Executive Summary from President & CEO Georgette “Gigi” GodwinMCCC continues to expand the ways we accelerate our members’ success. Strategic thought leadership from our Board of Directors provided inspired vision and subject matter expertise to fulfill our mission. We are proud to announce that MCCC and its Foundation completed another successful year of advocacy, programs, and events resulting in being recognized by the Washington Business Journal for the third consecutive year as #2 out of the top 25 chambers of commerce in the Greater Washington D.C. Region.

Advocacy Highlights• Federal Midsize Initiative: MCCC continued its advocacy in

the Midsize “Pathway to Growth” Initiative to ensure federal government contractors can grow beyond small business procurement set-asides.

• $167 Million in Dedicated Funding for Metro: MCCC dedicated exclusive and significant resources to this successful and transformational state advocacy effort to secure funding. In January 2018, MCCC joined forces with the MetroNow Coalition to advocate for dedicated funding for Metro. From this partnership and hard work across the state, an annual commitment of $167M/year was made to get Metro Back2Good.

• $8.5 Billion incentive package for Amazon HQ2: MCCC promoted and advocated in support of this historic incentive package to ensure the State provides the necessary financial incentive to compete for companies like Amazon and other Fortune 100 companies.

• Spearheaded continued funding for the National Center for Veteran Institute for Procurement (VIP)

Signature Events• 2017 MCCC Business Awards Dinner honored 9 diverse leaders and companies representing a range of

industries who impact the marketplace through creative problem-solving.• 44th MCCC Public Safety Awards brought nearly 1,200 business, government, and public safety leaders

together to thank the brave men and women who protect our community every day.• 59th Annual Dinner honored business leaders, legislators, and key stakeholders for their exceptional

advocacy, visionary leadership, partnerships, and expanded business successes. • GovConNet Pathway to Growth Procurement Conference gave over 800 attendees the unique opportunity

to gain valuable insights and meet directly with key purchasing agents from a variety of prime contractors and federal, state, and local government agencies.

• Two Legislative Receptions: Officials from local, county, and state government, representatives from various county and state departments, and board members mixed and mingled at these receptions held in September and January.

Programs• Election 2018: MCCC placed an increased focus on the June 26th Primary Election and organized

informational meetings, hosted candidates for political office, and partnered with other organizations to develop an Economic Development presentation and county executive forum.

• Federal Innovation Forum Series: MCCC launched the 2018 Federal Innovation Forum Series with a focus on Blockchain technology and Artificial Intelligence featuring the federal and business leaders who are shaping the future.

• Chamber After Hours: Hosted by member venues throughout Montgomery County, the After Hours series features both established and next generation business leaders, in a relaxed environment for impactful networking.

GovConNet• New! Federal Innovation Forum Series: MCCC launched this engaging and future-focused series centered

around disruptive technology and its impact on procurement. MCCC partnered with the U.S. General Services Administration to bring a series of forums hosted by JHU Montgomery County Campus discussing:

o How blockchain, artificial intelligence, and chatbot technologies are being utilized o How they will shape future procurement requirements

Montgomery County Chamber Community Foundation• VIP celebrated its 1,000+ graduate milestone on March 22, 2018.

Distinguished guests attended, such as SBA Deputy Administrator Althea “Allie” Coetzee Leslie as the Commencement Speaker and Lawrence Duncan, III, Vice President, Federal & State Government Relations & PAC Affairs, Lockheed Martin Corporation, as guest speaker.

• Lockheed Martin Corporation committed to a $185,000 partnership to the VIP Training Program. The partnership will provide additional VIP classes and training.

• Launched the VIP MarketPlace which connects Government Agencies, Prime Contractors and the 1,021 VIP graduates to each other. By using keyword searches and custom filters, VIP Marketplace users can easily find partners, teaming opportunities, and more.

• The U.S. Small Business Administration awarded a grant in the amount of $500,000 with MCCCF’s National Center for Veteran Institute for Procurement (VIP), to deliver the SBA’s Veteran Federal Procurement Entrepreneurship Training Program (VFPETP).

• Business EXCELerator: The Business EXCELerator Series is a how-to on best business practices for both federal contractors and commercial businesses. The program provides small businesses with information, resources, and relationships to succeed in the commercial and government contracting space.

• GovConNet Pathway to Growth Procurement Conference: This unique event gives MCCC members direct access to government procurement officers in an environment that encourages the development of new relationships and business.

• MCCC Morning Mixer: These events give members access to B2B (business-to-business) networking in a professional and friendly setting.

Operational Best PracticesMCCC uses operational best practices to ensure that the organization is able to serve the needs of our members.

