November is Rotary Foundation Month

Here I come again highlighting the purpose and significance of

the Rotary Foundation founded in 1917, proposed by RI

President Arch C Klump for setting up an endowment for ‘for

the purpose of doing good in the world’. In 1928 when the

endowment fund grew over $5,000, it was renamed as ‘The

Rotary Foundation’ with a distinct entity within Rotary

International. With the first donation of $26.50 in 1917 the

Foundation has received over 1 billion dollars mainly from the

contributions of the Rotarians worldwide. The Foundation

made the first grant of 5,000 dollars to the International

Society for Crippled Children founded by Rotarian Edgar F

‘Daddy’ Alam. Since then the Foundation has been investing in

projects and programs for furtherance of the purposes of RI.

Although the Great Depression and the World War II impeded

the growth of the Foundation, contributions to RI began

pouring after the founder of Rotary, Paul P. Harris died in 1947

when the Paul Harris Memorial Fund was created to build the

Foundation. In the same year the first Foundation program,

the Ambassadorial Scholarships was established followed by

three new programs, namely: Group Study Program; Awards

for Technical Training; and Matching Grants were launched in

1965-66. Matching Grants program, initially named ‘Grants for

Activities in Keeping with the objectives of the Rotary

Foundation’ was at the heart of the Foundation for ‘service to

the society’. The 3H (Health, Hunger & Humanity) Grants (in

1978), Rotary Volunteers Program (in 1980), the ace program

for Rotary, the PoliPlus (in 1984-85), Rotary Grants for

University Teachers (in 1987) and the Foundation’s Peace &

Conflict Studies Programs (in 1987-88) were launched. With

the launching of the new grant models in 2010/11, most of

humanitarian and educational programs are included under

global grants, district grants and packaged grants programs

In 1956 the contribution to the Foundation reached

approximately $500,000 when the trustees in order encourage

Rotarians to give ‘big money’ introduced the ‘Paul Harris

Fellows’ to recognize individuals who have given 1,000 dollars

to the Foundation and is honoured with a pin, medallion and a

certificate in recognition of their contribution. To date over 1

million has been recognised as Paul Harris Fellows – who act as

an advocate of the Foundation’s goals for service to humanity.

Global Polio Eradication Initiative

The Global Polio Eradication Initiative, formed in

1988, following a resolution passed at the World

Health Assembly to eradicate polio from 122 polio

endemic countries at the time. The initiative

developed into the largest public-private partnership

that includes Rotary, the World Health Organisation,

the Center for Disease Control & Prevention

(Atlanta, US), the Bill & Malinda Gates Foundation

and Govern-ments of the World. Rotary’s focus is

advocacy, fundraising, volunteer recruitment and

awareness-building.

Polio Today

Today, there are only two countries that have never

stopped transmission of the wild polio virus: Pakistan

and Afghanistan. Less than 370 polio cases were

confirmed worldwide in 2014, which is a reduction of

more than 99.9 percent since the 1980s, when the

world saw about 1,000 cases per day.

Challenges

The polio cases represented by the remaining one

percent are the most difficult to prevent, due to the

factors including geographical isolation, poor public

infrastructure, armed conflict and cultural barriers.

Until polio is eradicated, all countries remain at risk

of outbreaks.

Ensuring Success

Every dollar Rotary commits to polio eradication

will be matched two-to-one by the Bill & Melinda

Gates Foundation up to $35 million a year through

2018. These funds help to provide much-needed

operational support, medical personnel, laboratory

equipment, and educational materials for health

workers and parents. Governments, corporations

and private individuals all play a crucial role in

funding.

General

PolioPlus program has been the most significant and

most successful program of Rotary International

executed by the Rotary Foundation. It has been the

most successful in involving the Rotarians in Global

public-private partnership. In this Foundation month

it is important for us apprise ourselves of the facts of

PolioPlus program.

Polio

Poliomyelitis (polio)

is a paralyzing and

potentially fatal

disease that still

threatens children in

some parts of the world. The polio virus invades the

nervous system and can cause total paralysis in a

matter of hours. It can attack at any age but mainly

affects children under five. Polio is incurable but is

completely vaccine preventable.

PolioPlus

In 1985, Rotary launched its PolioPlus program, the

first and largest internationally coordinated private-

sector initiative to tackle polio eradication through

the mass vaccination of children. In fact the first

project to buy and deliver polio vaccine to more than

six million children was in Philippines in 1979.

Since the launch-ing the PolioPlus program Rotary

has contributed more than $ 1.5 billion and count-

less volunteer hours to immunize more than 2.5

billion children in 122 countries. In addition Rotary’s

advocacy efforts have played a role in decisions by

donor governments to contribute more than $ 9.0

billion to the effort.

‘This Close’ Campaign

Rotary has a growing roster of public figures and

celebrities participating in its “This Close” public

awareness campaign, including Bill Gates, co-chair of

the Bill & Melinda Gates

Foundation; actresses

Kristen Bell and Archie

Panjabi; WWE superstar

John Cena; supermodel

Isabeli Fontana; Nobel Peace

Prize laureate Archbishop

Emeritus Desmond Tutu;

action movie star Jackie

Chan; boxing great Manny

Pacquiao; pop star Psy; golf

legend Jack Nicklaus; conservationist Jane Goodall;

premier violinist Itzhak Perlman; Grammy Award

winners A.R. Rahman; Angelique Kidjo and Ziggy

Marley; and peace advocate Queen Noor of Jordan.

These ambassadors help educate the public about polio

through public service announcements, social media

and public appearances.

Rotary in Action

More than one million Rotary members have

donated their time and personal resources to end

polio. Every year, hundreds of Rotary members work

side-by-side with health workers to vaccinate

children in polio-affected countries. Rotarians work

with UNICEF and other partners to prepare and

distribute mass communication tools to reach

people in areas isolated by conflict, geography, or

poverty. Rotary members also recruit fellow

volunteers, assist with transporting the vaccine, and

provide other logistical support.

Rotary Bangladesh Action

The Rotary in Bangladesh led

by RC Dhaka also participated

actively in the RI initiative

since 1985 to eradicate polio

with vaccination of children

between the age of 0-5 years.

Following the launch of Global Polio Eradication

Initia-tive (GPEI) in 1988, the national program for

polio vaccination started through the National

Immunization Days (NIDs) organized every year

under the EPI program of the Ministry of Health and

Family Welfare. Bangladesh Rotary, led by Rtn PDG

Iftekharul Alam of RC Dhaka, as Chair of the National

PolioPlus Committee and of South-East Asia for

almost 16 years since 1992 and took active part in

the planning of the NIDs. Hundreds of Rotarians,

Rotaractors, Health Workers and Volunteers

administered polio vaccines to 20-25 million children

every year in 140,000 centers, including mobile sites

(bus, boat and train stations). RC Dhaka organized

5-6 centers every administering polio vaccines to 10-

12 children every year.

Before 1986, an estimated 11,500 children suffered

from the curse polio every year. Since 2006,

Bangladesh has successfully maintained polio free

status after the last case of importation related

poliomyelitis.
