wealthiest ethnic group, earningan average of $60,000 a year.However I am an American first.Businesses should hire Americancitizens…first! I know manyprogrammers who are talentedand can get the job done righthere on our soil. Oh, they can beof East Indian ethnicity (or anyethnicity), so as long as they are‘tax paying’ American citizens.Here are some of my argumentsin favor of keeping web designand other forms of programming‘inhouse’.1. The Time DifferenceOne of many factors to be
considered is the time differencebetween the US and the otherside of the world. I have spokento developers as late as 2 amCalifornia time when they are justgetting into work! This became anissue when a local customerorders corrections or edits buthave to wait 24 hours beforerequests can be fulfilled.2. The Economic ImpactOutsourcing takes jobs awayfrom our own citizens, whichdrives the US economy down.Hiring illegal immigrants has thesame effect. Unemploymentresults in a down economy. With
a down economy, people areafraid to spend for products andservices. If no one is buying orordering work, no one winsregardless how much money youthink you will have savedoutsourcing. Regardless if it’sweb programming or pickinggrapes it helps our nation to keeptax paying US Citizens employedso that money is bettercirculated. Politicians, WallStreet and big businesses ignorethis fact.

Afterschool, I would put away mybooks, change my clothes, grab aCoke and a cupcake, and thenhang around watching MTV(when they were playing videos).Then the doorbell rang. I answerand see a neighbor friend of mineholding a bat and a baseball mitt.I go into my garage, pick upmy mitt and run out the door. Aswe played on our front yard itwould not be long before otherkids joined us. At 5pm we sawour parents drive into the garage,
we knew it was dinnertime.Playtime is over until the nextday. We spend our eveningsdoing homework and watchingYankee games.Fastforward 2010….I amwalking my dog through anempty neighborhood. I see twolittle girls are sitting on the patio.They never notice my dog or me.Instead, they their heads hunglow as their fingers danced on ahandheld device. Maybe a PSP?Maybe an iPod? When themother abruptly came outordering them inside, their headssprung up and they responded
with a ‘huh’?In Napa Valley, Ca, I took atour bus through the fresh smelland lush beauty of ‘WineCountry.” I can’t help but thankGod for the refreshing mindeasing journey. I look to myimmediate left and saw a motherlooking out the window. Her son,however, had lowered his head ashis fingers danced on a handheld device. The mother tappedhis shoulder, shaking him back toreality. He responded by saying,“huh?”A few days later, I am at anInland Empire, Ca frozen yogurt
place. I took a small Styrofoamcup, poured a chocolate yogurtfrom the dispenser, and thenadded little chocolate chips andfudge. While doing this I noticedthe teenage girl at the counter.She didn’t pay attention to what Iwas doing, nor did she care. Icould have done jumping jacks infront of her, but she was too busytext messaging her friends. Iasked, “How is business?” Shelooked at me as if I intruded herspace. She responded with a‘huh?’I am driving on a freewayduring rush traffic in Los
Angeles. I look to my left. I couldbarely see the young lady’s head,but could clearly see her handstexting on top of the steeringwheel. Seconds later, that Nissandrove right into the back of largeFord Pick Up truck. The Nissanwas totaled. The Ford wasunscathed. I wondered if shesaid, ‘huh?’

Where’s the human touch?The phone connection withoverseas companies is often poorand often disruptive with static.While Skype is a good solution, itwill never replace the facetofaceinteraction with programmerswhen necessary. Sometimes, it’s
necessary to have that personalmeeting to discuss a project thenfollowed by a handshake.5. A bad experienceI had hired an overseas teamto work on a project that requiredheavy database programming. Atfirst all was going well. Thensuddenly the programming grewso sloppy that the site did notfunction. Deadlines were missed.I was helpless. I had given theoverseas team the funding
needed and the programmingwas too complex for me to handlemyself.The client grew frustrated tothe point where he canceled theproject and sued to get somemoney back. Fortunately, wecame to an agreement and nomoney was exchanged. Howeverthat ended the project as well asthe relationship between theoverseas team and myself.