• Audit: MCCC received a clean unqualified audit opinion with no journal entries or Management letterfor the fifth consecutive year.• Government Grants: MCCC managed complex Federal and State grants for the fifth consecutive yearmeeting stringent compliance standards.• Critical Risk Categories: MCCC continued to tighten controls on critical risk categories: insurance, tax andfinancial reporting, secure personnel and customer data.• IT: MCCC continued to upgrade its IT to ensure greater cybersecurity and information systems operations.

ADVOCACYAs the voice of business in Montgomery County and the region, MCCC engages our members and works proactively with over 100 elected and appointed officials at the federal, state and local levels to create opportunities for members. During the 2018 Legislative Session, there were more than 3,000 bills at the State level alone. MCCC monitors federal, state and county bills, resolutions and regulations of importance to the business community, and takes positions on more than 100 pieces of legislation each year focused on tax reform, business climate and strategic capital investments.

MCCC Signature Event participation: MCCC saw tremendous participation by elected and appointed officials at signature events throughout the 2017-2018 year including members of Maryland’s Congressional Delegation, the Governor’s cabinet, members of the Montgomery County Delegation, the County Executive, County Council, Board of Education, Planning Board and officials from numerous county departments.

Federal AdvocacyPathway to Growth: In 2016, the GovConNet Council launched the Midsize Initiative to help midsize federal contracting companies address common challenges including handling growth and winning future contracts. MCCC advocates for three initial policy changes to help government contractors to build growth beyond small business set-asides:• Agency wide: Bring Multiple Award Contracts (MAC) requirements in line with the capabilities of

midsize firms• SBA: Require a 5-year look-back for the purpose of Small Business Administration size determination• Congress: Deduct research and development (R&D) expenses and expenditures from total revenue for

size determination

Congressional Advocacy: • MCCC GovConNet Council members met with both U.S. House

and Senate Small Business Committee Staff to discuss Midsize Initiative

• GovConNet testified at the House Committee on Small Business Subcommittee on Contracting and Workforce Hearing “No Man’s Land: Middle-Market Challenges for Small Business Graduates” on the challenges of large small businesses when approaching the top of their small size standard. Steve Ramaley of Miles & Stockbridge and MCCC GovConNet Council member testified on behalf of the Montgomery County Chamber of Commerce, and Lisa Firestone, of MCCC Board Member company Managed Care Advisors, testified on behalf of Women Impacting Public Policy

State AdvocacyAt the state level, MCCC works with the Governor and his administration, including each of the executive agencies, and the leadership and members of the Maryland General Assembly on all matters impacting the Maryland business climate, as well as any legislative action that impacts business in Maryland.

Despite the chaotic nature of the 2018 session, MCCC spearheaded and secured several strategic wins and laid the groundwork for the beginning of the new legislative term beginning in the 2019 session. MCCC shaped and participated in numerous discussions on initiatives to support employers with employees in Montgomery County. Additionally, MCCC provided both in-person and written testimony during the 2018 legislative session.

Key wins for the Montgomery County Chamber of Commerce in the 2018 Legislative session included:

Huge and historic initiatives for economic development in the region• Promoted and mobilized support for $167 Million in Dedicated Funding for Metro

• Won $8.5 Billion incentive package for Amazon HQ2 • Ensured Continued funding for the National Center for Veteran Institute for Procurement (VIP)

Economic Competitiveness• Ensured that legislation requiring Combined Reporting of Taxes by Maryland businesses failed• Supported younger and low-wage workers by gaining local buy in to the Expansion of the Earned Income

Tax Credit• Preserved the continuation of estate tax levels secured in 2014; and prohibited proposed roll back of those

taxes• Championed the creation of a refundable credit against the State income tax for specific small businesses that

provide paid sick and safe leave to qualified employees• Extended through fiscal 2023 the termination date of the cybersecurity investment incentive tax credit• Altered the method by which an individual or corporation may claim the research and development (R&D)

income tax credit• Simplified the method by which an individual or corporation may claim the employer security clearance

costs income tax credit• Propelled the adoption of the Augustine Commission recommendation to phase in a single sales factor

formula used to apportion income to the State for the corporate income tax

Strategic Investment in Infrastructure• Reformed the selection process for the Maryland representative to the Metro Board• Worked together with the Montgomery County Executive, Council, and Board of Education to secure

additional funds for school facilities• Advocated on behalf of the Poolesville Grape Crushing and Wine Facility which received $1 million in state

capital funds for use during fiscal year 2019

• GovConNet Council members met with Robb Wong, Associate Administrator, SBA, Office of Government Contracting and Business Development (GCBD) to brief him on 5-year versus 3-year look back

Local AdvocacyMCCC advocacy at the local level focuses on the annual operating and capital budgets as well as monitoring and participating in local legislation and land use policy that impacts Montgomery County-based businesses and employees.

