The local food suppliers and manufacturers earn about 40 to 80% more profits when they sold their foods and goods in the farmer's markets rather than to traditional brokers (Lencucha J., 1998). For producers, accessibility is greatly improved through the addition of more farmer's markets. Most of the labor is covered by volunteers from the communities and several local government programs; with 75% of the markets being helped by volunteers. Furthermore, farmer's markets increase the producers’ number of business, enterprise, and full-time jobs. About 21% of farmer’s markets incubated new businesses by sharing facilities and retail space or providing assistance. Approximately a quarter of community supported agriculture (CSA) enterprises delivered their foods and goods to farmer's markets. 84% of farmer’s market managers contributed to art, advertising and information technology (IT) industries by operating webpages and mobile-based applications to communicate with customers, vendors, and their communities (WoodPeter, 2015). Active communication with advanced technologies guarantees safe production methods, high-quality of products, and an infinite process of observing consumers’ preferences and adjusting and improving services and goods.

Research ProcessIn order to access a year-round community market through an inventory and analysis of local assets, ESRI Business Analyst Online, Census 2010, Bureau of Labor Statistics database and other data basis were utilized. Because distances from the markets to local produces and residential areas effect vendors’ and consumers’ financial conditions and quality of experiences in farmers’ markets, 1, 3, and 5 miles’ radii around the two existing farmers’ markets were created. The fiducial point of this ring study regarding local demographics was Downtown Bay City Farmers’ Market (-83.887517, 43.589963) because 5 mile radius of this point covers smaller part of Lake

Huron than 5 mile radius of Bay County Farmers’ Market (-83.887517, 43.596665) (See Figure 32).

Coverages of RadiiThe 1 mile radii cover approximately 25% of Bay City and represent immediate retail market area. The 3 mile radii cover part of Monitor Township on Northwest, part of Bangor Township on North, and part of Essexville on Northeast. The 5 mile radii cover part of Frankenlust Township on Southwest, Part of Zilwaukee Township on South, part of Portsmouth Township on Southeast, and Part of Hampton Township on East.

Local Demands for Farmers’ MarketsIn order to assess local demands for Farmers’ Markets, the local demographics’ economic characteristics and economic status of local industries were considered. According to the U.S. Census 2015, 1, 3, and 5 radii of the local communities’ median disposable incomes are lower than The U.S. median disposable income ($ 53,482) and Michigan’s median disposable income ($ 49,087). The percent of poverty for “All People” and “All Families” were 22.4% and 15.3%. They are about three times higher than the statewide average (See table 4). According to 2015 median disposable income distribution in the targeted data, the downtown area is poorer than suburban area (See Figure 34). The disposable income distribution reflect private vehicle

ownership rates and the local consumers’ preferences for cheap prices on items over the qualities of consumer goods. Considering vehicle ownership in the targeted area, there were less private vehicle ownership and high preference on cheap items within 1 mile radius. As a whole, market potential index (MPI) for “Price preferences over brand names” is higher than 100 within 1, 3, and 5 miles radii and approximately 20% of households need public transportation to access the markets. MPI is market potential index. It compares the local consumption rates with the U.S. average rates. For example, value more than 100 represents higher demand, and a value of less than 100 represents lower demand than the US average (See table 23). The potential customers within 5 miles can access the farmer’s markets through the Bay Area Metro Buses. The bus stops are located few blocks away from the markets (See figure 22, Routes of the Bay Metro Bus System).

Based on BLS data, the local food consumption at home within 1, 3, and 5 miles is expected to increase approximately 17% through 2019. income community, subsidized operation and management should be utilized. Also, products in the markets and public transportation should be accessible, affordable, and reliable to the community.