Now if you do find greatprogrammers from overseas andthey are getting the job done,then keep their services! It’s all inyour discretion. For me, however,I will not hire from outside ofSouthern California. Today whenI need to discuss a project, I’lljust meet my new programmers,who are American citizens ofIndian ethnicity, over a spicycuisine at my favorite Indianrestaurant.

Each of thesefour groups will be interestedin different parts of a businessplan.In addition to provingprofitability, owners will wantto write a business plan aboutthe daytoday operations –especially if they will berunning the business
themselves. They will need todescribe the products orservices provided and how theyare produced. They will need toknow what will be expectedfrom employees. And, they willneed to document their planfor the sales and marketingprocess.These are all importantaspects of the dailymanagement of a new businessstart up.Investors, or lenders, will bemost interested in the financialstatements. They will want toknow how much money theowner(s) will invest in thebusiness and how much isexpected from investors, howmuch total money will beneeded to get the businessstarted, and when the businesswill be able to pay back theloan. Some of the most typicalfinancial statements includedin a business plan are theincome statement, cashflowforecast, balance sheet, andbreakeven and ratio analysis.Investors will review thefinancial statements to analyzethe risk of lending money tothe small business start up.Sometimes suppliers willneed to review a business plan,
too. If a new business is askingfor a credit line from asupplier, the supplier will readthe plan as part of the creditapplication process. When asmall business entrepreneur iswriting a business plan with asupplier in mind, they'll needto focus on the supplies orequipment needed in the newbusiness, including whatexactly they'll need, how manysuppliers they will have, andhow they'll pay off the suppliesor equipment. This month I pondered onwhat I was going to writeabout. My thoughts were :“Negative and PositiveThinking. It appears thatmany are more accustom tohearing, speaking, thinkingand feeling negative aboutwhat is going on in the worldand in their life. We hear allthe negative news before wehear the positive news. Whenin a conversation and talkingabout our jobs, associates andsituations it usually is thenegative first that comes out ofthe conversation. When Igo out amongst people Iusually try to make eye contactand greet them with a smile orsome kind of gesture. In mostcases I get a smile or gesture ofsome sort returned, but somany of the people lookstressed out. They seemdisconnected from what isaround them and preoccupiedwith Texting, Gaming ortalking on their cellphones.I want to remind you tostart thinking and doingpositive things to ward offnegative thinking. Whenthinking negative about theeconomy turn it into a positive.Turn your thoughts into howcan I come up with an idea toincrease my income, maybestart a small business out of
something you’re already goodat. Maybe you already have asmall homebased businessand you haven’t been doneanything with it. What anopportunity to roll your sleevesup and start working withwhat you already have.Everybody has something thatthey are good at, if you don’thave an idea what you wouldbe good at or if you lackconfidence ask someone who isclose to you, they may see whatyour good at.If you have negativethoughts about yourself,whatever it is, promiseyourself that you will turn itaround. Living in the positiveis whats happening now. It istoo much negative all aroundus everyday and we have somecontrol over that. Everydaythere will be struggles in thislife, some of them we have achoice we can decide and somewe don’t. Figure out a way tolearn from it, refuse to be apart of it and if it can’t beavoided try to find a way tocope with it and not let it turneveryday into a negative day.All of us go through some ofthe same things, but just at adifferent time. My point is bepositive in your actions andsoon life will appear better foryourself and others aroundyou.
