Background

During the year the Grounds and Greens Committee continued reviewing the golf course having regard to Yowani’s Golf Course Maintenance Standards and 2013 Golf Course Audit & Report. The G&G’s report for 2014 follows.

Assessment

The G&G found that, given the prevailing weather conditions, less than ideal staffing levels and problems with the availability of serviceable and appropriate equipment, the course has continued to be maintained, on average, to a reasonable level (albeit below expectations during the fairway seeding and top dressing), and was generally in line with the Yowani Golf Course and Bowls Maintenance Standards.

While there have been a large number of improvements made to the golf course since July 2013, there remain significant matters that require further attention by the Course Superintendent during the next twelve months – particularly the standard of bunker care and the establishment of the turf nursery. Moreover, there are a number of matters that are outside the day-to-day maintenance activities which require attention by the Board and G&G.

Besides the normal operational outcomes since the last audit, G&G has been very active and instrumental in achieving successful outcomes for many initiatives. Attachment 1 details the work completed during 2013/14 as a result of positive and collaborative efforts by the Course Superintendent and G&G.

Many of the improvements made in the past twelve months are directly attributable to the efforts of the Yowani volunteers. For example, the volunteers have constructed a path between the 17 th green and 18th tee and planted trees to provide a vista; mounds have been constructed and grassed on the LHS of the 11th fairway; commenced an unwanted grass eradication programme; and commenced the installation of the new tee signs. Without the contributions of the volunteers, this number of positive outcomes would never have been achieved with the current staffing levels.

Moreover, volunteers regularly carried out routine maintenance work, such as clearing course debris, the maintenance of ball washers, whipper snipping and mowing of the water hazard surrounds so as to allow ground staff more time to pursue higher maintenance priorities. G&G believes that, by using volunteers to attend to the maintenance of the water hazards, ground staff should be able to spend additional time on improving the standard and presentation of Yowani’s bunkers. Unfortunately, bunker maintenance is still not up to G&G expectations. This outcome is contrary to the intent of the additional assistance given by volunteers.

The hours contributed by the volunteers reinforces the position that, for Yowani to be well presented and maintained, the current Yowani staffing level of 6 staff (including the course superintendent) is below an appropriate staffing level. In 2009, Mr Farrell used the Yowani Maintenance Standards as a basis for hours worked calculations and estimated that Yowani’s effective staff level should be 9 (plus the course superintendent). These staffing calculations were made prior to the establishment of the 3rd bowling green, but recognised that volunteer support could have a reductive influence on actual staff numbers required. The course maintenance program is also adversely affected by the unavailability of staff through leave, sickness and training and, the down-time caused by ageing equipment. The recent Board decision not to employ a groundsman to replace the recent resignation of a qualified greenkeeper further accentuates the problems.

Observations

Drainage at the 4th Fairway

The drainage at the 4th fairway seems to have been partially resolved. The removal of debris collected from the four drainage sumps connected to the drainage system appears to have been partially successful in reducing the amount of surface water.

Work to clear blockages at the well has allowed the water pooled at the 150 metre marker to be discharged into the top lake. The well requires regular inspection to ensure that there is no repeat of the blockage. It is possible that work will be needed to improve the discharge rate by enlarging or supplementing the discharge pipe between the well and the connecting 900mm pipe.

Previously it was reported that jet rodding might be necessary to clear the 300mm pipe. This now does not appear to be the case but the drainage in this area continues to be monitored.

Drainage at the 7th Fairway

The 7th fairway between the treed high ground and the lake edge has become increasingly boggy in wet conditions. Action is needed to alleviate the amount of surface water and improve drainage by replacing the existing inadequate and failing subsoil draining system. The 7th fairway is nearly always in shadow and without an effective means to divert vehicles away from the boggy ground a good drive invariably will result in a poor lie and detract from a pleasant golf experience.

Drainage at the 13th Fairway

The drain on the LHS of the 13th fairway requires excavation work to permit water to flow to the culvert and discharge into the top lake. Furthermore, a small crossing should be put in place to facilitate easy access by players to the area between the drain and the 2nd fairway.

Drainage at the 15th Fairway

The LHS 15th fairway opposite the bunkers retains water. To reduce this water retention and improve drainage, excavation work is required to construct a spoon drain to connect with the LHS 14 th fairway drainage which discharges across the 15th fairway.

Drainage at the 17th Fairway

Since the completion of the water harvesting project, there have been a number of partially successful efforts to improve drainage near the 17th green adjacent to the 18th tee path. Further work is required.

Lake Walls

The lake walls present Yowani with a problem that, despite repeated reporting, has largely been ignored. G&G will continue to monitor the deterioration and implement minor repairs in an effort to provide a modicum of safety, but the Board needs to consider the lake walls as a priority.

In the 2011/12 audit report, G&G recommended to the Board that consideration be given to developing an operational plan to replace the existing lake walls. It was considered that such a plan would consist of identification of potential long term solutions (with estimated costs). The plan would provide the Board with the necessary information to develop a considered implementation plan consistent with a forward budgetary strategy. In 2013, the Course Superintendent provided G&G with his concept on how the lake walls might be replaced incrementally. This concept has been with the Board for over twelve months without a response.

