Personal Budgets in Wigan
• Integrated EHC pathway– Outcome focused– Person centred planning
• EHC Panel to agree EHC plans and Personal Budgets (where relevant) – joint commissioning.
• Reps on the EHC panel include the LA & CCG Commissioners & Community Trust, Schools, Education Psychologists, DMO and other Providers (CAMHs)

The Pathway
• An integrated assessment and person centred single EHC planning process is followed. The family are supported by a key worker to do this.
• The personal budget is contributed to from three aligned budgets: education, health and social care
• A ‘plan co-ordination’ function (previously the SEN Officer role) brings together the single EHC Plan utilising any personal budget as a single budget around the child/young person and their family.
• Child A’s personal budget funds 1:1 support at school – managed and employed by school but able to work at Child A’s home if child is ill.
• The personal assistants employed by the family are able to assist with increased participation in local activities and opportunities.
• Training for personal assistants is provided by the local health services.• The family, the broker and the services have all expressed their
satisfaction and appreciation for the outcome.

PHB’s – Continence& Wheelchairs testing
• Some examples of testing we have done with health.• Still not got a holistic set offer, but testing out individual
requests to help build this up.– Family wanted alternative continence products– Worked with the family to plan their needs– Unit cost products, and built cost into a Personal Budget– Used the Personal Budget to procure the products they wanted– Gave the family Choice & Control

Resource Allocation Development (RIQ)• Initial RIQ tested with family's• Realised wasn’t fit for purpose – a lot of duplication• In March 2014 – Designed a new RIQ, now a model of
good practice from In-Control• In November/December 2014 – consistency training• Final product launched in January 2015 – start a 12
month testing period, and will be used to – gain parental views, – build a robust system – ensure fit for purpose
• During testing will use existing mechanisms

Engagement with Schools• Schools involved in the pathfinder since 2011• ‘Higher Expectations For All’ – on Local Offer• Education Testing; starting to work with schools to look
at how education funding can be used differently.• Develop an Education Personal Budget• 2 pilots – 1 in a special school, 1 in a mainstream school
– Develop idea’s (Therapy’s, PA’s)– Schools will drive the work, but we will support and facilitate– Create a sustainable model that can be used wider and with
other education establishments

Tom Barrow - PBCase Study• As part of the pathfinder a PB was offered to Tom to test
whether his outcomes could be met more efficiently by an integrated and personalised approach.
• Funding was identified from social care, element 3 schools funding and the CC budget.
• Tom and his family were then supported by an independent broker who produced a Support Plan showing how the money would meet Tom’s outcomes
• As part of the supporting planning the broker did a: PATH (planning alternative futures with Hope) which is a planning tool, Circle of Support, Support Plan and an Essential Lifestyle Plan.

• New programme of work strategically planned• Across 6 key work streams and delivery groups• SEND Project team in place w/Project plan• Representation across the LA and CCG on sub groups• Governance feeds into the ‘SEND Reforms strategic
group’. • Continue to improve ‘awareness’ with all
stakeholders and partners.• Parent Participation Group involved
in every sub group to continue co-production