As a twoterm elected official, ithas been my pleasure and honorto serve as Vice President of theBoard at the Inland EmpireUtilities Agency (IEUA) and ViceChairman of the Board ofDirectors at the MetropolitanWater District of SouthernCalifornia (MWD). I have workedon projects bringing recycledwater to our communities,finding renewable sources ofenergy, like solar and windpower, and supported andworked toward legislation thatwould insure continued safe andreliable water supplies to ourregion. I have had theopportunity to work and buildstrong partnerships with otherelected officials throughout theInland Empire, our state andcountry. I have learned how toutilize all of the available
resources on every level tomaximize results in forwardgrowth and progress.When I was first elected in2002, I pledged the voters that Iwould be their “voice of reason”and that I would make sure thatwe received our fair share of thewater projects slated for thisregion. I am proud to say I livedup to my campaign promises.Over $150 million in waterinfrastructure projects werecompleted in Fontana over thepast eight years and creatednearly 2000 jobs for our region.And now, in 2010, I am pledgingto create revenue for the InlandEmpire Utilities Agency and morejobs for the people I represent.We have stepped up productionof three products: recycled water,renewable energy and acomposted soil amendmentwhich will allow us to hold ratessteady for two years while addingat least $10 million annuallythrough new revenues.* Selling more recycled water toregional businesses. Recycledwater revenues are expected tooffset 20% of wastewateroperations and maintenancecosts by 2015* Using more renewableenergy. The agency generates45% of its electricity and expectsto be completely off the grid by2020* Wholesaling composted soilamendment. Composting biosolids costs about half of othersolidshandling options, that is,the effective net cost is $35/ton
compared to $60 to $80/ton tolandfill solids.I will continue to work diligentlyto provide our residents withplentiful, clean water at the bestpossible price. I want voters toknow that the Inland EmpireUtilities Agency does not setwater rates. Water rates here inthe City of Fontana are controlledby the Fontana Water Company.The best and easiest way tocontrol your rates is to conserve.There are many simple ways toconserve water every day in ourhomes and businesses. I haveshared many of these tips withthe students while implementingthe “Garden in Every School”program.My family and I have livedin Fontana for 22 years and areproud to call Fontana home. you to pay on a monthly basis.There are Insurance companiesin the yellow pages or there mayeven be someone you know thatis selling insurance. Even yourbank or job may offer lifeinsurance. The main thing is tostart preparing ahead of time. “Itis appointed for man/woman todie once”, but we must preparefor the after life in God. Fear is a
terrible spirit to have in any ofyour dealings or thoughts but wemust be prepared for whateverwill come. Life is short for weknow not when, where, how (notwhy) it will come.Lets stop talking andthinking foolishly for it is ourresponsibility to ourselves andour loved ones. Taking themature steps will help us look

TheCalifornia State University (CSU)system is one level of fouryearcolleges. There are twentyfourCSU’s; ten are in SouthernCalifornia. They admit the topthird of California high schoolgraduates which makes up morethan 430,000 students. Theseschools offer more than twohundred degrees and certificateprograms. About half ofCalifornia’s Bachelor’s degreesand a third of Master’s degreesare awarded by a CSU. Thissystem is very important to theworld of education but requireslongterm planning.This planning begins in middleschool and is crucial in highschool. Middle school studentsmust begin making plans so thatthey are on a college track in highschool. They must make surethey develop good study skills,earn good grades, and takeacademically challenging classes.
Then, the student is prepared forcollege preparatory classes inhigh school. College entrancerequirements from high schoolare: 2 years history/socialstudies, 4 years English, 3 yearsmath, 2 years laboratory science,2 years of foreign language, 1 yearvisual performing arts, 1 yearcollege prep elective. These areminimum requirements – themore the better becausecompetition is keen. TakingAdvance Placement (AP) and
other challenging classes is anadded advantage.Besides course requirements,certain tests are recommendedand required in some cases. Inthe sophomore year, the CSUbound student should take thePLAN (preliminary ACT) and/orthe PSAT (preliminary SAT)tests. These tests get your nameout to the education public. Takethe ACT/SAT early in case itneeds to be repeated. Finally,take AP exams in the senior year.Earning a C grade or better in
required courses and scoringhigh on the exams guaranteecollege credit.If these requirements seemimpossible to achieve, don’tdespair. All campuses except oneparticipate in the EducationalOpportunity Program (EOP). Itis tailored to improve access toand retention in college for lowincome and educationallydisadvantaged students.Admission to college under thisprogram includes financial aid.Indicate on the application ifyou’re applying for this program.These colleges are striving to beinclusive, and so take advantageof the opportunity.Another major considerationis cost.
