Who we are

The York Community Resource Centre (CRC) (formerly known as the York Telecentre Inc) is a locally owned and operated not for profit community based organisation. The Centre is administered by a Management Committee, and has five paid staff members. It derives its income from fee for service activities and contract agreements.

The York CRC is part of a network of over 100 Community Resource Centres located in small rural locations within WA building the capacity of their towns and its people to develop vibrant, inclusive, and connected communities.

The York CRC provides a range of services and programs from training courses; photocopying, videoconferencing and internet access; to community project development and management.

This Annual Report will summarise the structure, expectations and outcomes of the York CRC over the twelve months from 1 July 2014 to 30 June 2015 providing an outline of future plans for the Centre and include ways to enhance partnerships and sustainability. It also incorporates the York Community Resource Centre’s activities which address the deliverables required from the State Governments Royalties for Regions funding, which provides a large proportion of the Centre’s income. Chairperson’s Report

The York CRC aims to provide a range of services and programs that enhance the vibrancy and inclusiveness of the community. Our aim is to become a hub of services and a leader in the area of social, economic and business development, working in partnership to make York a great place to live and work. 2014 saw the relocation of the CRC into their new home on Avon Terrace, a proud achievement for the Management Committee and staff. This move has been a positive step for the CRC, with greater access for the community and increasing potential for service delivery.

This past year has also been the introductory year of a new funding structure, away from the traditional funding model to a fee for service arrangement. The staff of the CRC have done exceptionally well during the transition. The new model allows the CRC to plan their activities and services to ensure alignment with the underlying purpose for which the Royalties for Regions funding is given. This has allowed the CRC to concentrate their activities to engage with community on social, economic and business development as well as their traditional office services. The CRC has worked diligently this year to develop partnerships with groups within York, and the partnership growth between the CRC and the Shire of York is a shining example. Working closely on strategic planning and development the CRC has been heavily involved in planning and facilitation of economic development forums and other networking activities. A decision was made towards the end of the year to close the Centre on Saturdays. This

decision was not made lightly, however was a strategic way to concentrate our activities to our high customer flow days. I would like to offer my special thanks to my fellow committee members for their support and joint vision. I look forward to working with you to progress the CRC to the next level of professional service provision, and to continue engaging with and for our community.

Manager’s Report

I am honoured to be able to oversee and be a part of the York CRC. Knowing that our efforts help to support the community in which we live, fills me with pride and drives me in my continual efforts to present a professional and proactive Centre. 2014 bought about substaintial change to the York CRC, with us finally relocating into our new main street home in August. I feel really proud of my staff in their transition and we all feel that this move will be a positive one and will drive the CRC on to bigger and better things. The 2014-15 year also saw the new contractual arrangements with the Department of Regional Development that replaced the existing funding model. These changes have given us more confidence that the programs and activities we facilitate are meeting the needs of our community. Moving through 2015, we confidently enabled these requirements and had fun facilitating a host of new and varied activities the limitations of our previous building did not allow. The community has been responsive to the move, and have been forthcoming with ideas and suggestions to help us help them. Support has been shown by groups and individuals and attendance for activities is continually growing. I thank the management committee for their dedication to our Centre and value their direction, combined skills and knowledge. Our relocation would not have been realised without their passion.

Internally we have worked hard at developing an important team focus, and good understanding of organisational goals and objectives. This has helped to improve our customer service and operational outcomes and provides cohesive and professional service standards. I would like to thank everyone who has supported the CRC throughout the year and to those groups and organisations that we have developed important partnerships with. We look forward to welcoming all residents and visitors to our Centre and to working with you all to make York a wonderful place to work, live and play. Thank you Karina Leonhardt Coordinator

Government Services

Government Access Point The York CRC provides a government area allowing access to essential information and services. This includes a dedicated desk area and provision of a computer, printer and brochures allowing easy search for government departments and other information. This is a free service and we encourage our patrons to use this area if obtaining government information.

Videoconferencing Connections Video conferencing facilities are available at the York CRC. A dedicated area for video conferencing is provided in a confidential space. This allows residents to connect with support organisations at other locations. Department of Human Services Access Point A dedicated and confidential suite is provided to Dept of Human Services clients. The suite includes phone, fax, self service terminal and general DHS information which can be used by clients to contact Centrelink and Medicare, report income and find information relating to payments or obligations. 1042 clients accessed these services in the 2014-15 financial year.

Westlink Services Westlink broadcasts are available at the Centre and a program is distributed through the CRC newsletter. Westlink is the WA Government owned and operated television station broadcast via the VAST satelitte system. Both live and pre-recorded programs are offered and live performances of opera, theatre and musical events are very popular. In 2014-15 26 people enjoyed a variety of broadcasts. With the calibre of shows for 2015-16, this number is anticipated to increase.