Of Immediate Concern

The soil at the lake edges along the 11th fairway and in front of the 16th and 17th greens is subsiding into the lakes. Some remedial work has been undertaken to fill the cavities along the wall in front of the greens, but the work has failed to achieve a positive result. The interim measure taken some years back to repair the wall at the 16 th green still only serves to delay the inevitable with the slope at front of the green (towards the lake) becoming increasingly noticeable.

The unstable lake edging is also very noticeable at the 16th tee. In most places along the length of the tee less than half the width of the tee is reasonably level. The right hand side of the tee severely slopes towards the lake forcing most players to tee up on the left hand side of the tee.

Bridges

For two years the suitability of the Sullivans Creek bridge surfaces in icy conditions has been raised as an OH&S matter, requiring attention. G&G understands that preliminary work may have been undertaken in 2012 to identify a suitable surface replacement, but this matter remains unresolved. It is a little disconcerting that action on this safety matter has not occurred.

The safety concern with the surface of these bridges has somewhat been overtaken by additional concerns with the structural integrity of the bridges. The bridges, particularly the 10th fairway Bridge crossing Sullivans Creek, have been found to have serious levels of water influenced deterioration in the load bearing beams making full replacement necessary. A structural fix underpinning the LH span to the 10th bridge has been undertaken this year. G&G understands there is an engineering caveat indicating this temporary fix will suffice for twelve months.

Of Immediate Concern

The 10th bridge urgently needs to be replaced – preferably within twelve months.

The 1st Fairway Bridge should be considered for replacement in the following year.

When the 7th fairway is wet, vehicle and player traffic moving around the lake towards the green turns the fairway into a boggy mush. It takes a good period of dry conditions for the fairway to recover to a condition that is suitable for play. Consideration needs to be given to reducing the vehicle and pedestrian traffic in this area by re-establishing appropriate load-bearing bridges to and from the island.

Invasive Grasses

Kikuyu, Paspalum and Parramatta grasses continue to invade the playing areas and will in time present a serious problem for Yowani. During 2013/14 the volunteers have commenced, under the direction and guidance of the Course Superintendent, a structured and targetted programme to remove Paspalum, kikuyu and Parramatta grasses.

To date the eradication effort has concentrated on the Paspalum and Parramatta grasses.

Of Concern

There is a significant infestation of kikuyu along the rear edge of the 9th green which is starting to encroach into the putting surface. There is a similar situation at the front of the 17 th

green. Urgent control measures are warranted to eradicate the kikuyu at these greens.

Tee Signage

It is now a case of securing donors to source funds for this project to be realised. Besides the installation of the 1st and 10th tee plinths, work has commenced with a number of plinth bases constructed at the 3rd, 4th (men), 5th (men), 9th, 11th (men), 12th, 13th and 14th tees. The majority of the installation work will be carried out by volunteers.

Root Barrier and Tree Roots

The root barrier programme has brought about significant improvement in condition of the fairways and should be continued until completed. This programme is assessed as having 2-3 years to completion.

Although funding for 2013/14 had been approved by the Board, due to financial constraints no work was undertaken in this period.

Bunkers

Bunkers continue to be a source of concern to the members. This audit found there were a few bunkers requiring further attention to remove noticeable grass and weeds. The bunkers generally have been presented in a fair condition despite the occasional weeds and poorly levelled surfaces in some bunkers

The major causes for bunker complaint are weeds, sand levels and sloped bases. G&G believe there is insufficient attention given by ground staff to move accumulated sand (brought about by golfers poor raking practices) at the bunker edge to the centre of the base before raking level. There also appears to be an unhelpful practice by ground staff of brushing sand up the bunker face. G&G would prefer greater attention was given to ensuring the base of the bunker is covered with 50mm of sand and the base raked level (flat).

Yowani uses two types of sand for its bunkers. The recently re-profiled bunkers contain the preferred Newcastle (like) sand while the older bunkers contain sand sourced from Canberra. G&G consider that the annual bunker re-profiling should continue and that any (interim) topping-up of sand should be on a like for like basis.

Tees

Two Yowani tees have emerged as a concern to the membership. G&G restates the priority to widen, level and reshape the 6th tee. This work was first identified as the priority following the work completed on the 5th tee. It has been approximately four years since funds were allocated for tee improvement.

The RHS of 16th tee is subsiding into the lake. This is particularly noticeable adjacent to the white and gold course plates and does introduce a degree of difficulty with tee placements. To fix this tee would require a similar approach to the lake wall work needed at the 16th and 17th greens.

The women’s 13th tee is too small and requires lengthening by 5m and widening by 3m to facilitate teeing ground rotation and to meet GA standards. Both the 6th and the 4th women’s tees have become quite uneven and levelling should be given priority treatment.

Of Concern

It has been approximately four years since funds were allocated for tee improvements.

Practice Facilities

The current practice facilities provided at Yowani are limited and inadequate for our members. G&G believes the existing space, without significant adjustment, could provide Yowani with facilities commensurate with comparable golf clubs. The majority of the local clubs provide their membership with vastly better practice facilities than those offered by Yowani.

