PROJECT 5000• All regional associations are invited to participate in PROJECT 5000. 

• We will unite metropolitan-based National Umpires with local Umpire Coordinators and UIC to rollout ‘Introduction to Umpiring’ courses at each association.  

• These courses will provide regional umpires with the framework and resources to achieve their Level 1 National Accreditation.

• Project 5000 will take umpire development on the road visiting softball communities all over regional NSW. 

•  No cost to participants or Associations

• Project 5000 will commence at the start of the 2010-2011 Summer Season.

• Contact SNSW Director of Umpiring Scott Rindfleish to secure a date for Project 5000 to visit your association.

To achieve level 1 National Accreditation an umpire must achieve the following pass marks for the SAL Basic Rules Examination:

1. 60% under lecture style presentation with four sessions of 25 questions or

2. 50% under supervision in one session or

3. 80% as an open book giving the rule references

D – Prac On-Diamond Umpiring Competency

• To achieve level 1 National Accreditation, an umpire must be able to demonstrate the basic umpiring skills

• An umpire must have at least five games experience comprising a minimum of two plates and three bases in one season.

• The recommending umpire must complete the competency checklist in full.

• To be deemed Competent the applicant must successfully demonstrate all competencies.

Rules – Infield Fly• An Infield Fly is a fair fly ball (not including a line drive or an

attempted bunt) that can be caught by an infielder with ordinary effort when first and second, or first, second, and third bases are occupied, before two are out. The pitcher, catcher, and any outfielder that positions himself in the infield on the play shall be considered infielders for the purpose of this rule.

• Required Elements –

Rules – Overthrow AwardsAn overthrow is a play in which a ball is thrown from one fielder

to another, resulting in the ball going beyond the boundary lines of the playing field or becoming blocked.

NOTE: If the throw becomes blocked or goes out-of-play, two bases are awarded all runners from the last base touched at the time of the throw.

A wild pitch to a batter which goes into the stands, bench, etc., entitles runners to advance one base without jeopardy.

Rules – Hit By Pitched BallWhen a pitched ball not swung at, nor called a strike, touches

any part of the batter's person or clothing while he is in the batter's box. It does not matter if the ball strikes the ground before hitting him.

NOTE: The batter's hands are not to be considered a part of the bat.

EFFECT: The ball is dead and he is entitled to one base without liability to be put out.

EXCEPTION: If no attempt is made to avoid being hit, the umpire shall call a ball and not award a base.

Three important elements to remember when setting up to create a solid plate stance.

The SLOT is the distance between the batter and the catcher. See page 2 of 2

Starting Positions – Overview

Starting positions refer to the position adopted by an umpire prior to the pitch.

Starting positions are determined by the position of runners on first, second or third base.

Some important things to note- There MUST be an umpire in a starting

position one base ahead of the lead runner.

Starting positions may be varied slightly based on the positioning of the fielders. Most commonly for U1 when at second base.

Starting Positions – Overview

Starting positions refer to the position adopted by an umpire prior to the pitch.

Starting positions are determined by the position of runners on first, second or third base.

Some important things to note- There MUST be an umpire in a starting

position one base ahead of the lead runner.

Starting positions may be varied slightly based on the positioning of the fielders. Most commonly for U1 when at second base.

U3 - The Third Base Umpire will rotate to second base in line with the plate umpire in preparation for a call at second base if the runner is called safe at first base.

Reverse rotation is the process of all umpires moving to new starting positions at the end of a play. This process is initiated by U1, followed by U3 and then P. Reverse rotation occurs quickly while the ball is alive. All umpires must hustle and communicate with each other.

U1 - Hustles toward second base, once close enough to assume responsibility of calls at second, releases U3.

U3 - Hustled toward third base, once close enough to assume responsibility of calls at third, releases P

P - Waits for U3 to get near to third, then retreats back to the home plate to get ready for the next pitch
