Flower Hill Homeowners
A CALL FOR BOARD MEMBERS
Flower Hill currently has two (2) open Board seats for the Board of Directors.
This is an opportunity to add your expertise to the monthly business of the Flower Hill Central Corporation.
An effective Community Board is crucial to the successfulness of the community and has direct impact on home values. In these tough economic times, Board of
Directors need your help to continue their path to success.
We encourage your involvement
Board Information
Flower Hill Central Board of Directors consists of 9 members.
The Board meets at 7:30 pm on the last Wednesday of every month at the Community Center.
Agenda items must be submitted to the Community Manager, in writing, two weeks prior to the meeting.
Agenda items may also be delivered to the Community Manager, or submitted via email at [email protected].
Community members are welcome and encouraged to attend.
Every meeting begins with an open forum at which time residents
can address the board on any agenda item.

Flower Hill Central Corporation will
hold its annual meeting at the Flower
Hill Community Center located at
8100 Mountain Laurel Lane,
Gaithersburg, MD 20879.
If there is no quorum present at this
meeting, the FHCC Board will invoke
Section 5.206 of the Corporations and
Associations Article of the Annotated
Code of Maryland. This will allow a
subsequent Annual meeting to be
held on March 29, 2017, at 7:00 pm.
At that time a quorum will consist of
the members present.
The main order of business for the
Annual meeting will be the election of
new board members. If you are
unable to attend the Annual meeting
a voting proxy is included below.

FHCC’s 2017 Budget
The Flower Hill Board of Directors voted on November 30, 2016 to adopt the attached budget.
The 2017 Annual Homeowners assessments for each unit in Flower Hill will be $361.67. Sub-
Association amounts will be added to this amount. Total Annual bills will be mailed to all owners
by March 1, 2017 and are due by April 1, 2017.
If you are a new owner or have an off-site mailing address, please confirm your mailing
address with the FHCC Office at: [email protected]
Annual Homeowners Invoices will be mailed to all owners by March 1, 2017, and due by
April 1, 2017. If you have changed your mailing address or if you do not receive the bill,
please notify the FHCC office at [email protected], as soon as possible to avoid additional
charges.

Snow? Who is
responsible for
clearing it?
This is just a reminder about the
clearing of snow and ice off the
sidewalks. The rules for snow
clearing are as follows:
Single- family detached
residences: Walks in front of or
on the side of such properties
must be cleared by the owner;
owners who do not clear these
walks are subject to citation by
Montgomery County.
Properties owners in Flower
Hill North I and Flower Hill
North II are responsible for
clearing their sidewalks on
property that borders Strawberry
Knoll Road and Centerway
Road. Some connector walks in
the single family detached
neighborhoods will be cleared
by FHCC.
The rules for snow clearing in
the Townhouse communities
are somewhat more
complicated. FHCC plan calls
for walkways (in front of
townhouses that occur between
the imaginary extensions of the
side property lines to the parking
bays) to be cleared by the
individual property owners,
under the adjacency rule in the
law. Some of these walks are
located on FHCC property for
maintenance purposes.
However, the law places
primary responsibility on the
individual owner rather than the
HOA.
The only community where the
lines are quite clear is
Southridge: The individual
property owners are responsible
for the walkways.
FHCC will clear connectors
between townhouse groupings
and entry area walkways that
lead to public streets.
The condominium communities
are responsible for all their
walkways.

