The War In Chile- - Congress and thePresident.

Valparaiso, June 18 The Govern-ment of Chile has awarded the comman-ders of the cruisers which Bank theBlanco Encalda a douceur of 30,000.

The new Chilean Congress has em-powered President Balmaceda to expendrevenue according to. his own judgmentwithout submitting estimates, to pro-cure money without r the consent ofCongress, to dismiss or appoint em-ployees of or to any rank, to suspendfee discussion and liberty of the press, and to organise military tribunals.Royalty in England Opinion of Truth

A Republic - Predicted.London, June 17. Truth, referring to

the baccarat scandal, says that royalty,in the old sense of the world, has ceasedto exist in England. The Queen is re-spected only as a women, id the Mon-archy rests on a fragile basis. In itsopinion, England will be a Republic be-

fore fifty years.Truth states that the Emperor of Ger-

many, in a letter to the Queen, protestsstrongly against the Prince of Wales'conduct.Lord Salisbury's Views on Imperial

Federation.London, June 17.Lord Salisbury, re-

plying to a large deputation on the sub-ject of Imperial Federation, referred tothe feeling of unrest prevailing in Indiaand Australia, and their reluctance toprecisely the present state of things. He thought it would be useless to sum-mon colonial statesmen to a conferencein London without a scheme to place be-fore them. It would be extravagantmodesty for the Federation leaders torely longer on the absence of a cut-and-dri- ed

scheme. The enigma waiting solu-tion was how to invite the colonies toshare the previleges and responsibilitiesof the Empire without disturbing theirconstitution. It was urged that England, and the colonies should now form of zoll-vere- in

or kreigsverein, but the freetradeprinciples of England were a difficultyin the wav of the former, while the ten-dency of enterprise and the discoveriesof science to annihilate space formed adifficulty in the way of the latter.

The deep green vale's incarnadined withblood,

Of victims offered to the gods of stone. The rippling river runs a crimsoned

flood ;Here old king Umi from ensanguined

throneDirects the holocaust : and he alone

Can stay the tide, where reeking altarsstood.

Athwart the cliffs the fitful winds haveblown

Dark clouds that reep above the highgreen wall,

While through the gloom the bleedingvictim's groans-Pierc- e

the dense vapor like a funeral4 pall

Hung o'er the valley and the feeblemoans

By echoes tossed from gleaming crag tocrag

Arise unheard ; where murderers' effortsnever flag ; --

And hearts of men are pitiless asstones. .

Quiescent now, for there is heard nomore

The wild " auwe " for helpless victimsslain; --

A light refulgent from another shoreCast its bright beams across the rest-

less mainWith heating balm for every Wound

and pain.Pale faced messengers from the Savior

boreThe olive branch of peace . The gen-

hearts,And filled them to the brim with holy

calms;Charms more potent than the " kahu-

chanted psalmsRose up at morn ; and the evening airWas toned with holy, whisperings of

prayerFrom humble cots beneath the sway-

I stood at sunset on the giddy height,Of green-drape- d crags that guard the

gleaming deeps. --

The great red sun in shim'ring waves oflight

Swathed with a golden mist the dizzysteeps,

The trail dipped down to where theriver sleeps

In lazy zigzags ; and with keen delightThe eye gazed on cliffs like ancient

enfold.Far, far below the lazy winding streams

Crept through a tangled mass of shiningflowers

And hummed their songs amidst deepshady bowers

Flushed crimson in the fading sunset'sbeams.

Be Just and fear not;Let all the ends thou alm'st at be

Thy Country's, thy God's, and Truth's.

FRIDAY, JULY 3, 1891,

FROM THE SOUTH PACIFIC.

Files of Samoan papers have beenreceived by the Monowai. In theearJy part of Jane a considerabledegree of apprehension was felt inApia, when it became known thatthe Chief Mataafa had left his resi-dence within the municipal boun-dary, and had suddenly gone to aplace called Malie, which was con-sidered tantamount to open rebel-lion.

It may be remembered that whenKing Malietoa was forcibly de-

ported by the Germans, he leftMataafa as his representative dur-ing absence, and that the lattercarried out his charge honorably, and handed back his powers to theKing when reinstated. During theicter-regnu- m, the power of Mataafabecame so consolidated, and hisrule so popular that a strong party, wearied with the delays and uncer-tainties of the negotiations at Ber-lin, wished to establish him as theKing of Samoa.- - Indeed, applica-tion was made to the King and theChief Justice that this might beeffected.

They were told that it could notbe done, and were advised to giveup the idea, but were so persistentthat the King and the Chief Jus-tice abrubtly left the meeting.Matters remained threateningthroughout the greater part ofJune. Mataafa returned to Apiaat the request of the King, but hasagain, with His Majesty's sanction, taken up his residence at Malie.

Mataafa declares himself per-sonally loyal to Malietoa, and fearsof an outbreak are considerablyabated, and the country appears asif no excitement had taken place.

From New Zealand files we learnthat a census of the Maori popula-tion has been published, showingthat the Maoris now number 41,-31- 2.

This shows a decrease on thecensus of 1886 of only 120 persons. The Maori population is now aboutstationary. In some districts wherethe natives are not harassed aboutland selling, and where they havetaken to steady habits and to thecultivation of the soil as in the oldtimes, they are actually increasing.

On the 4th of June, says the N.Z. Herald, the well known three- -

masted schooner Maile, CaptainLane, reached Auckland after nearly thirteen months absence, duringwhich time she nas Deen cruisingbetween the various guano depotsand trading stations of Messrs. JT. Arundel & Co. in the Pacific.

The Engine making 230 Revolutions and running a Rotary Pump with a beltmaking 180 Revolutions without anv effort. It is 'delivering the water with great force 45 feet above, at the rate of 30 gallons perminute, or 1,800 gallons per hour. It is run by the yard man, and he finds no trouble whatever in running it. It is doing every-thing thatwas claimed for it, and I should consider it a very Handy, Safe and Simple Engine for anyone to run who is not anengineer, and therefore recommend these engines to anyone.
