I would like to thank the volunteers on the Recreaon and Culture Board for hosng the children s movie in our new community hall on Family Day. I know that there was a good turnout and many wonderful comments about the new facility. Thank you to the Expanding Horizons Society. I am looking forward to the official Grand Opening. Town Council held a very producve budget meeng on February 21 st . There was lots of good discussion and I would like to thank our Interim Chief Administrave Officer (Jacqui Molyneux) and her staff for an excellent job of preparing the background informaon for us. We know that the regional water services commission and the regional wastewater commission will be increasing the rates they charge the town by $0.10 a cubic meter. We made several recommendaons and (if at all possible) we will try not to pass on this increase to our rate payers. Administraon will rework the proposed changes and bring the updated budget back for Town Councils consideraon. As you have seen in the Olds Albertan newspaper, Town Council received informaon on seng up a Cizens On Patrol organizaon. The town will be looking for volunteers to move forward on this iniave. More informaon is included in this months newsleer. Town Council will be hosng a Public Hearing on March 5 th at 7:00 p.m. at the Bowden Friendship Center. The hearing will be a public forum for your input on recommendaons that have been put forward for rezoning land under our Land Use Bylaw. This is a necessary step in moving forward on projects that will benefit the town. Town Council looks forward to your aendance and parcipaon. Guinness Soup

3 medium sweet onions

3 Tablespoons of butter

1 cup Guinness beer

4 cups beef broth

1 teaspoon Worcestershire sauce

4 slices frozen Texas toast garlic bread

1 cup shredded cheddar cheese

Melt butter in a large saucepan over low heat. Add onions to the saucepan

and cover. Cook for about 30 minutes, stirring occasionally.

Set heat on medium high. Add beer and cook, uncovered, for 5-10 minutes,

or until beer is reduced by about half. Add the broth and the Worcestershire

sauce. Heat the broth mixture until it boils. Reduce heat to low. Cover the pot

and simmer for about 30 minutes. Meanwhile, toast or bake the garlic bread

according to package instructions. Divide the soup among 4 bowls. Place one

piece of toast on each bowl. Top each piece of toast with 1/4 cup of Irish

cheddar cheese.

Place bowls of soup on a baking sheet and broil in the oven for a few

minutes, or until cheese is melted or golden brown.

BOWDEN BYLAWS - A FRIENDLY REMINDER

person who receives a letter in the mail as this will lead to formal enforcement proceedings including financial penalties.

NUISANCE BYLAW - BYLAW 04 – 2014

SECTION 2 DEFINITIONS

“Unsightly Premise” means any property or part of it which is characterized by visual evidence of a lack of general maintenance and upkeep by the accumulation

on the premises of garbage, animal or human excrement, sewage, the whole or part of an animal carcass, animal material, dirt, soil, gravel, rocks, petroleum

products, hazardous materials, disassembled equipment or machinery, broken household goods, the whole or part of any vehicle or vehicles which are not

registered with the Motor Vehicle Registry for the current year and which are inoperative by reason of disrepair, removed parts or missing equipment, equipment

or machinery which has been rendered inoperative by reason of disassembly, age or mechanical condition, including household appliances, ashes, building

material, and yard material, or any other form of scrap, litter, trash, or waste of any kind.

Please keep a tidy yard so you don’t receive a warning, or penalty.

TRAFFIC BYLAW - BYLAW 11 – 2012

SECTION 12 PUBLIC PLACES

12.18 All owners, or tenants of land shall remove and clear away snow, ice, dirt, debris or other obstruction from any sidewalk adjoining their property, such

removal to be completed within 48 hours of the time when the snow, ice, dirt or other obstruction was formed or deposited thereon.

12.20 No person shall place any snow, ice, dirt, debris or other material from private property onto the street or other public places of the Municipality except as

authorized in writing by the CAO.

ANIMAL CONTROL BYLAW - BYLAW 02-2013

SECTION 4 RESPONSIBILITIES OF ANIMAL OWNERS

4.0 The owner of an animal shall obtain an annual license from the Town in accordance with the provisions of Section 8 of this bylaw, ensure that the animal is

not running at large, ensure that the animal, when not on the owner’s property, is under the control of a competent person, not keep more than 3 animals over

the age of 3 months per household except under the authority of a “Hobby License”, restrict the animal from defecating on private property other than the property

of the animal owner, ensure that when an animal defecates on any public or private property other than the property of the animal owner, that the feces shall

immediately be removed.

SECTION 5 NUISANCE

5.1 An owner of a dog shall ensure that such dog does not excessively bark, howl or whine.

names will be put in a hat and one name will be

drawn. For the persons not chosen, the Bowden

HELP WANTED Bowden Community Hall is now accepting bids for custodial work. Job will include general cleaning duties to ensure facility is clean

prior to and after each function. Successful candidate(s) will report to Hall Manager. For a tour of the facility and detailed cleaning

Services. Applications are available at the front desk at the Town Office.

Notice is hereby given that at its meeting to be held on Monday, March 5 2018, the Town of Bowden will consider Bylaw No. 2018/1 to amend Bylaw No. 2009/15, the Red Deer County and Town of Bowden Intermunicipal Development Plan (IDP). The purpose of this bylaw is to amend Map 1, Future Land Uses and Policy Areas, to show land located in Pt SE 26-34-1-5 and Lot A, Plan 2878JK, SE 26-34-1-5 as a Commercial Land Use. Town Council will hear from any person claiming to be affected by the proposed bylaw at the Public Hearing. The hearing will be informal and persons wishing to speak will be requested to state their name and address for the record upon being recognized by the Chair. If you prefer to submit comments on the bylaw in writing, the information you provide may be made public, subject to the provisions of the Freedom of Information and Protection of Privacy Act. The public may inspect a copy of the proposed bylaw and a copy of the IDP by visiting the Town office located at 2201 20 Avenue, Bowden, Alberta, during regular office hours 8 a.m. to 4 p.m. MONDAY to FRIDAY.

Income Tax Returns The 2018 Community Income Tax Program takes place at the Bowden Friendship

Centre. Free income tax preparation by trained volunteers. The service is for basic forms

for seniors, students, low income individuals and newcomers. This year’s dates and

times will be: Friday, March 23 from 1 – 4pm

Saturday, April 14 from 10a.m. – 1p.m. Saturday, April 28 from 10a.m. – 1 p.m.

If you can’t drop in during these hours, you may leave your information and forms at

the Town Office during normal business hours.

Would you like to help keep our community safe?

We are looking for volunteers to get Alberta Citizens on Patrol Association going here in

Bowden. WE NEED VOLUNTEERSS TO MAKE THIS GO!!! Citizens on Patrol consists of

volunteering your time to patrol Bowden. You will be educated and trained on crime

prevention and safety for yourself and for the community. See more information on the