In 2015, Paul’s Produce supplied fruits and veggies and Nancy Rosekrans supplied Cottage Foods from Bay City, MI for Bay County market. Nancy Rosekrans redeemed her WIC FRESH coupons for 2015 as a favor to State of Michigan WIC office. In Bay City Market, A & T Produce and Corrion Farm & Greenhouse supplied fruits and veggies, eggs, plants, baskets and planters from Essexville, MI. Davis Farms, Kay Good, Roxanne Kingham, Josephine Louchart, North of the Southern Border, Adam Oswald, and Timm Family Farm supplied honey, fruits, veggies, cut flowers, herbs, Baked goods, Pepper Jelly, Cottage foods from Bay City, MI. Spanky’s supplied Kettle Corns from Sanford, MI. K & H Farm supplied Cottage foods from Linwood, MI (See Appendix B, List of Vendors at Michigan Markets). All the vendors listed here exist within 100 miles. The vendors who supplied fresh vegetables and fruits are local producers. In order to identify overlapped items between farmers’ markets and the local grocery stores, Urban and Regional Planning 2016 Bay City Project Team visited the local grocery stores within 3 miles. We found canned foods, condiments, flour mixes, carbonated beverages, sweets, pasta, and bottles of oil (See Figure 34). After identifying supplied products to the farmers’ markets and the local grocery stores, their previous, present, and expected sales were identified (See Appendix C, Sales of Products in the Grocery Stores and Farmers’ Markets). Grocery stores (fruits, honey, fruits, veggies, eggs, plants, herbs, baked goods, Pepper Jelly, Cottage foods, Kettle Corns), Lawn & Garden Equip & Supply Store (baskets and planters), and Florists (cut flowers) industries within 1, 3, and 5 miles radii are identified and reflected the local demographics. Unfortunately, accurate product-mix inventory and quantity of the products in the farmers’ markets could not be assessed due to high number of daily vendors who did not report their sales to the markets’ managers. However, local demands could be assessed by identifying local industries that supplied the products in farmers’ markets. Florists Industry group, which has 3, 6, and 7 businesses within 1, 3, and 5 miles from the Market, lost $642,972, $1,172,458, and $1,595,812. Grocery Stores Industry Group, which has 27 and 36 businesses within 3 and 5 miles, lost $ 23,118,032 and $126,278,146. However, Grocery Stores industry Group (6 Businesses) earned $12,589,956 within 1 mile radius from the fiducial point. There were grocery market demands from local consumers who likely do not have their private vehicles (See Table 14).

miles, lost $ 23,118,032 and $126,278,146. However, Grocery Stores industry

Group (6 Businesses) earned $12,589,956 within 1 mile radius from the fiducial point. There were grocery market demands from local consumers who likely do not have their private vehicles (See Table 14).

It is expected that the top three reasons of shopping in farmers’ markets are freshness, taste, and access to local food according to USDA’s 2006 National Survey of Farmers Market Managers (Edward RaglandDebra, 2006). Based on an online survey from the Leopold Center for Sustainable Agriculture with

1,600 responses from Iowa, Indiana, Illinois, Kansas, Minnesota, Missouri, Nebraska, and Wisconsin, 75% of participants preferred products with “locally grown” labels instead of products with “organics” labels (Leopold Center for Sustainable Agriculture , 2004). The U.S. consumers understand the freshness of products is dependent on the time spent on delivery, especially perishable green cut products are hard to keep the freshness. Farm, orchard, and floriculture products can keep their freshness at room temperature for up to six hours, then they should be discarded (ToccoPhill, 2014). Products, which had been grown within 100 miles from purchase location, are classified as locally grown products. By identifying locations of the raw

materials or sources of the products in the farmers’ markets, the freshness of products could be assessed. Based on North American Industry Classification System (NAIC), Vegetable and Melon Farming (code 1112), Fruit and Tree Nut Farming (code 1113), and Greenhouse, Nursery, and Floriculture Production (code 1114) industries within 100 miles are identified.