Economic and Business Development Support

Business development activities have been a big focus for the CRC this year, with networking events and training activities bringing many engaging conversations with our business people. After two successful networking events held at the CRC, we teamed up with the Wheatbelt Business Network and partnered to host events together. With the CRCs intimate knowledge of our local businesses and the WBNs regional business focus, the networking events grew from strength to strength with businesses now happy to host upcoming Business After Hours events. The CRC also partnered with the Shire of York to help host two Business Development Forums, the results of which will be used in the production of the Community Strategic Plan. Early in the year the CRC produced and distributed an online survey for businesses on the topic of the York CBD area. The results of this survey were passed on to the Shire of York to help with identifying areas of development. The York Business Directory is owned and produced by the York CRC. This is a substantial undertaking each year and contributes to the Centre’s revenue. Producing the directory allows local and surrounding businesses to reach a wider audience through advertising. This publication also includes Shire information and York residential listings. Other training opportunities offered to the community this year: Ipad for beginners, advanced and professionals workshops, a home based business showcase, bookkeeping essentials for small business; seven steps to successfully marketing your event, accredited forklift training and cyber security awareness. The CRC takes pride in being able to offer a traineeship to a local person each year. They also support economic development through referrals to: Dept of Human Services, Workforce Development Centre, C Y O’Connor Institute, Max Employment, Wheatbelt Business Network, Solutions 4 Business, and Essential Personnel.

Social Development Support

We have thoroughly enjoyed engaging more with our community and providing access to a wide variety of social development activities and events. Particularly noteworthy is the activities undertaken as part of school holiday programs. With 26.9% of the community aged between 0-24 and with approx 500 children at the local District High School, this prompted the CRC to ensure the activities on the yearly action plan encompassed age appropriate action items. The school holiday program is very well supported with approx. 169 children attending in our first year of school holiday activities. Yearly figures across all social development activities show an involvement of 488 persons. This is a great start in our new premises and helps us in evaluating and planning for future social development actions. Activities and events have included: Ipad classes, a morning tea with visiting podiatrist, movie days, a photography workshop, author talks and book launch, craft activities, santa photos,

juicing workshop, skate, scooter and bmx workshop, Scitech science show, healthy weight week activities, ladies day, strokesafe seminar, outdoor laser tag session and a community service announcement for mental health. Social development referrals are also important ways that the CRC can impact on the community. Referrals can be made to the following social support organisations: Women’s Health and Family Services – Rural in Reach, WA No Interest Loans Scheme, WA Seniors Card, Dept of Human Services, C Y O’Connor Institute and York Salvation Army.

Building Community Connections

Throughout the year, the CRC have concentrated on building and deepening connections with community groups. Over many years, the CRC has built partnerships with the York Society, Veteran Car Club of WA, - York, the York Friendship Club and others, and this mutual respect and assistance has been very postive. The partnership between the York CRC and the York Society has seen the production of the annual York calendar, the use of photos generously allowed by entrants of the York Society’s yearly Photographic Awards. These calendars fly off the shelves and we thank local businesses and the York Visitors Centre for helping to sell these. Further to this, the York CRC acted as a booking agent for the York Society’s Fiddlestixs Concert in May 2015. We have welcomed both the York Garden Club and the York Probus Club to our Centre each month for their meetings, and it is always enjoyable having their members at the CRC. The York Men’s Shed and the Veteran Car Club of WA – York provided the CRC assistance with their Men’s event in July and we cannot thank them enough. Members of the Men’s Shed donned their fluro yellow jackets and directed traffic to our parking areas. The Veteran Car Club rallied around to help us with the Classic Car Show and Shine and provided technical support. York Belles and York P&C provided catering for the event, further increasing opportunities for each organisation to build capacity. Our partnership with the Shire of York is going from strength to strength with the CRC assisting in several projects including the Business Development Forum and administering the new York calendar website. The Shire has also acted as an auspicing body for several grants. As a major stakeholder, the Shire of York and the CRC are working closely together for the benefit of York

Future Outcomes / Anticipated Achievements for 2015/2016

York CRC has become a vital point of contact and communication for the York community. New systems and processes as well as a new location and premises have allowed for greater service delivery, increasing the impact the CRC can have on the community. The CRC is now positioned well to further grow relationships and partnerships within the community and is facilitating and planning for events that bring the community of York together, provide cohesion within the community and reduce social isolation. One such event in the planning stage is the Community Spirit Concert to be held on the long weekend in March 2016. The event aims to bring families and community members together to enjoy a music concert and reflect on road safety in the Wheatbelt. Partners to this event include RAC and the Shire of York as well as local emergency services personnel. The sealing of the car park at the rear of the Centre is also a priority and is progressing.