• Bill 28-17, Human Rights and Civil Liberties – County Minimum Wage Amount – Annual Adjustment: MCCC requested that this second increase in the minimum wage be withdrawn because it was too much, too fast. The increase also did not take into consideration what was happening at the federal and state level.

Result: MCCC advocacy resulted in the Council slowing down the implementation.

• Zoning Text Amendment 18-05, Uses, Use Standards and Regulatory Approvals - Signature Business Headquarters and Subdivision Regulation Amendment 18-02, Administrative Subdivision – Signature Business Headquarters: These amendments created a new use in the Zoning Ordinance for a Signature Business Headquarters, in addition to providing for an expedited land-use review and approval process for qualified applicants. Certainty and flexibility were at the heart of ZTA 18-05 and SRA 18-02.

Result: MCCC advocacy resulted in one more tool in the toolbox to retain and attract businesses.

Election 2018MCCC placed an extra focus on the June 26th Primary Election and organized informational meetings, hosted candidates for political office, and partnered with other organizations to develop an Economic Development presentation and county executive forum.

PartnershipsNew! MetroNow Coaliton: In January 2018, MCCC joined forces with the MetroNow Coalition to advocate for dedicated funding for Metro. From this partnership and hard work across the state, an annual commitment of $167M/year was made to get Metro Back2Good.

Montgomery County Economic Development Corporation: MCCC is a strong proponent of an independent economic entity in Montgomery County and has continued its work with the new members of the MCEDC team.

MCBRE/MCPS/WorkSource Montgomery: Attracting and retaining talent continues to be a pressing issue for many MCCC employers. MCCC coordinates with WorkSource Montgomery to identify better ways to work with the newly formed business community. MCCC has also participated in specific initiatives launched by MCBRE and MCPS to understand what K-12 students need to be ready to enter the workforce.

Montgomery County Business Coalition: MCCC continues to collaborate with other business organizations including AOBA, MBIA, GCAAR as well as local chambers including those of Greater Bethesda, Greater Silver Spring, Gaithersburg-Germantown and Rockville. The Montgomery County Business Coalition shares information and focuses its efforts on legislation at the County.

Shaping the Marketplace• Motivated legislative support for expanded incentives to investors and provides provision of credits for

qualified purchases of technology or services• Negotiated expansion of the ability to pursue apprenticeships in high school• Shaped a requirement that the Department of Commerce, in conjunction with the Maryland Department of

Veterans Affairs and the Department of Labor, Licensing, and Regulation, conduct a study of employment in the State’s defense industry

MEMBER SERVICES AND PROGRAMSMCCC welcomed 54 new members in FY18 and had a membership retention rate of 89%. MCCC is future-focused and provides three ways for members to be visible, relevant and successful:

1. Advocacy – MCCC interfaces with over 100 elected and appointed government officials on behalf of members and their interests. Efforts include targeted legislation to create opportunities for more members.

2. Business Development – Engaged members to connect with customers, partners or vendors at MCCC programs and events.

3. Competitive Advantage – Experts share knowledge that promotes business practices and growth.

Member Services• Strategic counseling is provided to members who seek connections and opportunities.• New members receive welcome messages as well as plaques and an MCCC logo for online usage.• New members are invited to the Chamber’s Annual and Business Awards Dinners and seated strategically

to foster business relationships.• Member information is shared via social media upon request.• A “Special Thank You” section has been added to the “Welcome New & Renewed Members” e-blast, which

has over 4,000 subscribers, to recognize members who have contributed to MCCC’s growth.

Employee Engagement - How We Make It Fun!

Economic DevelopmentThe Economic Development series highlights programs and services that support economic development initiatives in both the county and the state, allowing the Chamber and its members to work with county and state officials to foster a business climate that attracts and retains high-quality employers and jobs.

Business EXCELerator (Small Business and GovConNet)The MCCC Business EXCELerator series features speakers and curriculum that provide resources and best-practice advice to small businesses in the commercial and government contracting marketplaces. The first hour of the two-hour session offers information on a subject applicable to all businesses, and the second hour is tailored to small businesses in government contracting. 156 MCCC members participated throughout the year in these valuable sessions.

Infrastructure and Land UseThe Infrastructure and Land Use series closely follows matters relating to the county’s Planning Board, Board of Appeals and Master Plan process, including funding, capacity and innovative thinking in land use planning and design. An example was the “Autonomous Vehicle” panel discussion.

