MILITARY LANDS AND CANTONMENTS DEPARTMENT
INTRODUCTION
Military Lands & Cantonment Department is headed by the Director General, Military Lands
& Cantonments(DG ML&C). He is followed in hierarchy by an Additional Director General
and assisted by four Directors in HQ. HQ ML&C has under its jurisdiction six regional
directorates namely Peshawar, Rawalpindi, Lahore, Multan, Karachi and Quetta. HQ ML&C
through regional directorates manages 11 Military Estate(ME) Circles and 44 Cantonment
Boards (CBs) in all over Pakistan.

“To ensure pro-people, efficient local governance in Cantts and effective management of
Defence land”
HISTORICAL BACKGROUND
Department of Military Lands and Cantonments is managing Defence Lands and Cantonment
Boards all over Pakistan. ML&C Department serves an area of about 600,000 acres of land,
attends to and promotes the interest of more than 4.7 Million people, handles budgets
amounting to approximately Rs. 25 billion which is increasing on a yearly basis and manages
a human resource base of nearly 19,000 employees. Defends over 6,000 litigation cases
Defence lands and cantonments exists since British Rule. The first Cantonment was
established back in 1765 at Barrackpore. Pakistan inherited 23 Cantonment Boards. Keeping
in view the requirement of defence services, number of Cantonment Boards have increased
from time to time and now there are 44 Cantonment Boards.

Following independence of Pakistan, the assets that were with the Ex-state forces and the
lands that had been in use for defence purposes accrued to the Government of Pakistan
(Ministry of Defence) through constitutional provisions. These were brought on record and
consolidated by Military Estates Officers. Presently, there are 11 Military Estate Circles in
Pakistan.
In 1975, “Military Lands and Cantonments Group” was instituted absorbing all the Military
Estates Officers, the Executive Officers of the Cantonments and the Directorate in the
Ministry of Defence. The appointments of the officers to this Cadre is through CSS
Examination annually conducted by the Federal Public Service Commission(FPSC).
Cantonment Boards are autonomous bodies working under the administration of ML&C
Deptt. Cantonments are classified into three categories (A, B & C) depending on the size of
the civilian population. Depending on this the Cantonment Boards were authorized 3 to 15
members that includes equal no of elected and nominated members. The Officer
Commanding the Station became the ex-officio President. Cantonment Boards generate their
own funds through levying of taxes and appoint their own staff. The taxes to be levied are
comparable to those in the adjacent municipality.
All the activities of the organization are monitored and supervised by the Directorate of
Military Lands and Cantonments, Ministry of Defence through Regional Directorates in
Peshawar, Rawalpindi, Lahore, Multan, Karachi and Quetta.
FUNCTIONS
Military Lands and Cantonments is an attached department of Ministry of Defence.
Directorate of Military Lands and Cantonments provides advisory input on defence lands and
local government matters in cantonments to the Federal Government (Ministry of Defence)
and all related stakeholders i.e. Service Headquarters and other organizations under Ministry
of Defence.

Following are the main functions of ML&C Deptt:
a. Defence Land Management
i. Acquisitioning or requisitioning of property for Defence Services
ii. To defend litigation in the court of law to safeguard the interest of the Govt
b. Local self-government in Cantonment areas including
Cantonment Boards are statutory local bodies and perform the following functions:
i. Efficient management of the Local Government in CBs
ii. Preparation of Annual Budget of CB and Revenue collection
iii. Building control, dev and maintenance of Parks, green belts and road infrastructure
iv. Provision of civic amenities
v. Development works for cantonment residents
vi. Provision of health facilities
vii. Provision of education facilities
viii. Maintenance of hygiene and sanitation
ix. Taking census in cantonment areas
x. Taking survey of cantonment area

ACHIEVEMENTS
i. Cantt Public Education System
To maintain the glorious traditions of ML&C Department of imparting quality
education to the residents of cantonments in Pakistan, up gradation of existing and
development of new modern and state of the art educational institutions was
undertaken in a phased program. Cantt Public Education Institutes(CPEIs) are
providing modern learning environment and education to approximately over 25,000
students throughout the country. CPEIs introduced new syllabus embedded with
modern and futuristic approach along with the addition of under mentioned value
education aspects to help youth to become responsible citizens and effective members
of the society:
i. First Aid ii. Road Safety
iii. Grooming of Students In addition to it, CPEIs have also inducted young, motivated and energetic faculty for
imparting modern education to the students. At present, there are 1328 faculty
members and 775 support staff working in different Cantt Public Education Institutes
(CPEIs) all across the country. The summary regarding Cantt Public Schools and
Colleges is given below:

To promote technical education and women skill development, ML&C Deptt has also
decided to establish Women Skill Development Institutes (WSDI) in each region of
ML&C Deptt. 03 of them i.e. CBs Abbottabad, Hyderabad and Bahawalpur are fully
operational while work on remaining i.e. 03 is under process. Vocational courses
related to Cooking, Tailoring, Dress Designing etc are being offered in Cantt Women
Skill Development Institutes.

ii. Upgradation of Facilities at Cantonment General Hospitals and Dispensaries
Healthcare system of ML&C Dept comprises of Cantt. General Hospitals (CGH) &
Dispensaries. Presently, 15 Cantonment General Hospitals and 57 Dispensaries are
functional in different Cantonments all over the country. Healthcare services have
been provided through these facilities to employees, their dependants and the general
public residing in cantonments. These services include pharmacies, emergency,
diagnostic, therapeutic, surgical, OPD, IPD, rehabilitation, family welfare & planning,
expanded program for Immunization & polio vaccination. Following category of

Since 2017-18, ML&C Deptt has been working on revamping and upgradation of
existing healthcare facilities along with establishment of 03 new Cantt Medical and
Dental Colleges at Lahore, Peshawar and Rawalpindi. Three Cantonment General
Hospitals i.e. CGHs Rawalpindi, Lahore & Peshawar were upgraded from 100 Beds
to 500 Bedded Hospitals. Upgradation of CGH Rawalpindi includes establishment of
major facilities of state-of-the-art Laboratory, Radiology, Dental Deptt, , Hygienic
Laundry, Boiler, Modular OTs & hospital waste Incinerator. Contraction of buildings
& procurement of Medical & College equipment / items of CGH Peshawar & Lahore
are also in progress. Upgradation of CGH Nowshera from 20 beds to 100 Bedded
Hospital is also underway. 20 bedded Gynae Cantonment General Hospital has been
established in Clifton Cantonment Board, Karachi during the FY 2018-19. 07 new
dispensaries have also been established in Cantonment Boards - three in Chaklala, and
one each in Abbottabad, Gujranwala, Sialkot and Bahawalpur. Summary regarding

iii. Cantonment Servants Recruitment & Promotion Policy 2019
An organization can deliver only when its manpower is fully motivated and dedicated
towards its defined goals. All humans are equal; however, the Almighty has defined
different roles for everyone. To turn a given human resource into a galvanized team, it
is important to minimize numerous snags adversely affecting their career growth,
pay-scales, postings etc that were causing feelings of disillusionment, discomfort and
lack of motivation. The matter discussed at various tiers, database prepared,
human-resource rationalization exercises carried out, and proposals developed for
identification of specific problems faced by officials and their possible remedies.
The exercise culminated in a broad-based consultative session at the HQ ML&C to
discuss and decide about nomenclature for different cadres i.e. General Admin,
Engineering, Medical, Education, Information Technology, Sanitation, Horticulture,
FireBrigade, Public Relations and others with a view to improve, review and redefine
induction procedure, pay scales, and career paths, interalia. ML&C Deptt issued CB
Recruitment and Promotion Policy 2019 during the FY 2018-19. In the new policy, all

promotions were linked with successful completion of promotional courses conducted
at Cantonment Institute of Municipal and Land Administration (CIMLA).
iv. Capacity Building of Human Resource
ML&C Deptt is maintaining state of the art training institute Cantonment Institute of
Municipal and Land Administration (CIMLA) for training of ML&C Deptt Officers
and Officials to improve the knowledge and skills. Every year, CIMLA issue training
calendar that includes Specialized Training Programme(STP) for ML&C Group
Probationers, training courses for Officers and Officials working at different tiers in
the deptt. For the first time, Promotee officers were also included in the Specialized
Training Programme (STP). During 2018-19, CIMLA also conducted promotion
courses mandatory for promotion of officers / officials of different cadres of