The completion of which, will culminate in the long awaited Grand Opening of the new CRC premises. The CRC is constantly improving and evolving the customer experience through evaluation, service delivery and accessibility. Finalisation of the Centre’s strategic plan coupled with the changing digital world sees new opportunities on the horizon to 2017 and beyond.

Our Team

Management Committee Our Centre is managed by members of the community who are passionate about York and its people. This passion helps drive the CRC and its future direction. As a guiding hand and with good goverance the CRC Management Committee ensures the CRC has the tools and knowledge to meet the service needs of the community and therefore make the greatest impact.

• Gordon Marwick is a ex-Shire of York President and he runs a family farming business and is a local JP. Gordon is a Freeman of York and has been involved with many community organisations over the years.

• Chris Heaton is a retired Tafe Lecturer. He currently fills the role of Secretary of the local York Community Radio Station and is Vice Chairperson of the York Probus Club.

• Bob Lear, formally of Karratha where he ran the Small Business Centre, is a recent retiree of a small cafe/delicatessen that he ran for 8 years in the York area.

• Pam Heaton's career spanned Secondary Teaching and Lecturing. She holds a Diploma of Domestic Arts. She has a Cert IV in Workplace Assessment & Training and is currently an office bearer of the York Probus Club.

• John Oliver comes from a career in Teaching & Educational Administration. He now resides in York where he is a local IT Specialist. John also sits on the strategic working comiittee of the Shire of York

Our Staff Team We are very fortunate to employ a team of professional, enthusiastic and proactive individuals who work diligently to achieve postive outcomes for our community. Our staff often go beyond what is expected to meet the needs of customers and to delivery quality products and services. Much of this year, the team has focused on streamlining internal processes, improving communication and team building and this has been reflected in some great ideas generation.

• Karina Leonhardt joined the CRC team in January 2012. Karina's comes with a background in Accounting and Desktop Publishing. Karina oversees the day to day management of the Centre.

• Esmeralda Harmer joined the CRC team in May 2014 and comes with a background in the Health Services industry. Esmeralda's focus at the CRC is in sourcing grant funding and planning events and activities.

Treasurer’s Report

The York Community Resource Centre has completed another very successful year due to the hard working Co-ordinator and Staff. Financially, the Centre is in really great shape and has been able to demonstrate to the Department of Regional Development, that we can provide all the services required by our contract, and also provide additional events and functions, within our budgets and capabilities. Over the year we had a total income of $260,077.39. Significant revenue was derived from, Office Services: $23,070.23, Agency Commissions: $ 12,114.95, York Business Directory: $38,182.98. Expenses totalled $227,039.88, with the main contributor being Wages: $113,080.79, Provision for Annual Leave: $7370.00, and Superannuation: $10,279.10. Total $130,729.89. The other major expenses were, the publication of the York Business Directory: $11,370.76 and the cost of major services eg: Telephone, Water, Electricity, Computer and Internet: $20,518.01. The Net Profit for the year was $33,037.51 which was noticeably up from last year. This can be attributed to increased activities and fee for service income. We look forward to the year 2015 – 2016 with confidence that our Community Resource Centre will once again, provide outstanding results due to the dedication of all the Staff and Committee Members.

The York CRC aim to reinvest much of the profit from the 2014-15 year by completing the Centre carpark and through the updating of Information and communication equipment.

Our Supporters

The York CRC relies on support from many different areas to ensure sustainability. It is through this that we can in turn offer support and services to our community. We appreciate all the support given to us. Government The CRC receives funding from the Department of Regional Development, Department of Human Services, the Australian Taxation Office and the Department of Veterans Affairs through fee-for-service contracts. We are also supported by the Shire of York through fee-for-service activities, one off grants and other in-kind actions. We are extremely grateful for the support of all these organisations as their support ensures that the CRC can function well and provide for our community. Grant Funding Bodies The CRC has been fortunate in securing several activity grants this year and we offer our kind thanks to the following organisations: Shire of York Dept of Local Governement and

Member Ways that the community can be involved with the CRC is by taking out a membership. At present the membership base is: 41 individuals, 18 Not for profit associations

and 21 local businesses. We thank all our members for supporting the CRC. Special Thanks Our special thanks goes to our volunteer Valerie Menezies who kindly donates her time to assist at the Centre, and all other individuals who have assisted us throughout the year.