The freeway speed limit for trucks in Michigan is 60 mph which means all the products that retailers or producers buy or harvest in these 250 local farms, orchard, and gardens take about 1.6 hours to be delivered in the farmer’s markets. The green-cut products can be delivered within 2

hours and guarantee the freshness about 4 hours at the room temperature (32 and 41 degrees Fahrenheit). Current vendors are supplying their fresh green-cut products during the growing season. Michigan is a seasonal agriculture state and little is produced during the winter.124 of them have greenhouses. According to American Transport Research Institute, the maximum delivery cost for 100 miles in Michigan is approximately $164.7. Regarding the delivery cost, it is expensive to supply small amount of green-cut products from greenhouses to the market during the winter. However, products like meat, cheese, egg, and wooden craft and tool can be served a year around. Based on North American Industry Classification System (NAIC), Poultry and Egg Production (code 1123), Cattle Ranching and Farming (code 1121), Hog and Pig Farming (code 1122), and Logging (code 1133) industries within 100 miles are selected. 199 ranches, farms, lumber mills were identified.

Vendors’ Accessibility (Fees and Rules)In the county market, vendors can rent 9 X 25" space for $8 during the off season (Beginning of November thru Beginning of April). Security, lights, and trash services are not provided during this time. The peak season space renting fee changes based on demands. When the events like gun, knife, survivalist, and archery shows hold in the market, rent price becomes $25 per day ($35 at the door). During this time, 24 hours security, free Wi-Fi, and trash service are provided by the market. Electricity outlets are also provided for $5 per day (Chuckies, 2015). In the downtown city market, vendors can rent 12X20” space for $25.00 per day, $45.00 per week, and $400.00 per season from end of May to end of August. In addition to the rental fee, the market charges $20 for licensed vendor membership fee annually. Produces that cannot be grown in Michigan (citrus, mangos, bananas, and pineapple), over-

ripped, spoiled, or unusable produces, reselling of the retail purchased goods are prohibited. Each vendor or grower must produce at least 80 percent of their products for sale. The remaining 20 percent can be Michigan produce not grown by the grower or vendor. All other items submitted to the market need to be juried by Bay County Extension Council. Trash Service is not provided by the market. All farmers and vendors who participated to the market, need to clean up the debris around their tables at the end of each market day. Disposal of all garbage and trash will be each farmer and vendor’s responsibility. Failure to comply this rule results in being billed a minimum $50 clean-up fee. Each vendor is required to display a sign which clearly identifies the products are and the price. Vendors selling by volume are required to use standard size containers (pint, quart, ½ peck, peck, ½ bushel and bushel). Vendors selling produce, food, drink, and other products consumed or applied to the skin or hair need to show proof of liability insurance in the amount of $1,000,000. Vendors not having proof of liability insurance must complete and sign a hold harmless agreement between the vendor and the market (Michigan Department of Agriculture , 2010 ).

FundingIn order to develop an attractive year-round community market which can promote a stronger economic base with decent designs and advertisements, investments from private, local, and national sources should be considered.

Project for Public Spaces (PPS) is a nonprofit organization that awarded grants to Allen Street Farmers Market of Lansing, MI, and the Eastern Market of Detroit, MI in recognition of their operation goals, public spaces, job growth potential, and accessibility to vendors and customers.

Local fundraising is possible with t-shirts and shopping bags with the market logo, raffle, or auction. Bay Area Community Foundation Semiannual Grants, Dow Chemical Donor Advised Fund, and Dow Corning Donor Advised Fund are available from Bay Area Community Foundation. The Anonymous Sales Reporting SystemIn order to monitor accurate financial status of the market and set reasonable rental fees based on the vendors’ financial status, their sales reports are necessary even though their sales information is personal. Therefore, we recommend the market manager to install the ballet boxes that allow vendors to confidentially report their sales to the farmers’ market. Flint Farmers’ Market in Michigan already implemented this reporting system.

Efficient Rental Space ManagementIn order to maximize economic activities in the market, the rental spaces should be occupied by vendors as much as possible during the operation hours. By allowing seasonal vendors, who can’t supply their products to the market because of weather, insect, or financial issues, to cancel the contract with penalty, the rental spaces can be managed efficiently. Royal Oak Farmers Market is allowing its seasonal vendors to cancel the contract. When they notified the market seven days prior to any operational days, there is no penalty to vendors.

Efficient Produce Inventory Management The top four demanding product groups were fruits and vegetables, bakery products, condiments and seasonings, and sugars and other sweets (See Figure 35). In order to meet the local demands of these products groups, the industries that supply these items within 100 miles from the market should be considered as potential business partners.

