i

It is important to have your sayA Constitutional Convention is to be held in February 1998 for a public discussion

of issues relating to whether or not Australia should become a republic. Delegates will

not have the power to decide to change the current system - that decision is up to the

Australian people and could only be made at a referendum.

In this election you vote for delegates from your State or Territory who can

contribute to the debate at the Convention. A supplement explaining the key issues

involved in the republic debate will be published in major newspapers on the weekend of

8 and 9 November.

Your ballot paperDelegates will be elected using a Senate style voting system. A candidate will have

to gain a proportion, or quota, of the formal votes to be elected as a delegate. Let’s

look at the ballot paper more closely.

How to voteOn the ballot paper you have a choice. You can vote either above the line or

below the line, but not both.

ABOVE THE LINE

Each box above the line represents either:

l A group of candidates (the name of the group, together with the name of the first

candidate in that group will appear beside the box).

l Or a single candidate who is standing alone. (The candidate’s name and any

descriptive name they have provided will appear beside the box).

l To vote above the line, simply place the number '1' in one box only.Your vote will be counted in the way chosen by the group or candidate you have

voted for. This is called a ticket vote and information will be displayed at all AEC

offices showing you the preferences on each of the tickets.

clu1st 2ndPreference Pr

BELOW THE LINE

The area below the line contains 20 boxes marked ‘1 st preference’, ‘2nd preference’,

‘3rd preference’ etc.

If you choose to vote below the line, you must place the candidatenumber of your first preference in the box marked ‘1st preference’,the candidate number of your second choice in the ‘2nd preference’box and so on.

You will find the candidate identification numbers listed beside their names on pages

4 & 5 of this guide.

Do not write the numbers 1, 2,3 etc. below the line. You can complete as few or as

many boxes below the line as you wish. Your ballot paper will be counted for as many

boxes OS you have completed.

Either place the number ‘1’ in one

square above the line, or place

candidate numbers in the boxes

below the line (see diogram left).

TED MACKMACK, led 192HABER, Ed 198Austraia's administrative system or Constitution w a sframed in the 1890s to unite six English colonies - aworld that no longer exists. It needs a majorrestructure to face the twenty-first century. We cannot successfully continue with ninegovernments and legal systems, 15 Houses ofParliament, 842 MPs and their bureaucracies, alllocked in an endless confl ict. While the Head of State should not be changedsimply to address historical sectarian or racistgrievance, an independent democmcy cannot rely onhereditary or appointed leaden. We must have thetight and responsibility to directly elect our Head ofState.

AUSTRALIAN REPUBLICAN MOVEMENTThanks to the courage and hard work of Australians, this is the best country in he world. So why can’t on Australian be our Head of State? We deserve a Head of State who is proud to beAustralian. We deserve a Head of State who is one of us.

As a country so should Australia.IRVING, Helen 159My adademic background has taught me that whenthe Australian people wrote our Consfilulion, they sawAustralia eventually becoming independent. TheRepublic makes it happen.KENEALLY. Thomas 150As a writer I try to interpret Australia to reoders. AnAustralian Head of State can interpret us to the worldat the highest level.BEREJIKLIAN, Gladys 102As the 1997 NSW President of the YOung Liberals Iknow that young Australians want to forge our ownidentity as an independent nation.CROWE, Stephen 244As a footballer with the Knight’s Premiership winningteam I’m proud of Newcastle and Australia. CITIZENS FOR AN ELECTED PRESIDENTRUSH, James S 229RYAN, Laurence D 193Australia ostensibly acquired nationhood in 1901. ButIt has taken the whole cent to gradually assert ourindependence which logically cannot be achievedfully until we become a RepublicOur members have extensive b&grounds in privateenterprise and the public sector. They are staunchRepublicans who believe nevertheless, that theCommonwealth is a unifying force in the world. Wepropose that our new Republic remain a membernation.Whilst we applaud the Keating initiative in proposing

a Republic we differ from some Republicans in ourstrong belief that the Australian people themselvesshould directly elect their own President.

AUSTRALIAN RECONCILlATIONWe stand for justice, recognition and respect forA b o r i g i n e s a n d Torres Strait Islanders. T h eConstitution should acknowledge all human history inthis land. HANNAN, Liam 118CURRAN, Christopher Francis 248WATKINS, Paul 171HANNAN, Alicia 125HANNAN, Geoffrey 199HANNAN, Georgia 109KWAN, Julian 265HAYSON, Matthew 183SHORT, Warwick 241Each Australian must have the right to vote for thePresident of Australia or Head of State. A vote for“Elect the President" IS a vote for yourself having theright to vote for the President insteod of lettingmembers of Parliament have the exclusive roleof deciding who will be President. The Head ofAustralia has previously been decided by politicianswho appoint mates, or judges. Australia is more thanpoliticians and High Court Judges. Australia is adiverse society. All Australians regardless of theirsex, race, religion, or who they know, must hove theopportunity and right to stand and vote for thePresident of Australia.Australia has come of age since Federation, almost acentury ogo. Our society is for richer ond moreculturally diverse. Great Britain also has moved onand is now much closer to Europe. As we enter theth i rd millennium, we must do so a s a trulyindependent nation, maintaining our historical linksbut in a woy that no longer reflects symbolicsubservience to anyoneRecent events demonstrate the monarchy is out oftouch with community values and respect for theIndividual and IS losing its relevance In modernEngland. It is even less relevant to the people ofAustralia, some 20,000 kilometres distant.By electing the President, we can demand thot thePresident stays in touch with people and communitystandards and focuses on Australia and the needs ofall Australians. By abandoning the class structureinherent in a monarchy, we can ensure that ourchildren ore encouraged to respect people based ontheir character and contribution to Australia, ratherthan on class or race. The protection of democracy and the Australian wayof life requires that the people of Australia have theright to vote for the President who must beaccountable to the people at regular elections, not toCanberra politicions who ore remote from people’sneeds. An elected President will hove greaterindependence and standing. While politicians maynot like this, it ensures the President is truly able torepresent a l l Australians.Few Australians have the money ond time to joinpol i t ical groups to inf luence the actions ofGovernment. The President of Australia will protectand represent all those who can’t afford to joinpolitical groups. The President of Australia will bethere to protect you and your families' nghk. Makesure you have the right to vote for who the Presidentwill be by voting for William Hannan (Elect thePresident).

WOMEN FOR A JUST REPUBLICA new century needs a new constitution which ensuresthat women ploy an active and equal role in shapingOur Nation.
