc. etc. Russia is a mess right now. I haven't even covered half of it and it's only going to get worse.

Do not overestimate the sanctions effect. Russian economy begin to slow down last year already before any sanctions imposed. Sanctions just worsened the situation to some degree.

Rubble is going down, this might also be a result of currency brokers playing on downward trends. Is it so or not we will see in a near future if Rubble "suddenly" bounce back.

Also Russian debt is only about 10% of GDP comparing to US 100% and Russia have over $400 billions in reserves.

So things are bad for Russia, but manageable.

Steve James Didn't you read his speech about how Russia should not be messed with since they have nuclear weapons?

"On August 14, Putin told members of Russia's Duma that he soon planned to "surprise the West with our new developments in offensive nuclear weapons about which we do not talk yet".

And six weeks ago: "I want to remind you that Russia is one of the leading nuclear powers … It's best not to mess with us."

Putin has repeatedly intimated that Russia would use nuclear weapons against countries. Many of his supporters parrot the same thing. David Johnson of the Johnson Russia List just said they same thing yesterday in response to a Wall Street Journal piece.

Russia is rapidly becoming an external rogue state and internal police state. I'm sure you've seen all the crackdowns on free speech and now millions of Russians can no longer travel abroad since they might fall prey to spies. You saw that new law a few months back, didn't you?