Legislative AffairsThis series pertains to the Chamber’s advocacy at the local, state and federal levels, promoting legislation and policies that will keep Montgomery County and Maryland competitive in today’s global economy.

Chamber After HoursMCCC hosts Chamber After Hours networking events at member venues throughout the county for membersand prospective members to network in an informal setting. Over 425 people—an average of 60 per event—attended the seven after hours events at these locations:

March 16, 2018 - The 44th Annual MCCC Public Safety Awards Luncheon was chaired by Steven A. Robins of Lerch, Early & Brewer for the 15th consecutive year. The event brought together over 1,200 business, government and public safety leaders to honor the men and women who serve our community. The event acknowledged a PSA Corporate Vital Link, PSA Government Partner and PSA Champion and

culminated in the presentation of 15 Valor Award recipients, 2 Unit Citations, and a MCCC Public Safety Community Service award.

June 12, 2018 - The 59th Annual Dinner Awards Selection and Nominations Committee was chaired by MCCC Board of Directors General Counsel Pam Mazza. Over 800 business and government leaders attended to celebrate individuals and companies who made significant business contributions over the past year, and to induct the 2018-2019 Board of Directors.

A donation was presented to DeRionne P. Pollard, Ph.D. by the MCCC Foundation to support the Public Safety Scholarship Fund at Montgomery College.

MCCC Legislative Receptions2017 Mongomery County Fall ReceptionSeptember 25, 2017 - MCCC members gathered in Rockville Town Center to network and engage informally with elected officials. The 120 attendees shared successes and highlights of doing business in Montgomery County as well as challenges and ideas of ways to remain relevant in a competitive region and global market. Officials in attendance included members of the County Council, Board of Education, Planning Board and the Montgomery County Delegation to the Maryland General Assembly.

2018 Annapolis ReceptionJanuary 29, 2018 - MCCC members had the opportunity to connect with State Delegates at the Governor Calvert House in Annapolis for the 2018 Annapolis Legislative Reception. The event included informal time for networking, as well as speeches by State Senator Nancy King (D39) and Delegate Shane Robinson (D39). Opening remarks were delivered by Legislative Affairs Vice-Chair Leslie Ford Weber and Co-Chair Joshua Bokee.

GOVERNMENT CONTRACTING NETWORKMCCC’s Government Contracting Network (GovConNet) programs are designed to support Maryland and Greater Washington Region-based government contractors. In addition to the programs listed below, GovConNet programs also include the Business EXCELerator Member Exchange Meetings (see the Member Exchange Meetings section for more information).

GovConNet CouncilThe GovConNet Council is comprised of Government Contracting industry experts who develop GovConNet programs and provide industry specific advocacy. The Council advises the MCCC Board of Directors on how best to direct MCCC resources to ensure the continued success of the contracting community. The Council’s mission statement is “To promote the economic impact of the federal government presence and to advocate on behalf of the contracting community for business opportunities.”

Procurement ConferenceMay 18, 2018 - The MCCC GovConNet Procurement Conference returned and brought together over 800 attendees and provided them with a unique opportunity to gain valuable insights and meet directly with key purchasing agents from a variety of prime contractors and federal, state, and local government agencies. U.S. Senator Chris Van Hollen has been the honorary co-chair for the past 14 years.

Year in ReviewAgency Outreach EventsNew! HHS Pathway to Success - The Montgomery County Chamber of Commerce (MCCC) and the U.S. Department of Health & Human Services (HHS) co-sponsored this event to bring together business and government for a discussion about emerging technologies including artificial intelligence that will change how HHS will acquire goods and services in the future. This event provided a targeted opportunity for businesses and HHS contracting professionals to be part of an interactive discussion with key government officials. Participants also heard from a panel of senior acquisition experts who coached three businesses on how to strategically market their companies to the federal government.

New! ChallengeHER MCCC-DoD Event - This event provided women-owned small businesses the information and tools they need to succeed in the world of federal contracting. Topics discussed included the State of Women in Federal Contracting, Leveraging WOSB Certifications, Challenges that Face Small Business, and Understanding DoD’s Acquisition Process.

MONTGOMERY COUNTY CHAMBER COMMUNITY FOUNDATIONVeteran Institute for ProcurementThe National Center for Veteran Institute for Procurement (VIP) is the country’s first-ever training center to train veteran service-disabled and veteran-owned small businesses to succeed in the federal contracting market.

The MCCCF launched VIP as a pilot program in 2009.