v. Cantonment Board Citizen Assistance and Rapid Execution (CBCARE) Centers
To ensure pro-people and efficient local governance in Cantts and to facilitate cantt
residents, ML&C Deptt reformed existing facilitation centers established in
Cantonment Boards into State of the Art CBCARE (Cantonment Board Citizen
Assistance and Rapid Execution) Centers. The concept behind establishment of
CBCARE Centers is to provide not only the facilitation for submission of applications
but also to ensure rapid execution / processing of the applications. To ensure it,
ML&C Dept developed CBCARE Software System and Mobile Application. All
applications and complaints submitted through the system are timebound. CBCARE
Software System comprises of Application Management System (AMS), Complaint
Management System(CMS) and Mail Management System(MMS). Applications /
Complaints submitted in CBCARE Centers through the system can be monitored and
tracked by the respective management. Applicants are also informed about the
progress on the submitted application through mobile SMS. Upto 31st July 2019,
35,288 applications of different natures and 46,714 complaints related to municipal
services etc have been processed through CBCARE System. A mobile Application
with the name of CBCARE is also available on the Apple Store and Android Play
Store. Residents can download the application through their iphone / android phones.

The Mobile App is integrated with CBCARE Centers and serves as complementary
channel between Cantt Residents and Cantonment Boards. Residents can use the app
for the following:-
i. Track applications submitted through CBCARE Center
ii. Verify Computerized Challans issued by the Cantonment Board
iii. Register any complaint related to the Cantonment Board through the app

vi. ML&C Management Information System (MIS)
Management Information System (MIS) plays an important role in the organization. It
creates an impact on the organization’s functions, performance and productivity. MIS
supports systematization and streamlining of the business processes. The vision for
development of ML&C MIS is to embark on an aggressive road to technology in
order to improve internal efficiency of the department’s operations and provide
quality services to the citizens living under the jurisdiction of ML&C by introducing
Information Technology (IT) at all levels of the Department having 62 offices
throughout the length and breadth of Pakistan. (HQ ML&C, 6 x Regional
Directorates, 11 x Military Estate Circles and 44 x Cantonment Boards). In this
regard, ML&C Deptt had established their own Data Center at HQ ML&C and
Software House at central level through attachment of IT Human Resource from
Cantonment Boards for development and deployment of customized IT solutions for
ML&C Deptt offices. Since its inception, ML&C IT Team has developed following
IT products to facilitate and improve public service delivery at Cantonment Boards:

Manages Diary and Daak received in an office. Received Daak can be assigned & tracked through MMS.
7. Litigation Case Management System (LCMS)
Used maintain Case Details, related documents, Case proceedings held in a court of law. Availability of live reports e.g. Case Summary, Cause List, Cases Status etc
8. Management Dashboard
Dashboards are available for CEOs / DML&Cs / Directors / DG ML&C to monitor the progress
9. CBCARE Mobile Application
The Mobile App is integrated with CBCARE Centers and serves as complementary channel between Cantt Residents and Cantonment Boards.

SPORTS AND CO-CURRICULAR / OTHER ACTIVITIES
Team Sports can equip employees of organization with a number of workplace skills
including communication, strategy implementation, confidence and sportsman spirit. Keeping
this in view ML&C Deptt organized Intra - Region and Inter - Region sports activities among
employees of Cantonment Boards, Military Estate Circles, Regional Directorates and HQ
ML&C during FY 2018-19. Sports activities were held in the following categories:-

Sports is also an integral part of a student's life. Such healthy exercise allows those who are
more athletically inclined to excel during their student days. To encourage extra curricular
activities in Cantt Public Schools and Colleges managed by Cantonment Boards, ML&C
Deptt organized annual inter-school and inter-collegiate institution, regional and
inter-regional level sports and debating competitions. The intra-region and inter region
competitions shall be held in Feb of each year. List of winners and runner-ups in each format

FUTURE PLANS AND GOALS / TARGETS
ML&C Deptt is striving hard to improve public service delivery in cantonments and
management of Defence Lands. Following initiatives have been undertaken in 2019-20:
a. Provision of state of the Art municipal services to Cantonment Residents.
b. Establishment of new educational institutions
c. Improvement of existing healthcare infrastructure and Establishment of Cantt Medical
Colleges at Lahore, Peshawar and Rawalpindi