For Yowani to be a golf course of choice to prospective members, Yowani needs to develop its practice facilities to make the golf course a complete package. This means that in the first instance, Yowani needs to identify current deficiencies and then determine the change path forward. This will not happen overnight but in future years it will allow Yowani to market to prospective members, practice facilities that are at least comparable to alternative golf clubs and provide better teaching facilities for the Club Professional.

The Board has approved a G&G chaired working group to review the facilities against current and future needs, identify any low cost options to advance development, and determine longer term goals with priorities for the Board to consider.

Turf Nurseries

The recent difficulties cause by damage to our greens has highlighted the deficiency of available and appropriate turf to repair greens. At some stage in the past Yowani had a turf nursery, but this infrastructure capability, for some unknown reason, was decommissioned or allowed to decline into disuse. Yowani’s Course superintendent should have turf available to make timely repairs to damaged greens, greens’ surrounds and tees.

G&G has recommended that the former greens turf nursery near the maintenance shed should be re-established, and also, that a further turf nursery should be established at the Southwell park end of the driving range.

On-Course Toilets

It is evident that with Yowani's ageing membership, many of our senior members have a medical condition which necessitates more frequent access to toilet facilities.  During a golf round, the location of the existing on-course toilet facility does not fully meet the needs of golf members.

Other clubs have recognised the need to improve toilet facilities for their golf members and have positioned additional toilets on the course.  Such examples are: Royal Canberra, Gungahlin Lakes, Yarrawonga, The Australian, Murray Downs and Tocumwal.

The temporary facility is a poor substitute for a fully functioning toilet. There are regular complaints about the condition of the toilet and the maintenance is, at best, ad hoc. The toilet is a blight on the golf course landscape as it detracts from the golf course.

It is understood that funds are not available to site proper fully functioning toilets at a halfway point for both 9s, but a single fully functioning toilet at the intersection of the 4th and 13th tees should be possible. Until facilities are installed, it should be reasonable for a robust screen to be erected around the temporary toilet and to ensure that the toilet is properly maintained at all times.

Maintenance and Projects

The Green course tees are essentially completed, although a number of tees require some further work. This course has been rated for both men and women.

During 2013/14, in addition to numerous support tasks carried out by the volunteers, the path areas near the 17th green / 18th tee, 17th tee, 13th green / 14th tee, and 11th tee have been completed.

Those matters identified as green, irrigation and fairway maintenance in Attachment 2 should be prioritised by the Course Superintendent and included in his 2014/15 work schedule.

Other maintenance and project work identified in Attachment 2 will be considered by G&G during 2014/15 and, if significant, will be presented to the Board when Yowani’s financial position improves.

Maintenance Equipment

Some maintenance equipment that was acquired at the time of the in-sourcing is now beyond economical repair and needs to be replaced. Also, at the time of initial acquisition compromises were made as to the numbers and types of equipment. Consequently, general purpose equipment such as the rough cutter and slasher, which perform well enough, are not necessarily the most appropriate for mowing the intermediate rough and greens surrounds. Furthermore, there is no tipper truck to move soil and material around the course, no pallet lifting for heavy items, no post hole capacity, no backhoe capacity for drainage and irrigation work, and no chipper to chip collected tree felling.

G&G considers that there are equipment deficiencies and replacements that require attention. G&G believes there should be a review of the management of golf course equipment to identify capability gaps and inhibitors, serviceability constraints and replacement criteria.

Of Concern

The second fairway unit is at the end of its economical life as it spends nearly more time in the workshop than it does mowing.

General

G&G is the appropriate forum to handle green keeping concerns. Unfortunately, there are those who prefer to speak directly to the CEO or Board members and bypass the forum chartered to represent the membership on green keeping matters. All G&G matters should be referred to the Chair G&G.

G&G believe the existing arrangements for tasking the Course Superintendent on course matters are ineffective. The Course Superintendent is invited to attend G&G meetings because it is both practical and the most effective means to coordinate G&G golf course maintenance activities and requirements. However, there is no obligation or compulsion on the Course Superintendent to comply with the Committee’s requests, or address issues at timings set or expected by the Committee.

The current procedure for G&G to request the CEO to instruct the Course Superintendent essentially causes delays, miscommunication, disempowerment of the G&G, and can create undue angst between the Course Superintendent and G&G. It would be more appropriate if the Board were to empower the Chair G&G to direct the Course Superintendent on those matters that are the bailiwick of G&G. Matters such as personnel, course superintendent’s budget, asset management and OH&S would remain the responsibility of the CEO.

Recommendations

It is recommended that the Board:

Review the status and priority to be given to:

the lake walls, the Sullivans Creek bridges, reinstitute the bunker reprofiling programme, reinstitute the tee levelling programme, kikuyu infestation at the 9th and 17th greens, on-course toilets, equipment management, and the tasking of grounds and greens matters;

Note the status on:

practice facilities, drainage, course signage, and the commencement of the undesirable grasses programme;

Note the requirement for the Course Superintendent to:

establish turf nurseries (greens nursery 2014/15), and take action, within existing budgets, to address identified maintenance issues.
