Notices to Participating Crews and Visitors Disclaimer & Disputes The Flag Officers and Members of the Royal Solent Yacht Club extend a warm welcome to members of the Old Gaffers Association, participating skippers and their crews and hope they will avail themselves of the Club facilities and have an enjoyable festival. Will all visitors please sign the Visitors Book situated on the first floor landing and also acquaint themselves with the rules of the Royal Solent Yacht Club particularly those concerning dress code. A copy of which is displayed in the porch. The Royal Solent Yacht Club, its officers, members and employees are providing race organisation and race management only on the understanding that neither they or their representatives bear any responsibility for any loss, damage, death or personal injury howsoever caused to any competitor, skipper or crew as a result of their taking part in such racing nor for any loss or damage to any boat participating in such racing. Moreover, by entering, each competitor warrants the suitability of the entered boat for races. In particular owners shall accept full responsibility for the seaworthiness and safe navigation of their boats and the competence of their crews and use their judgment whether to start, continue or retire from a race in the existing or forecast conditions. Owners shall draw the attention of their crews to this disclaimer before the start of any race.

NOTICE OF RACE

1. THE ORGANISING AUTHORITY 1.1 The organising authority is the Royal Solent Yacht Club. 2 RULES 2.1 Races will be governed by the current Racing Rules of Sailing of the International Sailing Federation

(ISAF), the prescriptions of the Royal Yachting Association (RYA), the appropriate class rules of the Old Gaffers Association, the Notice of Race and these Sailing Instructions.

2.2 Race Visual Signals shall be used. 2.3 RRS 29 & 30 Recall and Starting Penalties, RRS 35 Time limit and RRS 50.3 are changed in these

Sailing Instructions. 2.4 RRS 44.1 Two Turns penalty is replaced by the One Turn Penalty.

3. ELIGIBILITY 3.1 Entering vessels shall be gaff rigged sailing vessels and be paid up members of the Old Gaffers

Association. New and temporary members will be eligible to race if membership fees and vessel details and measurements (or agreed T(H)CF) are submitted with a completed race entry form.

3.2 Vessels shall not be eligible to race unless a completed entry form has been returned to the race committee. Late entries may be registered Friday 29th May 13.00 to 14.00 and 18.00 to 19.30 at the Royal Solent Yacht Club. Please ensure that you have the T(H)CF details or measurements with late entries.

3.3 Attention is specifically drawn to RRS Rule 4 that it shall be the sole responsibility of each vessel to

decide whether or not to start or continue to race. 3.4 The safety and soundness of a vessel and her entire management, including insurance, shall be the

sole responsibility of the owner/competitor racing the vessel. The establishment of these sailing instructions and their use in no way limits or reduces the complete responsibility of the owner/competitor for the crew, vessel and management thereof.

3.5 There will be briefing for all skippers at 18.00 hrs on Friday 29th May 2015 in the Royal Solent Yacht

Club.

4. PROGRAMME 4.1 Start Sequence

5. RACING AREA 5.1 Racing will be within the Western Solent. 6. ENTRIES 6.1 Entries should be made to the Old Gaffers Association and approved by them before the start of

the race. 7. SAILING INSTRUCTIONS 7.1 Sailing Instructions are appended to this Notice of Race. 8. PRIZES 8.1 First, second and third prizes will be awarded for the vessels on corrected time for each class group,

these being Classes 1 2 3 4 & 5. Should there be no finishers in a class then the prize will be awarded at the committee’s discretion.

4. HANDICAPPING 4.1 The Solent Area Committee will be entirely responsible for handicapping, which will be by the OGA

formula for finding the T(H)CF for a time on time race.

4.2 All vessels racing shall have a valid T(H)CF and any alterations which may affect it since last calculated shall have been notified to the race committee prior to the start of the race. The race committee will calculate the T(H)CF for any vessel subject to measurement being submitted with the race entry. If topsails are not taken into account in the handicapping they shall not be used in the race.