We receive many telephone
calls from homeowners with
day-to-day questions and needs.
These calls are often for
situations which are not handled
by the Flower Hill Central
Corporation (FHCC). To help
you to know where to call, we
have compiled a list of who’s
who around the Flower Hill
Community.
Every homeowner in Flower
Hill belongs to two (2)
Associations: Flower Hill
Central Corporation (Master
Association) and the individual
communities (Sub-Associations)
for the neighborhood in which
they live.
Each Sub-Association has its
own Board of Directors, its own
set of rules, its own budget and
expenses and its own separate
responsibilities. Each Sub-
Association has a set of
governing documents that create
the authority and responsibility
of the Boards of Directors.
Hopefully, this explanation will
help everyone to understand the
role of each entity.
The Flower Hill Central
Corporation is the “umbrella”
association over all the
neighborhoods in the Flower
Hill community. What does this
mean? It means that the FHCC
is the one association to which
all owners belong.
FHCC is responsible for the
maintenance of all recreational
facilities, including the pool,
playgrounds, ponds and
community center and
maintains the landscaping in the
common areas around the
community. FHCC maintains
the common grounds and
collects the annual assessment
for all communities.
When to call FHCC: questions
about fees, payments or
changing your address; request
for a resale package when
selling your home; rental of the
community center; obtaining
pool passes; reporting problems
with recreational facilities;
request for landscape
maintenance on common areas;
snow removal on common
areas; and anything which
would come under the
jurisdiction and authority of the
FHCC.

The MONTGOMERY
COUNTY
COMMISSION ON COMMON
OWNERSHIP
COMMUNITIES
Montgomery County recognizes
that a substantial proportion of
all its citizens now live in
condominium and homeowner
associations, and in housing
cooperatives, generally called
"common ownership
communities." In order to serve
better the special needs of these
communities, to act as their
advocate, and to maintain and
improve the quality of life in
these communities, the County
created the Commission on
Common Ownership
Communities. The Commission
operates under the authority of
Chapter 10B of the County
Code.
The Commission has 3 basic
duties:
Education: the Commission
provides free information to
both members and o governing
bodies about their rights and
duties under Maryland law, as
well as advice on how to
properly operate the association
and to avoid complaints.
Among other tools, it offers a
"Manual and Resource Guide"
for Boards of Directors.
Legislation: the Commission
advocates for common
ownership communities
concerning proposed laws and
regulations at the local and State
level.
Dispute resolution: the
Commission can hear and
resolve certain disputes between
members of the communities
and their governing bodies, and
its decisions are legally binding
on the parties.
The Commission is composed of
15 volunteers who are appointed
for 3-year terms. 8 members
must be residents of common
ownership communities and the
other 7 must be professionals
who work with the communities,
such as property managers,
lawyers, developers and realtors.
Every Fall, the County publishes
a request for applicants to the
Commission to replace those
whose terms are due to expire.

that there is: No swimming,
Boating or attempting to
walk or ice skate on the ice
surface. The ice may look
solid enough to hold your
weight, but it is not. Parents,
please speak to your children
about the dangers of any
pond / ice covered water
area. Also, if you choose to
fish in the pond, please just
catch and release the fish
back into the water. Do not
eat fish caught in the pond.

Winter Energy Saving Tips
With winter temperatures falling and
heating systems running for longer periods
of time, it's the perfect time to take
control of your electric bill.
Keep your thermostat at the lowest
comfortable setting. If you have a heat
pump, adjust your thermostat in small
increments to avoid the operation of the
supplemental heat strip in your system.
Energy consumption is much higher when
the heat strip is in use. A steady setting on
your heat pump thermostat produces
constant comfort and minimizes the use of
the less efficient resistance heat strip.
· Keep the fan on your central heating unit
on the "auto"
position. Leaving the fan in the "on"
position can add $25 a month to your
heating costs.
· Install the heating thermostat on an
inside wall and away from windows and
doors.
· Clean or replace filters every month.
Dirty filters can increase operating costs by
20 percent.
· By setting your thermostat back 10
degrees at night, (8-10 hours), you'll save
10 to 20 percent in heating costs. The
lowered thermostat setting saves energy
and money by reducing the length of time
the heating system operates throughout
the night.
· Use ceiling fans in winter to distribute
heat around a room.

