• Preliminary look at potential services under consideration for backbone-centric services

• Discuss and understand member needs • Distribute a preliminary survey to focus

Backbone-centric services goal• Goal for any potential backbone-centric

service:• Must generate significant value for MOREnet

membership– One-off of commercially-available service at a

significant cost reduction– Unique service required by MOREnet membership –

performance, regulatory requirement, etc.• Must at least cover cost of the service. Will

need to understand timing, scope and volume of member need to ensure we can deliver a valuable service.

Background:• MOREnet has an established a fiber core

network which allows significant increases in bandwidth for relatively modest increases in cost.

• This fiber footprint has the opportunity to grow through stimulus projects and member builds.

• We have the opportunity to think about the fiber network in two components:– Backbone-centric: traffic which stays on

MOREnet’s private network– Internet-centric: traffic bound for the internet

Remote Server collocation services (Member equipment)

• MOREnet provides space, redundant power, climate control, connectivity and physical security

• Members locate and manage their own hardware, software and data.

• MOREnet should not be responsible for equipment, software or data replacement, security or integrity.

• MOREnet is responsible for monitoring and managing power, climate control and connectivity to collocated member equipment. MOREnet is responsible for admitting and escorting member staff to their equipment.

Hands and eyes• Qualified MOREnet staff contracted to perform

observation and physical actions to maintain collocated hardware as above at the direction of collocated member.  

• MOREnet can read error messages on console, observe lights, recycle power, check cable connections, swap complete hardware units (servers, switches, UPS, etc.) and in rare cases swap components within the complete hardware units.

• Qualified staff will exercise reasonable care when handling Member hardware.

Remote backup

• MOREnet provides off-site backup facilities for member data.

• MOREnet provides redundant disk space with checkpoint services.

• Disk mirroring or hot backup are possibilities.

• Data integrity and protection is critical with password protection, encryption, etc. considered.

A little history…• MOREnet began working on a public/private

backbone proposal in February 2009• Clear that MOREnet would not have had the

20% matching funds for the project• We discussed the concept with the major

transport providers in Missouri• We discussed it with the State. They had a

number of anchor institutions along the route and could provide some matching funds

• The State adopted the proposal as a key broadband initiative and sought matching funds

A little more history…

• State issues a call for partners in July • State partners with Sho-Me

Technologies for “middle mile” connectivity on August 12th

• At the request of the NTIA, Governor Nixon recommends funding 41 projects in Missouri

Sho-Me Proposal

• Sho-Me has submitted their own BTOP application

• 2500 miles of 72 count fiber (higher if they can use buried fiber)

• 750 miles of existing 2 count fiber to close the loops

• Equipment to light three fibers:– 1 DWDM– 1 Ethernet– 1 SONET

Sho-Me Proposal

• State (OA, other state agencies, and MOREnet) to share 12 dark fibers and some portion of the lit services

• Connect anchor institutions• Erecting 200 towers – wireless

access appropriate in some situations

How does the MOREnet community benefit?• A nod from the Governor• “Technical aspects of the project were crafted

by a highly experienced team of technical personnel, led by and certified by the Professional Engineers from Sho-Me Technologies, but supported by the ideas from the University of Missouri’s MOREnet team and the State of Missouri Information Technology Services Division (ITSD).” (from Jay Nixon’s Letter of Support for the project)

How does the MOREnet community benefit?• Yet undetermined share of:

– 6 spare fibers– 500 mb of Ethernet access between DWDM PoPs– 135 DWDM Lambda spans– ½ the OC12 capacity at each SONET node– Tower access at each of the 200 towers

• Fiber routes to pass through or nearby 150 Higher Ed, K12, Library, TeleMed and extension sites

• At no additional costs for the life of the project…

Surely there will be some costs?• We don’t really want the backbone going through non-

hardened facilities– About $12-15K to build a net-shelter at each site on the

backbone– Other sites will need to build to the backbone

• Increases in Ethernet capacity between DWDM PoP’s• We will almost certainly require increases in DWDM

lambda segments between DWDM PoP’s• Will likely share in equipment refreshes

– DWDM gear refresh in 7 to 10 years• We will buy any equipment we choose to locate on the

towers

Barriers/other issues

• Sho-Me proposal is about 14% of the total for first round NTIA funding $1.2B for infrastructure

• Commerce’s NTIA and Agriculture’s RUS programs received 2,170 applications totaling $28B or about 7 times the funding available for the first round

• Partial funding could occur forcing a redesign with less desirable outcomes including smaller allocation of transport for state and MOREnet

So….

• If Sho-Me gets the grant, all of it• If the MOREnet community can wait

until the network gets built,• If our sites let Sho-Me build a net

shelter on their property,• When our circuits on those routes

expire,• We’ll have bandwidth (then fiber) to the

member’s doorstep at a very significant cost avoidance!

Which way from here?• At this point, I don’t think anyone really

knows• We will continue to work with Sho-Me and

the state to better understand the exact routes, who’s on the routes, near the routes, etc.

• In the event Sho-Me is not awarded the grant, MOREnet needs to be ready to apply in the second grant window with another middle mile proposal

• In the event Sho-Me is awarded the grant, we will need to connect MOREnet sites to the middle mile

Which way from here?

• Explore other parts of the BTOP grants:– Public Computer Centers: funding for

projects to expand computer center capacity at entities that permit the public to use these computers, such as community colleges or public libraries. ($50 million)

– Sustainable Broadband Adoption: funding for innovative projects that promote broadband demand, education, awareness, training, access equipment or support. ($150 million)
