(1) The item veto is part of the nec essary system of c hecksand balances established by the peo ple in their Co nstit ut io nin 1889. Nothing has happened since to indicate they actedun wise-Iy, SIR 140 is a blatant, unw a rranted and unjustifiedpowe r gra b by the legislat ure designed to dest roy o ur consti­tutional syste m of chec ks and bala nces. (4) In accorda nce wilh the provisions of th is c hap te r and therules and regu lation s o f the co mmiss ion , to lice nse as agentsto sell lottery tickets suc h pe rsons as in his o pin io n will bestse rve the public conven ience and promote the sa le of ticketsor s ha res . The d irect o r o f the stale 10ttNy may require a bondfrom every lice nsed agent . in such amoun t as prov ided in therules and regulati on s of the co mmissio n. For the pu rpose of o btaining infor ­matio n concerning an y ma tter re lating to the admin istrat iono r enf o rcement of this chapter, the commission, o r any persona ppointed by it in writi ng for the pu rpose may conduct bear­ings, ad minister c arte. ta ke depositions, co mpel the at ten d­ance of witnesses an d issue subpoenas pu rsuant to RCW34.04.105.

NEW SECTION. Sec. b. No lice nse as an agent to se ll lott e rytickets o r sha res sha ll be issued to an y person to engage inbusiness e xclusive ly as a lolle ry sales agent. Before Issuingsuc h lice nse the dir ector of the state lott e ry sh all conside rMJt:h fact ors as (1) the financial rli'spo nsibility and st't:urity o fthe person and his bus iness o r at:tivity, (2) the acc(>Ssib ility o fhis place of busines s or at:tivity to the public , (3 ) the suffi­ciency of eXisting lice nses to serve the public con ven ience,an d (4) the volume of expected sales.

For the purposes o f thi s section, the term "perso n" shall beco nstrued to mean and inclu de an indiv idual , associatio n ,co rporatio n, club, trust , est ate , soc iety, co mp any , jo int stockcompany , rece jve r, trustee, assignee, rereree, o r any otherperson acting in a fidu ciary o r re prese ntative t:apadty,whethe r ap poi nled by a co urt o r otherwise, and any co mbina ­lion of ind ivid uals. Ther e is hereby creat ed and estab­lished a separate fund . to be know n as the state lottery fun d .Such fund shall be maintained and co nt rol led by the com mis­sion and shall co ns ist o f a ll revenues received from the sale o flott ery tick et s or share s, and all o ther moneys cred ited o rtransferr ed theret o from any o the r fund o r so urce pursua nt to1_.

NEW SECTiON. Sec. 16. The moneys in said state lotteryfu nd sha ll be used on ly: (1) For the paym ent o f priz es to theholders of winni ng lottery tick et s or shares ; 12) for pu rpose s ofmaking de posits into the reserv e acco unt c reated by sec t-o n19 of Ihis 1974 arnendatorv act and inl O the revolvtn g fun dcreated by sec tion 20 of Ihis 1974 amendat ory act ; O J for pu r­poses of making deposits int o the ge ne ral fund ; and (4) forthe repayment to the general fund o f the am ount appropri­ated to the lund pursua nt 10 sec tio n 24 of this 1974 am enda­tory act .

NEW SECTiON . sec. 19. In the e ve n t the commissio n de­cid es to pay any portion o f o r all o f the prize s in Ihe form ofinstallments ove r a period of years, it shall provide lor thepayment o f all su ch installments by o ne , but not both, 01 thefollowing methods:

(1) II may e nter int o contracts with any financially respon­sible person or firm providing for the paymenl of sur:h inslall­ments; or

Su[h revolving fund shall bemanaged , [onlro lled an d main tain ed by lhe co mmissio n a ndsha ll be a se pa rate <l nd indt'pendent fund o utside Ihe stateIreasury.

The Washington Industrial Safety and Health Aet im­poses hardships on business. Many arc forced to close be­cause they can't meet the demands. Let's repeal this act,return business to businessmen and create employment.The cri me rate was a lot lower when criminals were keptin prison. Repeal the tyrannical Disclosure Act.