Dumping on the Common Area
Flower Hill Central would like to take this opportunity to
remind all homeowners and residents of Flower Hill that
there is no dumping or discarding of any items on the
common areas located in Flower Hill. Dumping of debris
on the common area has become an increasingly
expensive issue in Flower Hill. Every month, Flower Hill
Central pays to remove furniture, exercise equipment,
bulk trash items, old tires, bikes, construction items,
firewood, toilets, doors, mattresses, Christmas trees and
so on from the common areas owned by Flower Hill.
Many residents incorrectly assume that their local sub
association’s trash service will pick up items of this
nature but many of them do not. Please check with your
sub association before placing bulk items out for trash
pickup. If Flower Hill has proof (photos or an eye witness
account) of such dumping occurring, then Flower Hill
will send a letter to the property owner and post a notice
on the property owner’s front door, notifying them
that the debris must be removed and properly disposed
of within forty-eight hours or Flower Hill will have no
choice but to remove the items and bill the owner for the
cost of removal. Let’s all work together to keep our
community beautiful.
Leaf Raking
Yes, it is that time of year
again! The air is crisp and the
leaves turn beautiful shades of
red & golden brown. Just a
few reminders as the seasons
begin to change. To keep
costs reasonable, FHCC limits
leaf removal to the common
areas only.
Each homeowner is
responsible for the leaf
removal from their own
property. Leaf disposal is to
be done per county recycling
guidelines. Call 240-777-0311
for details. Leaves may be
placed in recycling bags or
labeled recycling cans only.
Leaves are not to be raked
onto any Flower Hill
common areas or to be
dumped in the fields, woods
or streambeds.

Collections Process for Homeowner Dues
Flower Hill Central would like to remind the community of the
process for collection of homeowner’s dues:
On or about March 1 Annual bills are mailed
April 1 All accounts are due paid in full.
April 15 Late fee of 10% on unpaid balance or
$15 whichever is greater.
Late notice mailed with new balance.
18% per year calculated from April 1.
June 1 Final late notices mailed to all
delinquent accounts.
July 1 On July 1st or later, all remaining delinquent
accounts are turned over to collections
attorneys. Large legal bills will occur, which
you are responsible for.

Gaithersburg Police
Designate an
Internet Purchase Exchange Location
The Gaithersburg Police Department (GPD) announces the implementation of a new public safety initiative, the “Internet Purchase Exchange Location” (IPEL). In partnership with Offer Up, which generously donated two parking signs, the program addresses safety and awareness concerns regarding Internet-based purchases from websites like Craigslist, eBay, Offer Up or any other item advertised for sale from an individual. While these and other websites are frequently used and credible, their popularity makes them vulnerable to criminal activity from online predators.
The Gaithersburg Police Department has investigated incidents involving meetings where transaction encounters have led to physical altercations. Thus, the GPD is providing a location for residents to use when conducting in-person transactions. Two designated parking spaces have been identified in the station’s public parking lot at 14 Fulks Corner Avenue for any type of legitimate exchange Gaithersburg residents may need, including Internet-based buyer and seller transactions.
The IPEL parking lot spaces are available to the public from 8 a.m. to 9 p.m. 7 days a week. The parking lot locations are under video surveillance always. The IPEL extends into the GPD lobby to provide a more enhanced layer of security and shelter, which residents are encouraged to use for buyer and seller transactions. The station lobby is open 7 days a week from 8 a.m. to 9 p.m.
The Gaithersburg Police Department may not act in any capacity as an official witness to or broker for any transaction. The IPEL has been established only to provide a safe environment for the exchange of merchandise between private parties. The goal of this program is to help reduce victimization and prevent illegal transactions. This offer does not extend to transactions involving the sale of any contraband, stolen property, gun sales, or the sale of illegal items or prohibited services.
The Gaithersburg Police Department offers the following safety tips for buyer and sellers:
Be suspicious of a buyer or seller who changes the agreed upon location.
Always meet the buyer or seller in a public place that is well populated.
Avoid meeting on side streets or places that are not well lit.
Always take someone with you and inform the buyer/seller that you will not be alone.
Strongly consider conducting the transaction in the Gaithersburg Police Department lobby or the IPEL parking spaces.
Trust your instincts – if it sounds like a scam, it probably is.
Complete the transaction during daylight hours.
