Outline of the presentation

Technology is key enabler of Social Security Sets the boundaries between what is doable and what is not Technological development expand the range of policy

options toward extension of social security

ICT enabler of Social Security

Information is required for all social security functions: Contribution collection: know who are the contributors, calculate

contribution amounts, etc .. Benefits-related processes: claiming, evaluating eligibility,

calculation, delivery / payment.

Various branches of Social Security are involved in providing programs to the same citizen

Nowadays, social security systems are based on managing and processing information.

Trend 1: Mobility of population

Mobility of workers 240 million migrant workers Challenge: bring into formal sector

Mobility of retirees Lifelong benefits are paid outside home country Challenge: keeping track of life events

Trend 2: Ageing population

Low birth rate + increase life expectancy = ageing pop.

Increased dependency ratio Relatively more retirees per workers Challenge: increased labour participation

Increased need for more caregiving Increasing numbers of frail seniors & dementia Challenge: ensuring seamless protection across range of

services

Meeting the challenge: Interoperability

Moving from data processing to Information Management Static and fragmented data is useless

Information has to be integrated, exchanged, shared among different institutions, level of government and countries

Information systems need to ‘talk’ to each-other in real-time

Need technical standards for Interoperability

Illustrating through two scenarios

International coordination of social security : Put into practice internationally coordinated social security

programmes through standardised information exchange

Providing quality services to an increasingly diverse population, especially aging population:

Interoperability to integrate services (health, social assistance, information, benefits, etc.)

−E.g. , health monitoring at home.−Collaboration with community partners

Another ICT “must do”: Information Quality

Reliable social security operations need reliable information

This requires the implementation of data quality policies and measures which are ICT-enabled but involves the responsibility of the entire institutions.

In summary…

What is required:

ICT-aware social security Management

Smart ICT application and engineering

Questions to move forward

How to strengthen an integrated and citizen-centred social security by using ICT ?

What is ‘an adequate ICT’ for social security ? Powerful technologies are economically accessible but are

not sufficient to build the social security ICT.

How can ICT break fragmentation and support citizen-centric, seamless, Social Security ?

Cumulating programs and services is not sufficient.