4.3 The class of vessel shall be established and agreed prior to the start of the race.

4.4 The OGA classes are based on length of water line and are grouped as follows for this race: Class 1 The George Hotel Trophy LWL 31ft or over

Class 2 The Bugle Hotel Trophy LWL 27ft or over but under 31ft Class 3 The Kings Head Trophy LWL 23ft or over but under 27ft Class 4 The Wheatsheaf Trophy LWL 19ft or over but under 23ft Class 5 Salty’s Trophy LWL less than 19ft.

5. IDENTIFICATION 5.1 All vessels are to display on their mainsail, side, dodger, cloth or board the individual boat’s OGA

registered number, or a number agreed before the start of the race, in figures at least 12 inches high on a contrasting background. This is to be displayed at the start and finish of the race, so as to be read by the race officers. RRS 77 Appendix G shall not apply.

5.2 RACING FLAGS. A square or rectangular flag MUST be flown from the mainmast or main topmast head by all competing vessels. The wearing of burgees and/or ensigns signifies non-entry or retirement.

6. SAILS 6.1 RRS 50.3 shall not apply and gaff sails must be used. The use of topsails (where declared for T(H)CF

calculations) and water sails in appropriate conditions is positively encouraged. If topsails are not taken into account in the handicapping calculation they shall not be used in the race.

6.2 Headsails set flying may be of any design. All such sails must be tacked down to the boat’s hull or

fixed bowsprit, not to an articulated pole 7. START 7.1 The Start Line will be an imaginary line between a staff bearing an orange flag on the Committee

boat and an orange inflatable buoy. The Start Line may be in the area of Bouldnor Bay. The Start Area will be behind the Start Line, away from the first mark. 7.2 The Committee Boat will fly a large OGA Flag and will broadcast its position 45 minutes prior to the

first Warning Signal at 09.55hrs.

7.3 All competing vessels must not use their engines after the preparatory signal. Engines may be kept running, but out of gear, to allow for manoeuvres in an emergency to be made for reasons of safety or to avoid collision. Such use is left to the good sense and fair play of each individual entrant. If the engine is used after the preparatory signal this must be declared on the declaration form.

7.4 The minimum number of vessels required, to start for there to be a race, shall be two.

7.5 Starting signals shall be in accordance with RRS 26. 7.6 Class 1 Gaffers will start at 10.00hrs with their course displayed prior to the warning signal.

This will be announced over the VHF 37 (m1)

7.7 All Gaffers in Classes 2 to 5 shall start at 10.10 on the same starting sequences. Their course will be announced on VHF channel 37 (M1) prior to the warning signal at 10.10hrs and on the Committee boat (see 9.2).

7.8 Results by individual class will be calculated on the basis of corrected time.

7.9 Class Flag for Class 1 boats will be Numeral Pennant 1

7.10 Class Flag is International Flag G for all other classes. 7.11 Boats are asked to sail past the Committee boat prior to the start, so that the Race

Committee can identify boats as racing.

8. STARTING TIMES

8.1 At the Start Signal all vessels shall cross the Start Line towards the first mark of the course.

8.2 Recall. In the event of a boat or boats having crossed the start line before the starting signal there will be NO RECALL or GENERAL RECALL. This changes RRS 29. Boats on course side (OCS) at the start time will be noted and receive a 10 percent time penalty added to their elapsed time at the finish. This changes RRS 44.3

8.3 Should it be necessary to postpone the race for an indefinite period the Answering Pennant AP shall be displayed with two sound signals. The Race will remain postponed as long as the AP remains displayed. The lowering of the AP with one sound signal will be made one minute before the revised 5 minute Warning Signal.

8.4 In the event of the Race being CANCELLED, international flag N over flag H will be displayed with THREE sound signals.