Community CollaborationGetting volunteers, from MSU Extension, Bay County Food Sources, Bay County Food Council, local 4-H, grade schools, and churches with several programs related to public health education, community development, food security and sustainability, can reduce the operation and advertisement costs (See Appendix G, Bay Country Food Sources).

Summary Farmers’ markets are economic boosters. The local food suppliers earned more profits when they sold their foods

and goods in the farmers’ markets rather than to traditional brokers.

Maintaining a farmer’s market was cheaper than conventional grocery markets because most of the labor is covered by volunteers from the communities and several local government programs.

Farmer’s markets incubated new businesses. The grocery stores in the immediate retail market area do not fulfill the

local consumers’ demands for fresh produce. The local grocery stores do not have regulations to have certain amount

of local produce unlike the Bay City Farmers’ Market. The Bay Farmers’ Markets are the only markets that provide fresh local

products in the immediate retail market area. Food consumption at homes in Bay City, MI is increasing. More people preferred cheaper prices on goods over the qualities of

goods in the targeted area. Bay City has significant amount of households that does not own private

vehicles, but they can access The Farmers’ Markets by the Bay Area Metro Buses.

Meat, cheese, and egg can be provided during the winter season. Subsidized operation and management need to be utilized to promote

growth.

Case StudyMidland Farmers’ MarketThe City of Midland is renovating its farmer's market as a centerpiece of mixed-use infill market district development with private investments from several organizations such as Dow Diamond, East End, The H Residence, Leuter, 409 Ashman buildings, and The H Hotel. An online survey for this development was completed with approximately 850 responses. Based on the survey results, the City of Midland is expecting high consumer traffic nearby waterside during the Spring and Summer season. Therefore, a 140-stall seasonal farmer's market nearby the riverfront was envisioned with canopy structures for solar radiation and garage doors for rainy days. The newly renovated farmers’ market will open every Saturday at 8:30 a.m. and close at 12:30 p.m. from April through the end of October. Due to high demands for an outdoor ice skating rink in the Winter season, a year-round indoor Food Hall was also envisioned (Momentum Midland Downtown Midland Investment Initiative, 2015).

Flint Farmers’ MarketFlint Farmer's market has been a main market for the City of Flint since 1940. The market was recently relocated to center of downtown with $4 million dollars expenditure in 2014. Today, this year-round farmer’s market was announced as one of the best in the U.S by the American Planning Association and has more than 100-registered vendors. This farmer’s market is composed of a meat market, poultry, bread and baked goods, cheese, a wine shop, an art gallery, a cafe, and Middle-Eastern and Mexican groceries. It opens every

Tuesday and Thursday from 9 a.m. to 6 p.m. On Saturdays, the market serves from 8 a.m. to 5 p.m (PictureBigger, 2015).

Saginaw Farmers’ MarketCurrently, The City of Saginaw is relocating its farmer's market with $1 million state grant. A non-profit organization, SVRC Industries Incorporation, purchased a former Saginaw News building on 203 S. Washington Avenue nearby the Saginaw River. They plan to redevelop and revitalize Saginaw's downtown marketplace with an outdoor pavilion, a year-round indoor market, food processing, retail & office space, and commercial kitchens in 100,000 square-feet of mixed commercial zone. Saginaw's farmer's market will occupy part of the former Saginaw News building. Relocation will be completed in 2017 (TowerMark, 2015 ). It will open every Monday, Wednesday, and Friday from 10 a.m. to 3 p.m. For promotion purposes, the market will give a 50% discount on vegetables and fruits if customers buy pre-paid purchasing cards, referred to as Bridge cards (doubleupfoodbucks, 2015).

Farmers’ Markets in the Bay CityBay City has two farmers’ markets. The Bay County farmers’ market opens every Tuesday and Thursday from 11 a.m. to 5 p.m. and the Bay City farmers’ market opens every Thursdays from 10 am to 3 pm. The Bay County farmers’ market has a pavilion and the Bay City farmers’ market does not have any infrastructure.