Today, VIP is a 3-day, 27-hour comprehensive certification program held at the Bolger Center in Potomac that is designed to equip veteran businesses to increase their ability to win government contracts. Funded entirely by the Montgomery County Chamber Community Foundation, Partners and VIP Sponsors, the Institute is offered at no cost to participants. Donations are required to sustain and expand VIP to meet the needs of

veteran-owned businesses, VIP alumni and the growing community of veterans seeking jobs.

VIP START, launched in April 2016, held its second training session in October 2016. VIP START has graduated 197 veteran-owned businesses from 31 states, Washington, D.C, and Guam.

The VIP GROW program continues to expand in its offering of curricula and number of veterans served. Since the program launched in 2009, VIP GROW has graduated 777 veteran-owned businesses from 43 states, Washington, D.C, and Guam.

VIP INTERNATIONAL was launched to train service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB) who want to enter or expand their Federal and commercial contracting opportunities overseas. VIP International has graduated 92 veteran-owned businesses from 18 states, Washington, D.C, and Guam.

In all, the National Center for Veteran Institute for Procurement (VIP) has graduated a total of 1,066 companies from 47 states, D.C. and Guam and has received over 1500 applications to attend its training programs. On average, graduates grow 50% one year after graduation. VIP is offered at no cost to participants. The Montgomery County Chamber Community Foundation (MCCCF) funds this program through a public-private partnership made up of a cooperative agreement with the U.S. Small Business Administration (SBA) support from the State of Maryland and Montgomery County, and private sponsorships. MCCCF hosts an annual golf tournament to raise private funds to support VIP. 17

Montgomery County Green Business RecertificationMCCC secured re-certification and continues to promote its designation as a Montgomery County GreenCertified Business. The Green Business Certification Program was expanded to recognize farm operations ceritifed through the USDA Organic and/or Certified Naturally Grown programs. Certified farms are now being included in the County’s Green Business Directory alone with approximately 80 other businesses.

Public Safety ScholarshipThere was a record number of scholarship funds raised this year for the Public Safety Scholarship Fund at Montgomery College. The scholarship is targeted to students who are children of a Montgomery County fallen, law enforcement officer, firefighter or other public safety professional or volunteer in one of the county public safety agencies identified by MCCC.

COMMUNICATIONS OUTREACHMCCC uses a variety of communication mediums to update members about advocacy and events, and influence decision-makers on business issues. MCCC staff, members, and events were featured by The Washington Post, NCB4 News, NPR, Comcast and The Washington Business Journal among other prominent local news sources.

Email MarketingMCCC communicates with members, prospects, and interested parties

using Constant Contact email marketing to distribute the monthly “What’s Next” newsletter, a weekly update of programs “This Week @ MCCC,” advocacy highlights and updates, new and renewing member information, and updates on programs and events.

Social MediaIncreased Following: MCCC continues to use social media to engage and inform members, potential members, members of the press and government officials. Through increased posting, engaging in discourse and tagging organizations, MCCC has increased its reach.• Twitter: In 2017-2018, MCCC increased it’s Twitter followers by

16% to a total of 2,407 followers.• Facebook: In 2017-2018, MCCC increased it’s Facebook likes by

8% to a total of 1,642 likes.• LinkedIn: In 2017-2018, MCCC increased it’s LinkedIn followers

by 20% to a total of 689 followers.

In the News• Business Portal: In July 2017, MCCC hosted the launch and a press

conference of Montgomery County Government’s new Business Portal. The portal is a result of input from members of the business community. The county responded with the creation of the portal to help local businesses establish themselves and grow in Montgomery County.

• Amazon HQ2: In January 2018, MCCC released a statement in support of Amazon HQ2 coming to Montgomery County and how tremendous it was that the county made the short list for the headquarters.

• Accountability: The Bethesda Magazine published a letter submitted by Montgomery County Chamber of Commerce President and CEO Georgette “Gigi” Godwin, Greater Bethesda Chamber of Commerce President and CEO Ginanne Italiano, and Greater Silver Spring Chamber of Commerce President and CEO Jane Redicker, regarding incorrect assertions made by Councilmember Marc Elrich.

• In the Spotlight: In 2017-2018, MCCC was highlighted by NBC4 News, the Washington Business Journal, Montgomery County Sentinel and Bethesda Beat, among other news sources.

New WebsiteMCCC launched its new website in June 2018. The site provides greater support to our MCCC Board of Directors and members. Since MCCC serves as a connection between private businesses and the government, our website design reflects that balance. There is content, with accompanying images, throughout the website that reflect our leadership, events, non-profit foundation, and the work we do to create a lasting impact.
