The programme covers the following safety promotion activities:

For the age group

Children 0-14 years:

Home safety: We carry out safety promotion programs for children aged between 0 and

6 by making up child care handbooks for them, providing 21 kinds of vaccinations and physical

examinations for free. For children aged between 7 and 14, we have opened “16:30 Classroom” to

ensure their safety after school and before their parents are able to take them home.

Traffic safety: traffic safety promotion programs

are launched at the gates of schools. We pay attention

to the traffic safety education for pupils. We have

organized traffic safety campaigns in schools,

advocating traffic safety by simulating traffic police

directing traffic, rehearsing some shows about traffic

safety and analyzing the cause of traffic accidents to the public.

School safety: we have carried out anti-earthquake consolidation and renovation

of the buildings in Xianlin Primary School, and

environment improvement projects for kindergartens.

We have also opened safety classes for pupils and

launched safety promotion programs targeting

children in Nanjing Foreign Language Kindergarten.

Sports safety: we have improved and perfected

the facilities for sport injury prevention in middle and primary schools.

Youth 15-24 years:

Home safety: promotion of natural gas security

at home and residential safety of college students.

Traffic safety: traffic safety campaigns in

universities and colleges. The traffic police have

produced a drama about drunk driving named “It will be too late then for regrets” and

have it played in universities and colleges. We also encourage students to walk safely

or use public bicycles instead of taking illegal taxis.

School safety: we are engaged in the improvement

of the environment around schools and universities. We

offer safety education to university freshmen, teaching

them fire-fighting knowledge and organizing training

classes of first aid and escape skills.

Evidence-based program: Mental health intervention of college students

Adults 25-64 years:

Home safety: programs for the promotion of

natural gas security at home and the introduction of

pipeline gas into Xianlinxincun neighborhood.

Traffic safety: traffic safety advocation

campaigns are held in government organs,

construction sites (drunk driving, speed limit, seat

belt), and a traffic safety classroom is established for citizens within the community.

Work-related safety: we have endeavored to

improve the “four capabilities” to ensure fire safety

in commercial areas. Construction units will be

ranked in terms of “safety degree of the construction

site” and migrant workers on the construction sites

will get safety training.

Elderly 65+ years:

Home safety: We have programs for the

promotion of natural gas security at home and the

installation of obstacle-free facilities in their houses.

Senior people within the community get free annual

physical examination and the results are archived. We

have installed emergency call system named

“Ankangtong” for advanced old people’s houses.

Traffic safety: traffic safety advocation campaigns

are held in the neighborhoods. We widely advocate the

importance of anti-drunk driving, civilized driving, and

safe driving. We have also launched “static traffic”

program in the neighborhood, where such facilities as

traffic signs and deceleration strips are installed

properly, so as to maintain the traffic order.

Sports safety: safety program for sport areas in the

neighborhood and “Five Animal Frolics” program to

prevent old people from stumbling.

Evidence-based program: “Five Animal Frolics”

program aimed at preventing old people from stumbling.

Natural disasters:

The community has established grid social service platform to respond to natural

disasters in a timely manner, providing pre-disaster warning, disaster relief and

post-disaster restoration services.

Citizen escape and evacuation drills are held on a regular basis.

Training classes of first aid and escape skills are organized for college students.

Red Cross first aid and escape skills training classes are organized.

Violence prevention:

The community has a comprehensive

governance office and an office of justice. Firstly,

they coordinate the local police station and the

special patrol police group to intensify street

safety patrol. As soon as a violence risk is found,

it shall be eliminated at once. Secondly, the

community has designated public security patrol

groups in each neighborhood within the community to enhance the safety patrol inside

the neighborhoods. They will report to the comprehensive governance office once a

problem occurs. Thirdly, we intensify the advocation of laws and regulations to

increase citizens’ awareness to comply with the law and regulations and teach them to

solve problems through legal channels. Fourthly, the community comprehensive

governance office regularly checks potential violence risks so as to solve problems

timely and ensure the safety of people’s lives and property in public places.

Suicide prevention

Senior people suicide prevention: each neighborhood

committee has established such service agencies as “Heart

Unlock services” and “Omnipotent services”. They have

also designated certain rooms to provide health and safety

services and invited professional psycho-therapists to do

psychological consulting for the citizens.

Young people (college students in particular) suicide

prevention: universities and colleges have formed an

intervention group composed of “psychological

weathermen”, counselors, consultants, experts from brain

hospitals and other people to deal with the emergencies in

an all-round way.

Children suicide prevention: psychological classes are

opened in every primary and secondary school within the community and school

psychological consulting platform is established to give psychological guidance for

pupils with psychological problems in a timely manner.

Prevention programs for high-risk people:

For elderly people: Citizens’ “Health House” program, “Heart Unlock Services”,

“Omnipotent Services” team and “Happiness at the door”.  

For people with mental disorders: program of behavior intervention for college

students with psychological disorders.

For people of special majors: students' sports injury intervention program.

For young and adolescent people: intervention against teenage girls’ accidental

pregnancy and peer education.

For people of special vocation: traffic safety programs for muck trucks and

safety services provided to construction workers.

For foreigners: safety service program for foreigners.

For drivers: drunk-driving intervention program.

Prevention programs for high-risk environment:

Transportation: Inter-regional loop buses, public bicycles, safety intervention at

high-risk intersections.

Public places: safety intervention at family hotels, fire prevention at Golden

Eagle Shopping Center.

Forest fire prevention: forest fire prevention program.

Leadership for the building of Xianling safe

community: There are altogether 22 people composed of party secretaries of CPC

Xianlin Community, leaders from government organs such as Qixia District Health

bureau and other units, and leaders from Xianlin Community Health Service Center.

They are responsible for the management, coordination and planning of safety

promotion and injury prevention programs.

Special work groups and program promotion groups: People from different

divisions of the community office and leaders from various Qixia District departments

including health bureau, fire brigade, safety inspection, transportation, housing, urban

management, education, women’s federation, disabled person’s federation, police

station, traffic police, community health service center, schools and kindergartens,

serve as persons-in-charge of correspondent work groups or programs. The total

number of staff for these groups is 27.

International/domestic exchanges:

In November, 2012, staffs of Xianlin safe

community promotion committee attended a work

conference on the building of National safe

community held in Xi’an, Shanxi Province and

exchanged experiences with other attendees.

On Feburary 28, 2014, staff of Xianlin safe

community promotion committee attended a work conference on the building of safe

community in Jiangsu Province and exchanged experiences with other attendees.

We are planning to participate in activities held by the Asian safe community

network and the International safe community network.