9. COURSE INSTRUCTIONS 9.1 The course will be selected from the navigational buoys and racing marks which have been

allocated code letters and numbers as shown in Appendix 1. 9.2 The Course to be sailed will be displayed on the Committee Boat. White letters, numbers or symbols displayed on a red background shall indicate that such marks of

the course shall be rounded to Port. Similarly white letters, numbers or symbols displayed on a green background shall indicate that such marks of the course shall be rounded to Starboard.

9.3 When □ is displayed as part of the course signal, it indicates that boats shall pass through the gate

formed by the Committee Boat and a Distance Mark, from the direction of the previous mark, at the end of each round before commencing the next round.

9.4 If the course is to be sailed more than once the number of rounds will be indicated by the number of white diamonds on a black background displayed at the start.

9.5 Vessels shall not sail amongst the moorings to the East of Yarmouth Pier. 9.6 The ends of the two mooring lines will be marked by large Orange or Pink round buoys.

9.7 Competitors are reminded that under rule 9(b) of the International Regulations for Preventing Collisions at Sea “a vessel of less than 20 metres in length or a sailing vessel shall not impede the passage of any other vessel navigating within a narrow channel or fairway”. The approach to Yarmouth Harbour between the Harbour East Buoy (The Fairway Buoy) and the Harbour is considered to be a fairway. Ferries have extreme difficulty in strong winds and tides when approaching or leaving Yarmouth Harbour and competitors should err on the side of safety and give way early if there is any possible doubt.

9.8 The Crews of all boats that are not fully decked and are capable of raising the keel, centre-board or dagger-board shall wear life jackets or other personnel buoyancy.

9.9 Whilst afloat, VHF Channel 37 (M1) may be used to communicate with all boats. Failure of any boat

to receive any transmissions shall not be regarded as grounds for any request for redress.

10. FINISH 10.1 The Finish Line will be formed between a staff bearing an orange flag on the Committee Boat and

the course side of the finishing mark (An Orange Inflatable Buoy). Vessels shall finish from the direction of the last mark.

10.2 TIME LIMIT. RRS35 is varied in that the time limit for the race shall be two and half hours after the valid starting time.

10.3 EXTENDED TIME LIMIT. In the event that only a few vessels have crossed the finish line by the time limit, the Race Officer may, at his absolute discretion, extend the finish time by half an hour if by so doing a sufficient number of additional vessels can complete the course to enable all prizes to be distributed more equitably. In the event of an extended time limit International Flag E will be displayed on the Committee Boat no later than the normal time limit.

10.4 SHORTENED COURSE. In the event that it seems unlikely that any boats will complete the course a committee boat flying the OGA Flag on station at a mark of the course will display Flag S denoting the shortened course finishing line which will be between this committee boat and the nearby mark.

10.5 It is the responsibility of each vessel to ensure that it may be correctly identified at the finish and results will be calculated based on the finish time recorded on the Committee Boat.

10.6 Information concerning the boat finishing ahead and astern should be entered onto the Declaration

Form.

10.7 Declaration forms must be completed by all participating vessels hand handed in to the OGA Stand on the Quay, opposite the RNLI office no later than 14.30 hrs.

11. RESULTS 11.1 RRS Appendix A is modified in that the race results will be determined by the calculation of

corrected times by the multiplication of the recorded elapsed times by the vessels individual T(H)CF.

11.2 Vessels will be placed in corrected time order overall and by Class. 12. PROTESTS

12.1 Protests shall be made in accordance with RRS Part 5 and transmitted to the RSYC Secretariat within 90 minutes of the time the last boat in her race finishes. Protest forms are available from the RSYC Secretariat and the OGA Stand near the Wight Link Office .

12.2 The time and place of the hearing will be posted on the RSYC notice board and it is the responsibility of the protestor and the protestee to acquaint themselves of this information and to present themselves at the appropriate time with any witnesses they may wish to call. In the event of either party failing to be present at a hearing the protest may be heard in their absence.

12.3 The Race Committee or the Protest Committee may initiate a protest as a result of information received

from any source concerning contact which has caused damage or injury. This amends RRS 60. In the event of conflict between RRS 60 and this SI, this SI will prevail.
